Project Arrow Guide - PDF file


What is DET? 
DET is ‘Data Extraction Tool’ which extracts data from various modules viz., 
1. Point of Sale 2. Postman 3. SpeedNet 4. Despatch 5. Sanchay post etc., 
from the post office server and transmitted to central server daily. Based on the data received from post office, scoring is calculated and performance is evaluated. 

What is required for successful implementation of DET?
All modules of Meghdoot i.e., point of sale, postman, despatch, SpeedNet, Sub accounts, treasury, sanchay post online, are to be operated correctly and shift end /day end done properly.

WHAT IS MEANT BY PROJECT ARROW ?
A PRESTIGIOUS PROJECT OF THE DEPARTMENT WITH AN OBJECTIVE TO PROVIDE SEVERAL SERVICES UNDER ONE ROOF TO THE COMMON MAN.
PROJECT ARROW IS DEFINED AS “POST OFFICE-A WINDOW TO THE WORLD FOR AAM AADMI”
HOW THE PROJECT IS EVOLVED?
THE SERVICES OFFERED BY THE DEPARTMENT TO THE COMMON MAN IS LESS EFFECTIVE THOUGH IT HAS A VAST RURAL & URBAN NETWORK IN THE ENTIRE COUNTRY.
WITH AN OBJECTIVE OF PROVIDING MORE SERVICES EFFECTIVELY, SRI JYOTHIRADITYA SCINDIA, THE THEN MINISTER OF STATE (COMMUNICATIONS & IT), IN THE MONTH OF ARPIL 2008 HAS ENVISAGED THE PROSPECT OF THE DEPARTMENT AND ITS REQUIREMENT TO THE COMMON MAN.
WITH THE HELP OF THE WORLD’S LEADING MANAGEMENT CONSULTANT “McKINSEY & Co”, THE PROJECT HAS BEEN DESIGNED AND IMPLEMENTED IN A PHASED MANNER.

THE MAIN PURPOSE OF THE DEPARTMENT IS MAIL BOOKING & DELIVERY, SAVINGS BANK OPERATIONS. BUT THE PURPOSE FOR WHICH THE ORGANISATION IS ESTABLISHED IS NOT MET THEREBY LOSING THE FAITH IN THE DEPARTMENT.
PROJECT ARROW IS NOTHING NEW EXCEPT PERFORMING DUTIES EFFECTIVELY.
HOW IS THE PROJECT MONITORED?
A PROGRAM OFFICE IS SETUP AT DIRECTORATE LEVEL FOR THIS PROJECT WHICH WILL MONITOR THE IMPLEMENTATION OF THE PROJECT.
SIMILAR PROGRAM OFFICES ARE SETUP AT CIRCLE, REGIONAL & DIVISIONAL LEVEL TO CO-ORDINATE AT ALL LEVELS. THIS PROJECT WOULD BE SUCCESSFUL WITH THE COLLECTIVE EFFORT OF ALL THE STAFF RIGHT FROM DIRECTORATE TO POST OFFICE LEVEL.

WHAT IS TOLERANCE LEVEL?
A MAXIMUM PERCENTAGE UPTO WHICH THE PERFORMANCE OF THE KPI IS TOLERABLE. EACH KPI HAS ITS OWN TOLERANCE LEVEL DEFINED BY THE DIRECTORATE.
WHO WILL CALCULATE SCORE?
SCORING IS DONE AUTOMATICALLY AT DIRECTORATE LEVEL BASED ON THE INFORMATION RECEIVED FROM POST OFFICE DAILY.
THE SCORING CAN BE DONE MANUALLY BY THE POST OFFICE ALSO AS PER THE SCORING LOGIC DEFINED BY THE DIRECTORATE
HOW WILL THE DATA FROM POST OFFICE IS SENT TO DIRECTORATE DAILY
THERE ARE TWO WAYS BY WHICH THE DATA IS SENT TO DIRECTORATE DAILY FROM THE POST OFFICE
1. DAILY WEB REPORTING
2. EXECUTION OF NEW DET ( DATA EXTRACTION TOOL)
WHAT IS DET?
DET IS ‘DATA EXTRACTION TOOL’ WHICH EXTRACTS DATA FROM VARIOUS MODULES VIZ., POINT OF SALE, POSTMAN, SPEEDNET, DESPATCH, SANCHAY POST ETC., FROM THE POST OFFICE SERVER AND TRANSMITTED TO CENTRAL SERVER DAILY.
BASED ON THE DATA RECEIVED FROM POST OFFICE, SCORING IS CALCULATED AND PERFORMANCE IS EVALULATED.
WHAT IS REQUIRED FOR SUCCESSFUL IMPLEMENTATION OF DET?

WHO WILL REVIEW THE PERFORMANCE OF A POST OFFICE?
SECRETARY(P) WILL PERSONALLY REVIEW THE PERFORMANCE ONCE IN EVERY 10 DAYS THROUGH A VIDEO CONFERENCE WITH ALL CPMsG.
