Subject: Inviting suggestions for changes in the existing guidelines on Cadre Review.

The Instructions and the Monograph on Cadre Review were last revised in 2010 and since then cadre review of 11 services have been completed and 16 proposals of cadre review are in various stages of consideration.

2. Certain changes are being proposed in the existing guidelines to make the Cadre Review exercise more scientific and comprehensive. Therefore all the Cadre Controlling Authorities are requested to send their suggestions on the existing guidelines and procedures to the undersigned on email id singh.mona@nic.in by 1st May 2015.

3. In this regard a presentation dated 19th December on “Reforming Personnel Management in Gujarat” by Shri Dhananjay Dwivedi, Secretary (Services, ARTD, NRI), Government of Gujarat (osd1syc@gmail.com) is being uploaded for information. This presentation has the details of many new initiatives of the Government of Gujarat including the details of restructuring and recruitment calendar (slide number 16-47). ഭാരതത്തിലെ ഈശ്വര സങ്കല്പങ്ങളിലെ മാനുഷീകരണം വളരെയധികം തെറ്റിദ്ധരിക്കപ്പെട്ടിട്ടുള്ള വസ്തുതയാണ്. സങ്കല്പങ്ങളിലെ കഥകൾ യാഥാർത്ഥ്യമാണെന്നുള്ള വിശ്വാസം അടിയുറച്ചുപോയിട്ടുണ്ട്. അത് തിരുത്താനോ ശരിയെന്തെന്ന് മനസ്സിലാക്കാനോ അജ്ഞാനതിമിരം ബാധിച്ച സമൂഹം തയ്യാറാകുന്നില്ല. മനുഷ്യന്റെ തലയറുത്ത് മാലയിട്ട കാളീസങ്കല്പത്തെക്കുറിച്ച് ചില വിവരങ്ങൾ പങ്കുവെക്കുന്നു.
ദുർഗ്ഗാദേവിയുടെ രൌദ്രഭാവമായാണ് ഭദ്രകാളിയെ സങ്കല്പിച്ചിട്ടുള്ളത്‌. അസുരനെ നിഗ്രഹിക്കാനായി അവതരിച്ച ദേവിയുടെ രൂപം. അജ്ഞാനത്തെ നശിപ്പിച്ച് ജ്ഞാനം നൽകി ലോകത്തെ സംരക്ഷിക്കുക എന്നതാണ് ദുർഗ്ഗയുടെ കറുത്ത ഭാവമായ ‘കാളി’ യുടെ ധർമ്മം. വേദങ്ങളിൽ അഗ്നിയുമായി ബന്ധപ്പെടുത്തിയാണ് കാളിയെ അവതരിപ്പിക്കുന്നത്‌. അഗ്നിയുടെ ദേവതക്ക് ഏഴ് തിളങ്ങുന്ന നാവുകളാണുള്ളത്. ‘കാളി’ അതിൽ കറുത്ത നാവിനെ പ്രതിനിധീകരിക്കുന്നു. രുദ്രന്റെ തൃക്കണ്ണിലെ അഗ്നിയിൽ നിന്നുമാണ് കാളിയെ സൃഷ്ടിച്ചത് എന്നു പറയുമ്പോൾ പ്രപഞ്ചസൃഷ്ടിയുടെ മാതാവായ ശക്തിയെതന്നെ മകളായും കഥകളിലൂടെ വ്യഖ്യാനിക്കുന്നു. ശക്തിസ്വരുപിണിയായ ഈ ദേവിയെ പലരൂപത്തിലും ആരാധിക്കുന്നുണ്ട്. താന്ത്രികർ മുപ്പതിലധികം ഭാവങ്ങളിൽ ഓരോ ആഗ്രഹങ്ങൾക്കനുസരിച്ച് വിവിധ രൂപത്തിൽ ആരാധിക്കുന്നു എന്ന് പറയുന്നുണ്ട്. കാളി എന്ന വാക്ക് ‘കല’ എന്ന പദത്തിൽ നിന്നും ഉണ്ടായതാണ്. കല സമയത്തെ കുറിക്കുന്നു.
കാളി സമയത്തിന്റെ ദേവികൂടിയാണ്.
ദുർഗ്ഗയുടെ മറ്റു ഭാവങ്ങളെ അപേക്ഷിച്ച് കാളിയുടെ രൂപം ഭയാനകമാണ്. പുറത്തേക്ക് നീട്ടിയ നാവ്‌, ഒരു കയ്യിൽ ശരീരം വേർപെട്ട തല, വാർന്നൊലിക്കുന്ന രക്തം. അരക്കെട്ടിൽ മുറിച്ചെടുത്ത കൈകൾ തൂക്കിയിട്ടിരിക്കുന്നു. ഭയാനകമായ ഈ രൂപത്തെ പൂജിക്കുന്നതിനു പിന്നിലും ഒരു രഹസ്യമുണ്ട്. നമ്മെ ഭയപ്പെടുത്തുന്ന രൂപത്തെ ആദരിക്കുമ്പോൾ ഭയം അപ്രത്യക്ഷമാകുന്നു എന്ന തത്ത്വം.
കാളിയെ ഇത്രയും ഭീകരിയാക്കിയ ചിത്രകാരൻ ഓരോ അംഗങ്ങൾക്കും പ്രതീകാത്മകമായി കൊടുത്തിരിക്കുന്ന വ്യാഖ്യാനം അറിയാൻ ശ്രമിക്കാതെ കാളിയെ അധഃകൃതരുടെ മൂർത്തിയാണെന്നും; അതുമല്ല, സവർണ്ണരായ പരിവാരങ്ങളുടെ ഇഷ്ടമൂർത്തിയെന്നും വാദമുണ്ട്.
കാളിയുടെ പുറത്തേക്ക് നീണ്ടു കിടക്കുന്ന നാവ് മൌനത്തെ സൂചിപ്പിക്കുന്നു. (നാവ് പുറത്തേക്ക് നീട്ടിയാൽ സംസാരിക്കാൻ കഴിയില്ല.) കണ്ണിലെ കൃഷ്ണമണിയുടെ കറുപ്പാണ് കാളിയ്ക്ക്. ഈ കറുത്തമണി ഇല്ലായിരുന്നെങ്കില് കാഴ്ചയില്ല, ജ്ഞാനമില്ല. കാളി ജ്ഞാനത്തിന്റെ പ്രതീകമാണ്, പ്രകാശം നൽകുന്നവളാണ്. ജ്ഞാനത്തിന്റെ പ്രകാശം മൌനത്തിലാണ്.
ജീവിതത്തിന്റെ എല്ലാ പ്രശ്നങ്ങൾക്കും കാരണമായ അഹങ്കാരത്തിന്റെ ഉറവിടമാണ് തല. നിങ്ങൾക്ക് ഒരാളോട് വെറുപ്പു തോന്നുന്നുവെങ്കില്, അത് ആ വ്യക്തിയുടെ ശരീരത്തോടല്ല; ദുഷ്ചിന്തകളുള്ള ശിരസ്സിനോടായിരിയ്ക്കും. ഒരുവന് പഞ്ചേന്ദ്രിയങ്ങളിലൂടെ കിട്ടുന്ന അറിവ് പരിമിതമാണ്. ലോകം പരിമിതമായ അറിവിൽ കുടുങ്ങിക്കിടക്കുന്നു. ശാസ്ത്രവും ഈ പരിമിതമായ അറിവാണ് നൽകുന്നത്. പഞ്ചേന്ദ്രിയങ്ങൾക്കപ്പുറമുള്ള അറിവ് - ആന്തരികമായ ജ്ഞാനം - പഞ്ചേന്ദ്രിയങ്ങളിലൂടെ നേടാൻ സാധ്യമല്ല. ‘തല മുറിക്കപ്പടുക’ എന്നതിന്റെ അർത്ഥം അഹങ്കാരത്തെ ഇല്ലാതാക്കി ഉള്ളിലേക്ക് ഇറങ്ങിച്ചെല്ലുക, ധ്യാനാവസ്ഥയിൽ എത്തിച്ചേരുക എന്നാണ്. ആ ജ്ഞാനത്തിലൂടെയാണ് ലോകത്തെ അറിയേണ്ടത്.
ദേവിയുടെ ഒരു കയ്യിൽ ‘അഭയ മുദ്രയും, മറുകയ്യിൽ ‘വരദ’ മുദ്രയുമാണ്. ജീവജാലങ്ങൾക്ക് ഭയത്തെ അകറ്റി ക്ഷേമകരമായിട്ടുള്ളതിനെ ചോദിക്കാതെതന്നെ കൊടുക്കുവാൻ തക്കവണ്ണം സർവ്വജ്ഞയാണ് ദേവി.
മുറിച്ച കൈകൾ അരക്കെട്ടിൽ ചുറ്റിയിരിക്കുന്നു. കയ്യ് കർമ്മത്തിന്റെ പ്രതീകമാണ് കർമ്മം ചെയ്യുമ്പോൾ ഫലം അനുഭവിക്കുന്നു. ഈ ഫലം കൂലിയാണ്. ഫലേച്ഛയില്ലാതെ കർമ്മം ചെയ്യുമ്പോൾ ലഭിക്കുന്ന കൃപ സമ്മാനമാണ്. ശാശ്വതമായിട്ടുള്ള കൃപ ജ്ഞാനമാണ്. ജ്ഞാനത്തിന്റെ പ്രതീകമാണ് അരക്കെട്ടിൽ ചുറ്റിയിരിക്കുന്ന കയ്യ്.
ഒമ്പത് ദിവസം നീണ്ടു നിൽക്കുന്ന നവരാത്രിപൂജയിൽ, ആദ്യത്തെ മൂന്ന് ദിവസം മഹാകാളിയെയും, അടുത്ത മുന്നു ദിവസം ലക്ഷ്മിയെയും, അവസാനത്തെ മൂന്നു ദിവസം സരസ്വതിയെയും പൂജിക്കുന്നു. പത്താമത്തെ ദിവസം ഹോമാഗ്നിയിൽ നമ്മുടെ അഹങ്കാരത്തെ ദഹിപ്പിച്ച് ഞാനെന്നഭാവത്തെ മറികടന്നാൽ അഭയ-വരദാ‍യിനിയായ അമ്മ എല്ലാ ഐശ്വര്യങ്ങളും തന്ന് അനുഗ്രഹിക്കും.

Money Order Service Continues with Addition of Online Money Transfer

                 The Department of Posts has denied some media reports that its Money Order service has been discontinued. The Money Order service continues to be available to the common man at the same service charge with the same facility of the money being delivered at the door step of the addressee. The Department in a clarification further said that this service had been made more reliable and fast by communicating information about the money to be transferred electronically between the booking and delivery post office. Thus, the money reaches faster to the addressee. The nature of service remains the same and it is also being called an electronic Money Order or eMO. 

Department of Posts also has another service offering instant online Money transfer service called as Instant Money Order (iMO), where the receiver can receive payment in cash through Post Office.

Should you buy Sukanya Samriddhi Yojana?

The launch of Sukanya Samriddhi Yojana (SSY) by the government for the girl child has sparked considerable interest given its tax benefit and interest rate higher than Public Provident Fund. The SSY offers 75 basis points (bps) higher than the 10-year government bond as against 25 bps by the PPF. For 2014-15, the interest rate for PPF is 8.7% while the SSY offers 9.1%.

But, wealth planners believe subscribers should put money in this product along with an investment in equity products. This is because interest rates could fall in the future. Given that the investors are investing for a period of 10 years or more, a combination of equity mutual funds and SSY will generate better returns.

"Depending on their risk profile, investors could use SSY along with a combination of equity mutual funds/child funds to meet long-term asset allocation goals for their girl child," says Vishal Dhawan, chief financial planner at Plan Ahead Wealth Advisors.

Sometime, Account is opened with wrong CIF selection. After account opening we notice that the account name is mismatch with original account holder. Here two command is used for correcting this mistake.
1. HCCA command is used for "Change CIF of A/c"
2. HAALM command is used for "Account Abnormal Limits or Details Maintenance".


The following steps are taken in whole process.

Age Limit: Candidates age should be in between 21 to 30 years as on 01-01-2015. Age relaxations are applicable as per the rules.

Educational Qualification: Candidates should possess Degree in Engineering from a University or Degree/ Diploma in Engineering from such foreign University/ College/ Institution.

Selection Process: Candidates will be selected based on written examination, interview/ personality test, medical exam.

Application Fee: Candidates should have to pay Rs.200/- in any branch of the SBI by cash or by using net banking facility of the SBI, State Bank of Bikaner & Jaipur/ State Bank of Hyderabad/ State Bank of Mysore/ State Bank of Patiala/ State Bank of Travancore or by using Visa/ Master Credit/ Debit Card. No fee for Female/ SC/ ST/ PH candidates.

How to Apply: Eligible candidates may apply online through www.upsconline.nic.in from 14-03-2015 to 10-04-2015 till 11:59 PM.

Instructions to Apply Online:
1. Before applying online candidates should have their scanned copies of photo & signature.
2. Log on through the website www.upsconline.nic.in.
3. Click on “ONLINE APPLICATION FOR VARIOUS EXAMINATIONS OF UPSC”.
4. Click on “Part – I/ Part – II Registration”.
5. Read all the instructions carefully & click on “Yes”
6. Fill all the mandatory fields of the application & submit the application.
7. After successful registration, a unique registration ID will be displayed, note down the ID & password.
8. Now fill the personal profile, contact details, age relaxation if applicable, fill the details of qualification, experience, professional registration, language, miscellaneous module.
9. Now candidate have to choose the Recruitment Test Centre.
10. Then upload documents in Document Upload Module
11. After uploading photograph & signature preview the ORA form and check the details carefully.
12. Now click on the submit button
13. Candidates can Pay Online using the Internet banking facility in SBI or other associated banks or can pay through Visa/ Master Debit or Credit card issued by any Bank/ Institution.
14. Here the Transaction ID & Date of Registration details will directly uploaded automatically.
15. Now pay the fee through cash at any branch of State Bank of India through the Pay-in-Slip
16. A Transaction ID will be given, again revisit the website and click on the “Click here to view your Previous/ Currently active applications”.
17. Log in by registration ID & password, candidates can see “My Active Application (My draft Application)” link.
18. Now fill the details of transaction ID and Date of Transaction if paid through cash.
19. Click “Continue”, check the details of fee and submit the application.
20. Now take the printout copies of application & retain it for future it for future use.

Last Date for Submission of Online Applications: 10-04-2015 till 11:59 PM.
Last Date for Payment of Fee by Cash mode: 09-04-2015 by 23:59 Hrs.
