One per cent Interest Subvention on Housing Loans upto Rs.15 lakh with cost of the house not exceeding Rs.25 lakhs

The Union Cabinet today approved the proposal under 1% interest subvention on housing loan scheme liberalising the limit of housing loan upto Rs.15 lakh where cost of the house does not exceeding Rs.25 lakh from the present limit of Rs.10 lakh and Rs.20 lakh respectively, and designating National Housing Bank (NHB) as the Nodal Agency (NA) for implementing the scheme both for Scheduled Commercial Banks and Housing Finance Companies.

A budgetary provision of Rs.500 crore has been made for the financial year 2011-12 for implementing the scheme.

Background:


The existing scheme of 1% interest subvention of housing loans upto Rs.10 lakh, provided the cost of the housing unit does not exceed Rs.20 lakh was approved by the Cabinet in September, 2009. The scheme provides interest subsidy on housing loans as a measure to generate additional demand for credit and to improve affordability of housing to borrowers in the lower and middle income groups. Reserve Bank of India and National Housing Bank were designated as the nodal agencies for implementing the scheme for Scheduled Commercial Banks and Housing Finance Companies respectively.

Consequent upon raising the eligibility limit of the housing loan, limit of subsidy for an individual borrower would increase to Rs.14,865 for a loan of Rs.15 lakh on reducing balance basis from the present limit of Rs.9910 for a loan of Rs.10 lakh.

Postmaster- by Rabindranath Tagore

This is one of the most inspiring and heart-wrenching story i have ever read.And the best short story i have ever read.So many emotions have conveyed by Tagore in such a subtle manner.The story revolves mainly around four themes longing,seperation,companionship and dependency.

In the small village of Ulapur, an Englishman who owns an indigo factory near it manages to get a post office established. A postmaster from Calcutta gets separated from his family and transferred to this village. From the noise of the city, he comes to a deserted village with just scattered glimpses of people.


Tagore, a lover of nature, uses it to describe the surroundings. The postmaster’s office has a green, slimy pond, surrounded by dense vegetation. The way he describes this shows that postmaster is not in a position to appreciate his closeness to nature.The postmaster can’t stand the quietude of Ulapur. He longs for the noises of traffic and life in Calcutta. One evening, he tells Ratan that he is going to teach her to read. She grows closer to him. She sees him as her only relative. She grows dependent.

But, as the season’s rain seemed like it would never end, like the constant patter on the roof, Dada was troubled by his heart’s exile. He falls sick in his solitude. Ratan takes care of him, and he recovers just taking her presence for granted. But, he then decides that he has to leave this village. He writes an application of transfer, based on the unhealthiness of the village. The transfer is rejected.

He tells Ratan that he has resigned and will be leaving the village. She asks him to take her with him. He thinks of it as an absurd idea and she is haunted by his reaction. Next morning, she fills a bucket of water for him. He bathes and waits for the next postmaster to arrive.

He consoles Ratan saying that he would inform the postmaster about her. He even offers her some money to keep. She refuses both and expresses that she doesn’t want to stay there anymore.

Ratan has lived a life of loneliness. Dada was her only companion, and the only one who seemed to understand her. She is broken, when he has to leave without her.

He leaves as soon, as the new postmaster arrives. He hesitates for a moment as the boat leaves, but it is too late for him to take her with him. Tagore illustrates the two ways a human mind works. The postmaster uses the element of philosophy to console himself. He tells himself that meeting, attachment, and departing are all part of life. It will all settle with the passage of time. The wind that fills the sails of the boat indicates the reason the postmaster fills his heart with, as he separates himself from the village.

However, Ratan stands outside the office “with tears streaming from her eyes.” She has succumbed to a common human folly, as Tagore expresses, of hope. She has been separated from her only bond and now longs for it to return. Tagore ends by saying that humans often fall into hope than seeing the reason, and long before we realize, disappointment becomes too hard to handle.

Firstly, the story revolves around ‘longing and separation’; starting and ending with this. The postmaster is taken away from his family and brought to a remote village. He was in a village, where its busy people were no company, and he was left with not much work to do. He tries to pacify his longing emotions by writing poetry. However, the fact that he tries to write something external to him, like nature, makes it an impossible venture.

An orphan girl of the village, Ratan, helps him with his daily chores. He speaks to her about his mother and sister in the evenings, and would keep enquiring about her family. He would speak with sadness of all those “memories which were always haunting him”.

Secondly, ‘companionship’, and thirdly ‘dependency’ can be seen through how the relationship between the postmaster and Ratan grows through the course of this story. Ratan did not have many memories of her family to be recalled. There were only fragments, like pictures, of her father coming home in the evening, and her little brother whom she played with, fishing on the edge of the pond.

Once she met the postmaster, ‘Dada’, she spent her days with him. She would sit outside his shed, being only a call away from him, and doing all the small chores. Dada would share his meals with her. Then in the evenings, she would listen to him talking about his relatives and in imagination make them her own.

Tagore translates the longing ringing in Dada’s heart to nature, when he says, “A persistent bird repeated all the afternoon the burden of its one complaint in Nature’s audience chamber.” A man, who initially failed his attempt at verse, thinks of this as parallel to his emotions. Poetry is something that comes from the inner overflow of emotions. He hopes for the presence of a loving human being he could hold close to his heart.

The last two paragraphs is a must read, it goes like this:
"When he was on the boat and it had set sail, when the swollen flood-waters of the river started to heave like the Earth's brimming tears, the postmaster felt a huge anguish: the image of a simple young village-girl's grief-stricken face seemed to speak a great inarticulate universal sorrow. He felt sharp desire to go back: should he not fetch that orphaned girl, whom the world had abandoned? But the wind was filling the sails by then, the swollen river was flowing fiercely, the village had been left behind, the riverside burning-ground was in view. Detached by the current of the river, he reflected philosophically that in life there are many separations, many deaths. What point was there in going back? Who belonged to whom in this world?

But Ratan had no such philosophy to console her. All she could do was wander near the post office, weeping copiously. Maybe a faint hope lingered in her mind that Dadababu might return; and this was enough to tie her to the spot, prevent her from going far. O poor, unthinking human heart! Error will not go away, logic and reason are slow to penetrate. We cling with both arms to false hope, refusing to believe the weightest proofs against it, embracing it with all our strength. In the end it escapes, ripping our veins and draining our heart's blood; until, regaining consciousness, we rush to fall into snares of delusion all over again.

POSTMAN EXAM- SOME USEFUL TIPS TO MAKE ENTRIES IN POSTMAN BOOK

1) For writing entries in Postman Book, Pl follow the prescribed procedure under P&T Manual / Volume VI, Rule -696

2) Pl doesn’t make Corrections / overwriting in the Postman Book prescribed form. Otherwise you will get less mark for correct entries. Take proper care while making entries.

3) All entries are compulsory. Entries may be made either in English or in Regional language of the state but only international numerals should be used. The entries must be made in the prescribed form only.

4) First of all write the transaction date as “Heading”, if the date of the transactions is prescribed in the question paper. Otherwise it is not compulsory to write transactions date as Heading.

5) The Postman Book is as follows.



6) The Postman should not enter any information under the column of (3) and (6). Hence the candidate should leave the column (3) and column (6) as blank.

7) Under the Column (1), the entries should be in the following manner.

a) e-MO or TMO or MO- Money order number, issue date, office of issue and amount must be noted.
b) For RL, only RL number should be noted. If it contains Acknowledgement, AD should be noted along with RL number.
c) In r/o VPP, VPL, RP, Insured Letter, first write the number of the article. Under the number of article, note the type of the article i.e. VPP, VPL, RP, IL. For Insured articles, it is compulsory to note the Insured amount.
d) For foreign Parcels, it is compulsory to write as “C.D” under the number and CD amount should be noted.

8) Under Column (2)

a) In r/o Money Orders, write name and full address of Payee
b) For other articles only name of the addressee of the article may be noted.

9) Under column (4)

In question paper, if it contains as “Intimation Given”
In such cases, write as “Intimation Served” or “Intimation Delivered”.

In case of TMOs paid, write the time of the TMO Paid (If the time of Payment is prescribed in question paper only)

10) Under column (5)

Write details of unpaid Money Orders, undelivered articles with their reasons for unpaid / undelivered.

11. No entries should be noted in r/o unpaid and ordinary articles.

12. In Postman book the entries should be in the following order.

Subject: Reservation in promotion Treatment of SC/ST candidates promoted on their own merit.

The undersigned is directed to refer to this Departments O.M.No.36028/17/2001-Estt. (Res.) dated 11th July, 2002 which clarified that SC/ST candidates appointed by promotion on their own merit and not owing to reservation or relaxation of qualifications will be adjusted against un-reserved points of the reservation roster and not against reserved points. It was subsequently clarified by this Department’s O.M. No.36028/17/2001-Estt. (Res.) dated 31.1 .2005 that the above referred O.M. took effect from 11.07.2002 and that concept of own merit did not apply to the promotions made by non-selection method.

2. Central Administration Tribunal, Madras Bench in O.A. No.900/2005 [S. KaÌugasalamoorthy v/s. Union of India & Others] has set aside the O.M. No.36028/17/2001-Estt. (Res.) dated 31.1.2005 and held that when a person is selected on the basis of his own seniority, the scope of considering and counting him against quota reserved for SCs does not arise. The High Court of judicature at Madras in the matter of UO1 v/s.S. Kalugasalamoorthy [WP No.15926/2007) has upheld the decision of the Central Administrative Tribunal.
3. The matter has been examined in the light of the above referred judgments and it has been decided to with draw O.M. No. 36028/17/2001-Estt. (Res.) dated 31.1.2005 referred to above. It s clarified that SC/ST candidates appointed by promotion on their own merit and seniority and not owing to reservation or relaxation of qualifications will be adjusted against unreserved points of reservation roster, irrespective of the fact whether the promotion is made by selection method or non-selection method. These orders will take effect from 2.7.1997. the date on which post based reservation was introduced.

Tips To Increase Laptop’s Battery Life

Laptops users know the critical importance of the battery and it’s life. Users who carry their laptops with them know it well that the performance of the whole system depends alot on the battery power. The more the standby time it gives the more convenient it will be for you. But to keep the battery long lasting you need to take a good care of it. There are some guidelines that, if followed can help in improving the battery performance and keep it long lasting.

Keep the AC power ON
The simplest tip of all! Keep the laptop running on AC power instead of battery. If you’re on your desk, bed or sofa and the charging point is near you then you should connect the charger to to power it up with AC. The reason is simple – when the AC power is ON, battery is not used at all. Running the laptop more with AC power saves the charging and overall battery life.

Keep it Cool
Keep the CPU fan’s vents clear. If its vents are under the laptops’ body then make sure you’re placing it above the surface on which it is placed. This keep the air flowing under the body which helps in exhausting the heat from the vents. Remember heated system will force the fan to rotate faster which will require more battery power.

Control CPU Speed
You can control or minimize CPU speed if you’re laptop is running on batteries. To do this:
Open Control Panel > Power Options and Select the “Balanced” or “Power Saver” profiles to keep the CPU at minimum speed.

This is best if you’re working on single application like MS Office or just typing or watching a movie. You can create a custom profile for power settings by clicking “change plan settings” beside preset power plans.
Add More RAM
Low amount of RAM forces the CPU to create a virtual memory inside hard drive. Accessing files from hard drive requires more battery power. RAM is not only faster medium of transferring data to CPU but also lighter on power resources and consume much less battery power.

Use Hibernation Mode
Most of the users like to stand by the system when they’re away and it is assumed that from standby state system wakes up early. But in standby mode system’s hardware are still awake and eat battery power. It looks like the system is sleeping but actually it isn’t. While the Hibernation mode is useful when you’re running on batteries. Hibernating is little different from standby in which the system is completely shut down but the the opened programs, data in memory and opened files are preserved and you’re taken to the same state before hibernation when you turn it back on. So instead of using standby try to hibernate it when on batteries.

Lower Screen Brightness
LCD Screen and hard drive are the two most power consuming devices on a notebook. Turning off the screen saves a lot of battery power when you’re away for a while. Similarly dimming it also saves a good amount of battery charging. There are always shortcuts/functions keys given on all laptops to directly control the brightness of the screen.

Turn off Unused Hardware Internally
Beside hard drive there are other internal hardware devices that consume a good amount of power. Wifi and bluetooth cards are found to be always ON and searching for active networks around. When they’re not in use, turn them off from the options or directly from the buttons given on the notebooks externally.
Plug out External Devices
USB devices, like flash drives, external keyboard and mouse etc are the biggest external sources that drain out the charging. If you do not need them when running on batteries, plug them out and you’ll notice a prominent increase in standby time.

Turn Off Scheduled Tasks
Most of the programs are set on automatic execution when system is idle. While installing application some of them set themselves for automatic execution or say for example checking for updates online. Carefully check for all these type of application from Task Scheduler and turn them off when you want to prevent them from running while system is battery-powered.

Close Unused Programs
This is the most obvious one. Applications running in background increase CPU usage. The more the CPU runs more the battery will be taken. Check the taskbar to see running applications and close all those that are not required. Try not to perform power-intensive activities while on batteries. Avoid multi-tasking and playing heavy games.

With above 10 tips you can easily extend and improve life of the battery of your notebook. You’ll definitely notice a huge increase in stand by time of your laptop if you perform all these.
