Low Cost Aakash Tablet-Latest Development




The Minister of Human Resource Development Dr.D.Purandeswari replied in present session of Lok Sabha regarding supply of Low Cost Tablet Aakash to students which was proposed Under the National Mission on Education through Information Communication Technology (NMEICT) scheme, a Low Cost-Access-cum-Computing Device (LCAD) named Aakash was launched on 5th October, 2011.
As per information given by the Minister IIT, Rajsathan which handled this project procured 1,00,000 tablets in the first phase for supply to Higher Technical Education Institutions.
After the launch of this project, feedback were received from the users of these tablets. It revealed the machine needed improvement in the following aspects.

  • heating of the device
  • need for longer battery life
  • need for capacitive instead of resistive touch screen
  • need for better processor etc.
The matter was taken up with the vendor and he agreed to make changes including upgrading the processor from 366 MHz Arm 11 based processor to 700 MHz Arm Cortex A8 processor, improving firmware, replacing the battery of 2100 mAH with a battery of 3200 mAH capacity and replacement ofresistive touch screen with capacitive one with no enhancement in cost. As no payment was made by IIT Rajasthan to the vendor, hence, no loss has been incurred to the Government.

Increasing Cost of Internet Access



The cost of accessing Internet is not fixed by the Government. The tariff for internet services are governed by the Telecom Tariff Order(s) issued by Telecom Regulatory Authority of India from time to time. 

However, the Government has decided to levy a uniform licence fee as 8% of “Adjusted Gross Revenue(AGR)” on all Internet Service Providers in phased manner, in two steps starting from 01.07.2012. 

This decision for imposing Uniform Licence Fee for various Telecom Service Providers was taken in the interest of ending arbitrage in the licence fee, ensuring simplicity & transparency, expanding licence fee base and ensuring a level playing field between different services, with due consideration of the revenue receipts of the Government and the growth of Telecom services in the country. 

This was stated by Shri Milind Deora, the minister of State in the Ministry of Communication and Information Technology in response to a question in Lok Sabha today.

I&B Ministry Opens a Facebook Page on ‘Community Radio India’

In a bid to establish a direct communication between the Ministry of Information & Broadcasting and various stakeholders of Community Radio fraternity in the country, the ministry has launched a dedicated page on facebook- ‘Community Radio India’. This page can be accessed from www.facebook.com/communityradioindia .
The objective of the page is to disseminate community radio information to a wider public and engage with over 134 operating community radio stations of the country and other stakeholders. The page will update the stakeholders on status of licences, screening committee meetings, permission agreements, clearances for new community radio station, consultations and events. This platform would also enable community radio stations to share information about their radio programmes, upcoming events, success stories, photographs and their challenges.

‘Community Radio India’ page also aims to encourage new and aspiring stakeholders of community radio by regularly updating them on CR policy, guidelines and by answering their queries. The information shared through ‘Wall’ posts will not only be helpful for them but would also inform individuals interested in community radio.

The Facebook page on community radio not only portrays the vibrant history of community radio movement in the country using ‘Timeline’ feature but also hosts key documents related to policies. The page also carries frequently asked questions (FAQs), relevant documents and photo albums of key events. The ‘Wall’ on facebook page would facilitate discussions while enabling a participatory communication channel on issues pertaining to community radio stations.

The scheme has been identified as a core intervention during the XII Five Year Plan and it is expected that the Plan period would see a quantum jump in the number of Community Radio Stations set up in the country.

A new Internet divide

The dispute between small ISPs and Centre reflects the weakness of the Internet economy
Imagine a network of private highways that are reserved only for Fords to zip through, devoid of any other brands. Think of the prices Ford could charge. Think of what would happen to innovation when building the best car mattered less than cutting a deal with the highway’s owners.

These were the words of Tim Wu, a Columbia law school professor, who warned members of a U.S. House judiciary committee that this could be the fate of the Internet.  That world might not be too far off. Last month, the government decided to levy on stand-alone Internet service providers (ISPs) a licence fee of 4 per cent of their adjusted gross revenue (AGR). This is a huge jump from earlier notional licence fee of Re 1 only.
For bigger players who provide telecom and Internet-telephony services, such as Airtel or BSNL, the fee will be 7 per cent - a one percentage point hike from the earlier 6 per cent.
With this order, the government has unwittingly become the de-facto controller of the private highway, allowing big telecom companies to rule the roost on the roads, pushing smaller and mid-sized ISP’s into the ground.
Independent and local ISP’s operate on thin margins, and cannot absorb the cost of such a levy. The result will be an increase in prices for their small, lower to middle-class, customer base.
The emerging dispute between small ISPs and the government underscores the core weakness of the Internet economy. In order for millions of Indian citizens to reach the multitude of online services that compete for their attention, they must first get past the bottleneck that is not competitive at all: broadband access.
The decision to levy such a fee is driven by the government’s intent to address alleged underreporting of revenue by the large companies that derive most of their revenues from telecom services. Telecom licences attract larger revenue shares of up to 10 per cent. The government has found some of these companies reporting their telecom revenues under the Internet to pay a lower fee.
“Instead of taking action against the big players for their wrong-doings and failing to audit them properly, they are penalizing the smaller ISPs. This is a disaster. An increase of four per cent of the annual licence fee would cascade and lead to an effective fee of 21-28 per cent as smaller ISPs would be taxed multiple times, as we purchase bandwidth from the telcos,” said said Rajesh Charia, president of the Internet Service Providers Association of India (ISPAI).

THIN MARGINS

For most independent ISPs, small margins are inevitable in an era of dropping broadband prices due to competition even as last-mile costs such as setting up infrastructure have remained more or less unchanged over the years.
“For instance, if I wanted to give a 2 mb line to a company which is 10 km away from my point of presence, ten years ago, we would charge around Rs. 37 lakhs with the last-mile costs being Rs 1 lakh.
The same job now, we would only be able to charge Rs 1 lakh for it, with last-mile costs being Rs 50,000,” said Manoj Aggarwal, CEO, Karuturi Networks, a Bangalore-based ISP with annual revenue of Rs.7 crore.
“Our earnings before interest, taxes, depreciation and amortization (EBITDA) margins, which were once around 33 per cent, have already dropped to less than 10 per cent. If this fee comes into place, this business cannot stay viable. We are too small to be able to absorb this, many small ISPs will have to wind up as customers will choose bigger companies instead,” said Mr. Aggarwal
Today, most Indians have a choice of at most three broadband providers – BSNL, Airtel and MTNL – which control over 80 per cent of the subscriber base.
For slightly bigger stand-alone ISPs, such as Tikona or Sify which boast revenues of over Rs.100 crore, all that remains is a waiting game to decide whether to pass on the cost to the consumer, or try to absorb some of it.
“At a time when this industry requires encouragement, this fee seems rather puzzling. Either way, once the big players such as BSNL decide on how much to decide to absorb and how much to increase prices by, we will be forced to follow suit. As they control the majority of the landscape – we can only mimic their actions in the coming days,” said Prakash Bajpai, CEO and Managing Director, Tikona Digital Private Networks Ltd.
While the ISPAI is intent on approaching the Telecom Disputes Settlement and Appellate Tribunal (TDSAT) to challenge this new fee, officials at the Department of Telecommunication (DoT) maintain that the decision was an inclusive process.
“It (decision to hike the fee) has been done on the basis of the Minister and the TRAI which has had a round-table conference with all the stake-holders concerned,” said Mr. Nitin Jain, Deputy Director General, Data Service, DoT, while refusing to comment further.

EQUAL OPPORTUNITIES

The debate, however, has brought into light other policies which are highly skewed in favour of bigger players. Voice-data services are out-of-bounds for small to mid-sized ISP’s, as it usually requires a licence fee, which they cannot afford.
“By April 13 2013, this fee will be equal for all ISPs – a grand 8 per cent. If the government wishes to treat all ISPs equally, why aren’t we allowed to compete and offer Virtual Private Networks or Internet Protocol-TV?
Currently I would have to pay a licence fee anywhere between to Rs. 5 crore and 10 crore just to start offering these services,” said EVS Chakravarty, CEO, YOU broadband Ltd.
Back in the 1960’s in the U.S, Bell Telephones forced users to connect to their networks with only its devices.
When the courts forced Bell to give up this monopoly, it unleashed a wave of innovation that brought about the device that allowed most of the world to explore the Internet: the modem. Such innovations in the Indian broadband space require an open playing field, something the government should strive for.

Soon, send money order from your mobile

The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones. 
NEW DELHI: The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones. 



"The Department has signed an agreement with BSNL for providing money remittance throughmobile phones," Department of Posts (DoP) said in an official statement today. 

As per the pact, BSNL has been provided with the requirements of DoP for development of the software. 

A DoP spokesperson said the software development is going on and rollout of the pilot is expected in August-September 2012. 

Initially, a pilot of the service will run for a period of 6 months in Punjab, Bihar, Delhi and Kerala Circles, the statement said. 

As per the spokesperson, DoP will give commission to BSNL for each remittance made and the commission will vary on the amount transferred. 

Under this facility, receiver of the money will get SMS for transaction and initially get cash at the nearest authorised post office by showing the message, the spokesperson said.

Mr. Shivakumar is new ISAC director

Scientist and associate director of the Indian Space Research Organisation Satellite Centre (ISAC) S. K. Shivakumar took over as its director on Saturday. He succeeds T. K. Alex.
ISAC is ISRO's centre for conceptualisation, design, fabrication, testing, integration and in-orbit commissioning of satellite systems involving various cutting edge technologies.
Mr. Shivakumar’s tenure with ISAC spans two decades, between 1978 and 1998 during which he contributed immensely to the mission planning, analysis and operations of several Indian satellite missions including Bhaskara, APPLE, IRS and INSAT, a press release from ISRO stated. Significantly, he was the project director for realising India’s first indigenous Deep Space Network antenna at Byalalu, near Bangalore, used for communicating with India's first moon mission Chandrayaan-1. The release added: “He played a key role in realising the entire ground segment for Chandrayaan-1 mission including the Indian Space Science Data Centre at Byalalu.”
After he left ISAC in 1998, he worked as the director of ISRO Telemetry, Tracking and Command Network (ISTRAC), which maintains the large constellation of Indian Remote Sensing Satellites in orbit and provides support to satellite launch vehicle missions with a world-wide network of ground stations.
He obtained his bachelors degree in science from Mysore University and went on to do a BE in Electrical Communications Engineering, followed by an MTech in Physical Engineering at the Indian Institute of Science, Bangalore. He started working in ISRO in 1976.

What? A virus attack?

Viruses, Trojans and worms… computers too are vulnerable to infection and what’s alarming is it spreads fast. Geeta Padmanabhan on what protective measures can be taken
My system flashed several warnings. Then it locked up, went blank, started randomly, slowed down suddenly. One morning it crashed. Kaboom! Gone!
The mechanic started with a quiz. “Did you see strange error messages? Pop-up alerts about firewalls? Unsavoury pictures on the screen when you booted?” I nodded. He tickled the desktop a bit and announced, “Your system has a virus.” (Just one?) “Some people find new toolbars in the browser, new shortcuts on the desktop they didn't put there, new items in the system tray at the bottom of the screen.” (Note: new toolbars/shortcuts often come bundled with software you actually want; they may not be malicious — just annoying.)

DIFFERENT VIRUSES

 I needed computer wellness lessons. “Virus is a tiny program designed to infect a machine (files in the machine),” said an ethical hacker (EH).  “When the file is opened, it goes into memory, and infects all files opened. When an infected program is opened on another machine it infects all files in that machine also.” And yes, there are different virus types — those that infect only files, those that infect documents, excel files, boot record/partition and those smart hybrid ones which infect all the above. Classification is based on what they infect.
Then there are worms. These usually travel as a single file to infect machines, so the damage isn’t too much. (That’s kind!) The worm tags on to inbuilt communication mechanism (e-mail) to transmit itself using a weakness on a machine or through shares. Sometimes virus and worm marry. This couple is difficult to remove. Trojan (spyware) programs intercept private data — passwords, e-mails, files — it’s a Trojan war!
Most are innocent victims! “Ha, virus is created for fun by youngsters for bragging, to see it spread, it’s a high,” said EH. “Some are professional — to destroy rivals’ computers. Your computer is just a victim in this process.” What armoury do I have to fight it? “Invest in good antivirus software. It’s difficult to detect them manually.” He recommends Fprot and  Avast (avast.com). “You get a one-year home edition free once you register for Avast. Prevent Trojan (keylogger) from doing identity theft with keyscrambler personal edition (www.qfxsoftware.com)  along with antivirus software. This ensures safety of passwords of emails and net-banking.”
 Session II is with Samir Mody, Senior Manager — Threat Control Lab, K7 Computing. “A computer virus does covert actions such as stealing credit card information, sending spam,” he said. “Most computer viruses are developed for financial gain.” Great.

MALWARE AND SPYWARE

What are malware and spyware? “Malware is synonymous with computer virus. It is the superset of spyware which silently steals information like passwords, confidential data.” Watch out for any unusual behaviour — unknown process names, unusual network traffic — on the device, he said.
Giant companies fall victim to hackerazzi. An AP story tells us how international hackers ran an online advertising scam to take control of infected computers around the world. Hackers installed malicious software on the victim computers, which turned off antivirus updates. In an unusual move, FBI is encouraging users to visit http://www.dcwg.org   (till July 9) to check and fix the problem. According to a Russian anti-virus firm, more than half a million Apple computers have been infected with Flashback Trojan. It sent a unique ID to the intruder's control server to identify the infected machine. The criminals could then control the machine. Apple released its own “security update”.
F-Secure also posted instructions on how to confirm if a machine is infected and how to remove the Trojan. Apple isn’t safe?  “Anti-virus software, including K7 security products, will detect and clean up the infection automatically and without fuss,” Samir consoled. “This is not a plumbing, so don’t call local fix-it men. Maintain up-to-date anti-virus software to prevent malware infection in the first place. Be wary of and discard spam emails or social-networking messages (Facebook, Twitter) from unknown individuals or having dubious content. Refrain from clicking on links or opening attachments within such correspondence.”
 Don’t exchange memory-storage devices. Don’t use memory-storage devices on other computers. Avoid visiting websites of dubious repute. Avoid Internet Explorer as the default browser, Google Chrome and, to a lesser extent, Firefox are currently seen as less vulnerable to malware targeting. Operating systems like Linux (Ubuntu, Mint, etc.), due to their significantly smaller user base, are considered less likely to attract malware.
 My system is back in action. I scream “Virus!”  if it slows down one second.
 DEALING WITH VIRUSES
* On control panel, Security, if you can’t click/launch Windows Update, you probably have a virus.
* Many legitimate parts of Windows have virus-sounding names. Be careful when you do CTRL-ALT-DEL.
* Use multiple programs with multiple and varied virus definitions for better diagnosis.
* When you scan for viruses, be sure to turn off or disable any other security software. These programs can interfere with one another.

സമ്മതം എന്ന് ക്ലിക്ക് ചെയ്യും മുമ്പ്

കംപ്യൂട്ടറുകളുടെ കാലത്തിനുമുമ്പുള്ള തലമുറയ്ക്ക് ഏതൊരു രേഖയും ഒപ്പിടുന്നതിനുമുമ്പ് വിശദമായി വായിക്കുകയും അതിലുള്ള ഏതെങ്കിലും പ്രശ്നങ്ങള്‍ തെരഞ്ഞുപിടിക്കാനുള്ള കഴിവും ഉണ്ടായിരുന്നു. പുതിയ തലമുറ ഏതു ഡോക്യുമെന്റ് കാണുമ്പോഴും എനിക്ക് എവിടെയാണ് ഒപ്പിടാനുള്ള സ്ഥലം എന്ന് അന്വേഷിക്കുന്നതിന്റെ പിന്നില്‍ കംപ്യൂട്ടറുമായുള്ള സഹവാസത്തിന്റെ ശീലങ്ങളാണ്. മുഖ്യമായും സോഫ്റ്റ്വെയര്‍ ഇന്‍സ്റ്റലേഷന്റെ ഭാഗമായുള്ള EULA അഥവാ End User License Agreement (എന്‍ഡ് യൂസര്‍ ലൈസന്‍സ് എഗ്രിമന്റു) കള്‍ക്ക് സമ്മതം (I agree) പറഞ്ഞുകിട്ടിയ ശീലമാകാം.

കംപ്യൂട്ടര്‍ ഉപയോഗിക്കുന്ന വ്യക്തികളില്‍ മിക്കവര്‍ക്കും പരിചിതമായ ഓപ്ഷനുകളില്‍ ഒന്നാണ് സോഫ്റ്റ്വെയര്‍ ഇന്‍സ്റ്റലേഷന്‍ സമയത്ത് ആ സോഫ്റ്റ്വെയറിന്റെ ഇന്‍സ്റ്റലേഷനുമായി ബന്ധപ്പെട്ട നിബന്ധനകള്‍ എഴുതിച്ചേര്‍ത്ത ഒരു സ്ക്രീന്‍. ഇതിനെയാണ് എന്‍ഡ് യൂസര്‍ ലൈസന്‍സ് എഗ്രിമന്റ്എന്നു വിളിക്കുന്നത്. സോഫ്റ്റ്വെയര്‍ ഇന്‍സ്റ്റാള്‍ ചെയ്യുന്ന വ്യക്തി പത്തോ പതിനഞ്ചോ പേജുവരുന്ന ഈ നിയമങ്ങള്‍ വായിച്ചുനോക്കുകയും I agree  എന്ന ബട്ടണ്‍ ക്ലിക്ക്ചെയ്ത് നമ്മുടെ സമ്മതം രേഖപ്പെടുത്തുകയും ചെയ്യുന്നു എന്ന് സങ്കല്‍പ്പം.
മിക്ക സോഫ്റ്റ്വെയര്‍ ഇന്‍സ്റ്റലേഷനുകളിലും യൂസറിന്റെ സൗകര്യാര്‍ഥം എന്ന മട്ടില്‍ ആദ്യ പേജ് മാത്രം ഡിസ്പ്ലേ ചെയ്യുകയും അടുത്ത പേജ് മറിച്ചുനോക്കാതെത്തന്നെ I agree ക്ലിക്ക് ചെയ്യുവാനുള്ള സൗകര്യം ഒരുക്കുകയും ചെയ്യുന്നു. ഇവിടെയാണ് ഉപയോക്താക്കള്‍ക്ക് സമ്മതമല്ലാത്ത പല നിബന്ധനകളും സോഫ്റ്റ്വെയര്‍ കമ്പനികള്‍ അടിച്ചേല്‍പ്പിക്കുന്നത്.License Agreement കളുടെ രണ്ടാം പേജ്മുതല്‍ വായിക്കപ്പെടാറില്ല എന്നതിനാല്‍ ഈ സോഫ്റ്റ്വെയര്‍ നിങ്ങളുടെ കംപ്യൂട്ടറിലെ വ്യക്തിഗതവിവരം ശേഖരിക്കും തുടങ്ങിയ സുഖകരമല്ലാത്ത നിബന്ധനകള്‍ രണ്ടാം പേജിലേക്കു മാറ്റുന്നു. അടുത്തകാലത്ത് നടന്ന ഒരു പഠനത്തില്‍ കണ്ടെത്തിയത് ഏകദേശം 95 ശതമാനം ആളുകളും പൂര്‍ണമായി നിബന്ധനകള്‍ വായിക്കാതെത്തന്നെ I agreeക്ലിക്ക് ചെയ്യുന്നവരാണ്. ഈ സാഹചര്യം മുതലെടുത്താണ് വളരെയധികം Spyware കളും Malware കളും പ്രവര്‍ത്തിക്കുന്നത്.

അമേരിക്ക ഉള്‍പ്പെടെയുള്ള വികസിതരാജ്യങ്ങളില്‍ ഒരു സോഫ്റ്റ്വെയറിന്റെ തെറ്റായ പ്രവര്‍ത്തനംമൂലം കംപ്യൂട്ടര്‍ ഉപയോക്താവിന് Data loss/productivity lossഉണ്ടായാല്‍ അതിന് നഷ്ടപരിഹാരം നല്‍കാന്‍ Software കമ്പനി ബാധ്യസ്ഥരാണ്. എന്നാല്‍ License agreementല്‍ ഈ നഷ്ടങ്ങളെക്കുറിച്ച് സൂചിപ്പിക്കുകയും അത് യൂസര്‍ അംഗീകരിക്കുകയും ചെയ്താല്‍ പിന്നീട് നഷ്ടപരിഹാരത്തിന്റെ പ്രശ്നമില്ലതാനും. അടുത്തതവണ നിങ്ങള്‍ക്ക് പരിചയമില്ലാത്ത Software കള്‍ ഇന്‍സ്റ്റാള്‍ ചെയ്യുമ്പോള്‍ License agreementഒന്നു താഴേയ്ക്ക് Scroll downചെയ്യുക. ഒരുപക്ഷേ അതൊരു Malware/spyware ആണോ എന്നതിന്റെ സൂചന അതില്‍ത്തന്നെ അടങ്ങിയിട്ടുണ്ടാകാം. വായിച്ചശേഷം I agree ക്ലിക്ക് ചെയ്യുക

How to import facebook friends into google+?

Almost everyone of us have a facebook account and we all have built our friends, colleagues and or other circles over there. Nowswitching to Google+, since facebook doesn’t support export of friends, its harder and time consuming to invite them one by one.
Let’s save some time and migrate facebook friends to google+ in under 5 minutes.
Here we have written a step by step guide of how to export your facebook friends and then import friends into your google+ account.
Here are the steps
  • Use an existing Yahoo! account or create a new one and login into Yahoo! mail
  • Within Yahoo mail, Click on the Contacts tab
  • Under Popular Tools section, you’ll find a link for Import Contacts, click on Import Contacts
  • It will take you to a page with icons of Facebook, Gmail, Windows Live, Others….
  • Now click on the Facebook icon and enter your Facebook username and password to authenticate with Facebook
  • It’ll prompt you for confirmation saying “Do you want to share your contacts with Yahoo!”, Click on Okay
  • It’ll start importing all your Facebook contacts into Yahoo and at the end you’ll see aCongratulations message
  • Below the Congratulations message, you’ll find a link and click on the View imports link and it’ll take you to show all the imported contacts
  • On the top right, click on the Tools drop down and choose Export
  • Look for Yahoo! CSV on the left label and click on the corresponding Export Now button
  • It will prompt you for a CAPTCHA code, enter it and click on Export Now
  • Within a while it’ll download the yahoo_ab.csv file (or some file with .csvextension)
  • Login into your Gmail account and click on the Contacts link just below the Mail link on the top left
  • Under the More Actions dropdown choose Import
  • In the Import Contacts dialog, choose the above downloaded yahoo_ab.csv (or whatever filedownloaded for you) and click on Import button (Optionally you could create a new group for this contacts. For that, just check the checkbox above the import button and choose New group)
  • It’ll prompt to enter a group name, just type Facebook (or any name you like)
  • Now you’ll get a confirmation message saying “We have imported all 3433 contacts found in the uploaded file.”, now click OK
  • Now goto your Google+ account and click on Circles icon on the top
  • Now click on Find and Invite link on the top, you’ll find all the Facebook friends below in the list
  • Voila, that’s it – now you have all your facebook friends imported into Google+
  • Now optionally, you could select each of your facebook friends and assign it to various circles (for e.g friends, family, colleagues, business, etc) so that it is easy manage
