My Government attaches utmost importance to the welfare of Girl Child. A special small savings instrument to cater to the requirements of educating and marriage of the Girl Child will be introduced. A National Savings Certificate with insurance cover will also be launched to provide additional benefits for the small saver.

In the PPF Scheme, annual ceiling will be enhanced to Rs 1.5 lakh p.a. From Rs 1 lakh at present.

VICE PRESIDENT RELEASES THE BOOK ‘A STAMP IS BORN’




The Vice President of India, Shri M. Hamid Ansari released a book entitled “A Stamp is Born” authored by Shri C. R. Pakrashi, a renowned stamp designer, at a function here today. Addressing on the occasion, he said that Stamps are intimately connected with our lives and earlier letters used to be the only mode of communication and these communications used postage stamps.

He said that once upon a time he himself used to be a stamp collector. Some of the smallest states have produced the biggest size of stamps. After Independence India has done well in the field of stamp design. He hoped that this book will be a valuable addition not only to artists of all genre but also to all. He congratulated the author for bringing out a very useful book.


In this book on stamp making, the author, who has designed 56 commemorative stamps, has described his first-hand experiences with all stages of production of the stamp, right from conception to final execution and printing. New Features - Auto Closure In CCC IndiaPost Software


A new feature has been provided in the CCC called AUTO CLOSURE FACILITY. The auto-closure will be available from 15/05/14.

At present, the Customer Care Centres have to login to the CCC software and then check every case and provide suitable reply with reference to available information.There are many types of complaints, like NON DELIVERY OF ARTICLES, NON PAYMENT OF EMOS etc. can be settled using the data which is already available in the system. As delivery information is available in the central server, for such complaints the CCC software has been modified to search Registered Net, Parcel Net, Speed Net and eMO data base for the delivery/payment information, fetch that information from the respective servers, update in the CCC software and then automatically close the complaints. The whole exercise will be done daily once at 6.00 AM. Therefore the complaints pertaining to NON DELIVERY OF ARTICLES and NON PAYMENT OF EMOS will get closed automatically without the intervention of Customer Care Centres.

In a bid to handle postal services and solve several challenges related to mail delivery across a rapidly growing city like Chennai, the Department of Posts has come out with a few guidelines for residents that can help them avail the best services from the postal department in the city, according to an official release by the Post Master General.
For mail to reach its destination, one must write the complete and correct address with pin code as large volumes of mail go undelivered when the address is incomplete or incorrect. One can a postbox at one’s door or gate. In case of multi-storeyed buildings, postboxes with correct addresses on the cabinet can help correct delivery.
When you are moving within the city or moving out of station, inform the post office as when people change their residence without information, it leads to mails remaining undelivered. One can give a simple letter to the post office with the new address and the mail will reach at no extra cost. Residents can hire a post box facility at the nearest post office, which is the best possible option for getting mail.
If you know your locality and pin code, log onto www.indiapost.gov.in and identify your locality in the locality-based pin code search. You can learn about your neighbourhood postman by logging onto www.chennaipost.gov.in, which gives details of the delivery staff in major post offices in the city under the link ‘know your postman’.
The neighbourhood postman not only delivers letters, he brings stamps, postcards and other postal stationery for sale. When you are away from town for some time, you can authorise a representative to accept your letters on your behalf, which can be done by handing over a simple authorisation letter to your postman or post office, which will help the postal service to deliver letters without delay. Maintaining a resident’s association directory with details of residents in a locality and their location will be a valuable asset to the postal delivery staff.

I’ve Got Mail

     Sher Singh’s job is to carry mails between Raksham and Chitkul, villages situated at 11,150 ft in the mountains of Himachal Pradesh, where nobody asks, “Do we still have Dak-Runners?” Across India, on landscapes where no wheel will turn, Dak-Runners such as Singh strap mailbags to their shoulders and stride towards remote settlements. Chitkul, for instance, is the last village on the Himachal Pradesh-China border. Singh, 49, was in Delhi — his first time in the Capital — for the launch of journalist BG Verghese’s book, Post Haste, which is dedicated to “the Dak-Runners of India, who still connect us contemporaneously and with our past”.

“I never see what is in the mail but I expect there are several job letters and exam roll numbers. I know there are people waiting for these and this keeps me going,” says Singh, a day after the launch, at the offices of Tranquebar-Westland, publishers of Post Haste.
Even in Delhi, Singh wears his uniform of khakhi shirt and trousers, paired with thick leather shoes and pink woollen socks. Outdoor, the sun is blazing but the Dak-Runner isn’t breaking into a sweat. “These shoes and socks never become hot in summer or cold in the snow. I can wear them in Delhi, Mumbai, in the hills, anywhere,” he says. Singh had the shoes and socks made for the job, while the uniform is a postal department issue.

There are no roads on his beat, informs Singh, only paths made by animals and a few humans. “It is 12 km from Raksham to Chitkul and takes three hours to cover. I hand over the mailbag at the post office in Chitkul and carry a fresh bag back to Raksham,” he says. At Raksham, he exchanges mailbags with a Dak-Runner on the Sangla-Raksham stretch. Singh has mastered the Dak-Runner’s walk. “One doesn’t speed up or slow down, we maintain the same pace all through,” he says.

The Himalayan ranges beyond Kinnaur district, is home to thick forests in which landslides are as frequent as sheep, yaks, goats and leopards. “I came across a cheetah twice. If I had run, the animal would have chased me, so I stood still. I could hear my heart hammering. I was sure I would be killed,” he says. At other times, he has come across bears and had leopards leaping across his path on their way to the khuds below or the forests above. “During winter, when the snow is up to my thighs, I watch out for footprints before deciding my course,” he says, adding, “I have a staff but I am all alone so have to be alert.”

Singh has an erect posture and an unsmiling, focused look. The only time his voice charges up is when he recalls the story of the legendary Dak-Runners of India. A primary school pass-out, Singh has never read the history of Dak-Runners, but the buzurg (elderly people) at home would talk about men who would “walk in such a way that everybody stepped aside.” “These were the dakiya, now called Dak-Runners, and they walked night and day. There were ghungroos tied to their feet and on the staff in their hands so that everybody knew 10-15 km ahead that a dakiya was on his way. Even snakes moved out of their path,” he says.

According to Post Haste, such messengers were called harkaras and the Mughal empire had a network of 4,000. Verghese says nobody knows how many Dak-Runners still exist in India, though the postal department apparently puts the number at 150-200. They operate in mountain regions of Uttarakhand, Himachal Pradesh and the Northeast.

Singh, son of a farmer, still practises farming in a five bigha land in his ancestral village of Bhabhanagar, where his family, which includes his six children, live. “It is 120 km from where I work, so I visit on Sundays,” he says. No, he doesn’t walk the way, he takes a bus.

Career Prospects of Postal Assistants/Sorting Assistants In Department of Posts

1. Eligible to be promoted to MACP-1 with grade pay Rs.2800/- and MACP-II with grade pay Rs.4200/- and MACP-III with grade pay of Rs.4600/- on completion of 10, 20 and 30 years of service respectively as per Modified Assured Career Progression scheme.


2.  Eligible to appear for Postmaster Gr.1 examination on completion of 5 years of service. On passing  the above examination they will be appointed as Postmaster (Gr.1) and thereafter will be promoted to the cadre of Postmaster, Gr.II,Gr.III according to eligibility. Those who have satisfactory service record of 5 years in the cadre of Postmaster Gr.I are eligible to appear for Sr. Postmaster (Gr.B) examination and on passing the examination they will be appointed as Sr. Postmaster in Gazetted Head Post offices.  PM Gr. 1 officials can not appear for  Sr. postmaster Examination for the time being. PM Gr.III officials with 2 years service are eligible to be promoted to the post of Sr. postmaster under 25% quota Depending upon their performance and eligibility , they can be appointed as Chief Postmaster(Gr.A) in metropolitian cities like Mumbai, Calcutta etc.


3. Eligible to be  promoted to the Supervisory cadre of  LSG (Lower Selection Grade) norm based posts with grade pay of Rs. 2800/- and thereafter to the cadre of HSG-II (Higher Selection Grade) with grade pay of Rs.4200/- and subsequently to  the cadre of  HSG-I with grade pay of Rs.4600/- respectively on completion of requisite period of satisfactory service.

4. Postal Assistants promoted to the LSG Supervisory cadre  on completing 5 years of satisfactory service will be eligible to appear for limited departmental competitive examination for selection as Superintendent Postal Service group B directly  and on passing the above examination they could be posted as Head of Postal/RMS Divisions in the cadre of Superintendent and Assistant Director in postal Administrative wings such as Regional, Circle offices and Postal Directorate New Delhi as the case may be.

5. Eligible to appear for Inspector (posts) examination on completion of 5 years of satisfactory service. On passing  the above examination they will be appointed as Inspector (Posts) in Postal/RMS Sub Divisions and thereafter will be promoted to the cadre of Asst. Superintendents in Postal Sub Divisions, Divisional/Regional /Circle offices and Postal Directorate,New Delhi and eligible to be promoted as Superintendents in Postal/RMS Divisions and Asst. Directors  Regional /Circle offices and Postal Directorate,New Delhi according to eligibility. Inspector (Posts) having  5 years of service can directly appear for Postal Service Group B Examinations. Those who have satisfactory service record in the cadre of Superintendent Postal Service Group B are eligible to be promoted in the cadre of Sr. Superintendent of Post Offices /Asst. Postmaster General (Gr. A) and Director of Postal Services etc.  based on their performance.

6. In addition to the  above Graduates working as Postal Assistants/Sorting Assistants  (even though not having minimum service) can apply for Combined Graduate level examination  being conducted by Staff selection Commission every year depending upon their eligibility  and choice  can be appointed as Inspector (Posts) under Direct Quota .

7. Postal Assistants/Sorting Assistants (who are graduates) working in the Department of Posts  can appear for Civil Service Examination and are eligible to be appointed as  Sr. Superintendent of post Offices directly with promotional prospects  to the cadre of Director of Postal Services, Postmaster General , Chief Postmaster General, Member Postal Service Board, and Director General /Secretary Posts based on their performance and eligibility.

8. Another advantage is relaxation of upper age limit for applying for Government recruitment examination for selection to various officer posts under staff selection commission and Union Public Service Commission. For example, though certain upper age limit has been prescribed for appearing for Combined Graduate level Examination for selection to the posts detailed below, RELAXATION IS ADMISSIBLE TO POSTAL ASSISTANTS/SORTING ASSISTANTS AS PER GOVERNMENT ORDERS, AS THEY ARE GOVERNMENT SERVANTS.

Transforming the Department of Posts into a Technology Driven Department

A massive transformation of the Department of Posts is being undertaken by the Ministry of Communications & Information Technology which will metamorphose the Department - now better known to the nation as India Post - into a technology driven Department. For this the Government has approved an IT Modernization Project with a total outlay of Rs 4,909 crore. The unique Project involves networking of all the 1,55,000 post offices spread across the country rolling out Core Banking Solution for Post Office Saving Bank, McCamish Insurance Solution for Postal Life Insurance and will enable track and trace of all accountable mails in the country. The IT Modernization Project commenced in 2012 and is expected to be operational by 2015. It covers eight segments which are under various stages of implementation and operationalization. A dedicated Data Centre is already in place.

This Project is unparalleled in terms of its scale and underlines the commitment of the Department of Posts to provide better services to the customers, and ensure higher employee satisfaction. The project is intended to build a wider reach to Indian populace through more customer interaction channels.
The Core Banking Solutions (CBS) in All Departmental Post Offices
The Department of Posts is also implementing the Core Banking Solutions (CBS) in all Departmental Post Offices during the current Five Year Plan. The Project introduces the facilities of ATM banking, mobile banking, phone banking, National Electronic Fund Transfer (NEFT) and Real Time Gross Settlement (RTGS) to the Post Office Savings Bank (POSB) customers.  It will enable the Post Office Saving Bank customers to undertake anytime anywhere banking through a network of ATMs.  CBS has been rolled out in 38 pilot Post Offices and is expected to be rolled out in all departmental Post Offices by 2015. The Project will IT enable the Branch Post Offices with a bio-metric hand held device, which isAadhaar enabled, printer and solar power to charge battery.
Initiatives to Improve the Quality of Mail Related Services Across The Country
The Department of Posts has also taken initiatives to improve the quality of mail related services across the country. As part of the Mail Network Optimization Project (MNOP), the operational network for the delivery of mails has been restructured and the processes redesigned. An online monitoring system has been developed for a more effective monitoring of Speed Post Registered Post. An online track and trace system is also in place for registered articles on a pattern similar to the tracking of Speed Post articles. Automated Mail Processing Centers (AMPCs) have been set up at Delhi and Kolkata to further expedite the mail sorting activities. A Global Positioning System (GPS) system has been installed in mail vehicles in the North East Region for a better monitoring of the movement of mail carriages.
Providing Computers and Peripherals to All Departmental Post Offices
The Department of Posts has also provided computers and peripherals to all 25,145 departmental Post Offices in the country to enhance their efficiency. Remotely Managed Franking Machines (RMFMs) are also being supplied to the post offices in a phased manner.  These machines have a number of security features, like generation of 2D barcodes to assist traceable evidence of postage. These machines will improve the efficiency of the post offices by faster franking of articles and also help in having a ready data base of customers in an electronic form.
‘Project Arrow’
Department of Posts has also launched a Quality Improvement Project called ‘Project Arrow’ in April 2008, which entails a comprehensive improvement of the Core Operations of Post Offices as well as the ambience (Look and Feel) in which postal transaction are undertaken.
The Department of Posts has evolved a Sevottam complaint Citizen’s Charter laying down the service delivery norms of various postal products and services.  A monitoring mechanism to ensure the quality of services and prompt redressal of public grievances is in place at all levels. It is also operating the Central Public Grievance Redressal and Monitoring System (CPGRAMS) to handle complaints.
New services like e-IPO, e-Post, Express Parcel Post, Business Parcel Post have been introduced which not only open new revenue streams but also lead to widen the reach of the post offices and provide the customer with value added services.

Increasing Revenue Generation
The efficacy of the steps taken by the Government is also reflected in the fact that the Revenue generation of Postal Services is increasing every year, and the targets for each coming year are raised by the Government. To further increase the revenue the Department has taken following steps:
·         Beside the IT Modernization project, a series of initiatives have been taken under Mail Network Optimization Project in order to improve the quality of mail services.
·         Launching special drives for covering more persons under the small saving network, especially in rural areas. Similar drives are also launched to popularize Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI) so that life cover / savings is encouraged among the rural population.
·         Financial Performance of each postal circle related to revenue and expenditure are reviewed on regular basis.
·         Rationalization of postal products to improve service delivery in the light of market demand.

Government employees to file separate property returns under Lokpal

All government employees have to file a revised declaration, information or return of their liabilities and those of spouse and their dependent children as per the mandatory requirement under the Lokpal regime, which came into being two days ago. 
These declarations would be different from the existing such returns being filed by the government employees under various services rules. 
The government has on Saturday notified the Lokpal and Lokayuktas (Removal of Difficulties) Ord ..

RTI Process gets Further Boost with the Introduction of ‘e-Indian Postal Order’ for all by the Department of Posts


‘Locality-Based Pin Code Search Directory’ and Value Addition to ‘e-Post Service’ also Launched* 

 India Post (Dept. of Posts) here today launched electronic Indian Postal Order (e-IPO) for Indian Citizens living in India. Earlier last year the Department had launched the e-IPO on 22nd March, 2013 for Indian Citizens living abroad across the globe to facilitate them for paying online fee for seeking information under the RTI Act, 2005.e-IPO is a facility to purchase an Indian Postal Order electronically for paying RTI fee on-line through e-Post Office Portal https://www.epostoffice.gov.in or India Post web-sitewww.indiapost.gov.in. After paying the fee on-line one just need to annex the print-out of the receipt to the RTI application. Launching the service, Smt. P.Gopinath, Secretary, India Post, said that this has been achieved through a concerted and coordinated effort of her Department, N.I.C. and the Department of Personnel and Training. She generated the FIRST e-IPO for Indian Citizens living in India on the occasion and presented it to an RTI activist.  

            Under this service, the applicant needs to register at e-Post Office portal of India Posthttps://www.epostoffice.gov.in or through India Post web site www.indiapost.gov.in (where a link for e-Post Office has been provided) to create his/ her profile for the first time. Both Debit and Credit cards of any Bank powered by Visa/ Master can be used for this purpose.

            Smt. P. Gopinath also  launched two other services on the occasion: (i) Locality-based Pin Code Search Directory and (ii) Value addition to e-Post service.

            ‘Locality Based Pin Code Search Directory’ will facilitate the public to locate Pin Code up to locality level for usage of correct Pin Code on their mail articles thereby helping in expediting mail processing. This facility can be accessed through India Post web-site. 

Presently, ‘e-Post’ facilitates the customer to send their messages to any address in India with a combination of electronic transmission and physical delivery through a network of almost 1,55,000 Post Offices.  In addition, corporate customers can also avail e-Post facility at special rates and other value additions. Today the following value additions to the e-Post service has been done:

(i)         Many to One : This facilitates sending of same ePost message from many senders to one recipient on recipient’s email box; and
(ii)        One to many  : This facilitates sending of same ePost message from a sender to multiple recipients on recipient’s email inbox.
