GPF - FAQ ( Continued )


1.      What is the minimum contribution towards GPF subscription? Whether the amount can be altered by the DDOs?

Ø As per Rule 8(b), the subscription towards GPF should not be less than 6% of emoluments and not more than total emoluments. The DDOs are having no right to alter the subscription fixed by the Government servant. The subscription may be increased twice and reduced once at any time during the year. 


2.      What are all the reasons for which GPF advance can be availed?

Ø  One can take GPF Advance for the reasons of higher education of self, children, legal expenditure, religious vow, obligatory expenses towards betrothal, marriage and other like ceremonies, for purchase of consumer durables such as TV, VCR, washing machines, computers etc.


Ø  GPF withdrawal may be availed for the reasons of higher education of self, children, legal expenditure, expenses towards betrothal, marriage, purchase of consumer durables such as TV, VCR, washing machines, computers etc. Moreover, withdrawal can also be availed for the purchase or construction of house, repairs or renovation of house etc. If the applicant is having less than 12 months for his superannuation, there is no need to furnish any reason for withdrawal from his GPF account.

1.      What are the provisions for the new recruitees in availing LTC?

Ø  After completion of one year continuous service as on the date of journey, new recruits after 01.09.2008 can avail three occasions to their home town and the fourth occasion to anywhere in India in the first four years of service. The same is available for the next block also. After the initial 8 years service, LTC shall be allowed as per normal provisions.

2.      How many times a Government servant can avail LTC in a block of four years?

Ø  LTC can be availed for journey to ‘Home Town’ once in a block of two years and any place in India once in four years in lieu of any one of the two home town LTCs. One can avail two Home town LTCs or one home town and one All India LTC in one block year.

Dengue: Prevention better than the bite, say Doctors



With the monsoon season setting in, public health experts and doctors say the number of dengue cases will be on the rise.
“Intermittent rain that causes stagnation of water is the main cause for the disease,” says Sudha Menon, a physician at Fortis Hospital. Dengue is caused by the bite of a species of mosquito called Aedes aegypti. These mosquitoes normally breed in water and are responsible for the spread of the dengue virus.

TWO TYPES


Dengue can be of two kinds: dengue fever and dengue hemorrhagic fever. While the former is mild and can be treated for symptoms, the latter is a severe form of the disease and can reduce the level of platelets in blood and may cause internal bleeding, which could later result in multiple organ failure.

Another condition called dengue shock syndrome can lead to extreme drop in blood pressure. Even though monsoon has not set in fully, Dr. Menon says, the hospital sees four to five cases of Dengue every day.
“There is no specific treatment or vaccine for the disease; the patient needs to be treated symptomatically, says public health expert Thriveni B.S.

AWARENESS NEEDED

Doctors say that although there is no need to panic yet, people need to be sensitised on how to prevent the disease.
“Because most areas do not receive water every day, people store water. Link workers must remind the public to cover stored water and keep their surroundings clean,” says Dr. Thriveni.

Subject: Extension of Risk Allowance till 31.12.2012.
The undersigned is directed to refer this Department's OM No. 21012/01/2008-Estt.(AL) dated 28.12.2011 vide which payment of Risk Allowance was extended till 30.06.2012. Extension of Risk Allowance for a further period of six months beyond 30.06.2012 has been considered and it has been decided that Risk Allowance may be continued at the existing rates for a further period of six months upto 31.12.2012 or till further communication, whichever is earlier.

Whether Training period could be counted for allowing MACP?

Railway Board has clarified that pre-appointment training shall not be taken in to into reckoning forthe purpose of MACPS (Modified Assured Career Progression Scheme), since, the instructions issued by Deptt. of Personnel & Training (DoP&T), the nodal department of Government on the subject of MACPS did not allow for counting of training period for granting financial upgradation under MACPS.

Sub:- Counting of training period for granting financial upgradation under MACPS-reg.
The undersigned is directed to refer to NFIR’s letter No. IV/MACPS/09/Pt-5, dated 22/05/2012 and to state that issues relating to grant of financial upgradation under MACPS are regulated in terms of the specific instructions contained in Board’s letter dated 10-06-09, whose para-9 of Annexure stipulates that “ …….pre-appointment training shall not be taken in to into reckoning for the purpose of MACPS”.
   In this regard, It is also mentioned that the said issue has been discussed in Joint committee against agenda item No(s).24, 37, 40 & 45 and it has been noted that the cases where the probation/training is in the nature of pre-appointment, the same is not being counted for MACPS.
   Further, Board’s letter No. 2009/Sec(E)/PM-2/6(MACP), dated 28-03-2011 has since been withdrawn vide Board’s letter dated 29-04-2011.
   As the orders on MACPS are based on the instructions issued by Deptt. of Personnel & Training (DoP&T), the nodal department of Government on the subject of MACPS, this Ministry is not in a position to deviate from the instructions issued by them.

Nomination For Safe Deposit Lockers

The holder of a safe deposit locker has the right to nominate an individual, who can claim the contents in the event of the demise of the former.

According to the regulatory guidelines, the nomination has to be registered for each new locker. However, if a holder chooses not to make a nomination, the reasons for the same have to be provided in writing to the bank. The nomination form prescribed by the bank has to be used for the registration. The details of the nominee, including the relationship with the holder, have to be mentioned.
Signature
The nomination form has to be signed by all safe deposit locker holders in front of a witness. If a minor is being nominated, complete details of the guardian need to be furnished.
Access
If the nominee is appointed jointly, with instructions to operate the locker with joint signatures, the right to operate it passes jointly to the surviving holder and the nominee. If the locker is hired jointly with survivorship clause, the right to operate it passes first to the survivor. The nomination takes effect only after the death of all joint holders.

The nominee can stake a claim to the contents of the locker by providing the following documents to the bank—claim form prescribed by the bank, death certificate, proof of identity of the person making the claim, a copy of nomination, if available.
Points to note
A locker held by one person can be nominated in favour of one individual. A safe deposit locker that is held and operated jointly by two or more holders, can be nominated in favour of more than one individual.
Unpaid locker rentals can be recovered from the nominee.
The nominee holds the contents of the locker in his capacity as a trustee on behalf of the legal heirs of the deceased locker holder.
