STAFF SIDE, NATIONAL COUNCIL, JCM SUBMITS MEMORANDUM TO 7 CPC

STAFF SIDE, NATIONAL COUNCIL, JCM SUBMITS MEMORANDUM TO 7 CPC
On behalf of the entirety of the Central Government employees and Worker’s, the Staff Side in National Council of JCM submitted the memorandum on the pay scales and related issues to the 7th CPC on 30th June 2014. The Departmental level memorandum are to be submitted by the Associations/unions/Federations by 31st  July 2014.
The salient features of the Staff Side Memorandurri are;
• Replacement of PB-GP system by an open ended pay scale where in the starting pay is given with an annual increment rate of 5% is proposed.
• Date of effect should be 1.1.2014.
• The ratio between minimum (i.e. MTS) and Maximum (Secretary) is proposed as 1:8.
• The minimum Pay for MTS is Rs 26,000/- and maximum for Secretary is Rs 2,13,000/- and for cabinet secretary. R, 2,40,000/-
• Conversion factor of 3.7 is proposed for all i.e. 26000/7000
• Number of pay scales has been reduced to 14.
• Table 7.1 gives the new proposal on pay scales
• Table 7.2 gives the corresponding pay scales of the 6th CPC recommended Grade Pay.
• The benefit on promotion, should be two increments in the feeder cadre
• The existing formula of computation of DA and its payment with effect from 1st  January, and 1st  July, may continue.
• House Rent allowance:
X classified cities-60%;
Y dassified towns-40%;
Z classified/unclassified places-20%

• City Compensatory allowance






Sanction of Education Advances with an interest rate riot exceeding 5% for ihosc employees, whose children take up higher studies.
Overtime allowance:
Over time allowance should continue to the paid and calculated on the basis of actual pay, DA and Transport Allowance from time to time. The rate of Overtime Allowance should be re-fixed as and when the DA is increased and there shall be no ceiling on amount of overtime allowance which become payable
• Additional Monetary Incentive  for Personnel  Posted in N F Region:
“We request the 7 CPC to recommend that in the light of the O.M (F.No.14017/4/2005 AIS(11) dated 10-2-2009 the employees may be granted Special Duty Allowance @ 37½ % of pay.

‘We suggest to the 7 CPC to recommend to increase the following allowances and advances, which are presently granted as a lump sum amount to three times in view of the fact that the revised Minimum wage computed is almost 3.7 time of the emoluments as on 1.1.2014.

(a) whether the Government has revised the format of OBC caste certificate in view of the difficulties being faced by people belonging to OBCs in getting caste certificates /benefits of reservation; and

(b) if so, the details thereof?
ANSWER

(a) & (b): Yes, Madam. Representations were being received wherein candidates belonging to OBC community were reportedly facing difficulty in getting the benefit of reservation because of the fact that in the format of the caste certificate, although there was space for mentioning the name of the caste/community but no space was provided for indicating the specific resolution by which the said caste/community has been included in the Central List of OBC. The issue was examined in consultation with National Commission for Backward Classes and the format of OBC caste certificate has since been revised vide Department of Personnel & Training’s O.M. No. 36036/2/2013- Estt.(Res.) dated 30th May, 2014.

Narendra Modi to reach out to govt employees’ on Independence Day
Prime Minister Narendra Modi has asked for an exhaustive Central database of all Central and state government employees. The creation of the database, which will have the phone numbers and email addresses of all employees, is already underway, and will be first used on Independence Day when Modi’s speech is directly sent to the employees by mail and messages.

The prime minister would like his maiden speech from the Red Fort to be directly communicated to one crore government employees, such as school teachers, village sarpanches, healthcare workers etc, in the farthest corners of the country. Most of these are not tech-savvy, Internet users and so frenetic efforts are under way to implement Modi’s intent, said government sources.
The government has therefore initiated the process of creating the first-ever countrywide database of central and state government employees and stakeholders. Cabinet secretary Ajit Seth is monitoring the creation of this database after clear instructions by PM Modi. Seth has been meeting officials from all ministries two times every week to monitor the progress.
The National Informatics Centre has created a new portal sampark.nic.in for the purpose. All states, through their districts and block level offices, have been directed to update their data on this website. “The ministries are also coordinating with their state counterparts to compile this data in a time bound manner,” said an official.
The National Informatics Centre has so far collected information of 50 lakh teachers, 30 lakh sarpanches, 10 lakh health care workers and two lakh corporators. The prime minister is likely to use the data to connect with all these employees and stakeholders through social media platforms, much as he had done to connect with voters during the 2014 general election campaign, said an insider.
“He intends to do the same now with government employees. It is an exercise to build a bond,” the official said.

Inadvertently, this was not included in the list at Annexure-II of this Department’s O.M. of  even number dated 6-6-2014, under the heading “List of Restricted Holidays during the year 2015 for Administrative Offices of Central Government Located at Delhi/New Delhi”. The Annexure-II now stands amended to this extent.

Passport delivery to become hassle-free, no police verification in case of renewal

MUMBAI/NEW DELHI: The passport delivery system could soon become hassle-free and quick. On the directions of the chief passport officer in the ministry of external affairs, Mumbai may lead the way to do away with cumbersome processes that currently delay the issuance of a passport.

The ministry is set to waive a second police verification in case of passport renewal provided the previous police verification was clear. Fresh guidelines have been issued so that a renewed passport is delivered at the quickest possible time by no longer treating the application for renewal as a fresh one, as is the case till now.

Mumbai police commissioner Rakesh Maria and regional passport officer T D Sharma have put into action a plan that seeks to do away with police verification for other categories of applicants. "Minors, government servants and senior citizens can now go without verification," Muktesh Pardeshi, chief passport officer in MEA, said.


"I had a long meeting with passport officials on time-bound delivery of passport. We found that on occasions, the police department was blamed for delay in submitting verification certificate. I have drafted a comprehensive action plan. The entire exercise of police verification will be completed within seven working days," Maria told TOI.



Maria said specific bottlenecks in the police verification process have been identified and stringent measures taken to ensure that the entire exercise is completed in a time-bound period. "It was bringing a bad name to Mumbai Police. In addition, there were charges of corruption too. I am sure, once the new system comes into force, passport delivery will be hassle-free," Maria said.

Pardeshi told TOI, "We have directed that there should be three categories for police verification in the passport issuance process. First, there is a pre-police verification, which is mandatory for first-time passports. Second, the post-police verification, where the verification can be done after the passport is issued."

According to a senior official there was delay at several levels — from the newly set up passport seva kendra to the police station. "The delay was not deliberate, but there was lack of proper guidelines, as a result of which there was delay in submitting the police verification documents to the passport office. In the entire process, the special branch of the police station was blamed. We have worked out a comprehensive action plan, there will be no more delays and passport will be delivered within the stipulated period," he said.

Secondly, on the renewal of passports too, the ministry of external affairs has issued fresh guidelines to ensure that the passport is delivered in the shortest period. So far the convention was that if an application for renewal of passport is submitted, it was treated as a fresh application and there was police verification of residential address and all the documents. Now, it has been made clear that if the earlier police report is clear and the photograph of the applicant is attached in the original police report, there would be no need for fresh police verification. "The revised guidelines will help us in the expeditious delivery of passports, particularly those submitted for renewal," he said.

However, Pardeshi said the passport issuing officer had some discretionary powers. "If he/she feels police verification is necessary, it will be done."
