Computer Buying Tips



Deciding whether to buy a Mac or a PC should be based on two main points: your budget and whether the computer is primarily for business or pleasure. Both types of computers are excellent for specific tasks, although if you are planning to go to work and bring your computer with you, you may need to consider what types of computers your coworkers will have to make it easier to swap files or compare notes. Here a few basic tips on how to choose the right computer for you.

Budget

There’s no debate—Macs are far more expensive than PCs. If money is a big issue for you, you’ll want to buy a PC. However, Macs aren’t overpriced. Unlike PCs, each computer is designed for maximum efficiency in both processing speed and ease of use. While PCs frequently crash and are vulnerable to spyware and viruses, Macs resist most viral attacks and operate at a consistently high standard with virtually no technical issues. If you can afford it, a Mac is an excellent investment which will work for you for years.

Business

While Macs have always been the preferred computer of graphic designers and other creative individuals, for most corporate office work, PCs have long been favored over Macs. For this reason, PCs still dominate in most business settings.
Up until a few years ago, the major software designed for business suites, like the Microsoft Suite, was designed chiefly for PCs. However, the popularity of other Apple products such as the iPod and iPad has started to change the way Macs are perceived in the larger corporate world. Most business software now has versions available for both Macs and PCs. Because of their heftier price tag, Macs still have a long way to go in making a dent in the corporate world, although in terms of functionality they perform just as well as a PC.
Graphically, Macs have richer displays and a Linux based operating system that makes them ideal for manipulating complex information such as layered graphical displays. Photoshop was initially designed for the Mac. If you are buying a computer for use in a professionally creative setting, your coworkers will likely also be using Macs.

Programming

Computer programmers are evenly split on whether Macs or PCs make better programming tools. The truth is, it comes down to a matter of personal preference. Macs developed a comprehensive suite of developer tools with their OS 10 which, if used properly, can help you get to the moon. PCs have always been oriented toward programming; in fact, the DOS/Windows interface was developed mainly as a way to stay competitive with the user friendly Mac interface. However, many programmers have complained that Macs are slower than PCs when it comes down to executing large amounts of freshly programmed code.

Personal Use

If you enjoy playing video games in your spare time, buying a PC is probably the best choice. This is partly because PCs are easier to hook up to auxiliary equipment like television sets or other devices. Although USB ports are evenly distributed between Macs and PC, the higher data transfer portals of a Mac do not always adapt easily to most conventional televisions, making it difficult to quickly relay information between the two devices, whereas the higher data transfer portals of a PC are usually very adaptable to auxiliary devices.
If, on the other hand, you prefer to design or develop creative projects in your personal time, Macs are a much better choice. Because Apple has invested so much time in making the user interface incredibly easy to use, spending time creating music or drawing or editing movies becomes less about the computer and more about the activity; you forget you are using a computer, and can instead focus on the act of creation. PCs have a more rigid approach; it’s hard to forget that you’re on a computer.

Cloud Computing and the Future of Virtualization

Of course, with the tech community excited about the potential of cloud computing, computer memory is going to become less of an issue, with flexibility, mobility, and processing speed becoming increasingly important when making purchasing decisions. Mac’s suite of mobile devices are far better adapted to shifting between different geographical areas while also offering enough functionality to make them viable business tools. However, for now you should buy the computer that best suits your needs, and plan on the inevitable: no matter what you buy now, in a few years it will be completely outdated anyway!

Walking could be a useful tool in treating depression


Walking can play a vital role in fighting depression, a study has claimed.
The study in the journal Mental Health and Physical Activity showed walking had a “large effect” on depression.
Vigorous exercise has already been shown to alleviate symptoms of depression, but the effect of less strenuous activities was unclear. One in 10 people may have depression at some point in their lives. The condition can be treated with drugs, but exercise is commonly prescribed by doctors for mild symptoms.

Researchers at the University of Stirling scoured academic studies to find data on one of the mildest forms of exercise, walking. They found eight studies, on a total of 341 patients, which fitted the bill.
The report’s authors showed “walking was an effective intervention for depression” and had an effect similar to other more vigorous forms of exercise.
“Walking has the advantages of being easily undertaken by most people, incurring little or no financial cost and being relatively easy to incorporate into daily living,” they said.
However, they cautioned that much more research needed to be done. There are still questions over how long, how fast and whether walking should take place indoors or outdoors.
Prof. Adrian Taylor, who studies the effects of exercise on depression, addiction and stress at the University of Exeter, told the BBC: “The beauty of walking is that everybody does it.”
“There are benefits for a mental health condition like depression,” he added.
Mr. Taylor said there were ideas about exercise being a distraction from worries, giving a sense of control and releasing “feel-good” hormones.

Tips for a Cool Summer



Heat and humidity can cause a host of skin problems. Here's how to deal with them.
With the mercury rising every day, heat and humidity now play a major role in our lives. This also causes a host of skin problems, most of which can be dealt with quite easily.
 
 
Prickly heat
 
Excessive sweating and increased dead cell turnover blocks sweat glands and causes a rash commonly known as “prickly heat”, especially in the folds of the skin and on the trunk and back.
Treatment
 
Take cool showers.
Wear loose clothes.
Apply talcum powder after a bath.
Apply calamine lotion on the rashes
Take anti-allergy tablet at night.
 
Acne
 
Heat, humidity, dead skin cells and oil tend to clog the skin's pores leading to comedones or blackheads and eventually acne.
 
Treatment
 
Apply a ‘mud-pack' once a week.
A clear gut.
Drink plenty of water.
Take supplements of Vitamin A, zinc and antioxidants.
Apply erythromycin gel at bedtime
If this does not help consult a dermatologist.
 
Rosacea
 
Also called ‘acne-rosacea', this is characterised by red and inflamed skin especially on the cheek, chin and forehead. It can also lead to tiny boils on the cheeks and severe acne if left untreated.
 
Treatment
 
Avoid direct sunlight.
Use a soap-free face wash.
Use a good sunscreen.
Reduce stress.
Use a calamine lotion with sunscreen in the morning.
Take an antacid or aloe vera juice in the morning on an empty stomach.
A bland diet
Also see a dermatologist for a proper treatment plan.
 
Fungal infections
 
Fungi thrive in humid weather and areas where there is less aeration like in the folds of the skin especially when people wear tight clothes, shoes all day and synthetic clothing.
 
Treatment
 
Have a shower often.
Apply antifungal powder after a bath.
Take anti-allergic tablet at bedtime for a week.
Apply anti-fungal cream on affected areas at bedtime.
Wear open sandals.
Also see a dermatologist in case you require medication.
 
Tanning
 
This is actually the body's defence against strong sunlight. Sun burn, on the other hand, can be quite uncomfortable if severe. It results in redness, peeling of skin and itching.
 
Treatment
 
Avoid sunlight as much as possible.
Use a calamine lotion during the day
Take an allergy tablet during the day and night for a week along with a mild steroid lotion at bedtime. This will bring down the inflammation and peeling dramatically.
 
Dandruff
 
Dandruff is the result of over secretion of oil on the scalp mixed with dead cell, sweat and pollution. This leads to ‘scale' formation on the scalp, which is not only unhygienic but can also lead to hair fall, itching and eventually pimples on the forehead and back.
 
Treatment
 
Wash your hair often in summer.
Use a medicated shampoo containing two per cent ketaconozole and zinc pyrithione (ZPTO)
Apply home remedies like lemon juice or curds on scalp before washing.
 
Increased pigmentation
 
Normal skin and skin with pigmentation problems seem to look darker when exposed to the sun. This is because exposure to sun activates the melanin to rise to the upper layers thereby increasing pigmentation.
 
Treatment
 
Avoid direct sunlight.
Use sunscreen mixed with calamine lotion at least 2-3 times a day.
Use an umbrella and sunglasses while going out and sun visors for the car.
Use a skin lightening cream at bedtime.
Take supplements of Vitamin C, folic acid and antioxidants.
 
Body odour
 
An unpleasant body smell is not only due to increased sweat accumulation but also due to bacterial decomposition of sweat.
 
To avoid this
 
Wear loose, cotton clothing.
Shower 2-3 times a day.
Use a medicated soap
Use antifungal powder and deodorant
Reduce caffeine and drink herbal and green tea.
Use fragrance on clothes rather than on skin to prevent pigmentation.

Apple releases patch for Flashback virus

Apple on Thursday released an identification and removal tool for the most widespread virus ever to hit its computers.
The Java security update removes the most common variants of the Flashback malware, which was found to have infected some 600,000 Macs last week.
The malware, discovered last week by Russian security firm Dr Web, is designed to grab passwords and other information by posing as a legitimate browser plug-in at a malicious website. Once installed, the software sends personal information back to remote servers.
The Mac operating system was previously widely thought to be immune to the widespread security issues that have plagued Windows computers over the years.
Apple’s patch was rushed to users several days after independent security companies issued their own patches for the malware.

MINUTES OF THE MEETING OF THE COMMITTEE CONSTITUTED UNDER THE CHAIRMANSHIP OF CGM, PLI TO CONSIDER THE ISSUES RELATED TO POSTMEN

The meeting of the Committee was held on 5th March, 2012 at  1100 hrs. in PLI Directorate.  The meeting was attended by the following:

2. The items assigned to the Committee as per the Terms of Reference were discussed at length in the meeting.  The gist of discussions and the decisions taken are as follows:

(i) Extraction of data entry work from Postmen: There was in principle agreement of the staff side that the Postmen had no objection in performing the data entry work provided suitable time factor for this element of work was allowed in their overall work load. The Committee noted that Meghdoot LAN norms for Postmen Module have already been circulated by the Department on 28.7.2008 for implementation in all computerized HPOs.  It was, accordingly, decided that the time factor given for various activities in the Postmen Module of MD – LAN may also be provided to Postmen, if they undertake these activities. It was further decided that Directorate will consider to issue suitable instructions to all the Circles in this regard by 30th April, 2012 as some Postmen find it difficult to make computer data entry , it was also agreed to impart necessary computer training to Postmen.

(I) Irregular computation of working hours for Postmen working in field units:  Certain items in the revised norms for Postmen as issued by the Postal Directorate vide F.No.9-1/2005-WS-I/PE.I dated 5.2.2010 were agitated by the staff side.  After discussion, the following decisions were taken:

a) The staff side mentioned that the time factor of 0.42 minutes provided for `delivery of unregistered mail in multi-storied buildings' (Sl.No.2) is grossly inadequate and needs to be relaxed.  It was decided that while carrying out the review of Postmen establishment, the time factor for delivery of unregistered mail (other than in multi-storied buildings as given at Sl.No.1) in the revised norms will also be provided in cases of delivery of unregistered mail in multi-storied building in which mail boxes have not been provided at the ground floor;

b) On the demand of providing the same time factor for delivery of Speed Post articles as provided for Registered Mail, it was decided that `while carrying out the review of postmen establishment, the person-specific speed post articles (Passports, Aadhaar Cards,  Driving Licenses) will be provided the time factor of 2.5 minutes as provided for registered mail'.

c) The staff side vehemently demanded to work out suitable time factor for door-to-door distance travelled by foot by the Postmen.  In the course of discussion, the Committee noted that this demand of the staff side is being met by providing time factor for delivery of unregistered mail (other than in multi-storied buildings) to unregistered mail delivery in such multi-storied buildings which do not have mail boxes on the ground floor.  Moreover, the Committee also noted that no further action on this demand is perhaps called for in view of Note No.11 provided in the Directorate letter dated 5.2.2010 which is reproduced below:

"Distance travelled means distance covered on the main roads, lanes and bye lanes.  Distance travelled covered for entering various houses is included in time factor for delivery of articles."
The Staff Side was of the view that since Note No. 11 was prepared many years back in 1975 -79, it does not reflect the present ground reality. This aspect may be considered by the department at the time of next review.

d) The time factor provided for travelling distance by foot and by bicycle in hilly and mountainous terrains of less congested areas needs to be relaxed in view of the extra physical efforts and timing involved in covering such areas.   The staff side was informed that this aspect is under consideration by the Directorate and comments of several Circles have already been received in this regard. 

(iii) Removal of minimum cycleable distance for grant of Cycle Maintenance Allowance of Postmen:  The staff side was informed that necessary orders for grant of Cycle Maintenance Allowance irrespective of the distance covered by the Postmen have been issued by the Directorate.  In view of this, the staff side agreed to close this item.

(iv) Scheme of payment of incentive to Postmen for delivery of Speed Post articles: The Committee was informed that the CGM, Business Development and Marketing Directorate (BD & MD) has already been requested to issue suitable instructions to all the Circles to the effect that all payments of speed post delivery incentive bills pertaining to Postmen may be cleared by 31st March, 2012.   It was, therefore, decided to close this item.

(v) Minimum and maximum area of beat to be covered on foot/bicycle during duty hours: The staff side demanded that the Department should prescribe the maximum beat length which a Postman is supposed to travel by foot / bicycle as there are several cases in which the Postmen have to travel 30-40 kms. per day in effecting their deliveries.  After discussion, the Committee felt that the incidence of abnormally long Postmen beats is primarily because of non-review of Postmen establishment in a proper manner in several Divisions.  It was further decided that :

a)The Directorate will consider to issue instructions to all the Circles to ensure proper review of Postmen establishment, which should inter-alia include proper measurement of beat length, the rationalization of beats and demarcation of beats in such a way that a Postmen is not required to travel unduly long distance in his duty hours;

b)It was pointed out that the combination of beats being resorted to in the Post Offices having 4+ strength of the Postmen should be removed.  After detailed discussion it was decided that Directorate will consider issue of instructions to all the Circles to the effect that combination of beats should be resorted to only by exception as it adversely impacts the delivery efficiency;

c)It was pointed out by the staff side that Postmen face difficulty in delivery of registered parcels weighing more than 5 kgms. each and EPP articles for which the maximum weight of 35 kgms. per article has been fixed. It was highlighted that either some reasonable rate and mode of conveyance for delivering EPP articles should be fixed, or the rates of coolie charges fixed in the past should be revised for efficient delivery of registered parcel. It was decided that the Directorate will consider reiterating the instructions on coolie charges to all the Circles so that the delivery of heavy parcels is not adversely affected. 
Additional Points:
a) The staff side drew attention of the Committee to note at Sl.No.8 in the Directorate letter No.9-1/2005-W.S.I/PE.I dated 5.2.2010 which stipulates that "area having a density of population of 2500 per Sq. KM may be taken as congested area" and pointed out that the same has been incorrectly printed as it should refer to 2500 per Sq. Mile instead of 2500 per Sq. KM.  They quoted a clarification received from PTC, Mysore which has cited Directorate letter dated 19.2.1975 indicating establishment norms for Postmen and defining congested area as having a density of population of 2500 per Sq. Mile.  After discussion it was agreed that Directorate would examine and issue suitable amendment / corrigendum to the Note 8 of the revised norms of postmen establishment. 

b) Creation of justified additional posts while implementing new system for delivery work and allowing postmen to write correct remarks for non delivery: The staff side drew attention to Item No.25 minutes of the last JCM meeting issued on 1.3.2012 wherein it is mentioned that the issue is under examination by the Postman Committee being Chaired by CGM (PLI).  After discussion, the view emerged that this item is not part of Committee's mandate as the issue pertains to creation / redeployment of post which is basically a policy issue.  However, the staff side mentioned that the Postmen were not able to write correct remarks for non-delivery of articles due to heavy work in the Project Arrow Offices. It was, therefore, decided that the experience gathered after implementation of Project Arrow in various Post Offices could be examined and, if required, instructions with regard to delivery could be issued by the Directorate.

3. With the deliberations and decisions as noted above, the Committee concluded its work with regard to the Terms of Reference assigned to it.  The Committee, however, felt that the Establishment Division of the Directorate may ensure follow-up action on the decisions of the Committee so that the issues are taken to their logical conclusion.
