PUNCTUALITY - A CHARACTER OF A LEADER (POSTMASTER)

The Importance of Punctuality :
Lateness is a sign of poor time management skills
When you are late for appointments, meetings or work, you show a lack of respect for other people’s time as well as your own. Punctuality is a problem for many people.
A student who comes late to his class misses a part of his lesson that day and also causes disturbances to others. An unpunctual man upsets the day's programme not only his own life, but also of those who have dealings with him. In the military fields delay even by a few minutes can be very decisive
If you're battling lateness, there is hope. According to the experts, you can avoid procrastination and tardiness by changing your habits and tweaking your routines.
Here are some things you can do to turn lateness into punctuality:
1. Make up your mind that you will be punctual from now on. In many cases lateness is caused by a lack of commitment to arrive on time. Have the right mindset.
2. Record the commitment in your planner and also record the time you must leave the house or office in order to arrive on time. Plan to arrive 5 to 10 minutes early.
3. If you have a fair distance to travel, always allow more time than you think it will take.
4. Don’t be trapped by the one last thing syndrome. If you’re ready to leave and it's still early, leave anyway. Utilize the time at the other end rather than trying to finish one more task before you leave.
5. If you are not a morning person, but have early morning commitments, set the alarm a little earlier. Some of us may need to go to bed a little earlier to make this work.

When it comes right down to it, punctuality is a habit that can be developed. It takes great effort at first, but eventually simply happens. Habits are formed by repetition. If you want to acquire the habit of punctuality, you must repeat this behavior again and again. Punctuality is the characteristic of being able to complete a required task or fulfill an obligation before or at a previously-designated time. "Punctual" is often used synonymously with "on time." Punctual can also, when talking about grammar, mean to be accurate.
According to each culture, there is often an understanding about what is considered an acceptable degree of punctuality. Usually, a small amount of lateness is acceptable; this is commonly about ten or fifteen minutes in Western cultures. In some cultures, such as Japanese society, or in the military there basically is no allowance.
Some cultures have an unspoken understanding that actual deadlines are different from stated deadlines; for example, it may be understood in a particular culture that people will turn up an hour later than advertised. In this case, since everyone understands that a 9 am meeting will actually start around 10 am, no one is inconvenienced when everyone turns up at 10 am.
In cultures which value punctuality, being late is tantamount to showing disrespect for another's time and may be considered insulting. In such cases, punctuality may be enforced by social penalties, for example by excluding low-status latecomers from meetings entirely. Such considerations can lead on to considering the value of punctuality in econometrics and to considering the effects of non-punctuality on others in queueing theory.
Kids are really good at making their parents late. Follow all the above tips, not just for yourself but also for your kids. Have their clothes ready , make sure they get baths the night before, etc. If your child is very young, make sure their diaper bag is always fully stocked. But some organized twelve year olds can definitely help you out!
Being habitually punctual tends to have the effect of actually allowing you to be late from time to time. For instance, Swati is often late. Suman is always on time. They both get stuck in traffic, it is the fault of neither of them, but they end up a few minutes late to work. Most bosses aren't even going to blink at Suman. They view her as a responsible person who has had a rough morning. Swati, on the other hand, is going to get yelled at. Her boss will see her tardiness as evidence of a larger pattern, even if it isn't really her fault this time. Also say if you are picking up your child and are always on time, if you are late your child may worry.
Quick thing to remember :
"If you are 5 minutes early, you're on time. If you're on time, you're late. If you're late, then you've got a lot of explaining to do."
Old military adage: If you're not 5 minutes early, you're 10 minutes late!
Don't lose hope. Even George V of England had a hard time being punctual.
Remember your reputation is on the line. The power of showing up is limitless.
Don’t fool yourself into thinking nobody notices the latecomer. If you think you are more than occasionally late to work, school, church, appointments, etc., you can be sure others have noticed too.
Lateness is corrosive to good relations with friends, work colleagues and of professional standing. Having a strong personality and being able to smooth over individual instances of lateness still leaves a building resentment. Holding people up who have planned and prepared work, journeys, meals, entertainment etc. generates a cumulative irritation and devaluing of you personally.

Subject: Empanelment of Exclusive Cancer Hospitals / Units under CGHS.

The undersigned is directed to draw attention to the Office Memorandum of even number dated 23rd June 2011 and to state that this Ministry has been receiving representations seeking clarification about the rates applicable for treatment of CGHS beneficiaries at Exclusive Cancer Hospitals / Cancer Units empanelled under CGHS. The matter has been examined by this Ministry and it has now been decided to clarify that the rates applicable for Cancer treatment are as per the details given below.


2.1 The duration of treatment for different Categories of Surgery will be as follows.
Category - I -------------- 1-2 days
Category - II ------------- 3-5 days
(7-10 days in respect of operations involving Abdominal / thoracic cavity)
Category - III, IV & V ---14 days.
2.2. The surgical procedures are enlisted under Categories - I, II, Ill, IV & V and the list is annexed to this Office Memorandum (at Annexure-I).
2.3. Rates applicable for room rent (Accommodation Charges) for different categories of wards as given below:
General ward -------- Rs 1000/- per day
Semi-private ward --- Rs. 2000/- per day
Private ward ---------- Rs 3000/- per day.
CGHS beneficiaries are entitled to facilities of private, semi-private or general ward depending on their basic pay / pension. The entitlement is as follows:-

For any day care procedure requiring short admission — a few hours to one day—accommodation charge for one day as per entitlement shall be applicable, provided the patient has been admitted in a room as per his/her entitlement.

2.4 The Super-specialty rates of CGHS Delhi for Cancer Radio-therapy and Chemotherapy shall be applicable as CGHS rates for Cancer Radiotherapy and Chemotherapy (placed at Annexure —Il). In case of Chemotherapy the rates prescribed are procedural charges only. Room rent, investigations and cost of medicines are reimbursable in addition to the procedural charges. Chemotherapy medicines shall be procured from, CGHS wherever feasible and as per available brand. In case, medicines are supplied by hospital, they shall provide the same on credit basis to pensioners and a shall offer a discount of 10% on MRP. The hospital in such cases shall certify that the Chemotherapy medicines have not been supplied by the CGHS.
2.5 Consultation fee shall be as per CGHS rates applicable for NABH Accredited hospitals.
2.6 Investigation rates shall be as per CGHS prescribed rates of concerned city.
2.7 Cost of Implants I stents I grafts is reimbursable in addition to package rates as per CGHS ceiling rates for Implants I stents I grafts or as per actual, in case there is no CGHS prescribed ceiling rates.
2.8 The rates applicable for Anaesthesia, Operation Theatre and Surgery Charges under Categories —I, II, III, IV & V are given below

2.9 The admissible amount for Cancer surgery shall be calculated as per the formula given below Room rent as applicable + Anaesthesia charges (as per category) + OT charges (as per category) + Surgery charges (as per category) + Investigations at CGHS rates + Cost of Medicines and Surgical Disposables.’
Anaesthesia charges (as per category) + OT charges (as per category) + Surgery charges (as per category) prescribed above are applicable for semi-private ward. If the beneficiary s entitled for general ward there will be a decrease of 10% in these rates for private ward entitlement there will be an increase of 15%.
5. Other conditions as prescribed n Office Memorandum of even number dated the June 23, 2011 remain unchanged.

How to Stop Facebook Notification Emails

Facebook can be a fun and effective way to stay in touch with friends and family and get back in touch with long lost friends. You can even network and make new friends. However, once you have accumulated a lot of friends, it can be overwhelming to receive daily e-mail notifications regarding new comments, new messages, new friend requests, and things of that nature regarding your Facebook account. To remedy this situation, you can stop or reduce the e-mail madness by followings these instructions:

1 Log in to your Facebook account at http://www.facebook.com.

2 Click on the "Account Settings" link located near the upper right corner of the page.

3 Click on "Notifications" under the My Account heading.

4 Select "Off" or Remove Tick for each of the desired categories, and then click the button at the bottom to save the changes.

OFFICE MEMORANDUM

Sub: Grant of family pension to the eligible member of the family of a pensioner - regarding.

The undersigned is directed to refer to this Department’s earlier office memoranda No. 1/17/86-P&PW(E), dated 29th August, 1986, 25th January,1991 and 18th February, 1993 and No. 1/28/04-P&PW(E) dated 31st March, 2009 and 2nd July, 2010 regarding grant of family pension to the eligible members of the family of an employee/pensioner reported missing and whose where abouts are not known.


2. As per this Department’s O.M. Dt. 29.8.1986, subject to fulfilment of certain conditions, the family pension can be granted to the family of an employee reported missing and whose whereabouts are not known after a period of one year reckoned from the date of filing the FIR with the police authorities. Subsequently, it was clarified vide this Department’s O.M. dated 25th January, 1991, that the Department of Pension & Pensioners’ Welfare’s O.M. dated 29th August, 1986, would be applicable in the case of missing pensioners mutatis mutandis. It was further clarified vide this Department’s O.M. No. 1/17/86-P&PW(F), dated 28.02.1993 that family pension to the eligible family member of an employee reported missing, would accrue from the date of lodging the FIR or expiry of leave in the case of an employee who had disappeared, whichever is later.

3. While providing that the family pension to the family of the missing employee/ pensioner may be sanctioned after a period of six months from the date of registration of an FIR with the police vide this Department’s O.M. dated 2nd July, 2010, it was also made clear that the earlier instructions did not make any distinction between the government servant and the pensioner and cover both of them for the purpose of grant of family pension. However,doubts have been raised by some quarters to the effect as to whether family pension will accrue from the date of lodging the FIR in the case of missing pensioners as well.

4. The matter has been considered in this Department in consultation with Department of Expenditure, Ministry of Finance. It is hereby clarified that as the previous instructions did not make any distinction between the Government servant and the pensioner, the family pension to the family of a missing pensioner would accrue with effect from the date of lodging the FIR or from the date immediately succeeding the day till pension had been last paid to the pensioner, whichever is later. Accordingly, arrears in past cases would also be admissible.

5. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their U.O. No.263/E.V/2011, dated 12.9.2011.
