Aadhaar, fingerprint scan enough to open bank account


MUMBAI: A few weeks after RBI Governor Raghuram Rajan stressed on building credit histories of individuals based on the Aadhaar number, one bank has introduced unique identity-based eKYC for opening loan and savings accounts.
Axis Bank, which is using payment company Visa's network to access Aadhaar database , will introduce the eKYC facility in around 25 branches next week. The branches will open loan and deposit accounts based on the Aadhaar number and fingerprints instead of proof of address and proof of identity.
RBI had notified eKYC as an 'officially valid document' under anti-money laundering laws on September 2. The facility would enable an Aadhaarregistered individual from anywhere in the country to walk up to a branch and open an account by merely providing his UID and scanning his fingerprints . Not only will the Aadhaar database provide documents relating to the proof of identity, address and photograph , it will also populate the bank's database with the applicant's contact details. "The information needed to be provided in the application form for a savings account will be minimal ," said Jairam Sridharan, president, Axis Bank. However, in the case of loan products the bank would call for additional information, he said.
"For the middle-class customers , eKYC is a convenience but for the lower end of society, this will provide access like never before," said Sridharan. For migrant workers in metros such as Mumbai, a key challenge in opening accounts is meeting the bank's KYC requirements in terms of proof of address and proof of identity . Although RBI norms allow individuals to open a 'small account' in a bank on production of a self-attested photograph and affixation of signature or thumb print, banks are reluctant to push this account as KYC documents have to be obtained at the end of one or at most two years.
Sridharan said that it was expected that the Unique Identification Authority of India would update its database as and when the individual moved houses. This would facilitate periodic checks as required by the central bank. He said that even if the account were to be opened using the eKYC procedure, contact details could be updated subsequently using accepted KYC documents.
Upon taking charge on September 4, the RBI governor had said, "On the retail side, I particularly want to emphasize the use of the unique ID, Aadhaar , in building individual credit histories. This will be the foundation of a revolution in retail credit."

How to protect your eyes when using a Computer


When using a computer for prolonged periods of time, whether for work or pleasure, it's important to protect your eyes from long-term damage. There are a number of things you can do to help protect your eyes. Some of those ways are:
  • Clean your computer screen periodically to remove any dust, dirt or fingerprints. This can make it easier on your eyes, so they are not having to focus harder to see what is on the screen, especially if there is text to read.
  • Keep the monitor about 20 to 30 inches away from your face. This range has been found to be the best distance for proper viewing and for reducing eye strain.
  • Use fonts and icon sizes that are easy for you to view and read. Avoid using small fonts and icon sizes as it can cause eye strain.
  • Adjust the height of the monitor so that the top of the monitor is just below your eye level so that you are looking down slightly when viewing the screen.
  • Make sure there is proper lighting in the room. Overly dim lighting or overly bright lighting can cause strain to your eyes.
  • Use an anti-glare filter on your monitor, to help prevent glare and reflection from lights in the room.
  • Use a document holder for placing documents that you look at regularly, and place it at the same distance as the monitor.
One of the most important things you can do to protect your eyes is to take regular breaks. Taking several minutes to get up and not look at the monitor can greatly help in protecting your eyes and reducing any strain.
Another recommendation is to use an LCD Monitor aka flat penal display. The older CRT monitors are harder on the eyes, due to the lower refresh rates and general design of the monitor. LCD monitors feature higher refresh rates, high enough that most people are unable to see the refreshing of the screen. LCD monitors in general are easier to view for longer periods of time and cause less strain on the eyes.

The national capital, home to a vast majority of central government employees, is headed for elections this November. And so are four other states, followed by the general elections sometime early next year. This, more than anything else, explains the central government's hurry to promise its employees higher wages.

The award of the seventh pay commission will be implemented from the beginning of 2016 and will benefit nearly 3 million pensioners. But since state governments generally match central wages, the actual beneficiary list stands at over 11 million employees and pensioners. The fact that this award is one more in a long list of expenditure-heavy pre-election programmes, will mean several consequences for India's finances. Back of envelope calculations suggest that even if the increments in the 6th pay commission were to be matched, the centre's wage bill could rise by up to Rs 1 lakh crore in 2016. But on the other hand, this payout will spark a surge in consumption starting that year. Why? The sixth pay commission award amounted to around 0.5 percent of GDP and a tidy sum was handed out as arrears in the start of 2008. That extra spending power meant that the ensuing slowdown was mitigated to some extent. This could play out again in 2016. Meanwhile, CNBC TV18 learns that the proposal to extend the retirement age of central government employees by two years has received fresh impetus. A decision on this could be taken within a week or two, and would be the second major populist decision by the UPA to woo the urban middle class and the powerful government employee mass in Indian society.

OFFICE MEMORANDUM
Subject : Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2012-13.

The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2012-13 to the Central Government employees in Groups 'C’ and 'D’ and all non-gazetted employees in Group 'B' who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.
2. The benefit will be admissible subject to the following terms and conditions:
(i) Only those employees who were in service as on 31.3.2013 and have rendered at least six months of continuous service during the year 2012-13 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).
(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs, 3500 (where actual average emoluments exceed Rs. 3500), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs.3500x30/30.4 = Rs.3453.95 (rounded offto Rs.3454/-).
(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more(206 days in each year for 3 years or more in the case of offices observIng 5 days week), will be eligible for this Non PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200x30/30.4 i.e.Rs.1184.21(rounded off to Rs,1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.
(iv) All payments under these orders will be rounded off to the nearest rupee.
(v) The clarificatory orders issued vide this Ministry’s OM No.F.14(10)-E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.
3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.
4. The expenditure incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budge provision of concerned Ministries/Departments for the current year.
5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.

Seven in 10 adults are at a greater risk of stroke or heart attack because their blood pressure is too high. Desk jobs, lack of exercise and eating salty fast foods have contributed to the problem, even among the young. If your level is consistently at or above 140mmHg/ 90mmHg (referred to as 140 over 90). The 140 figure is the systolic pressure — the pressure reached when the heart forces the blood around the body — and 90 is the diastolic pressure — the lowest pressure that occurs between heartbeats when the heart relaxes.
In India, experts say, the prevalence of hypertension ranges from 20-40 per cent in urban adults and 12-17 per cent among rural adults. But there's no reason to worry. Simple measures will help to cut your risk.
1. Go for a weekly jog
Jogging for just an hour a week can increase your life expectancy by six years, according to a Copenhagen City Heart cardiovascular study of around 20,000 men and women aged from 20 to 93.
Researchers believe jogging delivers multiple health benefits, improving oxygen uptake and lowering blood pressure, as well as many more benefits. However, any physical activity can help lower blood pressure by strengthening the heart so it can pump more blood with less effort, thereby decreasing the force on the arteries. Power walking can be just as effective as jogging.
2. Enjoy yoghurt
Just one small pot a day can reduce your chances of developing high blood pressure by a third, according to a study presented at the University of Minnesota in the US. Scientists think naturally occurring calcium can make blood vessels more supple, enabling them to expand slightly and keep pressure low.

Compared with those who worked fewer than 40 hours a week, workers who clocked up more than 51 hours were 29 per cent more likely to have high blood pressure. Overtime makes it hard to exercise and eat healthily, say researchers. So try to down tools with enough time to relax in the evening and eat a healthy supper. Set a message on your computer as a reminder to go home.
8. Seek help for snoring
Loud, incessant snoring is a symptom of obstructive sleep apnea. And more than half of those with this have blood pressure significantly higher than expected for their age and general health.
Cutting out cigarettes and alcohol and losing weight will help.
9. Switch to decaf
Duke University Medical Center, North Carolina, US, found caffeine consumption of 500mg, roughly three cups, increased blood pressure by three points. Effects lasted until bedtime.

10. Think beetroot
A study published in the journal Hypertension found drink ing a 250ml cup of the juice can cut blood pressure readings in those with high blood pressure by around seven per cent. It's thought the effect is produced by beetroot's naturally high levels of nitrate. Eating other-rich foods — cab bage and spinach — might also help
