The National Council of Educational Research and Training (NCERT) conducts periodic National Learners’ Achievement Surveys. This is an important source of information on the trend of learning levels of the children at the elementary level. Two rounds of surveys have been completed by NCERT and these surveys have revealed improvements in the overall learning levels.

NCERT has commenced the third round of Achievement Survey. The findings of the third round conducted recently for class V indicate that there is enhancement in the level of achievement in most States. In Language, there has been an improvement in learning achievement in 24 States/UTs, whereas, in Mathematics, 14 States shave improved learning levels. In Environmental Studies, 24 States/UTs have shown an improvement in learning level. Further, the overall differences in achievement between boys and girls as well as urban and rural students has reduced.
The centrally sponsored scheme “Rashtriya Madhyamik Shiksha Abhiyan (RMSA) “ was launched in 2009 to enhance access to secondary education and to improve its quality. It seeks to ensure quality of education imparted at secondary stage and reduce disparities related to gender, socio-economic status, geographical location and disability.
Availability of professionally qualified teachers is an important element of quality. In consonance with the provisions of Sec. 23 of the RTE Act, 2009, The National Council of Teacher Education (NCTE) has laid down the minimum qualifications for a person to be eligible to be recruited as a teacher in primary and upper primary schools. In addition to prescribing teacher qualifications under section 23 of the RTE Act, the National Council for Teacher Education (NCTE) has also laid down the requirement for States to conduct Teacher Eligibility Tests (TET), and only persons who qualify the TET are eligible to be considered for teacher recruitment. It is expected that this measure will significantly improve the quality of teachers who are recruited in the elementary education sector.
Under RMSA, there is provision to appoint subject wise teachers in secondary schools. Several interventions including subject wise teachers, in-service training of teachers every year, leadership development programme of head of the secondary schools are being provided under RMSA to enhance the quality of secondary education.
This information was given by Dr. D. Purandeswari, Minister of State for Human Resource in written reply to a question in Rajya Sabha today.

Increase Your SATA Hard Drive Performance

Most of the latest machines supplied to Post offices using Vista operating system and SATA hard disks. Windows vista software has a built in support for SATA disk drives. You can speed up the performance of your serial ATA (SATA) disk drive by enabling write caching feature in windows vista. By default this feature is turned off. You can follow the below steps to increase the performance

  • Right Click on My computer (computer)
  • Select Manage
  • Select Device Manager
  • Open device manager go to disk drive portion
  • Right Click on the hard disk select option properties
  • Select the button policies tab
  • Please check the box 'Enable Advanced Performance'

MANAGEMENT STUDIO IN SQL SERVER 2005



On Yesterday I got a call from one of my post office saying that no applications are working . It shows an error that server is not exists. Firstly I thought that it is problem with network connections and I asked themto restart the server machine and try again but then also this error exists. I came to the office and tries to run the application. But seeing the error I thought that this problem with SQL server. On tryingto open the SQL server 2005 management studio I got an error. The error is as follows
A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server wasnot found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: Named Pipes Provider, error: 40 - Could not open a connection to SQL Server) (.NetSqlClient Data Provider) “
First I wondered to see the error while connecting to server 2005. I never come up on such type of error during period as SA. While Contacting fellow Sys Admins they told that they had never come across such errors. While searching for the solutions on net But that not worked for me.
The main check points are

  • Make sure your database engine is configured to accept remote connections
Start > All Programs > SQL Server 2005 > Configuration Tools > SQL Server Surface Area Configuration

Click on Surface Area Configuration for Services and Connections
Select the instance that is having a problem > Database Engine > Remote Connections
Enable local and remote connections

Enable the TCP/IP in surface area configuration

Check the fire wall status and off the firewall if it is on and allow  exception for programsSQL server and SQL server browser

Enable SQL Server Browser (Start the SQL server browser n service)

But then also I am not able to connect to SQL server management studio. But while restarting the server machine I found that the windows server administrator password was missing. Earlier it requires a password for opening the windows server. Then I gotto users (By right clicking computer---Manage----Local User) and set pass word for Administrator (Recreated the earlier Password) and restarted the server.
After this SQL Server is working and I can open management studio correctly.

2 Taxes, Fee & Charges
In addition to the above fares, Passenger Service fee, Airport Development Fee (wherever applicable) and Service Tax would be applicable.
a) Passenger Service fee is Rs. 233 except (a) Ex Jammu,Srinagar Leh where it is 207 & (b) ex Bangalore, Hyderabad & Kochi it is 225/-

3 Fare Rules:

Fee for Refund/revalidation/re-issuance is levied as detailed under:
(i) First/Executive & Economy class under RBDs Y,B & M and LTC fares
(ia) On Refund - a processing fee of Rs.200 per coupon is levied.
(ib) No re-issuance and revalidation fee is applicable.
(ii) Tickets issued on fares under RBDs H to T
(iia) Refund – Permitted up to 1 hr before scheduled departure of the flight against a Refund Fee of -Rs.500 per coupon . 
Refund of No-show ticket, permitted against a Refund Fee of -Rs.1500 per coupon
(iib) Revalidation /re-issuance – Permitted up to 1 hr before scheduled departure of the flight against a Change Fee of -Rs.500 per coupon
Revalidation of No-show ticket, permitted against a Change Fee of -Rs.1000 per coupon
(iii) Tickets issued on fares under RBDs E & S
(iiia) Refund – Non-Refundable.

Highlight of Civil Services Exam, 2011 Results

Following are the important highlights of the Civil Services Examination, 2011, for which final result has been declared today.

Ø      The Civil Services (Preliminary) Examination, 2011 was conducted on 12thJune, 2011.  A record number of 4,72,290 candidates applied for this examination, out of which 2,43,003 candidates have actually appeared.
Ø      11984 candidates were declared qualified for the Main written examination held in October-November, 2011 out of which 2417 candidates were selected for the Personality Test conducted in March-April, 2012.  Finally, 910 candidates (715 male & 195 female) have been recommended for appointment to the IAS, IFS, IPS and other Central Services against 1001 reported vacancies.  Vacancies unfilled presently are on account of 91 reserved community candidates qualifying on general standards.  Depending on the options exercised by them finally, these vacancies will be filled by candidates recommended for the Reserve List that is maintained by the Commission.
Ø      The First two positions have been taken by female candidates.  The top 25 candidates include 19 male (including 01 visually challenged candidate) and 06 female candidates. In the top 100 candidates, there are 21 female candidates.
Ø      Ms. Shena Aggarwal (Roll No. 233541) has topped the Examination.  She has done MBBS from All India Institute of Medical Sciences, Delhi.  This is her 3rd attempt.
Ø      The 2nd ranker is Ms. Rukmani Riar (Roll No. 27895).  She has done Master of Arts (Social Entrepreneurship) from Tata Institute of Social Sciences, Mumbai.  The is her 1st attempt.
Ø      The 3rd position is bagged by Shri Prince Dhawan (Roll No. 1804).  He has done M. Tech (Elect. Engg.) from IIT, Delhi.  This is his 1st attempt.
Ø      The result also showcases the pan-Indian distribution of successful candidates of this Examination. Amongst the top 25 candidates, there are candidates claiming domicile from as many as 16 States, i.e., Andhra Pradesh, Assam, Bihar, Chattisgarh, Delhi, Haryana, Jammu & Kashmir, Jharkhand, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Tamilnadu, Uttarakhand & Uttar Pradesh.
Ø      The top 25 candidates include alumni from some of the premier educational institutions of the country including AIIMS, IIM and IITs.  An alumnus of London School of Economics also figures in the top 25.
Ø      The family background of top 25 candidates show diverse representation from all walks of the life which include farmer, teacher, businessman, army personnel, low and middle level govt. servants, doctors, advocate, professor & civil servants.
Ø      Amongst top 25 candidates, 6 have made to the merit lift in their 1stattempt; 07 in 2nd attempt; 09 in 3rd attempt; and 01 each in 4th, 5th & 6thattempts.  As many as 12 have already been recommended to services other than IAS on the basis of Civil Services Examinations of previous years.
Ø      Of the top 25 candidates – 13 appeared from Delhi; 3 from Jaipur, 2 each from Mumbai & Chandigarh; and 1 each from Hyderabad, Chennai, Dispur, Patna & Jammu Centres.

Civil Services (Main) Examination, 2011 Results Announced



The result of the Civil Services (Main) Examination, 2011 has been announced. The Union Public Service Commission (UPSC) had held written part of the examination in October-November, 2011 and the interviews for Personality Test in March-April, 2012. A total number of 910 candidates have been recommended for appointment to –

(i)          Indian Administrative Service;
(ii)         Indian Foreign Service;
(iii)        Indian Police Service; and
(iv)        Central Services, Group ‘A’ and Group ‘B’.



The list of selected candidates includes 420 General (including 21 Physically Challenged candidates), 255 Other Backward Classes (including 8 Physically Challenged candidates), 157 Scheduled Castes (including 4 Physically Challenged candidate) and 78 Scheduled Tribes  candidates.

            Appointment to the various Services will be made according to the number of vacancies available with due consideration to the provisions contained in Rules 2 and 19 of the Rules of the Examination and subject to the final decision of the Hon’ble Supreme Court / Hon’ble High Courts / Hon’ble C.A.Ts. on the S.L.Ps / R.As / W.Ps. / O.As. pending therein.

The number of vacancies reported by the Government for the Indian Administrative Service is 170 (85 General, 46 Other Backward Classes, 26 Scheduled Castes and 13 Scheduled Tribes);  for the Indian Foreign Service is 40 (23 General, 9 Other Backward Classes, 5 Scheduled Castes and 3 Scheduled Tribes); for the Indian Police Service is 150 (78 General, 37 Other Backward Classes, 21 Scheduled Castes and 14 Scheduled Tribes); for the Central Services Group ‘A’ is 543 (273 General, 148 Other Backward Classes, 81 Scheduled Castes and 41 Scheduled Tribes) and for Central Services Group ‘B’ is 98 (52 General, 15 Other Backward Classes, 24 Scheduled Castes and 7 Scheduled Tribes).  This includes 33 vacancies for Physically Challenged candidates.

            In accordance with Rule 16(4) & (5) of the Civil Services Examination Rules, 2011, the Commission is maintaining a consolidated Reserve List of 182 candidates which includes 91 General, 72 Other Backward Classes, 12 Scheduled Casts and 7 Scheduled Tribes candidates ranking in order of merit below the last recommended candidate under respective category.

            UPSC has a “Facilitation Counter” near Examination Hall Building in its campus.  Candidates can obtain any information / clarification regarding their examinations / recruitments on the working days between 1000 hours to 1700 hours in person or over telephone Nos.23385271 / 23381125 / 23098543. Result will also be available on the UPSC’s Website i.e. http//www.upsc.gov.in.  However, marks are likely to be available on the website within 15 days from the date of declaration of results.

DEPARTMENT CALLED EOI TO CREATE POST BANK OF INDIA

Postal department invited Expression of Interest from the Bidders to submit detailed Project report to Create Post Bank Of India. The last date for submitting the applications are 24/05/2012 and the bids will be opened on 25/05/2012. In the tender document it is clearly mentioned the objectives for setting up the Post Bank Of India are as follows:
(i) Provide banking which means the accepting, for  the purpose of lending or investment, of deposit of money from the public, repayable on demand or otherwise, and withdrawal by Cheque, draft, order or otherwise. PBI will be engaged in various types of banking as mentioned in Section 6 of the Banking Regulation Act, 1949.
(ii)  Provide banking services with special focus on  rural areas.
(iii) Provide means of additional revenue generation for the DoP .
(iv) Ride on the Core Banking Solution which is proposed to be provided in all the post offices.
(v)  Provide a platform for financial inclusion.
(vi) Provide higher order value added services to over 250 Million existing Post Office Savings Bank account holders.

Govt directs employees to avoid contacts with foreigners

New Delhi May 03, 2012(PTI): Government has directed its employees to avoid maintaining close liaison with foreigners as they could be spies wanting to extract classified information from them.

In a letter to Secretaries of all ministries and departments, the Home Ministry asked them to sensitise officers and other employees to avoid such contact with foreigners as they could be moles of foreign intelligence agencies working against India’s interests.
The Home Ministry letter mentioned that a few incidents have been detected in the past where government employees shared classified information with foreigners which compromised country’s interests, official sources said.

The Home Ministry also cited the recent incidents where foreign NGOs were found to be funding people for anti-government protests.

In February, the Home Ministry had referred two cases of Foreign Contribution Regulation Act violation by the NGOs to the CBI and two cases to the Tamil Nadu Police.

Bank accounts of these four NGOs had also been frozen after an inquiry conducted by the Home Ministry reportedly found them diverting funds meant for charity to fuel the protests.

The action came days after Prime Minister Manmohan Singh stated that non-governmental organisations have received support from abroad for leading protests against a much- awaited nuclear power plant.
