Happy Birthday, Srinivasa Ramanujan!

Died : 26 Apr 1920

Today ( 22 Demember ) is the birthday of Srinivasa Ramanujan, the great Indian mathematician who studied number theory, mastered modular and partition functions, and designed summation formulas. Ramanujan was born on December 22, 1887 in Erode, a city along the banks of the Cauvery River in the southern state of Tamil Nadu. He enrolled in a local high at the age of 10, but learned more about mathematics from the college students who boarded in parents' home. According to Robert Kanigel, Ramanujan's biographer and author of The Man Who Knew Infinity, the young mathematician was deeply influenced by two borrowed books: S.L. Loney's Plane Trigonometry and George Shoobridge Carr's Synopsis of Elementary Results in Pure Mathematics. Carr's work, a list of 5000 mathematical formulas, inspired Ramanujan to develop his own proofs for these theorems. By the age of 17, Ramanujan had calculated Euler's constant to 15 decimal places and proposed a new class of numbers. Although his peers "stood in respectful awe of him", said one contemporary, "we, including his teachers, rarely understood him".

Like Albert Einstein, Srinivasa Ramanujan struggled with school and even failed his high school exams because of difficulties concentrating. In 1909, the 22-year old college dropout moved from Erode to Madras and found work as a clerk in the Accountant General's Office. Ramachandra Rao, an Indian mathematician who helped Ramanujan obtain the clerkship, encouraged the young man to publish papers and seek broader support for his work. In 1911, Ramanujan's 17-page paper about Bernoulli numbers appeared in the Journal of the Indian Mathematical Society. Two years later, the young mathematician wrote a 10-page letter with over 120 statements of theorems on infinite series, improper integrals, continued fractions, and number theory. The letter's recipient, a Cambridge mathematician named G.H. Hardy, had ignored previous communications from Ramanujan, but shared this latest letter with J.E. Littlewood, a university colleague. According to Hardy, the English mathematicians concluded that Ramanujan's results "must be true because, if they were not true, no one would have the imagination to invent them."

With Hardy's help, Ramanujan was named a research scholar at the University of Madras, a position that doubled his clerk's salary and required only the submission of quarterly reports about his work. In March 1914, Ramanujan boarded a steamship for England and, upon his arrival at Cambridge University, began a five-year collaboration with G.H. Hardy. Together, the scholars identified the properties of highly composite numbers and studied the partition function and its asymptotics. They also identified the Hardy-Ramanujan number (1729), the smallest number expressible as the sum of two positive cubes in two different ways. Individually, Ramanujan made major breakthroughs with gamma functions, modular forms, divergent series, hypergeometric series, and mock theta functions. He also developed closed-form expressions for non-simple, continued fractions (Ramanujan's continued fractions) and defined a mathematical concept known as the Ramanujan prime. "I still say to myself when I am depressed, and find myself forced to listen to pompous and tiresome people," Hardy later wrote, "'Well, I have done one thing you could never have done, and that is to have collaborated with both Littlewood and Ramanujan on something like equal terms.'"

Srinivasa Ramanujan received an honorary bachelor's degree from Cambridge University in 1916, and was later appointed a Fellow of Trinity and a Fellow of the Royal Society. Despite his professional accomplishments, Ramanujan suffered from poor health and was eventually diagnosed with tuberculosis and amoebiasis, a parasitic infection of the liver. A vegetarian, he also suffered from a severe vitamin deficiency that may have been due to the shortage of fresh fruits and vegetables in wartime England. Srinivasa Ramanujan died on April 26, 1920 at the age of 33. Today, his home state of Tamil Nadu celebrates his birthday, December 22, to memorialize both the man and his achievements.

Lokpal and Lokayuktas Bill 2011 Introduced in Lok Sabha

Government today introduced in Lok Sabha the Lokpal and Lokayuktas Bill, aimed at setting up the body of Lokpal at the Centre and Lokayuktas at the level of the States. Government also introduced a Bill for amending the Constitution for conferment of Constitutional status on both bodies. Government also withdrew earlier Lokpal Bill, 2011 as it decided to introduce a new comprehensive Lokpal and Lokayuktas Bill, 2011 Bill after consideration of the suggestions made by the Parliamentary Committee which recommended significant changes in the scope and content of the earlier Bill.

The salient features of the proposed new Bills are as under:-

Focus on improving accountability

Ø Establishment of new institution in the Constitution called Lokpal for theUnion and Lokayukta for the States. These autonomous and independent bodies, shall have powers of superintendence and direction for holding a preliminary inquiry, causing an investigation to be made and prosecution of offences in respect of complaints under any law for the prevention of corruption.


Ø The Bill provides a uniform vigilance and anti corruption road map for the nation, both at Centre and States.

Ø The Bill institutionalizes separation of investigation from prosecution and thereby removing conflict of interest as well as increasing the scope for professionalism and specialisation.

Structure of the Institution:

Ø Lokpal will consist of a Chairperson and a maximum of eight Members of which fifty percent shall be judicial Members.

Ø Fifty per cent of members of Lokpal shall be from amongst SC, ST, OBCs, Minorities and Women.
Ø There shall be an Inquiry Wing of the Lokpal for conducting the preliminary inquiry and an independent Prosecution Wing.
Ø Officers of the Lokpal to include the Secretary, Director of Prosecution, Director of Inquiry and other officers.
Process of selection:
Ø The selection of Chairperson and Members of Lokpal shall be through a Selection Committee consisting of –
§ Prime Minister;
§ Speaker of Lok Sabha;
§ Leader of Opposition in the Lok Sabha;
§ Chief Justice of India or a sitting Supreme Court Judge nominated by CJI;
§ Eminent jurist to be nominated by the President of India

Ø A Search Committee to assist Selection Committee in the process of selection. Fifty per cent of members of Search Committee shall be from amongst SC, ST, OBCs, Minorities and Women.
Jurisdiction:

Ø Prime Minister to be brought under the purview of the Lokpal with subject matter exclusions and specific process for handling complaints against the Prime Minister. Lokpal can not hold any inquiry against the Prime Minister if allegations relate to:
§ International relations;
§ External and internal security of the country;
§ Public Order;
§ Atomic energy
§ Space.

Any decision of Lokpal to initiate preliminary inquiry or investigation against the Prime Minister shall be taken only by the Full Bench with a majority of 3/4th. Such proceedings shall be held in camera.
Ø Lokpal’s jurisdiction to include all categories of public servants including Group ‘A’, ‘B’, ‘C’ & ‘D’ officers and employees of Government. On complaints referred to CVC by Lokpal, CVC will send its report of PE in respect of Group ‘A’ and ‘B’ officers back to Lokpal for further decision. With respect to Group ‘C’ and ‘D’ employees, CVC will proceed further in exercise of its own powers under the CVC Act subject to reporting and review by Lokpal.
Ø All entities receiving donations from foreign source in the context of the Foreign Contribution Regulation Act (FCRA) in excess of Rs. 10 lakhs per year are brought under the jurisdiction of Lokpal.
Ø Lokpal will not be able to initiate inquiry suo moto.
Other significant features of the Bill
Ø No prior sanction shall be required for launching prosecution in cases enquired by Lokpal or initiated on the direction and with the approval of Lokpal.
Ø A high powered Committee chaired by the Prime Minister with leader of the opposition in the Lok Sabha and Chief Justice of India as members, will recommend selection of the Director, CBI.
Ø Provisions for confiscation of property acquired by corrupt means, even while prosecution is pending.
Ø Lokpal to be final appellate authority on all decisions by public authorities relating to provision of public services and redressal of grievances containing findings of corruption.
Ø Lokpal to have power of superintendence and direction over any investigation agency including CBI for cases referred to them.
Ø The Bill lays down clear time lines for :
§ Preliminary enquiry – three months extendable by three months.
§ Investigation – six months extendable by six months.
§ Trial – one year extendable by one year.
Ø The Bill proposes to enhance punishment under Prevention of Corruption Act :
(a) Maximum punishment from 7 years to 10 years
(b) Minimum punishment from 6 months to 2 years
Ø The Bill proposes to give legal backing to Asset Declaration by public servants.
Ø The Bill also seeks to make necessary consequential amendments in the Commissions of Inquiry Act, 1952, the Prevention of Corruption Act, 1988, the Code of Criminal Procedure, 1973, the Central Vigilance Commission Act, 2003, and the Delhi Special Police Establishment Act, 1946.

Postal Life Insurance-some useful informations to customers


This section is for information and guidance of our customers. We are happy to furnish following information for your guidance.

1. Issue of Policy Bonds
Policy Bond is issued along with letter of acceptance by PLI office of your state. If there is delay, contact DDM(PLI)/ADM(PLI) of your state.
Please go through information printed on the policy bond.

2. Payment of Premia

Please keep your policy current by paying premia regularly within the same month to ensure the coverage of life risk. You can pay premia at any predetermined Post Office.

3. How to revive your Policy

In case policy is of less than three years duration and defaulted premia do not exceed six months including the month of payment, the same can be paid with interest at your Post Office without prior permission.
To pay defaulted premia of more than six months, prior permission is required as enumerated below.

In case policy is of more than three years duration and defaulted premia do not exceed 12 months, the same can be paid with interest at your Post Office without permission;If defaulted premia exceed 12 months, prior permission is required as enumerated below.

PLI office in your State should be contacted for revival. That Office shall send the required forms for furnishing medical certificate, a declaration by you and an employer's certificate. These forms duly filled in should be sent to PLI Office along with proof of payment of premia. In support of the same ,premium receipt book or its Xerox copy may be enclosed if premia are being paid in cash and if it is being recovered from the salary, a certificate from the Pay Drawing Officer may be enclosed.

4. Payment of Premia through Cheque
Payment of premia is accepted through local cheque only.

5. Payment of Premia in advance
The rebate of 1% is given if premia are paid in advance for six months and 2% if paid for 12 months in advance.

6. Post Office where Premia can be paid
You may pay premia at any post office chosen by you. However, following is advised:

When Post Office where premia are paid is a new one, intimation be given to Head Post Office
In case premia are paid in a Post Office in a new State/Postal Circle, intimation to PLI Centers of both the new and old State be given

7. How Loan can be taken
Loan facility is available only in Endowment Assurance and Whole Life Insurance (including Convertible Whole Life Insurance) provided it has not lapsed.
In order to avail loan, an application should be sent to the PLI office along- with the policy document and a proof for having paid the premia up to date (Premium Receipt Book or Drawing Officer’s Certificate for last six months). It may be sent free of cost through the Post Office where your premia are being paid. It is mandatory to assign the policy bond in favour of the President of India and to furnish loan bond at the time of payment. The prevailing rate of interest on loan is 10%, compounded half yearly. A loan repayment receipt book is given when loan is sanctioned wherein half yearly interest payable ,is indicated. Please ensure that the interest is paid on due date and avoid compounding of interest as also possible surrender. The loan may be paid in permissible number of instalments of any amount not less than INR 100/-.
When loan is completely repaid with interest, please write to the PLI office immediately for release of policy bond in your favour. Second and subsequent loans may be availed on certain conditions. However, at least one year should have lapsed after repayment of the first loan.

Loan may be repaid at any Post Office in your State.

8. Issue of Duplicate Policy Bond
Please preserve the policy bond safely which is an important document . In case it is lost, destroyed or mutilated, a duplicate policy bond can be obtained by complying with following requirements. An indemnity Bond be furnished with two sureties on a non-judicial stamp paper of the value applicable in the state in which policy is serviced.

The fee for issue of duplicate policy bond is INR 5/-.
The loss of policy is required to be published in one of the leading news papers having the widest circulation if the sum assured exceeds INR 25,000/-.

9. Assignment of Policy Bond The policy may be assigned by the Policy holder either for valuable consideration or by way of gift.

10. Change of Nomination
Facility for change of nomination is available.

11. How to Submit Claim

Please take note of the due date of payment. In all such cases, please prefer the claim well in advance, after payment of last instalment due, submitting -
(1) Policy Bond;
(2) Premium Receipt Book in support of the premia paid;
(3) Loan Repayment Receipt Book, if you have availed the loan;
(4) A Pay Drawing Officer's certificate for having paid the premia upto last instalment including the last six months;
(5) Please prefer the claim without waiting for a notice or reminder from PLI office;
(6) Please also note that if claim is not preferred in time, no interest is paid on belated payment.

The JCM Scheme provides for setting up of Joint Councils at the National, Departmental and Regional/Office levels. This mechanism is available for resolving issues pertaining to Group 'C' & 'D' employees. The National Council is the apex body. The Council deals with matters affecting Central Govt. employees generally. The Chairman of this Council is Cabinet Secretary. The ordinary meeting of the Council shall be held as often as necessary, and not less than once in four months.

1. What is Joint Consultative Machinery?

The scheme of Joint Consultative Machinery is a platform for constructive dialogue between the representatives of the staff side and the official side for peaceful resolution of all disputes between the Government as employer and the employees. The scheme was introduced in 1966 with the objectives of promoting harmonious relations and securing the greatest measure of cooperation between the Central Government as the employer and the employees in matters of common concern and with the object of further increasing the efficiency of the public service combined with the well being of those employed. The scheme is a non statutory one mutually agreed upon between the staff side and the official side.


2. What is the applicability of the JCM Scheme?

The scheme covers all regular civil employees of the Central Government, except:

(a) The Class -I services;

(b) The Class-II services, other than the Central Secretariat Services and the other comparable services in the headquarters organisation of the Government;

(c) Persons in industrial establishments employed mainly in managerial or administrative capacity, and those who being employed in supervisory capacity drawing salary going beyond grade pay of Rs.4200/- per month;

(d) Employees of the Union Territories; and

(e) Police personnel.

3. What is the structure of the Joint Councils under the JCMScheme?

The scheme provides for setting up of Joint Councils at the National, Departmental and Regional / Office levels. The National Council, chaired by the Cabinet Secretary, is the apex body.

4. How are staff side members selected for various Joint Councils?

The representatives of the staff side for various Joint Councilsare chosen / selected from members of the recognized service associations/ unions.

5. What is the time schedule for holding meetings of the National!Departmental Councils?

6. How recognition is granted to the staff associations?

The Department of Personnel & Training being the nodaldepartment for matters relating to Joint Consultative Machinery and Compulsory Arbitration, has notified Central Civil Services (Recognition of Associations) Rules, 1993 for the purpose of granting recognition to various service associations. Recognition is actually granted by the concerned Ministry/Department in accordance with the CCS (RSA) Rules, 1993. In case of any doubt or confusion, the matter is referred to the JCA Section of the Department of Personnel & Training for clarification / advice.

7. What are the facilities available to recognised associations?

The recognized associations/ unions enjoy certain facilities like:

(a) Negotiations with the employer;

(b) Correspondence and meetings with the head of the administrative departments;

(c) Provision of accommodation for the associations subject to availability;

(d) Facility of special casual leave up to 20 days in a year to the office bearers of
the associations.

(e) Payment of T.A/ D.A for attending officially sponsored meetings; and

(f) Facility of seeking transfer of Chief Executive of the Union /association to the Headquarters of the appropriate head of administration.

8. What will happen if there is no agreement between the staff and the official side?

If there is no agreement between the staff and the official side on an arbitrable issue, then the matter is to be referred to the Board of Arbitration if so desired by the staff side.

9. What are the Issues on which arbitration is possible?

The arbitration is limited to the following issues:

(a) Pay and allowances;

(b) Weekly hours of work; and

(c) Leave

10. Is the award given by the Board of Arbitration binding on the parties?

The award given by the Board of Arbitration is binding on the Government as well as the staff side subject to the overriding authority of the Parliament. The award can be modified / rejected only with the approval of the Parliament through a formal resolution on grounds affecting national economy or social justice.

Fixing Minimum Pension by EPFO

The recommendations of the Pension Implementations of the Committee (PIC) of the Employees’ Provident Fund Organisation to increase the minimum pension amount to Rs. 1,000/- per month for its subscribers is to be placed before the Central Board of Trustees, Employees Provident Fund {CBT(EPF)} in its ensuing meeting for its consideration.

The recommendation of the PIC to increase minimum pension to Rs. 1,000/- per month as per actuarial valuation would require 0.63 per cent increase in the contribution of 8.33 per cent. Any follow-up action would arise only after consideration by CBT (EPF).


The Union Labour & Employment Minister Shri Mallikarjun Kharge gave this information in reply to a written question the in Rajya Sabha today.

ഒരു കാലത്ത് ബ്രൗസര്‍ രംഗത്ത് ഫയര്‍ഫോക്‌സിന്റെ മുഖ്യ എതിരാളി മൈക്രോസോഫ്ടിന്റെ ഇന്റര്‍നെറ്റ് എക്‌സ്‌പ്ലോറര്‍ മാത്രമായിരുന്നു. പിന്നീട് ഗൂഗിളിന്റെ ക്രോം എത്തി. ഇപ്പോള്‍ ശരിക്കു പറഞ്ഞാല്‍ ക്രോം ആണ് ഫയര്‍ഫോക്‌സിന്റെ മുഖ്യ എതിരാളി. ഈ പശ്ചാത്തലത്തില്‍ മോസില്ലയുമായുള്ള സെര്‍ച്ച് പങ്കാളിത്തം ഗൂഗിള്‍ അവസാനിപ്പിക്കുമെന്ന് റിപ്പോര്‍ട്ടുണ്ടായിരുന്നു.

ഇരുകൂട്ടര്‍ക്കും ഗുണമുണ്ടാകുന്ന രീതിയില്‍ സെര്‍ച്ചില്‍ നിന്നുള്ള വരുമാനം പങ്കിടാന്‍ ധാരണയായതായി മോസില്ല അറിയിച്ചു. മുഖ്യമായും സെര്‍ച്ച് പങ്കാളിത്തങ്ങളില്‍ നിന്നുള്ള വരുമാനത്തെ ആശ്രയിച്ചാണ് മോസില്ല പ്രവര്‍ത്തിക്കുന്നത്.

ഗൂഗിള്‍, മൈക്രോസോഫ്ട് തുടങ്ങിയ കമ്പനികളുമായുള്ള പങ്കാളിത്തം വഴി 2010 ല്‍ 12.11 കോടി ഡോളര്‍ വരുമാനം ലഭിച്ചതായി മോസില്ല ഫൗണ്ടേഷന്‍ വെളിപ്പെടുത്തിയിരുന്നു. ഇതില്‍ 85 ശതമാനവും ഗൂഗിളുമായുള്ള കരാറില്‍ നിന്നാണ് ലഭിച്ചതെന്ന് കരുതുന്നു.

2011ലെ കേന്ദ്ര സാഹിത്യ അക്കാദമി അവാര്‍ഡിന് പ്രശസ്ത സാഹിത്യനിരൂപകനും ഗ്രന്ഥകാരനുമായ പ്രൊഫ. എം.കെ.സാനു അര്‍ഹനായി. ബഷീര്‍: ഏകാന്തവീഥിയിലെ അവധൂതന്‍ എന്ന ഗ്രന്ഥത്തിനാണ് പുരസ്‌കാരം. ഒരു ലക്ഷം രൂപയും പ്രശസ്തിപത്രവും ശില്‍പവും അടങ്ങുന്നതാണ് അവാര്‍ഡ്. ഇന്നു വൈകീട്ട് മൂന്ന് മണിക്ക് ഔദ്യോഗികപ്രഖ്യാപനമുണ്ടാകും.

ഒരേസമയം സനാതനമായ മാനുഷികമൂല്യങ്ങളുടെ ഭാഗത്ത് ഹ്യൂമനിസ്റ്റ് പ്രത്യയശാസ്ത്രങ്ങളെ പ്രതിനിധാനം ചെയ്ത് നിലയുറപ്പിക്കുകയും ലിബറല്‍ ആശയങ്ങള്‍ പ്രചരിപ്പിക്കുകയും ചെയ്ത ധീഷണാശാലിയായ വിമര്‍ശകനായിരുന്നു അദ്ദേഹം. കാവ്യഭാഷയിലൂടെയായിരുന്നു അദ്ദേഹം സാഹിത്യനിരൂപണം അവതരിപ്പിച്ചിരുന്നത്.

ശ്രീനാരായണ ഗുരു, സഹോദരന്‍ അയ്യപ്പന്‍, പി.കെ.ബാലകൃഷ്ണന്‍ എന്നിവരുടെ ജീവചരിത്രങ്ങള്‍ രചിച്ചിട്ടുണ്ട്. ചങ്ങമ്പുഴ കൃഷ്ണപിള്ളയുടെ വ്യക്തിജീവിതത്തെയും കാവ്യജീവിതത്തെയും സമഗ്രമായി വിശകലനം ചെയ്യുന്ന ചങ്ങമ്പുഴ കൃഷ്ണപിള്ള: നക്ഷത്രങ്ങളുടെ സ്‌നേഹഭാജനമാണ് ശ്രദ്ധേയമായ മറ്റൊരു ഗ്രന്ഥം.

തിരുവനന്തപുരം യൂണിവേഴ്‌സിറ്റി കോളേജില്‍ നിന്ന് ഒന്നാം റാങ്കോടെ മലയാളത്തില്‍ എം.എ.ബിരുദം നേടിയ എം.കെ.സാനു കൊല്ലം ശ്രീനാരായണ കോളേജ്, എറണാകുളം മഹാരാജസ് കോളേജ് എന്നിവിടങ്ങളില്‍ അധ്യാപകനായി സേവനമനുഷ്ഠിച്ചിട്ടുണ്ട്. ഈയിടെയാണ് പത്മപ്രഭാ പുരസ്‌കാരം, എന്‍.സി.ശേഖര്‍ പുരസ്‌കാരം, പി.തോമസ് പുരസ്‌കാരം,മാനവശ്രേഷ്ഠ പുരസ്‌കാരം എന്നിവ അദ്ദേഹത്തിന് ലഭിച്ചത്.

തന്റെ പുസ്തകങ്ങളുടെ അജ്ഞാതരായ വായനക്കാര്‍ക്കായി പുരസ്‌കാരം സമര്‍പ്പിക്കുന്നുവെന്ന് പ്രൊഫ. എം.കെ.സാനു പറഞ്ഞു.

Subject: Holidays to be observed In Central Government Offices during the year 2012.

It has been decided that the holidays as specified in the Annexure —I to this O.M. will be observed in all the Administrative Offices of the Central Government located at Delhi/New Delhi during the year 2012. In addition, each employee will also be allowed to avail himself/herself of any two holidays to be chosen by him/her out of the list of Restricted Holidays in Annexure — II.

2. Central Government Administrative Offices located outside Delhi / New Delhi shall observe the following holidays compulsorily in addition to three holidays as per para 3.1 below:
1. REPUBLIC DAY
2. INDEPENDENCE DAY
3. MAHATMA GANDHI’S BIRTHDAY
4. BUDHA PURNIMA
5. CHRISTMAS DAY
6. DUSSEHRA (VLJAY DASHMI)
7. DIWALI (DEEPAVALI)
8. GOOD FRIDAY
9. GURU NANAK’S BIRTHDAY
10. IDU’L FITR
11. IDU’L ZUHA
12. MAHAVIR JAYANTI
13. MUHARRAM
14. PROPHET MOHAMMAD’S BIRTHDAY (ID-E-MILAD)

3.1. In addition to the above 14 Compulsory holidays mentioned in para 2, three holidays shall be decided from the list indicated below by the Central Government Employees Welfare Coordination Committee in the State Capitals, if necessary, in consultation with Coordination Committees at other places in the State. The finai list applicable uniformly to all Central Government offices within the concerned State shall be notified after seeking prior approval of this Ministry and no change can be carried out thereafter. It is also clarified that no change is permissible in regard to festivals and dates as indicated.

3.2 No substitute holiday should be allowed if any of the festival holidays initially declared subsequently happens to fall on a weekly off or any other non working day or in the event of more than one festivals falling on the same day.

4. The list of Restricted Holidays appended to this O.M. is meant for Central Government Offices located in Delhi / New Delhi. The Coordination Committees at the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above, are to be included in the list of restricted holidays.

5.1 For offices in Delhi / New Delhi, any change in the date of holidays in respect of Idu’l Fitr, Edu’l Zuha, Muharram and Id-e-Milad, if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, Public Grievances and Pensions after ascertaining the position from the Govt. of NCT of Delhi.

5.2 For offices outside Delhi / New Delhi, the Central Government Employees Welfare Coordination Committees at the State Capitals are authorised to change the date of holiday, if necessary, based on the decision of the concerned State Governments / Union Territories, in respect of ldu’l Fitr, Idu’l Zuha, Muharram and ld-e-Milad.

5.3 It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through T.V. / A.I.R. / Newspapers and the Heads of Department / Offices of the Central Government may take action according to such an announcement without waiting for a formal order, about the change of date.

6. During 2012, Diwali (Deepavali) falls on Tuesday, November 13, 2012 (Kartika 22). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on ‘Narakachaturdasi Day”. In view of this, there is no objection if holiday on account of Deepavali is observed on "Naraka Chaturdasi Day (in place of Deepavali Day) for the Central Government Offices in a State if in that State that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government.

7. Central Government Organisations which include industrial, commercial and trading establishments would observe upto 16 holidays in a year including three national holidays viz. Republic Day, Independence Day and Mahatma Gandhi’s birthday, as compulsory holidays. The remaining holidays / occasions may be determined by such establishments / organisations themselves for the year 2012, subject to para 3.2 above.

8. Union Territory Administrations shall decide the list of holidays in terms of Ministry of Home Affairs letter No.14046/27/83- GP-I dated 15.2.1984 by which they would observe a total of 16 holidays including the three National Holidays Viz. Republic Day, Independence Day & Mahatma Gandhi’s birthday.

9. in respect of Indian Missions abroad, the number of holidays may be notified in accordance with the instructions contained in this Department’s O.M. No.12/5/2002-JCA dated 17th December, 2002. In other words; they will have the option to select 10(Ten) holidays of their own only after including in the list, three National Holidays and Milad-un-Nabi or Id-E-Milad, Buddha Purnima, Idu’l Zuha (Bakrid) and Muharram included in the list of compulsory holidays and falling on days of weekly off.

10. In respect of Banks, the holidays shall be regulated in terms of the extant instructions issued by the Department of Financial Services, Ministry of Finance.
