Committee set up to Review Wage Structure of Gramin Dak Sevaks 


A one man Committee to examine the wage structure, service conditions, etc. of the Gramin Dak Sevaks in the Department of Posts has been constituted by the Government of India.
Shri Kamlesh Chandra, Retired Member of Postal Services Board, will constitute the Committee. The Committee will be assisted by Shri T.Q. Mohammad, a Senior Administrative Grade Officer, who will act as Secretary to the GDS Committee. The Committee will go into the service conditions of Gramin Dak Sevaks and suggest changes as considered necessary. The terms of reference of the Committee will, inter-alia, include the following:-
    a)      To examine the system of Branch Post Offices, engagement conditions and the existing structure of wage and enrolments paid to the Gramin Dak Sevaks and recommend necessary changes;
    b)      To review the existing Services Discharge Benefits Scheme/other social security benefits for the Gramin Dak Sevaks and suggest necessary changes;
    c)      To review the existing facilities/welfare measures provided to the Gramin Dak Sevaks and suggest necessary changes;
    d)     To examine and suggest any changes in the method of engagement, minimum qualification for engagement as Gramin Dak Sevaks and their conduct and disciplinary rules, particularly keeping in view the proposed induction of technology in the Rural Post Offices.
The Department of Post has 2.6 lakh Gramin Dak Sevaks. All these GDSs will come under the purview of GDS Committee.

Amendment of Rules regarding quoting of PAN for specified transactions to come into force from 1st January, 2016 


The Government is committed to curbing the circulation of black money and widening of tax base. To collect information of certain types of transactions from third parties in a non-intrusive manner, it is mandatory under Rule 114B of the Income-tax Rules to quote PAN where the transactions exceed a specified limit. In case of transactions of sale or purchase of goods and services, PAN will be required to be quoted, irrespective of the mode of payment if the transaction exceeds Rs. two lakhs. 
To bring a balance between burden of compliance on legitimate transactions and the need to capture information relating to transactions of higher value, the Government has amended Rule 114B to enhance the monetary limits of certain transactions which require quoting of PAN. 
The changes made to the Rules have been notified through S.O. No. 3545(E) dated 30th December, 2015. These changes will take effect from 1st January, 2016. 

The Notification is available on the website of the Department www.incometaxindia.gov.in.

ഫേസ്ബുക്കിൽ ഒരുപാട് നല്ല സുഹൃത്തുക്കളെ എനിക്കു സമ്മാനിച്ചു കടന്നുപോയ 2015 ന് ഞാൻ എന്റെ ഹൃദയം നിറഞ്ഞ നന്ദി രേഖപ്പെടുത്തുന്നു. അതുപോലെ ഞാൻ 2015 ൽ ആരെയെങ്കിലും വേദനിപ്പിച്ചിട്ടുണ്ട് എങ്കിൽ എന്നോട് ക്ഷമിക്കണം. 2016 നമുക്കെല്ലാവർക്കും സമാധാനവും, സന്തോഷവും, സമൃദ്ധിയും പ്രദാനം ചെയ്യട്ടെ എന്നു ഞാൻ മനസ്സറിഞ്ഞു പ്രാർത്ഥിക്കുന്നു.
നല്ലതും ചീത്തയും ദേഷ്യവും സന്തോഷവും സുഖവും ദുഖവും എല്ലാം ഈ ജീവിതത്തിന്‍റെ ഭാഗമാണെന്നും അര്‍ഹതപ്പെട്ടത് അതിന്‍റെ ശരിയായ സമയത്ത് വന്നു ചേരേണമേ എന്നും നമുക്ക് പ്രാർത്ഥിക്കാം. അകാരണമായി ആരെയും ദ്രോഹിക്കാതെ സ്വന്തം ഇഷ്ടപ്രകാരം സ്വതന്ത്രമായി ജീവിക്കുക; പ്രകൃതിയെയും സഹജീവികളെയും സ്നേഹിക്കുകയും സംരക്ഷിക്കുകയും ചെയ്യുക, പ്രപഞ്ച സത്യം ശാസ്ത്രീയമായി സ്വയം അന്വേഷിച്ചറിയാന്‍ ശ്രമിക്കുക. നമ്മള്‍ ജീവിക്കുന്ന പോലെയോ അതിനെക്കാള്‍ നന്നായിട്ടോ മറ്റുള്ളവരും ജീവിക്കട്ടെ .. തെറ്റുകുറ്റങ്ങൾ ഒന്നുമില്ലാത്ത സുഹൃത്തുക്കളെയാണ് നമ്മൾ പ്രതീക്ഷിക്കുന്നതെങ്കിൽ നമുക്കൊരിക്കലും അവരെ കണ്ടെത്താൻ കഴിഞ്ഞില്ലെന്നു വരും ... അതുകൊണ്ട് കൂട്ടുകാരുടെ ചെറിയ തെറ്റുകൾ പൊറുക്കാൻ നാമും നമ്മുടെ തെറ്റുകൾ പൊറുക്കാൻ അവർക്കും കഴിഞ്ഞാൽ ആ സൗഹൃദം എന്നെന്നും നിലനില്ക്കും.

SHRI KHAJA SYED HAMEED HAS PREPARED A COMPARATIVE CHART ON THE RECOMMENDATIONS OF 7TH CPC WHEREIN INCREASE OF PAY HAS BEEN ANALYSISED ON THE BASIS OF EXISTING GRADE PAY. IN THIS METHOD ALSO GROUP C AND GROUP B EMPLOYEES FOUND SUFFERER. THE STATEMENT AS PREPARED BY HIM IS GIVEN BELOW:

I am bringing the following to your knowledge and information of Central Government Staff that VIIth Pay commission has done injustice to 98% of the Central Government Staff by just giving a multiplication factor of around 10 times their existing Grade Pay but generously awarded more than 14 times multiplication benefit to higher officials. So please fight for uniform multiplication of 14 times of the Grade pay and for each year of service one increment at the new scale as recommended to retired employees to give justice to all.

It will easily understood the members of VIIth Pay commission done fixation and recommendation quite irrationally without any uniformity in a whimsical manner. If 14 times multiplication is awarded to all the staff uniformly Min.Basic will be Rs1800* 14 = 25200/-for entry level staff. Kindly publish this in your website.

Railways hikes tatkal ticket charges for AC, sleeper class


The government has increased the tatkal ticket booking charges by up to 33 per cent. The Indian Railways has increased the tatkal booking charges for travel in sleeper class, AC-III tier, AC-II tier and executive class and will come into effect from December 25.
The announcement came immediately after the winter session of Parliament concluded on Wednesday. The second class (general) tatkal charges will remain unchanged.
The revised charges
» The minimum tatkal charges for sleeper class have been raised from Rs. 90 to Rs. 100 and the maximum charge from Rs. 175 to Rs. 200. The amount will vary depending upon the distance travelled.
» The hike in travel charges in AC compartments is even more. The minimum tatkal charges in AC-III have increased from Rs. 250 to Rs. 300 while the maximum charges have gone up from Rs. 350 to Rs. 400
» The minimum charges for AC-II tier have been increased from Rs. 300 to Rs. 400, and the maximum charges have been hiked from Rs. 400 to Rs. 500.
» Passengers travelling in the executive class will need to pay Rs. 400 instead of Rs. 300 as the minimum tatkal booking charge and Rs. 500 against the earlier sum of Rs. 400 as maximum cost.
» The tatkal booking for second class sitting will remain the same at Rs. 10 as minimum and Rs. 15 as maximum charge, depending on the distance.

Implementation of 7th Pay Commission Recommendations – Taking Leave on 1-1-2016 will affect the effective date of Pay Revision
A Department of Para Military Forces has informed its officials that Revision of Pay will be effected from 1st January 2016 only for those who are present on duty on 1st January 2016. If he goes on leave on 1st January 2016, the increased pay will be effected only from the date of which such employee resumes duty and not from the first of January 2016. The message sent for respective Department is given below.

“ As you aware that 7th Pay commission has already submitted their report to Govt of India and same is likely to be accepted soon after observing due formalities. The commission recommends that the date of effect should be 01-01-2016. Rules provides that if a Government servant is away on leave or is availing joining time as on 1st of January 2016 the increased pay will be effected only from the date of which such employee resumes duty and not from the first of January 2016. All Force personnels informed accordingly.”
Hence the Government Servants those who are planning to go on leave to celebrate New Year day or for any other reasons on 1st January 2016, have to re think about their decision. Its Better for them to check with their Departments about the impact on Revision of Pay if they avail leave on 1st January 2016.
