Family Pension to Parents of Armed forces Personnel-Clarification




It has been clarified by GOI, MOD that in the cases deceased Armed forces Personnel is not survived by a widow/widower or child, the dependent parents become directly eligible to receive family pension. In case where a deceased Armed forces personnel is survived by a widow/widower or child and position changes subsequently because of death or remarriage of the spouse and / or death or ineligibility of child / children including disabled child, the dependent parents become eligible for family pension.

A copy of GOI, MOD letter No. 1(2) / 2012/D (Pen/Pol), dated 15 May 2012 is enclosed for information and further necessary action.
2. It has been clarified by GOI, MOD that in the cases deceased Armed forces Personnel is not survived by a widow/widower or child, the dependent parents become directly eligible to receive family pension. In case where a deceased Armed forces personnel is survived by a widow/widower or child and position changes subsequently because of death or remarriage of the spouse and / or death or ineligibility of child / children including disabled child, the dependent parents become eligible for family pension. However, in terms of this Ministry’s letter No: 17(4)/2008(2)/D (Pen/Pol) dated 12.11.2008, a childless widow subject to dependency criteria is entitled to the family pension even after remarriage. In such an event, the parents of the deceased Armed Force Personnel become entitled to the Family Pension only after the childless widow dies or when her independent income from all sources becomes equal to or higher then prescribed dependency criteria under the rule.
3. In view of the above you are requested to verify your records and initiate ordinary family pension claims of the affected personnel as per the provision of above Government Letter to G-4 Section of this Office supported with Sheet Roll, OFP claim and income certificate

Pranab Mukherjee is the 13th president of India



Shri Pranab Kumar Mukherjee was today elected as the 13th President of the country, marking a new journey for the veteran Congress leader after over four decades of life in active politics.

Mukherjee, the Congress led UPA nominee, got 5,64,469 vote value, well beyond the half-way mark of 5,25,140 in an electoral college of over 10.5 lakh when counting of votes polled by the MPs and MLAs of 20 of the 30 states was completed.

His rival P A Sangma, who was backed by BJP and some other opposition parties like AIADMK and BJD, could manage only 2,57,466 vote value, according to Rajya Sabha Secretary General V K Agnihotri, who is the Returning Officer for the poll.

Mukherjee, 76-year-old Congress leader, brings to the top Constitutional post a wealth of experience as he has held key positions in the party and government, including holding the portfolios of Finance, Defence and External Affairs.

He established a clear lead right from the beginning when counting of votes of MPs completed and maintained it across the states, except the BJP-ruled ones. He sprang a surprise in BJP-ruled Karnataka where he got the votes of 117 MLAs against BJP's 103 in the 224-member Assembly.

Out of 748 MPs, who had voted, he secured 527 votes with a value of 3,73,116 against 206 for Sangma which has a value of 1,45,848.

Fifteen votes including that of SP chief Mulayam Singh Yadav were invalid. Of these, nine were to be in favour of Mukherjee while six for Sangma.

Voting for the Presidential election took place on July 19. The electoral college for the poll comprises MPs and MLAs.

In Kerala, it was a clean sweep for Mukherjee as he got all the 124 votes polled while one was invalid. Sangma drew a blank. CPI and RSP members abstained from voting which has a 140 member Assembly.

The Hon CAT, Jodhpur, has delivered a historic judgement regarding granting of MACP. In its common order dated 22.05.2012 in OA 382/ 11. As per the Order, Promotion of a PA from Gr D/ Postman, should not be treated as promotion under MACP. Rather, MACP shall be granted based on the 10, 20, 30 years service in the PA cadre. Any promotions under LDCE shall not be brought into number of promotions under MACP.

Good Tips to write E-Mails




Today, where almost every one of us interacts virtually, writing Emails is the most extensive and exhaustive activity we do daily. Therefore there is a need to follow some important etiquette which can make our virtual communication effective and impressive. Here are some Email Rules which we should follow in our day-to-day email communications; office or personal. We call them ‘Email Etiquette’.
1. Format your Mail:
Stick to the most common font styles as in Arial, Verdana, Times New Roman, etc. If you wish to add color, it should not be anything other than black, blue. Keep your mail in Left Indent format. This is the American style and currently being followed.
2. Avoid long Sentences/Paragraphs:
Limit your sentences to a maximum of 20 words if possible. Split your message into multiple sentences if it exceeds the limit. Avoid extending one paragraph beyond 5 lines. Maintain a blank line between each paragraph and keep your email structured.
3. Handling Multiple Recipients:
If you are sending a message to more than one person, it is advisable to keep the recipients in ‘Bcc’ instead of ‘To’. This will avoid publicizing the recipients’ email address without their explicit permission. Also in such case, address the recipients by ‘Hi’, ‘Hello’, ‘Greetings’, etc.
4. Handle Gender Appropriately:
If the recipient is female, address as ‘Ms. X’ (this is irrespective of the female being married or single). If the recipients’ gender is not known, keep your email context gender neutral.
5. Avoid Emoticons and Abbreviations:
Avoid abbreviations and using ‘Smiley’s, especially in official communications.
6. Avoid using Capitals:
Do not use CAPITALS in the title and body of the email. Capitals are regarded as being too aggressive or even offensive to the readers.
7. Careful with Reply All:
Be very careful while ‘Replying to All’. If not necessary, avoid ‘Reply All’ function and reply only to limited recipients. Example: If your organization sends an email, introducing a new Recruit – no need to ‘Reply All’ on that email. You can just send a note to the new recruit– welcoming the employee onboard.
8. Add Signatures (for official purpose only):
It is advisable to keep a pre-designed signature for your outgoing mails. When composing a mail in the first place, it is advisable to use the full signature details. While replying to mails, you can use a more concise format. Signature should have: Your name (first and last only), Designation, Department Name,
Organization, Name & Address, Contact details (direct or reception or cell).
9. Add Disclaimers to the Mail:
Do add necessary disclaimers to your emails, if sending through your official email ID. This typically comes below the signature.
10. Careful with Attachments:
If you have said ‘Please find attached’, ensure that you attach and re-check the attached document, before sending the mail.
11. Do not Hurry Response:
Do not write a mail when you are in a hurry. If you are not able to reply in detail, just reply as “Will get back to you soon”.
12. Answer all Questions in Mail:
Do not leave any point unanswered or unattended in your email response. This helps in avoiding emailing back and forth for clarifications and saves time.
13. Do not forward Chain Letters:
Have you ever received a mail asking you to forward it on to “x” number of people in order to receive good fortune? Most of these chain letters are hoaxes. Do not forward chain letters to others, just delete them on receipt.
14. Avoid High Priority Option:
Do not overuse the high priority flag. If you keep marking all your emails as ‘High Priority’, then recipients cannot differentiate between a high priority mail vs. normal mail. Remember the story of ‘cry wolf’? It may also come across as being too aggressive.
15. Read the Mail:
Please use the Spell check facility in your mailbox without fail. Every email service provides this useful facility. Finally read your email once before hitting the SEND button to check for grammar, spelling and appropriateness of the mail religiously adhering to the above email etiquette will surely help one to create a good & positive impression in the minds of the readers/receiver. Pranab Mukherjee elected as new President





Pranab Mukherjee was on Sunday elected as the 13th President, marking a new journey for the veteran Congress leader after over four decades of life in active politics.
He declared elected as President, polling 69.3% votes with a value of 7,13,763, said Returning Officer.
Mukherjee, UPA nominee, got 5,64,469 vote value, well beyond the half-way mark of 5,25,140 in an electoral college of over 10.5 lakh when counting of votes polled by the MPs and MLAs of 20 of the 30 states was completed.
His rival P A Sangma, who was backed by BJP and some other opposition parties like AIADMK and BJD, could manage only 2,57,466 vote value, according to Rajya Sabha Secretary General V K Agnihotri, who is the Returning Officer for the poll.
As Mukherjee headed for victory, senior ministers, including A K Antony and P Chidambaram, went to his 13, Talkatora Road residence to greet him.
“He will be a great President. We wish him all the success,” Chidambaram told reporters outside his residence.
As expected, Mukherjee won with the backing of UPA partners, including Trinamool Congress which had announced its support only at the last minute. Outside supporters of UPA, including Samajwadi Party and BSP, besides some opposition parties like JD(U) and Shiv Sena also voted in his favour.
In Kerala, it was a clean sweep for Mukherjee as he got all the 124 votes polled while one was invalid. Sangma drew a blank. CPI and RSP members abstained from voting which has a 140 member Assembly.
In neighbouring BJP-ruled Karnataka, there has been apparent cross-voting. Mukherjee got the majority votes in the 224-member Assembly with 117 MLAs voting for him. Sangma could get only 103 votes while three votes were invalid. One MLA did not vote.
The Congress had expected only 102 votes, including that of H D Deve Gowda-led JD(S).
Sangma, as expected, scored heavily in states ruled by BJP, like Gujarat, Madhya Pradesh, Chhattisgarh, Himachal Pradesh and Goa.
Strangely in Jharkhand where BJP shares power with JMM, Sangma got the votes of only 20 MLAs. JMM voted for Mukherjee.
The electoral college included 4120 MLAs in the states.

IRCTC deactivates 44,000 multiple user IDs



New Delhi July 22, 2012(PTI): As many as 44,000 multiple user IDs have been deactivated by IRCTC in its efforts to weed out agents from unscrupulously cornering general and Tatkal train tickets through the e-ticketing system.

“We have launched a concerted drive against unscrupulous agents and deactivated 44,000 multiple user IDs till now. A handful of agents were trying to corner the tickets through these IDs causing inconvenience and harassment to general public,” a senior IRCTC official said.

Indian Railways Catering and Tourism Corporation operates the e-ticketing website of the national transporter. It has about 1.35 lakh registered agents on its rolls. Some of these agents had opened multiple user IDs using the same mobile numbers and e-mail IDs.

“Our vigilance teams have also deactivated more than five lakh such IDs created by individuals,” the official said, adding, “these individuals are basically unauthorised agents.”

Plagued by increasing complaints from genuine passengers about unavailability of tickets, Railways have undertaken a slew of measures including change of Tatkal booking time and more restrictions on agents.

The revised booking time for Tatkal tickets was enforced on July 10 and since then, the IRCTC has been closely monitoring the bookings and even cancelling suspicious ones. Now agents are not allowed to book Tatkal tickets between 10 AM and 12 noon.

The move to segregate Tatkal booking timings from the advance reservation period, which opens at 8 AM, has led to a massive jump in the booking of online tickets.

“The total ticket booking has gone up to 74,000 including 46,000 Tatkal tickets in the first two hours after July 10. Prior to this the total booking was 63,000 including 43,000 Tatkal tickets,” the official said.

The IRCTC had recorded an average of 4.47 lakh e-tickets per day since the new timing for Tatkal tickets came into force on July 10 as against the 3.60 lakh average earlier.
