Counting of Training period for IPO Examination - Clarification



Whether training period counted for IPO examination?

Answer is YES.


Government of India’s Orders No. 16 below FR. 9(6) reads:

Period of training before appointment to be treated as ‘duty’ for eligibility to sit for departmental examinations:

       It has been decided that in all cases where pre-service training is considered necessary before actual appointment to the post, the period spent by an officer on training immediately before such appointment would count as qualifying service for the purpose of eligibility for appearing in Departmental examinations, even if the officer is not given the scale of pay of the post but only a nominal allowance.

     Hence the candidates are requested to submit their application before the last date (30.09.2016) mentioning the period of training in the application form.

Sub: Counting of training period (Prior to posting) for drawing increments.
This has the reference to your office letter 127/PM/G II/C-266 dated 17.07.2013 on the subject cited above.
2. In this context, I am directed to convey that GIO (1) below FR 26 provides that where a person has been selected for regular appointment and before formally taking over the charge of the post for which selected person is required to undergo training, training period undergone by such a Government servant whether on remuneration or otherwise counts as duty for the purpose of drawing increments.  This order is applicable only in case of direct recruits.  Further Rule 10 of CCS (RP) Rules, 2008 provides that employees completing six months and above in the Revised pay strucutre as on 01st Jul will be eligible to be granted the increment.  Thus, from the contents of GIO (1) below FR 26 read with Rule 10 of CCS (RP) Rules, 2008, it is clear that "a Government servant who has completed the six month service including training period (whether on remuneration or otherwise) as on 01st Jul will be eligible for increment."  This is applicable only in case of direct recruits.

This issues with the concurrence of DDG (PAF) vide Diary NO. TTL-4-PEA dated 11.10.2013.

REDEPLOYMENT OF ESTABLISHMENT FOR WORKPLACE TRAINING CENTRES (WTCS)

In accordance with the approval of the competent authority, the existing 240 Workplace Training Centres are given formal structure with regular establishment on re-deployment basis as follows:

(i) Depending on the training workload and number of Nodes, upto two posts can be created for each WTC by the Head of Circle re-deploying surplus posts from within the establishment of the Circle in the following manner:

(a) For WTCs having 10 Nodes or less, one from Selection Grade Supervisors(LSG/HSG-II), or Inspector of Posts/Assistant Superintendent of Posts, or PAs/SAs who have not at least First MACP can be re-deployed to perform the function of both faculty as well as Supervisor of the Centre.

(b) For WTCs having more than 10 Nodes, depending on the overall training workload and number of Nodes in the Centre, the HOC can consider creating a second post on re-deployment basis as indicated in (a) above. Beyond this, no additional establishment can be created for WTCs and no WTCs can have more than two posts.

(c The total number of WTCs for which in the above manner be re-deployed shall not exceed 240(224 in Postal/RMS Divisions and 16 in Postal Accounts Wing) as per the Annexure ‘A’ to this Memo.

(d) The posts of the Supervisor-cum-Trainer/Trainer will be re-deployed similarly for 16 ZTCs/WTCs functioning in Postal Accounts Wing from AAO or even from the Accounts of sufficient seniority.

(e) Chief PMsG or PMsG can utilize the services of Supervisors-Com-Trainers or Trainers posted in one WTC in any other WTC in their respective Circles or Region for training purpose, in exigencies , purely on short –term basis.

(ii) The Supervisor –Cum-Trainer will coordinate the training pogramme and will also take classes. The trainer will only be taking classes. If two are of the same grade in a WTC/ZTC, senior official will work as Supervisor-Cum-Trainer.


(iii) Once the posts are re-deployed, respective Heads of Circles will fill up the posts , taking into account the aptitude and suitability of the officials considered for posting . In case suitable candidates are not available, HOCs can consider engaging retired Postal employees as guest faculty aptitude for training after following the existing rules regarding such engagement. In respect of CTCS/ATCs functioning in Postal Accounts Wing, Head of the Circle will do so in consultation with the Postal Accounts Wing the Circle.

(iv) The posts thus re-deployed would form a separate establishment under the respective administrative unit i.e., Divisional Office/Regional Office/Circle Office/DA (P)/GM(Postal Accounts & Finance). The expenditure on the establishment of the same shall be met from the Training Head for which appropriate provisioning wild be entail expenditure on account of pay and allowances as well as establishment costs utilizing head of account like OE,OC,PPSS etc.

2. The admissibility of training allowance@ 15% of the basic pay to the trainers in WTCs is being taken up with suitable orders will be issued by the Postal Directorate,

3. Training Division of the Postal Directorate will monitor, through the Heads of Circles/concerned, that the establishment so created is fully utilized and quality of training fulfils the expected standards.

4. The Heads of Circles may straightaway issue orders for re-deployment in respect of Non-Gazetted staff in accordance with this Directorate letter No. 2-2/93-PE-I dated 07.09.1993 under intimation to establishment Division and Training Division of the Directorate . However, the proposal for re-deployment in respect of Gazetted posts, such as Assistant Superintendent of Posts and AAOs, are required to be taken up with Establishment Division of Postal Directorate for prior approval under intimation to Training Division.

5. This issues in consultation with Integrated Finance Wing vide Diary No. 221/FA/12/CS dated 06.09.2012.

Subject: Renaming of the Postal Staff College India.

A proposal for change in the name of the Postal Staff College India (PSCI) was placed before the Postal Services Board. The Board, in its sixth meeting held on 21.09.2011, after detailed discussion, has agreed that in order to reflect the true character of the institution and its future aspiration, PSCI needs to be upgraded as a National Academy. The Board has, accordingly recommended that PSCI be renamed after Shri Rafi Ahmed Kidwal, the first Communication Minister of Independent India, a freedom fighter and one of the foremost nation builders of the post independence era as “Rafi Ahmed Kidwai National Postal Academy (RAKNPA)”. The recommended actions of the Board have been approved by the Competent Authority.

2. It is, therefore, hereby notified for information of all concerned that the Postal Staff College India, C.G.O. Complex Ghazibad 201 002, and will hereafter be known as Rafi Ahmed Kidwai National Postal Academy (RAKNPA), C.G.O. Complex, Ghaziabad – 201 002.

LGO selected candidates need not wait for Induction Training!

They will be imparted a brief in house – Training of two weeks and posted as Postal Assistant

The Department has issued orders vide its letter No. 1-19/2010-Trg dt. 28.09.2011 that the PA/SA LGO candidates will be imparted two weeks in house training and posted as Postal Assistant. They need not wait for induction training and remaining as Postman/MTS after their selection in LGO examination.

Induction training to Postal Assistants

The Induction training for the directly recruited Postal Assistants will be commencing from 10/10/2011 to 3/12/2011, at PTC, Mysore. Seat allotment for the divisions is furnished below.

Due to large influx of PA/SA trainees, the lodging and boarding facility to all the PA Direct Recruit Men trainees of Kerala Circle will be at Regional Training Centre(RTTC), Near Kamakshi Hospital, T K Layout, Mysore-570 009. The Mysore Railway Station is about 6 kms and the Mysore main bus stand is about 7 kms from RTTC, Mysore. The KSRTC local buses ply from railway station/bus stand to a bus stop situated near Kamakshi hospital. Auto charges from railway station would be around Rs.60/- and from main bus stand it would be around Rs.70/-. Therefore the PA Direct Recruit men trainees will have to report directly to the Warden Kaveri Hostel, RTTC, Mysore on the forenoon of 9/10/2011. However, the training for these men trainees will be imparted as usual at PTC, Mysore. These trainees will have to attend PTC, Mysore for registration purpose on 9/10/11 at 3 pm and the vehicle arrangement has been made for this purpose from 2 pm onwards from RTTC.

All the PA women candidates will have to report at PTC, Mysore on the fore noon of 9/10/2011 and their registration will be done at 3pm on 9/10/2011. The candidates should report at Postal Training Centre, Mysore/Regional Training Centre one day prior to the start of the training. The trainees will have to stay at PTC, Mysore continuously from 9-10-11 to 3-12-2011 without break and no leave will be granted to the trainees during the training period except in emergency cases. The dress code and restrictions on use of mobile will have to be strictly followed.

Instructions for Candidates/Trainees.

1. Please report to Postal Training Centre, Mysore/Regional Telecom Training Centre, Mysore by 28-9-2011/9-10-11 F/N so that the registration formalities are completed.

2. The Induction training program is for eight weeks. No leave will be granted to the trainees during the training period except in emergency cases.

3. The dress code during the program is Pant/ shirts for men & Choodidar /Sarees for women. Other dresses like jeans etc are not allowed.

4. Mobile phones are not permitted in the academic block and during study hours in hostel.

5. The candidates are required to bring the following:-

i. Three recent stamp size photographs

6. The pregnant Lady candidate (at advance stage) is not allowed in training course.

7. Drinking of alcohol, smoking and chewing tobacco/ Gutkha is strictly prohibited in the

campus. Suitable action will be taken against those, who will not follow this instruction.

Physical Training is a part of training. PT is compulsory

The PT Uniform Dresses will be supplied by PTC Mysore on paying Rs 651/-. However trainees are requested to being a pair of white canvas Shoes and socks while coming for training.

Here afterwards the men trainees to bring with them black or brown shoes and a tie and they have to wear shoes during the class hours. They have to wear tie during soft skills classes and guest faculty lectures.

General information about PTC, Mysore


Location

Mysore is located at a distance of 137 kms from Bangalore, the capital city of the state of Karnataka. Mysore is connected to Bangalore by both rail and road. The drive from Bangalore takes about three hours.

Postal Training Centre at Mysore is housed in a palace, which formerly belonged to the royal family of Mysore. The campus is spread over an area of 31.5 acres with hostels, play grounds and other amenities for trainees.

How to reach

Postal Training Centre Mysore is situated in the Nazarbad Area diagonally opposite to Nazarbad Police Station. Mysore Railway station is about 5 kms. Mysore main bus stand is about 3 kms. KSRTC local buses ply from railway station/bus stand to a bus stop situated near the PTC Mysore main gate. Auto charges from railway station would be around Rs.35/- and from main bus stand, it would be around Rs.25/-.

Climate

Mysore enjoys a cool and pleasant climate round the year with temperature rarely going beyond 30o C.

Accommodation

Postal Training Centre has its hostel in the campus, where participants will be accommodated. There will be sharing of accommodation. Separate blocks are available for men and women trainees. Accommodation for the families of the participants is not available.

Mess facility

Good vegetarian mess facility is provided to all the trainees

Physical Training

Physical training activities are provided to the trainees through Physical Training Instructor. Facilities for playing outdoor and indoor games are available. A well-equipped gymnasium is also available. There will be yoga session every day for the interested trainees.

Library/Reading room

All important daily newspapers, weekly, fortnightly, monthly magazines of English, Hindi, Telugu, Malayalam, Kannada are made available to the trainees in the reading room. In Library, Southern regional languages books, books on management, computer, English fiction, nonfiction and etc, in English & Hindi

Dispensary

A dispensary is available for providing medical facility to the trainees.

Recreation

Each floor of the hostel block is provided with a TV. A music room is available in the campus with some important musical instruments.

A departmental post office is available in the campus attached to the main building.
