National Pension Scheme offers investors a low-cost avenue to save for retirem

Does retirement planning mean simply putting surplus funds into a well-guarded piggy bank and never looking at it till one reaches the age of 60? How should an investor plan his/her retirement through regular investments or via cautious savings?

And the bigger question: why should I sacrifice today to fend for tomorrow? These are never-ending questions, with no definite answers. The key point to understand is that proactive investors can make judicious investment decisions throughout their life span to create a savings pool, which comes handy post retirement.

Irrespective of the lifestyle, work profile or financial commitments, it is imperative that an investor has a strong corpus to finance his/her post-retirement needs. Building such a corpus calls for meticulous planning on the part of investors, that, too, across their lifespan.


The National Pension Scheme (NPS) provides investors across age groups (18-55) a lowcost avenue to do financial planning. Under NPS, an investor can start with an amount of Rs 6,000 annually and at the same time take exposure to multiple asset classes. The scheme would invest via professional fund managers and also provide tax benefits.

The Pension Fund Regulatory and Development Authority (PFRDA) opened this scheme for the general public in 2009. Having been in existence for over two years, the performance so far reflects that NPS has delivered returns higher than traditional saving instruments like corporate bond funds and government securities funds.

If this performance continues over longer time frames, then it can help generate sizeable corpus for retirement savings. Such performance clearly indicates the usefulness of the scheme to generate higher inflation-adjusted returns for a safe and secure retired life.

NPS is a savings-cum-investment alternative, which gives investors the best of both worlds. While it offers investors flexibility in terms of the amount they wish to invest, it also gives them an opportunity to diversify investments into different streams. Investors, based on their risk-bearing capacity, have the discretion to allocate funds towards any of three asset classes . E (equity), C (corporate bond fund) and G (government securities fund).

The risk-return tradeoff is as follows: E - high risk and high returns; C - medium risk, moderate returns; G - low risk, low returns Investors can seek a choice of six fund managers to make their investments as well as switch across fund managers.

This ensures an element of competition between fund managers and helps the scheme generate market-linked returns. Investors can either choose the asset class/classes they want to invest in the desired proportion or choose the auto choice or lifecycle fund scheme by default.

Here, at the lowest entry age (18 years), the asset allocation would be 50% in E, 30% in C and 20% in G till the investor turns 35. The ratio of investment in E and C will then decrease annually, while the proportion of G will rise. At 55 years, G will account for 80% of the corpus, while the share of E and C will fall to 10% each.

Group 'C' Govt employees out of Lokpal's ambit

After agreeing to inclusion of Group C government employees within the ambit of Lokpal, thestanding committee on law and justice examining the bill recommended its exclusion from the proposed ombudsman's jurisdiction.


The standing committee, which completed its work on Wednesday after deliberating on various points contained in the draft Lokpal bill, had asked BJP, Left and other members to submit their dissenting notes to the panel.

Members, therefore, were surprised when they were told about another standing committee meeting on Thursday evening. Group C category, accounting for 57 lakh, is the largest component of central government employees and have a direct interaction with people in general. It is corruption at the lower bureaucracy level which affects the common man the most.Exclusion of this category at the last moment, therefore, saw members of BJP, Left and Samajwadi Party crying foul. "If Opposition members felt Group C had been included in yesterday's (Wednesday) meetings, that's their point of view. Wait for the report,'' Singhvi told newspersons after the panel's meeting. The meeting, which lasted about two hours, saw BJP MPs tabling their dissent on as many as 18 recommendations.

They included exclusion of Group C employees, omission of the prime minister from Lokpal's ambit till the time he demits office, maintaining status quo on CBI, citizen's charter, grievance redressal mechanism and protection of whistleblowers.

Left members too expressed reservations on these points and were planning to submit their dissenting notes on Monday. SP, BJD and AIADMK also expressed dissent on a few recommendations. The last meeting of the standing committee, headed by Congress Rajya Sabha member Abhishek Manu Singhvi, saw members deliberating on the fate of Group C employees and the status of CBI.

Opposition members on the panel are also said to have resisted the draft legislation's recommendation on the status of CBI. Contrary to the views expressed on the issue by Team Anna, which had sought the agency's bifurcation by chipping away its anti-corruption wing and placing it under the proposed ombudsman.

How are you? Advance Happy New year to all of you. As usual, we planned to update the Hand Book with various new orders and topic and proposed to release in the third week of December 2011. This time, the Hand Book may contains around 200 pages and 50 pages will be more than the previous hand book. However we have decided to keep the price of the Hand Book for Rs. 50/- as subsidiary price.

All the circle Secretaries are requested to arrange the journeys tickets for the delegates well in advance and furnish their names and particulars in advance to CHQ as well as the Circle Secretary, Odisha Circle at Bhubaneshwar GPO so that better arrangements could be ensured for receiption, accommodation and others.

RPLI COMMISSION TO BPMS

On enquiry, it is learnt that in almost all the circles, the GDS and SPMs are paid incentive for the RPLI only with the old rate (i.e) R.s 2.50 per one thousand of sum assured and 1% of renewal premium income. The incentive rate has been revised with effective from 1 October 2009 vide Dte. letter No. 26-2/2009-LI dt. 18.9.2009 and the procedure has been simplified based on the assurance given in the PLI Directorate Meeting held on 1.10.2007 with our union which is reproduced hereunder for the consumption of our Divisional Secretaries.

“General Secretary of the Staff Union (P3/NFPE) urged that there is need for simplification of procedure for verification of the incentive bills for RPLI. CGM PLI Director appreciated the point and assured to look in to the issue.”

Accordingly the procedure has been simplified and software has been developed and provided to all divisions for generating incentive sanction automatically without preferring any bill for which the only pre-requisite is allotment of Agent’s code to all GDS & Departmental employees. All Circle heads were again reminded on 6.10.2010 to provide agent’s code.

As per the new rates, incentives shall to paid at the rate of 10% at the first year premium income and 2.5% subsequent years premium income. There is no need to wait for 12 months. Payment of incentive shall be generated automatically by the Divisional heads every month.

All are requested to confirm whether the agents code has been provided to all SPM/GDS for automatic payment of incentive by the Divisional head. If not, please compel them to complete the process and generate payment of incentive automatically every month. There is no need for preparing bills and verification of the same. Please intimate the position of your circle.

PRESENT POSITION ON OUR DEMANDS

1. LGO Exam: - Decision has been taken ignore the language papers and exam result will be decided based on the marks secured in Arithmetic Paper (25 X 2) communication will be sent to CMC for valuation of arithmetic paper and finalise results.

2. IPO Exam: A Committee has been constituted to review the out of syllabus questions on law paper. The Committees report is expected within a fortnight Thereafter decision will be taken about the valuation of IPO exam papers. It seems that it will take atleast a month’s time for finalisation.

3. HSG I Recruitment Rules: At last, the UPSC approved the Recruitment Rules for HSG-I, the file will be forwarded to Law Ministry for approval of draft for Gazette notification of HSG-I Recruitment Rules and it will be finalized within a month.

4. Postmaster Grade III: - The Issue will be finalized within a month as the file relating to HSG-I Recruitment Rules had been approved. Volunteers will be called for among the HSG-I after releasing DPC for HSG-I and the posts will be filled first with the HSG-I officials opted for postmaster Grade III. The remaining posts will be filled as per the Recruitment Rules of Postmasters.
5. Cadre review: - DDG (P) assured that he will finalise a draft from the Department side and discuss the same in the first week of December 2011. We explained the urgency and the need for the earliest finalization of this major demand.

6. Postman Recruitment Rules : - Based on our strike demands to modify the Postman Recruitment Rules and also to have a discussion about this with staff side, a meeting with DDG (P) will be held on 2.12.2011 at 11.00 hours at Directorate.

7. Allowance Committee: - The Committee constituted for review of allowances has finalized its recommendation and is expected to submit before the end of this month. Our CHQ views, as learnt, has taken note of while considering the issues. Orders may be expected.

8. GDS Demands: - i) Despite strong recommendation by the Department, JS (FA) has once again return the file with some objections relating to the case of reduction of point from Rs. 20,000/- to Rs. 10000/- we should exert more pressure.
(ii) Similarly the enhancement of Bonus ceiling file was also returned by the internal finance stating that the GDS are doing duties less than 5 hours. This should also be taken vigorously

9. Casual Labourers: - The Committee constituted to consider about application of revision of wages and also the future of the existing casual labourers/contingents has sought information from various circles. The finalisation of Committee, it is leant, will take more time, there are 21000 contingent part time casual labourers. We may think of suggesting to convert such posts as GDS or may be absorbed in the unfilled vacancies of GDS which were kept under skeleton.

10. Postmaster Grade I: - The declined vacancies have been filled up with the remaining successful candidates of all the circles except five circles from which no informations were received. They have been addressed. No examination was held in Kerala Circle due to court cases.

11. PA Recruitment: - PA Direct recruitment for the vacancies up to 2011 December may be scheduled in the month of April 2012 and the revised recruitment Rules will be brought in to effect. Directorate has initiated the process.

12. Confirmation Exam: - In the revised PA recruitment rules, the provision of confirmation examination has been removed. There is no examination hereafter. All will be confirmed by DPC committee as per 6 (i) (12) of the said rules. This is a major achievement so far our P3 Comrades.

13. Rules 9 Cases/Review petitions: - Member (P) Ms. Yasodhara Menon informed that time bound action has been initiated to clear all pending Rule 9 Cases/Review petitions. She assured result-oriented action on other issues also.

URGENT AS WELL AS IMPORTANT

We have planned to print the names of all Divisional/Branch Secretaries, their telephone numbers & e-mail addresses in the Hand Book 2012. Further, we desire to communicate all the developments through e-process in future so that our grass root level leaders will be updated. Still we have not received the updated informations from many divisions.

The Divisional Secretaries are requested to furnish the details forthwith to the CHQ positively before 08.12.2011 either through e-mail or by speed post and facilitate the CHQ to update the Directory. May I seek your response?

RBI's Young Scholars Award Scheme - 2012

To encourage learning about the Reserve Bank of India (RBI) among the youth of the country, the RBI conducts a major awareness and sensitization exercise on the role of the Reserve Bank and the banking system across the country. This exercise, ‘RBI Young Scholars Award Scheme’ exposes youngsters to an actual banking and financial environment and inculcates a sense of pride in the selected ones of having had the opportunity to associate themselves with a prestigious organisation, the central bank of the country.

RBI YOUNG SCHOLARS AWARD SCHEME

The Reserve Bank of India (RBI) has launched the RBI Young Scholars Award Scheme to generate interest in and awareness about the Indian banking sector and RBI. Under the Scheme, the RBI will select a maximum of 150 young scholars through a countrywide competitive examination and award scholarship. Selection test will focus on the role and functions of RBI and banks in India and will be held in English as well as in all major regional languages. Selected candidates will be required to work on projects in select offices of RBI for 2 to 3 months and will be paid a consolidated stipend of Rs. 7500/- per month during the duration of the project. RBI will assist outstation awardees in boarding and lodging. The awardees shall have no right/claim for an appointment in the RBI. Any candidate who had qualified and worked at RBI under the RBI Young Scholar Award Scheme in any of the previous years are not eligible to apply again. All students, between 18 and 23 years of age, currently pursuing their undergraduate studies in any subject under any recognized university in India, are eligible to take the
competitive examination. There is no application fee. The selection test will be held on January 29, 2012 at various centres across India. The results of the selection test will be announced in the first week of April 2012. Desirous candidates may submit applications only by the online mode. Last date for receipt of applications is December 16, 2011. ENROLMENT FOR AADHAAR (UID) NUMBER
• Aadhaar is a 12 digit number that the UIDAI will provide
to Residents of India after collecting and verifying their
demographic (e.g., location) and biometric (e.g., thumb
print) data.
• Aadhaar number is unique identification number assigned
to each resident of India.
• Aadhaar is a pure ID scheme operated by the Government
of India.
• Designed to be a primary ID for future purpose to prove
your identity.
• Issue of Aadhaar number is free of cost.
• Department of Posts is one of the Registrars for enrolling
the residents of India for Aadhaar.
• Resident of India may approach the select post offices for
enrolment.
• Obtain Enrolment Form & submit the same duly filled in
at the Post Office for enrolment.
• No fee for Enrolment Form.
• Resident should produce photocopies of any one of the
prescribed documents to prove her/his identity &
residential address viz. Proof of Identity (PoI) & Proof of
Address (PoA) along with originals.
• After verifying the photocopies, the originals will be
returned to the resident at the time of enrolment itself.

Notification for Launch of 10-Year National Savings Certificate (IX-Issue), 2011 Issued

In accordance with the decisions taken by the Government on the basis of the recommendations of the Committee for Comprehensive Review of National Small Savings Fund (NSSF), headed by Smt Shyamala Gopinath, the then Deputy Governor, Reserve Bank of India, Notifications on changes made in various small saving schemes except 10-Year National Savings Certificate, have already been issued on 25th November 2011.

The Notification for launch of new savings instrument, namely 10-Year National Savings Certificate (IX-Issue), 2011, has been issued today, the 29th November, 2011.

The major highlights of this scheme are as follows:


· Investments in Certificate will earn Interest at the rate of 8.7% p.a. compounded semi-annually.
· On investment of Rs. 100, the depositor will get Rs. 234.35 on maturity of the Certificate.
· This Certificate will be available in the denominations of Rs. 100, Rs. 500, Rs. 1000, Rs. 5000 and Rs. 10,000.
· There is no upper limit for investment in the Certificate.
· This Certificate can be transferred from a post office where it is registered to any other post office and it can be pledged as a security.

The scheme will come into effect from 1st December 2011. Details of the notification are attached herewith and can also be seen on the website of the Ministry of Finance i.e. http://www.finmin.nic.in.
