New Delhi: The Narendra Modi government on June 29 approved the implementation of the recommendations of 7th Central Pay Commission (CPC) on pay and pensionary benefits.
It will come into effect from January 1, 2016. The Cabinet has also decided that arrears of pay and pensionary benefits will be paid during the current financial year (2016-17) itself, unlike in the past when parts of arrears were paid in the next financial year.
The recommendations will benefit over 1 crore employees. This includes over 47 lakh central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.
The new scales of pay provide for entry-level basic pay going up from Rs 7,000 per month to Rs 18,000, while at the highest level i.e. Secretary, it would go up from Rs 90,000 to Rs 2.5 lakh. For Class 1 officers, the starting salary will be Rs 56,100.
The table below shows the new salary of central government employees fall under the pay band of Rs 9,300- Rs 34,800.

New Delhi: The central government is going to start payment of salaries to its 48 lakh employees according to 7th Pay Commission recommendations, which are to be paid from from August salary.

As per official calculation, no huge amount will be required for the payment of salaries according to 7th Pay Commission recommendations.

7TH PAY COMMISSION SALARY TO BE PAID FROM AUGUST


The cabinet approved the new pay scales for central government employees on June 29 after considering report of the 7th Pay Commission, led by Justice A K Mathur.

“Central government employees could get the revised pay from their August salaries and arrears are to be paid ahead of festival season of Dussehra,” sources close to officials working on the implementation of the 7th Pay Commission report said.

However, all existing allowances to be paid as per the existing rates in existing pay structure, as government referred all allowances including HRA, transport allowance to a committee headed by Finance Secretary for examination of the 7th Pay Commission recommendations on its. The committee shall submit its report within four months. he added.

Shiv Gopal Misra, Convenor, National Joint Council Of Action (NJCA) said that the minimum pay recommended by 7th Pay Commission was not acceptable to the central government employees and hopes that the high level committee, which government will set up to look into raising minimum salary, would do the needful in this regard in stipulated time frame i.e. four months.

Mishra also confirmed from the Finance Ministry that the notification on 7th Pay Commission recommendations is under process and it will be issued shortly, payment may be made from August salary.
The NJCA is an umbrella organisation of various Central Government employees’ unions, including Railways, post and telegraph, defence, Income Tax and other central government unions.
“The notification of 7h Pay Commission recommendations will be issued shortly, so we hopefully say that central government employees will get the increased salaries under the new pay matrix from August,” a source close to the developments told The Sen Times.

Finance Minister Arun Jaitly is also very much ready to issue the notification in this regard shortly, he added.

STRIKE IS DEFERRED, BUT THE STRUGGLE SHALL CONTINUE

Finally, the united struggle of 33 lakhs Central Government Employees under the banner of National Joint Council of Action (NJCA) comprising Railways, Defence and Confederation has compelled the totally negative and unwilling NDA Government to negotiate with the staff side leaders. Hon’ble Prime Minister has intervened and directed three Cabinet Minsters viz. Home Minister Shri Rajnath Singh, Finance Minister Shri Arun Jaitly and Railway Minister Shri Suresh Prabhu to hold discussion with the NJCA Leaders on 30th June 2016. After discussing the demands raised in the Charter of demands, the Ministers assured that a high level committee will be constituted to consider the demands raised by NJCA especially the demand for improving the minimum wage and fitment formula.

As no written communication or minutes regarding the assurances given by Group of Ministers is forthcoming, the NJCA met again and 6th July and decided to go ahead with the strike decision. Again Home Minister Shri Rajnath Singh called the NJCA leaders for discussion on 6thJuly and reiterated the assurances already given on 30th June and stated that the Finance Minister will issue a press statement on 6th July itself confirming the assurances given by the Group of Ministers. It was further assured by the Minister that the proposed High level committee will submit its recommendations to Government within a time frame.

Accordingly, the Government issued the press statement and after detailed deliberations the NJCA unanimously decided to defer the indefinite strike till the committee finalizes its report. The press statement of the NJCA and the Government are attached.

Government assures Representatives of Unions representing employees of the Central Government that the issues raised by them relating to the pay scales and other recommendations of the 7th Pay Commission would be considered by a High Level Committee


Representatives of Unions representing employees of the Central Government had met the Home Minister Shri Rajnath Singh, the Finance Minister Shri Arun Jaitley and the Minister for Railways Sh. Suresh Prabhu in the evening of 30th June, 2016.

They had requested that certain issues raised by them in relation to the pay scales and other recommendations of the Pay Commission be allowed to be raised before a Committee of Secretaries looking into different aspects of grievances of employees in relation to the Pay Commission recommendations.

The Ministers assured the Union leaders that the issues raised by them would be considered by a High Level Committee.

As expected and widely anticipated, Central unions deferred their indefinite strike scheduled from 11th July 2016. 
Following Govt. assurance in form of a press release that the demands will be considered by a high level committee, leaders came back from warpath.
In the last few days the union leaders were shamelessly pursuing the Govt. to come out with something so that then can back out. It seemed that leaders were more eager to postpone (read as "withdraw") the strike than Government. 
The Press release issued bu central Govt. late in yesterday night is as under :

“Our 7th CPC Pay and Allowances Calculator is a simple tool for finding new basic pay and allowances of Central Government employees as per the recommendations 7th CPC as on 1.1.2016.”

Three months have passed since the 7th Pay Commission submitted its recommendations to the government, but still little bit confusion persists in using of our calculator. So, we have to explain how the calculator is working and how to calculate with this tool.

First option is the calculator needs your current basic pay as on 1.1.2016. Basic pay means Pay in the pay band + Grade pay. Suppose your Grade pay is 4200 and your pay in the pay band is 10500 means, you have to enter 14700 as basic pay in the first option.

This figure helps you to find out your new and revised basic pay as per the recommendations of 7th CPC.

2nd option is the tool is asking your Grade Pay. To find out your level of the 7th CPC. See the table given below…

Last one is Transport Allowance. The calculator is now modified so as not to ask your current rate of TA. Since the entitlement for particular rate of TA in sixth CPC is not correlated to 7th CPC entitlement for TPTA. So there is no need for taking sixth CPC Transport Allowance rates for calculating TPTA as per 7th CPC recommendations. Select your city whether it is TPTA or Other places. TPTA Cities are given below the calculator table. Because, eligibility of TA in 7th CPC  is as per Level only. The table given below will help you understand this better.
