Subject: Particulars to be obtained by Head of office from the retiring govt. servant eight months before the date of his retirement.
The Ministry of Personnel, Public
Grievance and Pensions vide its notification dated 20th Feb 2014 has
provided a checklist of documents to be submitted by the
retiring personnel along with form 5 (under Rule 59(1)(c) & 61(1) of
CCS(Pension)Rules) by adding" Undertaking for refunding any excess
payment made by pension disbursing bank".
Earlier this undertaking was
required to be submitted by the pensioners to their opted bank at the
time of first time identification before the commencement of pension.
Henceforth this undertaking has become an integral part of the Pension
Payment order booklet.
All Pr CCAs/CCAs/CAs/A.Gs and
designated authorities in the case of AIS officers with independent
charge are requested to issue instructions in this regard to all
concerned and forward the PPOs to CPAO along with this undertaking
without fail in the Proforma enclosed/Annexure-XI to the Scheme for
Payment of Pension for onward transmission to the CPPC of the bank. It
may be ensured that no fresh PPO is sent to CPAO without this
undertaking in future.

Subject : Strengthening of
administration — Periodical review under FR 56 / Rule 48 of CCS(Pension) Rules
Instructions exist on the need for periodical review
of performance of Government servants with a view to ascertain whether the
Government servant should be retained in service or retired from service in the
public interest. Provisions in this regard are contained in FR 56 (j), FR 56
(I) and Rule 48 (1) (b) of CCS(Pension) Rules, 1972.
2. As per these instructions the cases of Government servant
covered by FR 56(j), 56(l) or Rule 48(1) (b) of CCS (Pension) Rules, 1972
should be reviewed six months before he / she attains the age of 50/55 years,
in cases covered by FR 56(j) and on completion of 30 years of qualifying
service under FR 56(l) / Rule 48 of CCS(Pension) Rules, 1972 as per the
following time table:-

Proposal for raising Retirement Age to 62 waits for Cabinet Nod
We have heard it so many times . Every one of us got tired of hearing
this rumour again and again. But this time this news may not fade away
just as a rumour.
Because the series of events that had happened until now listed below are telling that it will be come true soon.
1. Though there is no any demand from any corner to raise the retirement
age of central government employees to 62 years, a parliamentary panel
has recommended a proposal to increase the retirement age of government
servants to 65 years. The report of the standing committee of Parliament
on social justice and empowerment tabled in the Parliament on 7th of
this month. Ample justification also was given for their recommendation
to increase the retirement age.
2. A reliable source close to a Cabinet Minister told that, the Cabinet
Minister himself, while addressing to the Trade Union Wing of his party
told ‘the Central Government would announce some important decisions in
respect of central government employees within a week or two. This will
be good news for all the central government employees.’
3. A close ally of a Central Minister told that, in a meeting held with
the leaders of the state unit of his party day before yesterday, the
Minister told the Leaders ‘a proposal of increasing retirement age of
central government employees to 62 years has been waiting for Cabinet
nod. It is expected that the cabinet will clear this proposal within a
week. After it gets the Cabinet Nod, the formal announcement will be
made by Central Government before the Election announcement.’
The above information clearly indicates that some Good News for central
Government Employees are waiting to be announced within a week or two.
All the central government employees know what that good news is!
The expected good news will be either increasing retirement age or Merging 50% DA with Basic Pay or Both!

PENSIONERS MARCH TO PARLIAMENT ALONGWITH WORKING CLASS ON 12-12-2013
Comrade S.K.Vyas the Secretary General of the National Coordinating
Committee of Pensioners Association [NCCPA] has called upon the
Pensioners from Delhi, Madhyapradesh, Uttarpradesh, Punjab, Haryana,
Himachal & Rajasthan [States surrounding Delhi] to join the Workers
Rally before Parliament on 12-12-2013. The Rally among other things will
demand controlling of prices of essential commodities and for Social
Security for informal sector etc. Pensioners of the above States are
requested to attend in large number in the Rally on the forenoon of
12.12.2013 and return around 3.00 P.M. [There will be no accommodation
facility made by the Headquarters]
All India Postal & RMS Pensioners Association endorses the call of
the NCCPA and requests the Pensioners of Postal Department to attend the
Parliament Rally in large numbers from the above States and highlight
the attacks on the Social Security including Pension by the Central
Government like enactment of PFRDA Etc.
On the same day as per the call of the NCCPA, Pensioners Demonstrations
shall be held in all other States and Districts before the prominent
Government Offices.

A
lot of phone calls are coming to the General Convenor from various
comrades and friends from different districts of all Circles showing
much interest in formation of Division / District branches of All India
Postal & RMS Pensioners Association. All are requested to contact
the respective Circle Representative above and plan about forming branch
associations.
Delhi State Conference: The State Conference of Postal & RMS Pensioners Conference is just conducted on 19th September,
2013 in New Delhi in a very grand manner. A panel of Comrades with
Comrades Rajendra Prasad as President; N.K.Vashist as State Secretary;
Sankarpal Singh as Deputy State Secretary; and Satyaprakash as Treasurer
was unanimously elected.
Tamilnadu State Conference: A
Steering Committee consisting of 23 Members with Comrade K.Ragavendran
as its Convenor has been formed to conduct the State Conference of All
India Postal & RMS Pensioners Association for Tamilnadu State. The
State Conference will be held on 22nd December, 2013 in
which Comrades S.K.Vyas Secretary General NCCPA; D.K.Rahate Chairman and
T.Narashimham Vice Chairman of AIPRPA are attending besides some
important leaders of Sister Pensioner Organisations.
The following general guideline is given regarding formation:
1. State
representatives will take immediate interest in organising a meeting of
important Pensioners comrades / friends from various districts of their
States to form the STATE STEERING COMMITTEES.
2. The STATE STEERING COMMITTEE will appoint DIVISION / DISTRICT STEERING COMMITTEES according
to their conditions and entrust the responsibility to organise
membership immediately by visiting the houses of pensioners and or going
to different Post Offices on the day Pay / Pension Payment Day.
3. Model Membership Form has
been placed in this Website – All are requested to download the same
and photocopy the forms to obtain signatures from members. At present an
annual membership of Rs.240/- is suggested, but the State Steering
Committees may decide about the membership fee for their respective
States. It should be borne in mind that from the membership fee
collected by Divisions / Districts, a sum of Rs.50/- shall have to be
remitted each to the State and All India bodies. However, this quota amount to State and All Indiawill be finally decided as per the Constitution / Bylaws to be finalised at the Special Conference of the All India Association.
4. A
Circular in regional language may be printed by the State / District
Steering Committee Convenor for circulation among the Postal & RMS
Pensioners to give a clear picture about the formation of our All India
Association. The First Circular of the All India Steering Committee can
be used for necessary materials for printing such Circulars at State /
District level.
5. A
copy of the Circular so printed by the State / District Steering
Committees shall be sent to the General Convenor by post for information
to the following address: “ K.Ragavendran General Convenor, All
India Postal & RMS Pensioners Association, 2/44, Muthial Chetty
Street, Purasawalkam, Chennai – 600007”.
6. As
already circulated it must be our endeavour to complete the formation
of Division / District formations at the earliest to enable organising
special conference / convention at State level to form the State
organisation of All India Postal & RMS Pensioners Association before
January 2014.
7. The
All India Special Conference will be organised in February 2014 to form
the All India Organisation. Therefore State level formation in all
States shall be completed prior to the All India Conference.
8. Approach
all Divisional Secretaries of Postal Federations in order to enlist
their support and solidarity to the formation of All India Postal &
RMS Pensioners Association. Keep in mind that NFPE Secretary General
Comrade M.Krishnan has already directed all NFPE Unions to extend total
support.

Subject: Investment Guidelines
1. Changes in Investment Guidelines for the Government Sector
1.1 Debt securities selected for Investments should have a minimum
residual maturity period of three years from the date of investment by
the Pension Fund.
1.2 Debt securities must have an investment grade rating from at least
two credit rating agencies. Apart from ratings by agencies. PF shall
undertake their own due diligence for assessment of risks associated
with the securities before investments.
1.3 Credit Default Swaps (CDS) on Corporate Bonds are eligible derivative instruments.
1.4 Rated asset backed securities (ABS) are eligible securities for
investments provided they have a residual maturity of not less than
three years and have an investment grade rating from at least two rating
agencies.
2. Guidelines for Private Sector — Corporate CG and NPS lite
Please note that both Corporate CG and NPS Lite Schemes follow the
Government pattern of investment and hence investment guidelines as
applicable to the Government sector and any subsequent amendments to
investment guidelines of Government sector will also be applicable to
Corporate CG and NPS lite Schemes. Investment guidelines, and any
subsequent changes thereto as applicable to the Government sector,
therefore should be adopted simultaneously for Corporate CG and NPS Lite
Scheme.

Submission of form 14 by Spouse to Pension Disbursing Bank Relaxed
The condition of applying for family pension in Form 14 on the death
of pensioner has been causing inconvenience to widows, specially on
account of the requirement of attestation by two Gazetted Officers.
The Minister of State for Personnel, Public Grievances & Pensions
Shri V. Narayanasamy informed the members of Standing Committee of
Voluntary Agencies (SCOVA) that the Government has decided to do away
with the requirement of submission of Form 14 for commencement of family
pension where the pensioner and spouse hold a joint account. The spouse
may inform the Bank of death of the pensioner by way of a simple letter
enclosing a copy of death certificate. The paying bank will identify
the spouse based on the information given in the PPO and its own “Know
Your Customer” procedures.
In other cases, i.e., where the pension is not being credited to the
joint bank account of the pensioner and his/her spouse, the condition of
attestation of Form 14 has been done away with and giving witness of
two persons has been considered as sufficient.

The Department of Posts is one of the largest
Central Government Departments next to Railways and Defence and the strength of
Pensioners of Postal Department is also one of the biggest in the country. NFPE
in its 9th Federal Council had resolved to extend full support
and solidarity to the efforts of mobilizing the entirety of Pensioners of
Postal Department, especially in the specific background of very serious
attacks on Pension and Social Security of all Pensioners and Government
Employees under LPG policies of Central Government. We also note with concern
that despite the existence and functioning of different Pensioners’
Organizations in the country, more than 80% of Postal Pensioners remain
unorganized.
This weakness has to be eliminated in order
to combat the attacks on Pension and Social Security. Mobilization of all
Pensioners of Postal and RMS disregarding their union affiliations in the past
is the need of the hour.
In this background, the National Federation
of Postal Employees extends all support to the endeavor of mobilizing the
entirety of Pensioners of the Department of Posts in the country by our retired
Comrades, who have served in various capacities in the Postal Unions in the
past.
The name of the new Organization will be All
India Postal & RMS Pensioners Association.
A Steering Committee formed by the senior
retired comrades and headed by the under-mentioned comrades with the former
Secretary General of NFPE Comrade K.Ragavendran as the General Convenor should be rendered
all assistance and help by the entirety of NFPE Organizations at all levels in
order to build a strong organization for the Postal Pensioners.
