HC says long leave with proof OK

New Delhi, May 14, 2012(HT): The Delhi High Court has ruled that if an employee remains absent for long owing to medical emergency in the family, resultant domestic problems and submits proof of it, he cannot be dismissed for taking ‘unauthorised’ or ‘excessive’ leave.
“Once the enquiry officer was satisfied that the delinquent employee had taken leave, though excessive, for the sickness of his wife and that medical documents had also been given by him, the enquiry officer had no business to say the workman was guilty of availing excessive leave,”Justice PK Bhasin ruled.

He also said the authority could not punish the employee for unauthorised absence.
The court said this while dismissing an appeal by Delhi Transport Corporation (DTC) against a Delhi Industrial Tribunal order asking it to reinstate driver Anil Kumar, who was dismissed in September 22, 1992, for“unauthorised absence” from duty for 147 days.

The tribunal had asked DTC to reappoint him with full back wages and service seniority. DTC contended that Kumar was dismissed after a proper probe by its inquiry officer.
The tribunal had noted that Kumar had submitted medical certificates of his wife’s treatment at LNJP Hospital from March 1990 to December 1990 and May 1991 to June 1991.
It had also taken into consideration the fact that Kumar said there was nobody except his wife and himself to look after their children. And the resultant domestic problems, which forced Kumar to take leave, and had wondered how the inquiry officer could give an order against Kumar.

The tribunal noted: “There are domestic problems and it cannot be said that the workman availed the leave for no reasons, showing lack of interest in his official duties. Even the findings of the enquiry officer are not to the effect that the conduct of the workman show that he has lack of interest in the duties of corporation.”

For centuries garlic has been used as a medicinal and culinary substance in India, China, Greece and other countries. It has been used as a salve for everything from headaches to colds to infections and healing wounds. To some, however, the strong flavour of garlic is not very appealing; in fact repelling. Therefore, although garlic is a widely available spice, it is not very popular in some households.
Garlic does not make significant nutritional contribution to the diet because the quantities added to recipes are small. But even these nano amounts make a big difference to one's health.
The biological benefits and the distinct odour of garlic are attributed to the many sulphur containing compounds; one of which is Alliin. This compound is converted to Allicin when garlic is crushed. Allicin is, perhaps, the principal bioactive compound present even in processed garlic.
Limited evidence supports an association between garlic consumption and a reduced risk of colon, prostate, oesophageal, larynx, oral, ovary and other cancers. This is due to diallylsulde, a potent bioactive component. Besides, the plant can also accumulate selenium, a trace element known to possess anti-cancer properties, from the soil.
 
Curtailing cardiac diseases
 
One inexpensive way of curtailing cardiovascular diseases is to use generous amounts of garlic in cooking. Garlic consumption inhibits the progression of cardiovascular diseases. It can bring about small reductions in blood pressure. Some studies have shown it to modestly lower cholesterol levels, which is also a protection against cardiac diseases. Animal experiments have associated garlic ingestion with reduction in triglyceride and LDL cholesterol, both of which contribute to atherosclerosis and heart diseases. Garlic, like aspirin, can reduce the tendency of blood to coagulate and form clots. Many human studies on garlic have shown it has the ability to dissolve blood clots. Pharmaceutical supplements are often used by patients with cardiac and vascular diseases.
Garlic can reduce homocysteine levels in blood. This toxic compound damages the cells that line the blood vessels, induces blood clots, loss of cognition and causes death of nerve cells. People with dementia and Alzheimer's disease have elevated blood homocysteine levels. Damage to nerve cells in Alzheimer's disease is also due to elevated oxidative stress induced by free radicals. By scavenging free radicals, garlic offers protection from neuronal death, dementia and Alzheimer's disease.
Garlic is also called ‘Russian penicillin'. Fresh — but not stored or cooked garlic — is an antimicrobial agent against a variety of micro-organisms, including H. Pylori, implicated in gastric cancers. Topical application of garlic is effective in treating ringworm. Many studies have shown that garlic has antifungal and antiviral effects.
 
Adverse effects
 
Are there any adverse effects associated with taking garlic? In some, it can cause mild stomach discomfort, especially when taken on an empty stomach. Add garlic to meals or sprinkle it on pasta, soups or even sambhar and chutneys. Swallow a clove of crushed garlic with water. The common side effect is “Garlicky Breath”.
Since garlic is also a blood thinner, people who take aspirin should be careful when including garlic regularly in their diets. Also discontinue garlic at least a week before any surgery.
How much? One clove of medium-sized garlic daily provides health boosting effects. Numerous over-the-counter supplements are available as are enteric-coated tablets. Those who don't like the strong flavour can try deodorised capsules. It is indeed the cornerstone of good health.

Because of its antioxidant properties, regular intake of garlic can reduce the incidence of many age-related disorders such as cataracts, arthritis, and rejuvenate skin and promote blood circulation.
Garlic also promotes liver health and protects the liver from many environmental toxins and drugs such as the commonly used analgesic agent, paracetamol (Crocin, Tylenol).

‘Pvt and Govt School Teachers must get same Salary’

New Delhi, May 13, 2012(PTI): The teachers of unaided private schools are entitled to same pay and emoluments as those of government schools, the Delhi high court has held. 

Rejecting an appeal by a private school, a bench of Acting Chief Justice A K Sikri and Justice Rajiv Sahai Endlaw upheld the singlejudge’s order directing Rukmini Devi Jaipuria School, Rajpura Road, to pay arrears of salary to its teachers with effect from January one, 1996.

Directing the school to pay the arrears in four weeks, the bench also imposed a cost of Rs. 30,000 on it.

The court dismissed the school’s argument that the pay commission recommendations are only applicable to the government-aided schools and not to private schools.

The court accepted the contention of Ashok Agarwal, the counsel for the teachers, that it’s a travesty of justice that the teachers are denied their lawful salary without any justification.

The court also held that the employees of all unaided recognised private schools are entitled to benefits of pay and emoluments from January 1, 1996, the date the fifth pay commission recommendations became applicable and the schools cannot deny or delay the same on the ground that it could not recover fee from the students.

ANNOUNCEMENT OF VACANCIES FOR PS GROUP B EXAMINATION

The PS Group B Examination is scheduled to be held on 03.06.2012. But the vacancies for the Examination is yet to be notified by the Directorate. Department has taken decision to conduct PS Group ‘B’ exam on 3rd June, may be under old recruitment rules only. As per the calculations made by the IP/ASP association of Punjab circle, Vacancies predicted for the PS Group B Examination under each category as per existing recruitment rules are around 19 for IP Line in 165 point roster and 2 for General line in 52 point roster.

Fraud is a term used to describe the situation in which some person or business uses your personal information in a manner which you did not permit them to. 1. Don’t give your password to anyone

Rather than keeping copies on your machine use an online backup storage company like Mozy or Livedrivethat way if your computer does get stolen or damaged you can still access your information and its much easier to get back up and running again.
