New Telecom Policy Approved: Roaming charges to go, one-nation-one-number cleared

The Cabinet on Thursday approved a new telecom policy that proposes to abolish roaming charges on mobile phones and allow users to retain the same number across the country. 

The Cabinet approved the National Telecom Policy (NTP) 2012, a senior minister told reporters after the meeting of the Cabinet. 

The NTP 2012 aims to provide free roaming to telecom users and allow them to retain the mobile number even outside their circles without having to pay any extra charge. 

At present, users have to pay extra when they receive or make a call in a circle outside their home network, called roaming charges. 

Also mobile number portability is not permitted outside circle. 

The new policy aims to provide on demand broadband for all citizens and increase rural teledensity to 100% by 2020. 

The country overhauled its telecom rules after the once-booming sector was hit by a massive scandal over telecom's licence grants in 2008, which a state auditor estimated to have cost New Delhi as much as $34 billion in lost revenue. 

The new policy, which will separate licences and airwaves and will allow sharing of airwaves among carriers, also seeks to facilitate consolidation in the crowded market. 

Pricing of airwaves is, however, not part of the telecom policy, and will be set through an open auction process. 

Under NTP 2012, it has been proposed to de-link spectrum from licences, reduce number of different licences, give industry liberal mergers and acquisition norms and remove roaming charges burden from consumers. They will also be allowed to retain same number across country.

Subject: Children Education Allowance/Hostel Subsidy — Clarification

Subsequent to clarifications issued vide O.M. No.12011/3/2008-Estt.(Allowance) dated 11.11.2008 and O.M. No.12011/08/2010-Estt.(AL) dated 30.12.2010, on the captioned subject, references have been received on (i) definition of the term "station" and (ii) admissibility of Hostel Subsidy and Children Education Allowance in respect of children pursuing diploma/certificate courses from Polytechnic/ITI/Engineering College, after passing 10th standard.

2. After due consideration of the references in consultation with the Department of Expenditure, the following has been decided:
a. The term Hostel Subsidy would mean expenses incurred by the Government servant if he/she keeps his/her children in a hostel of a residential school/institution located beyond a distance of 50 kilometres from his/her residence. The reimbursement would be subject to other conditions laid down in the O.M. dated 2.9.2008 and subsequent instructions issued from time to time. It is further clarified that grant of hostel subsidy is not related to transfer liability of the Government servant.

b. To allow reimbursement of Children Education Allowance/Hostel Subsidy for the initial two years of a diploma/certificate course from Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the Government servant has not been granted CEA/Hostel Subsidy in respect of the child for studies in 11th and 12th standards. This is further subject to fulfillment of other conditions laid down in the O.M. dated 2.9.2008 and subsequent instructions issued from time to time.

3. This comes into effect from the current academic year.

New Users:
1. Download RList version 1 complete setup and install. Download
2. Download the latest updated RList.exe with RList.mdb. Replace the RList .exe and RList.mdb in C:\Program Files\RList folder
3.Configure Office Details,email settings,Branches
4.Start using.
Existing users:
1.Download the latest updated RList. exe with RList.mdb. Replace only the RList .exe C:\Program Files\Rlist folder
Pl do not replace RList.mdb
2.Open downloaded RList.mdb. Select Pincode Table
3.Right click on Pincode Table Select the option Export.
4.Browse the destination for export as C:\Program Files\Rlist\Rlist.mdb
5.After export,confirm that Pincode table available in C:\Program Files\Rlist\Rlist.mdb
6.Start working.
7.If you are using Rlist 1.0, pl execute RList-Patch to get the database upgraded to version 2.0
TIPS for work:
1. Pl change your paper size to “Letter” in printer setting. Else ,you will get error while printing the report.
2. When you click, Bulk booking menu, Data entry window will appear with a delay.Pl wait for it appearing. This is because of loading of Pincode database.
3.While booking the RL, in destination field-type first a few letters of the PO and press Down arrow. Select the correct PO.Then Press Enter. Then the Pincode will appear automatically.
4. If any modification is needed in the Pincode database, you can do it in menu-Pincode data
5. If Station articles are booked, book them with Pincode 000000
6. While sending email, please send zipped file only. Never send the text file as it is.
If sent as text file, it will get junk characters and cannot be uploaded to Despatch.

8 Things You Should Never Do in Office

There are lot of people who and a lot of articles/books that will tell you what you must do in office. But there will be very few who tell you what not to do. 
This is where we come in. Every office has its set of dos and don’ts, but then there is also a set of general don’ts that you need to keep in mind. We are here to list these general don’ts for you and we are sure they will help you stay clear of getting embarrassed in office.

1. Peep into someone’s laptop/desktop
The most annoying person in office is the one who peeps into his colleagues laptop screen. Make sure you are not this annoying person. No matter the urge to see what other people are up to, you must save yourself the embarrassment of being labelled the office’s peeping tom.
2. Walk around like you own the place
It is great to be confident, but it is a sin to be cocky. So under no circumstances should you walk around like you own the place. It is advisable to keep your smartness in check and not throw your weight around. Keep it easy going and genuine, and everyone in office will like you instead of bitching about you.
3. Be loud
Oh my GOD!Please don’t be that loud person in office. Keep your voice level in check, do not play loud music and stay clear of all things loud. Loud people annoy colleagues like few other people/things do. Train yourself to talk softly yet be audible.
4. Gossip
We are sure you have heard this one before. It is imperative to stay clear of gossip, but we all know that this is not possible. Every nook and corner of office is full of gossip mongers. What you can do however, is keep your tongue in check. Don’t bitch everyone out to everyone, and don’t allow others to christen you the gossip king.
5. Stealing
Every office goer at some point in time is inclined to steal some office stationery: a pen, a paper, a folder, or a print out. Doing so once in a blue moon is okay, but don’t make a habit of it. Stealing is bad and you will be answerable and payable if you are caught.
6. Lie/Blame others
When you find yourself in a soup or in tough situations you will be inclined to lie or shift the blame of your wrong doing on someone else. If you do this, you are putting not only your reputation at stake but your job too. Always stick to the honesty policy and play fair.
7. Share your personal problems
No one lives an easy life. Everyone has their share of personal problems just as you have yours. It would be naïve to share your personal problems with your work colleagues. We suggest you leave these issues at home and come to office with a clear mind. Remember, your colleagues aren’t your personal agony aunts.
8. Make out
Irrespective of how hot that colleague of yours is, making out in the office is just unpardonable. Making out is an extremely private affair and an office is the least private of places you know. Besides, if somebody catches you in the act, you can bid your job farewell.
