Common Entrance Exam for IITs, NITs, IIITs from 2013
From 2013, aspiring candidates for IITs and other central institutes
like NITs and IIITs will have to sit under new a format of common
entrance test which will also take plus two board results into
consideration.
The announcement was made today by HRD minister Kapil Sibal after chairing a meeting of the joint councils of IITs, NITs and IIITs. Emphasising that there was no "dissent" among the councils about the move, he acknowledged there "was a lot of resistance during the consultation process from the IIT system". IIT senates especially the faculty federation had been opposing the new format.
But Sibal said the selection of the candidates for the IITs and other central institutes would be different even as all the aspirants will have to go through all the steps under new format. This system will replace the IIT-JEE and AIEEE.
Students will sit for a main test and an advance test conducted on the same day.
For admission to all the centrally funded institutes, there would be 40 % weightage for performance in Class XII (after normalisation of marks), 30% weightage to performance in main and 30% in the advanced test.
In case of IITs, there would be a filtering process involved. The board results and the main test will be given 50% weightage each. Only the top 50,000 students will be selected for the advance test after taking into account their performance in the board results and the main result.
"The merit only in advanced examination will be considered for admission" to the IITs, Sibal said.
At the same time, he added, the IIT council has agreed to move to the other system by 2015. Explaining the selection of candidates under the new format for the IITs, one of the IIT directors said results of advance test of only those students who have crossed the "barrier" of the 50% weightage to board marks and mains will be counted while preparing the merit list.
Even as the process of selection to the IITs would be different then other institutes, he said the counselling to IITs and other institutes will be done jointly and allotment of seats will be done together.
"I as a student will get a rank in IIT and also get a rank for NIT and IIIT. I will give my choice in both and depending on which is my first choice in either, I will get a seat," he explained.
While the main test shall be multiple type paper, he nature and modalities of the advanced shall be determined by the Joint Admission Board (JAB) of the IITs.
Sibal made it clear that JAB of the IIT system would have complete control on matters such as paper setting, evaluation and preparation of merit list over the advanced test while CBSE will provide administrative support for conduct of the examination.
For conduct of the main examination, an expanded joint admission board will be constituted including the NIT, other centrally funded institutes and state government representatives.
Noting that state boards would have the flexibility to adopt the new format the determine their own relative weightages, the minister said Maharashtra, Gujarat and Haryana have evinced interest adopting the new format.

Various Fees Concessions in KV under Article 123 of Education Code

per Article 123 of Education Code various concession in the fee have
been provided to the students. However, it has come to our notice that
such provisions are not known to a large number of
parents. As a result, they directly approach KVS HQs with queries.
Hence, it is requested that principal of KVs under your jurisdiction be
given instruction to publicize the provision of Article 123 and display
it on the school website so that deserving students get the benefit of
such provision.

KVS Education Code
Article 123 Concessions:
a)
If more than one child of the same parent is studying in class IX to
XII of Kendriya Vidyalaya, the child in the higher class shall pay full
tuition fee and second child only half of the tuition fee, whether the
latter is studying in the same or in any other Kendriya Vidyalaya.
b)
Deserving students whose parents/guardians are not in a position to pay
the prescribed tuition fee may be exempted from payment of such fee to
the extent indicated below
I.
Full and half-fee concession may be granted at this discretion of the
principal to not more than 20 % of the total number of students on roll
in each of the Secondary and Senior Secondary classes as on 31st July
of the year, provided the cost of this concession does not at any time
exceed 10% of full concession. For this purpose, the total number of
students on roll shall be exclusive of total number of students of the
exempted categories availing fee concession.
II.
The number of fee concessions shall not be altered during the year but
any freeship or half-freeship, within the prescribed limit not granted
at the beginning of the year or which has become available in the course
of the year or which has become available in the course of the year by
reason of a free of half-free scholar ceasing to be a student , may be
awarded to other deserving students.
III.
If the number of eligible students entitled to the mentioned in (i)
above exceeds the number permissible within the financial limits laid
down therein, the concession shall be restricted to more deserving
students on the basis of merit , such merit being determined on the
basis of their relative performance at the preceding annual examination or by holding where necessary , a special examination for the purpose of determining their inter se merit.

Kidney, the amazing organ
Kidney
Day is observed all over the world on the second Thursday of March
every year. Incidence of kidney failure cases is increasing day by day
due to a steep increase in the number of diabetes and hypertensive
patients in the recent past. Globally, nearly 50 million people suffer
from renal failure but only 1 million among them undergo treatment. It
has been estimated that 360 million people will die of renal failure in
2015.
Though
there are no accurate statistics on the subject, the available data
shows that 7.58 million people in India are suffering from kidney
failure. Surveys conducted point out that less than 5%of the general
public is aware of the location and functions of the kidney.
It
was to create awareness among the people that Joel Kopple, the founder
of International Federation of Kidney Foundations (IFKF), conceived the
idea of World Kidney Day (WKD) in the year 2003. The day offers a
crucial and visible opportunity to educate policymakers as well as the
general public including all those who are at the risk of kidney
disease/failure.
The
kidney does a magnificent job in our urological system, thus becoming a
unique organ in the body. Every day, it filters 200 litres of blood. It
is an amazing organ not only excreting urine from the blood, but also
maintaining the body electrolyte, maintaining blood pH, synthesises
active form of vitD3. It produces Erythroprotien, which is essential for
maturation of the red blood corpuscles and to maintain the blood
pressure.
Then
why does the kidney fail? It can fail due to uncontrolled hypertension,
diabetes, failure to take proper treatment for the nephritic syndrome
(excess protein in the urine), prolonged obstruction in the urinary
tract, frequent use of analgesic (pain-killers) tablets, use of native
medicine made of the metals, and a family history of renal disease. Some
do suffer from kidney failure, without any specific or identifiable
cause. Various reports from Sri Lankan studies reveal that environmental
factors like the use of pesticides, use of medicines containing metals,
hydrocarbon, etc., too can cause kidney failure.
Chronic
kidney failure causes severe economic burden to the individual and his
family, and to the nation as a whole on dialysis and renal
transplantation. Such patients undergo a lot of stress and strain for
want of a potential donor for transplant, most often resulting in
depression. With frequent rackets and malpractices involving kidney
donation which have become common, in spite of the strict enforcement of
rules, the motivation of brain-death patients for organ donation is the
only alternative for transplantation.
Prevention
is always better than cure. In order to prevent kidney failures, it is
essential that everyone knows about the kidney and its importance. There
are eight golden rules which help to avoid kidney failures.
1. Keep fit and active. Maintain ideal body weight.
2. Keep regular control of blood sugar.
3. Monitor your blood pressure.
4. Eat healthy and keep your weight in check.
5. Maintain a healthy fluid intake.
6. Do not smoke.
7. Do not take over-the-counter pills regularly.
8.
Check your kidneys function if you have any one or more of the high
risk factors. The theme for the this year's World Kidney Day (March 8)
was: “DONATE — RECEIVE — KIDNEYS FOR LIFE”

Marks obtained in CBSE Exams cannot be given under RTI: HC
New Delhi, May 27, 2012(PTI): In a
significant ruling, the Delhi High Court has held that marks obtained by
a student in CBSE board exam cannot be revealed under the transparency
law as it would “defeat” the purpose of the new grading system.
The court set aside the verdict
of a single judge bench and the Central Information Commission, which
had asked the Central Board of Secondary Education to reveal marks
obtained by a girl in her Class X board examination in 2010.
“We are unable to agree; we feel
that the CIC as well as thelearned single judge, by directing
disclosure of ‘marks’, in the regime of ‘grades’ have indeed undone what
was sought to be done by replacing marks with grades and defeated the
very objective thereof.
“The objective, in replacing the
marks with grades, as can be gathered from thedocuments on record, was
to grade students in a bandwidth rather than numerically; it was felt
that difference, between a student having 81 percent and a student
having 89 percent, could be owing to subjectivity in marking.”
“There was no reason to
otherwise consider a bearer of 81 percentile to be inferior to a bearer
of 89 percentile and there was no reason to treat them differently,” the
bench said.,” a bench of Acting Chief Justice A.K. Sikri and Justice
Rajiv Sahai Endlaw said.
Writing the judgement, Endlaw
said the details of marks, obtained by the student in 10th board, cannot
be termed as an “information” under the Right to Information Act as its
disclosure would defeat the policy of awarding grades instead of marks.
Allowing the plea of CBSE, it
said “no weightage can also be given to the plea of respondent (girl’s
father) that the marks even if disclosed would not be used for any other
purpose.
“The possibility of respondent
and his ward, in securing admission and for other purposes, using the
said information to secure an advantage over others cannot be ruled
out.”
The apex transparency panel had
allowed the plea of the student saying“since, the marks were available
with the appellant (CBSE) and since none of theexemptions under the RTI
Act were attracted to support the non disclosure thereof, the appellant
was bound to and directed to provide the information sought.”
Aggrieved by the order, CBSE appealed to the single judge bench of the High Court which upheld the order of the CIC.
The CBSE then filed an appeal
against the order before a division bench which allowed its plea that
disclosure of the marks would dilute and defeat the grading system.
“We have already held above that
disclosure of marks, which though exists with the appellant would
amount to allowing play to the policy earlier prevalent of marking the
examinees. Merely because the appellant/its examiners for the purpose of
grading, first mark the students would not compel this court to put at
naught or to allow full play to the new policy of grades,” it said.
Anil Kumar Kathpal, the father
of the girl, had sought the details of the marks saying “this
information will help me to identify her weak areas in studies and take
timely action, so that she can pursue her career after Class XII.”

21.05.2012. Ms. Yasodhara Menon, Member (Personnel), Sri. Salim Haque, DDG (P),
Sri. V. P. Singh, DDG (Estt) and Sri. Subhash Chander, Director (SR) were also
present. The staff side was represented by Com. M. Krishnan, Secretary General
NFPE, Sri. T. N. Rahate, President, FNPO, Com. K. V. Sridharan, General
Secretary, P3 & Leader, Staff Side Departmental Council JCM, Com. Giriraj
Singh, General Secretary, R3 & Secretary, Staff Side, Com. Iswar Singh

decisions arrived at.
1.
Separate
orders communicating the decision that no mail office will be closed for next
three years and no dislocations of staff to places outside headquarters.
Instructions issued vide letter no. 28-8/2011-D dated
14.05.2012 (copy already given). Staff
side pointed out that the meeting with Member (Operations) to discuss the issues
arising out of implementation of L1, L2 has not been taken place, inspite of
the clear orders given by Secretary, Posts. It is assured that the meeting with
Member (O) will be arranged on 29.05.2012 after noon.
2.
Orders
communicating the decision about no closure/merger of post offices if no
simultaneous relocation is possible.
Instructions issued vide
letter No. 40-6/2011-Plg (Pt)f dated 21.02.2012. Copy of the orders will be
supplied to the staff side.
3.
Revision
of wages to Casual labourers and absorption
At present, the draft
memo placed to the Postal service Board is at the approval stage. It may
require two more weeks after outcome of the decision of the Postal Services
Board on the issues of revision of wages and absorption.
4. Revised recruitment Rules for Group D and Postmen as agreed upon and
syllabus for Group D examination.
Clearance from DOP&T
has already been received. Files bearing NOs 37
- 33 / 2009 - SPB - I concerned with the subject matter is already under
submission to Ministry of Law for vetting the draft for amendment in
Recruitment Rules of Postmen/MTS. On Receipt of the same from M.O Law, the RRs
will be sent to Government press for necessary Gazette notification. Action for
filling up the vacancies of Postmen and MTS for the year 2011 and 2012 will be
taken after that.
5.
Revision
of cash handling norms to GDS and ensuring no reduction of TRCA under any
circumstances and enhancing the Bonus ceiling to 3500/- and revise the cash
allowance to BPM-at the rate of Rs. 50/- per trip instead of a month.
Protection
of allowance (TRCA) and cash handling - order will be issued shortly as assured
by the Minister of States, Communications. Regarding the enhancing of Bonus
ceiling to Rs. 3500/- a proposal has been submitted to Ministry of Finance,
Department of Expenditure for approval on 22.03.2011.
Regarding
the issue of cash allowance to GDS for remittance of cash, the case is under
process.
6.
Orders
revising the instructions liberalizing the powers to the Divisional heads
instead of Circle heads in case of tenure posting to C and B class offices.

7.
Reiteration
of the earlier instructions on the grant of special pay to unqualified
Accountants & counting of Special allowance for pay fixation without filing
SLP against Bangalore High Court Judgement.
Regarding unqualified Accountants
special allowance orders are under issue. Regarding counting of special
allowance for pay fixation CPMG Karnataka Circle has been asked to file SLP, in
the Apex Court on the advise of the Ministry of Finance, Department of
Expenditure.
8.
Circulation
of clarification given to Punjab Circle to the remaining circles also in
respect of protection of pay of defunct PO & RMS Accountants.
Integrated Finance wing has sought some further inputs on the
issue and action is being taken thereon.
9. Orders
on forcible allotment of staff quarters to the town SOs Sub Postmasters as post
attached quarters.

issued vide memo no. 18-9/2010-Bldg dtd. 10.05.2012.
10. Non supply of balance statement of NPS to the
officials as on 31.03.2011
The
statement of transactions (SOTs) of the subscribers of Central Govt. for the
period 1.4.10 to 30.06.2011 have already been dispatched to the subscribers in
the format approved by PFRDA by NSDL Mumbai vide letter dated 19.9.11. All the
Directors of Accounts (Postal) have been informed about the dispatch of SOT
vide letter No. 6-5/PA Book-I/NPS Procedure/2011-12/1960-89 dated 018.11.11.
The staff
side reported that the required balance statement is still not circulated to
the concerned. It is assured that this aspect will be examined and further
action will be taken.
11. Enhancement
of Financial powers of LSG, HSG II and HSG-I
This is
under examination.
12. Enhancing the honorarium for invigilators
engaged in departmental examinations.
Orders
issued vide No. A.34020/17/2008-De dated 26.04.2012.
13. Allowing physically handicapped officials for
appearing IPO Examinations.
Under
active consideration in consultation with Ministry of Social Justice and
Empowerment.
14. Orders on drawal of cash handling allowance to
Treasurers, Accountants irrespective of their position in the MACP.
A
reference has been made to the DOPT in this regard. The argument of the staff
side that it should be decided in the department itself will be considered and
decided shortly.
15. Finalisation of the cadre Review proposals:
It
is assured that the proposals of the committee will be finalised before 30.06.2012.
The next sitting of the committee will be held on 29.05.2012 forenoon.
16. Payment of incentive instead of honorarium for
attending the PLI/RPLI work at Divisional offices after decentralization.
Case
has already been processed and is in pipeline.
17. Orders for repatriation of officials deputed
for PLI/RPLI work to CO/RO to their home divisions
All
officials deputed for PLI/RPLI work to RO/CO from Divisional have been asked to
be repatriated vide letter No. 30-1/2010/LI dated 27.01.2012.
18. Allowing Postmaster cadre officials to appear
for IPO/PSS Group B examination.
The
proposal has been examined and as observed, it does not fall in line with the
existing instructions as these are two different streams and the postmaster
cadre Recruitment Rules clearly says that these officials will not have any
claim in the promotional channel of General
line officials. The staff side insisted that postmaster cadre officials
should not be deprived of the promotional chances of their counterpart in the
general line against IPO/PSS Group B posts. Further they demanded that 100% of Senior
Postmasters Posts should be reserved for the Postmasters cadre alone. It was
agreed to have a relook into the entire issue.
19. Orders permitting postmaster cadre officials
to officiate in HSG-I vacancies.
The
matter has been examined. Not found feasible as per Recruitment Rules. On
insistence of the staff side it is agreed to have a relook in to the matter.
20. DO
letter from Member (P) to all Circles heads to fill up all posts of Sorting
Postmen, Mail overseers, cash overseer and Head Postmen

Postmen Committee and also follow up action on the certain items to be referred

The
recommendations of the committee are under process. Orders will be issued on
all the agreed items.
28. Cadre restructuring and settlement of Group –
D and sorter issue relating to Postal Accounts.
Cadre
restructuring proposal sent to Integrated Finance wing for their concurrence is
at present with Postal Estt Branch. It is assured to expedite case.
Group D & Sorter anomaly: The
information has been called for from all circle postal accounts offices. On
receipt of the same the case will be examined further.
29. Follow up action on Civil Wing issues.
The
R/Rules are presently pending with M/o Law & Justice. Will be
notified immediately after it is cleared and further action will be taken.
30 Examination of CRC & EPF norms
Logistics Posts: Committee formed to work out the
handling norms of Logistics Post has submitted its report. In view of observation
of IFA(BD), DDG(Estt) has been addressed to provide extant provision for
formulation of handling norms for new/existing service so that recommendations

EPP: a Committee has been formed to work out the handling norms for EPP.
The Committee has carried out preliminary exercise in its first meeting.
Recommendations of the meeting are awaited.
The staff
side raised the following issues also and position is explained as under:
(i)
PA/SA Recruitment for 2011 and 2012- Orders
issued. Time line will be fixed for calling for applications, examination etc.
(ii)
Postmen,
MTS posts filling – orders will be issued alter notifying the revised
recruitment rules removing 25% outside recruitment in Postmen cadre and related
changes in MTS RRS.
(iii)
System
administrators TA case – will be reexamined, Staff side may submit a detailed
note.
(iv)
HSG-I
Recruitment Rules – Pursuing vigorously with DOPT, UPSC etc. It is in the final
stage.
(v)
Station
tenure orders of Group – C employees – Clarificatory orders are under
issue.
(vi)
Revision
of OTA rates – case already taken up with Finance Ministry Staff Side is
requested to submit fresh proposals.
(vii) JCM standing committee minutes – Copy
of Action Taken report supplied to staff side.
