Email to SMS FAQ's
What is e-mail?
Email is an abbreviated form of electronic mail. Email is usually sent from a computer to another computer via Internet (over world wide web/www). Email users can send text, pictures, sound or videos to each other using this service. Using some high End mobiles or Blackberry activated with GPRS users can also send/receive emails on/from their Mobiles.
What is SMS?
SMS stands for Short Messaging Service. It is the technology that enables the sending and receiving of text between mobiles. It can hold data up to 160 characters if 7-bit character encoding is used (Latin characters like English) or 70 characters if 16-bit Unicode USC2 character encoding is used (Non Latin characters like Chinese, Hindi etc). Today 100% GSM (Global System for Mobile Communication) mobiles and CDMA (Code Division Multiple Access) mobiles support SMS services.
What does Pocket mail do?
Pocket Mail makes it possible for you to receive your mails on your mobile as SMS. It is also used for sending our mail through mobile without use of GPRS.
Do I need GPRS to avail this facility?
There is no need of GPRS, because it is fully SMS based service.
Do I need to have a high end handset to avail this facility?
There is no need of high end mobile handset because it is completely sms based service. So the handset which is able to receive sms (CDMA/GSM) is sufficient for this service (100% handset is capable for avail this service).
Will I receive SPAM via this service?
NO, you will receive mail account’s inbox messages only.
What I need to do when I receive any email?
It is similar as you get your SMS on your mobile. You can read it as sms.
What I need to do when I want to send an email?
You compose the mail in the format of abc@example.com [text message] and send it to short code (BSNL 5 digit short code) 56688.
What if I receive a long email?
In the case of long email, you will receive single long SMS each having multiple of 160 characters of mail only.
What if I get any attachment or Pictures in my email?
Since the service is completely based on sms, you will not be able to receive any attachment or picture. You may receive the information that you have received any attachment in your Email.
Where do I need to register for availing this facility?
Send “subemail” to 56688 to register for this service.
How can I configure my email?
Configuration of email through Pocket mail is one time forward setting which set by user from his/her mail account setting .
What if I have more than one email ids?
At one time you can register for one email Id only. If you wish to register for other email Ids then you have to register them separately.
What if I want to receive certain particular email on my mobile?
There is a facility of mail filter where you can choose only those email ids from which you want to receive email.
What if I relocate?
You are also in the mode of receiving SMS, so you can receive mail on your mobile number.
After signing up, what could be the reason if I don’t start receiving my email on my mobile?
Only your account has been expired because of non payment.

Glink is the tool created by Shivram, SA for sending email with or w/o attachment directly without accessing gmail site.With lot of limitations,this tool may find useful to you in your office/personal use.
This tool contains :1.Glink exe and 2. Contacts.ini file.Copy both these files to your PC and create a shortcut for Glink to the Desktop.Edit the Contacts.ini file as per your need. Do not add "@gmail.com" suffix to any ids.You can add up to 30 email ids.The Sender name in the ini file must be your name.You can however change the name when using the exe.Contacts.ini file
In the Login screen, type your gmail id. Press Enter. Please note that the ID should not contain@gmail.com. Then type the Password of your google ID. Press Enter or click Sign in. Setting up a secured network through a Netgear or any Router will keep your data free from spying and avert entry of any uninvited user into your network. You will have to follow certain guidelines to set up a Secured Wireless Network that will be provided either through Wireless Protected Array (WPA) or Wireless Encryption Protocol (WEP).
GUIDELINES
Connect to Modem
Power off your modem.
Connect one end of the Ethernet Cable to the ‘input’, marked at the backside of the router and other end to the modem.
Power Modem back on.
Generally it is a good rule to wait at least a minute before continuing to the next step.
Connect to Computer
· Connect one end of a second Ethernet Cable to one of the available ports on the Router. Most modern Routers include four ports.
Power your Router
· Plug your Router to a power source and wait till until your Router’s LED signals that it is connected to the internet. Generally Routers have a green LED indicator that turns solid when connected.
Install Software and Drivers
· If your Router included a disk to install Drivers, insert disk and continue following the disks instructions to install Drivers and set up your Network.
· If your Router does not include a disk continue to next steps.
Configure your Network
· Take note of the Router’s IP address that is selected automatically (default) and mentioned in the user’s guide. Most Routers by default use, http://192.168.1.1 as the default IP address
· Open your default web browser and type in the router’s address in the provided empty search field.
· Insert a valid Username and Password. If you have not set one up and it requires one, the default for most brands of Routers is, Username: Admin, Password: Password.
· You can also get to your Routers (Homepage) by going to Start Menu\Control Panel\Network and Sharing Center . Click the center icon at top, which usually has the house as an icon if you saved your Network as a Home Network. On the next page under Network Infrastructure you should see your Router listed. Just Right-Click your Router Icon and you should have a menu option to view Homepage.
Basic settings
· Choose your Basic Settings such as Router Name, and IP Addressing
· Locate Wireless Security or Wireless Settings. Choose a name(SSID) for your Network that you can easily identify and whether you wish to broadcast your Wireless Signal.
· Select channel to broadcast on, by default a Router usually has this set to Auto which is fine for most users.
· Select Wireless Mode. This is your speed for your wireless. Example: 54Mbps, 145Mbps and 300Mbps.
For your Wireless Security settings, most modern Routers include the following types of security:
· None – No security. Not recommended if you are in an area where someone who lives next door to you could use your Wireless Connection to connect to the Internet.
· WEP – Older security encryption used for Wireless Networks with better options now available. This option does not give a password but a unique key that users enter to connect.
· WPA-PSK[TKIP] – Better security than WEP and sometimes users still use this if they have issues with devices connecting. Still a great Security Option. There is a 54Mbps limit on this connection using Legacy G.
· WPA2-PSK[AES] – Newer security using N support and if you have no issues with devices connecting this is the recommended Security Option as it gives you the best security.
· WPA-PSK[TKIP]+WPA2-PSK[AES] – If you have issues with devices connecting you can use this setting as it gives you a combination of WPA and WPA2.
Another thing to note outside of setting up your Router is setting up Sharing for Computers and Devices connected to your Network. Windows 7 has come along way in making this easier for users and most users can do this by following the walk-through in Windows.

Reimbursement of Medical Expenses-Frequently Asked Questions
dependency condition not applicable to spouse for reimbursement of medical expenses under CGHS
Q I am a Government employee and beneficiary of CGHS. In my Service Book, I have shown my husband as not employed, as he was not employed at that time. Later on, he started a small business. When my husband suffered heart attack CGHS doctor referred my husband to a CGHS approved hospital where he was conducted angiography and by-pass surgery of heart. I submitted the bills for the same for reimbursement. However my Officer-in-Charge informed that no claim for medical reimbursement for my husband will be accepted since he is an income tax assessee and not my dependent. Kindly clarify.
A As per the definition of family for CGHS, the condition of dependency does not apply to husband/wife. Hence, you are entitled to reimbursement of medical expenses incurred in respect of your husband vide G.I.,M.H.,O.M. No. S-11012/1/98-CGHS(P), dated 14-3-2001 (Sl.No.133 of Swamy's Annual, 2001).
When both husband and wife are Govt. Servants both can claim reimbursement of medical expenses for their respective parents
Q Both the husband and wife are employees of a Central Government Organization and claiming the medical benefits under CS(MA)Rules, 1944. They have furnished joint declaration according to which husband has preferred to claim the concession for himself, wife, children and his parents and wife has preferred to claim for her parents. Since both the employees belong to same organization and staying at the same station, a doubt has arisen whether the female employee can claim medical reimbursement for her parents and her other dependent family members. Kindly clarify.
A When both husband and wife are Govt. employees, both of them can claim medical reimbursement for their respective parents subject to the condition that the income from all sources of such parents should be less than Rs 1,500 and they should reside with the concerned Govt. servant or with the rest of the family members.
Dependent married son is entitled to medical facilities
Q As per Circular No.4-24/96-C&P/CGHS (P), dated 17- 9-1999 of dept. of Health, a dependent son irrespective of his age is entitled to CGHS medical facilities. There is no mention of his marital status. However, a CGHS authorities in a particular region are refusing to include the name of a married dependent son in the CGHS card of a pensioner on the plea that the son is married. Kindly clarify.
A While defining dependency for son/daughter vide G.I., Ministry of Health and Family Welfare O.M.,dated 31- 12-1992 – Order (a) below Note-2 of the Definition of Family under Chapter 4 of "Swamy's Compilation of Medical Attendance Rules", the clause `married' has been included to the conditions only in the respect of daughter and NOT in respect of son. Hence, the CGHS establishment is not correct.
A Govt. Servant cannot claim medical reimbursement for his father who is in receipt of fixed medical allowance
Q A pensioner is residing outside CGHS area and therefore granted Rs 300 per month towards medical allowance. He is residing with his son who is a Govt. employee. The son is claiming medical reimbursement for OPD treatment of his father on the plea that his father's income is less and therefore dependent upon him. Will you please clarify whether his son can claim medical reimbursement?
A When the father, who is a pensioner is drawing fixed medical allowance of Rs 300 per month, his son is not entitled to claim medical reimbursement for the OPD treatment of his father.
Restriction of two children is not applicable for claiming medical reimbursement
Q As per existing rules, reimbursement of Children Education Allowance, LTC, etc., are admissible for two dependent children only. Whether an employee is entitled to reimbursement of the medical expenditure incurred for his wife during the pregnancy of third child and also admissibility of Paternity Leave in such cases.
A There is no ban under the CS(MA) Rules, 1944 or CGHS Rules for reimbursement of medical expenses incurred during the pregnancy of third child. However, Paternity Leave is not admissible if the employee has more than two surviving children vide OM , dated 16-7-1999 (now Rule 38-A of CCS (Leave) Rules, 1972).
Admissibility of medical facilities to the parent residing with family members away from headquarters
Q I am working in a city and family members reside in another city for various reasons. My parents are also residing with my family. In such situation, whether my parents will be eligible for medical treatment under CS(MA) Rules.
A Medical facilities are available to the parents of a Govt. servant even when they reside with the rest of his family members at a place other than his duty station for whatever reason. In such cases, the conditions regarding residence of the parents with the Govt. servant is waived.
Air travel for medical treatment, admissible to all irrespective of pay scales.
Q If a Government Employee officer is not entitled to travel by air on tour, LTC etc., whether he is entitled for air travel for medical treatment or not.
A TA by air for medical treatment is totally different from TA entitlement on tour/transfer. TA by air for medical attendance is admissible to all the Govt. servants irrespective of their pay, etc., if condition that as air travel was absolutely essential otherwise the life of the patient would have been in danger is fully satisfied. This condition is also applicable employees who entitled for Air Travel during their regular tours and LTC.
Official under suspension is eligible for all medical facilities.
Q Whether a Government Employee who is under suspension is entitled for reimbursement all the Medical expenditures involved at par with working employees.
A The official under suspension is covered by CS(MA) Rules and he is eligible for all the facilities as if he had not been suspended.
Medical facilities if spouse employed in other organization at the same/different station.
Q Please clarify whether the spouse employed in a Bank can avail the medical facility for himself /herself alone from the Bank while the spouse employed in Government department can avail facilities under CS(MA)Rules for self and other family members.
A In such cases medical facilities can be availed either under CS(MA) Rules or from the organization where the other spouse is employed, for all the family members. In the case, cited the spouse employed in the Bank cannot avail the facility for himself/herself alone while the other members avail facilities under CS(MA) Rules. The entire family can avail the facilities from only one source as a unit and for this purpose a joint declaration should be given by the couple to their respective departments. However, if the spouse employed in other organization is stationed at different station he/she can avail the facilities from the organization for self only, while the spouse and the family members living with him/her can avail facilities under CS(MA) Rules.
Members of family residing away from the place of posting of the Govt. Servant are entitled to avail medical facilities under CS(MA)Rules
Q A Govt. servant was transferred from one station to another on his own request. His wholly dependent family members are residing in his own house at the old station. He could not shift his family to the new place of posting. His family members are taking treatment at old station. Kindly clarify whether he can avail the facility of medical reimbursement in respect of his family members.
A The concerned Govt. servant can avail the facility in respect of the family members who are residing away from the place of duty. However, the dependent parents should reside either with the Govt. servant or with the other members of family to avail the facility. Please refer to Para 2 (c) under Section 4 of "Swamy's Compilation of Medical Attendance Rules" (C-7).
Spouse can claim the medical expenses incurred prior to the death of the deceased employee.
Q The wife of a deceased Central Govt. employee has submitted the claims in Form CS(MA) Rules in respect of the said employee and his dependents for the period before his death. There is no clear rule in Medical Attendance Rules on the above issue. Please Clarify.
A Pay and allowances of all kinds claimed on behalf of a deceased Govt. servant may be paid without the production of usual legal authority under the order of Head of Office in which the Govt. servant was employed at the time of his death, provided the Head of Office is otherwise satisfied about the right of the claimant. On receipt of the claim for payment of arrears of pay and allowances of all kinds (including traveling allowances claims) on behalf of a deceased Govt. servant from his heir(s), the Head of Office in which the Govt. servant was last employed should draw the amount in the appropriate bill. On the same lines medical claim also may be paid to the legal heir(s) of the deceased Govt. servant. [ Rule 95 of CGA Receipts and Payment Rules]

Some of the railways have sought clarifications with regard to reservation of SC/ST/OBC candidates while implementing the Apprentices Act 1961.
It is clarified that for reservation of training seats for SC/ST/OBC candidates, while implementing the Apprentices Act 1961, the same shall be as under: -
(a) SC Candidates : 15% (b) ST Candidates : 17% (C) OBC Candidates: 27%
Accordingly, Para 7 of Master Circular on Act Apprentices stands modified as per correction slip enclosed.

ADVANCE CORRECTION SLIP OF MASTER CIRCULAR NO.08
‘Reservation of training places in every designated trade will be as under: -
(a) SC Candidates : 15%
(b) ST Candidates : 17%
(C) OBC Candidates: 27%
Note:
(i) When the prescribed number of persons belonging either to the Scheduled Castes or to the Scheduled Tribes are not available, the training places so reserved for them may be filled by persons belonging to the Scheduled Tribes or as the case may be, to the Scheduled Caste and if the prescribed training places can not be filled even in the above given manner, then the training places so lying unfilled may be filled by persons not belonging to the Scheduled Castes or the Scheduled Tribes. (Apprenticeship Rules 1962)(ii) Similarly, the seats remaining unfilled by OBC candidates be filled by unreserved category. (Board’s letter No. E(MPP)2002/6/10 dated 31.12.2002)
