Ministry of Railways Decides to Increase the Minimum Chargeable Fare
From Rs.5 to Rs.10 for Non Suburban Services Only to Make it at Par with
the Platform Ticket Charges
The Decision will be Effective from 20th November, 2015
The Move AIMS at Meeting the Objective of Controlling the Rush on Platforms for the Convenience of the Passengers
Ministry of Railways had in the last Budget revised the price of
Platform ticket from Rs.5 to Rs.10 with a view to control the rush on
platforms. However the objective could not be realised as passengers
started purchasing the minimum single journey second class tickets
priced at Rs.5 in lieu of the Platform ticket.
Therefore, Railways have now decided to increase the minimum
chargeable fare from Rs.5 to Rs.10.It will be effective from 20/11/2015
to make it at par with the Platform ticket charges. To begin with this
will be applicable only to Second class Non-suburban services only. It
is hoped that this step will bring down the rush on the platforms to
manageable levels.
Seventh Pay Commission Report on Thursday, 15% Hike Expected: Sources
Central government employees and
pensioners are likely to be disappointed as the 7th Pay Commission is
expected to propose an approximate 15 per cent hike in salaries starting
January 1, 2016, sources told NDTV.
The recommendation, which will become
effective after a Cabinet nod, will impact 50 lakh central government
employees and 54 lakh pensioners.
The 15 per cent salary hike likely to
be recommended by the 7th Pay Commission will be much lower than the 35
per cent hike employees got on implementation of the 6th Pay Commission
in 2008.
A 15 per cent salary increase would
push up the central government’s salary bill by Rs 25,000 crore, which
is 0.2 per cent of India’s GDP, according to Bank of America Merrill
Lynch estimates.
Economists expect the wage hikes to
boost the consumption-driven recovery in the domestic economy. Sales of
affordable homes and consumer durables such as cars, two-wheelers and
other electronic items are likely to pick up, analysts say.
On the flip side, salary hikes are also expected to stoke inflation and fiscal pressures, economists say.
According to sources, the
recommendations of the 7th Pay Commission will be submitted to the
finance minister on Thursday. The 7th Pay Commission is unlikely to
suggest changes in the retirement age of central government employees,
sources said.
Pay Commissions are meant to review the salary structure of central government employees and are set up every 10 years.

Now, book train tickets 30 minutes prior to departure
Come November 12, you can book a railway ticket online 30 minutes prior to the departure of a train.
Railways have also made changes in its system of preparation of chart, which would now be prepared twice.
First reservation chart would be prepared four hours prior to departure
of a train while second and final one, 30 minutes before the train
departs, a senior railway official said.
According to the revised rules, booking will be allowed on internet as
well as at reservation counters for a particular train, subject to
availability of berths, even after the preparation of first reservation
chart.
Railways have also made it mandatory for the concerned department to
finalise the reservation chart four hours before the departure of train
from November 12 in order to facilitate passengers to know the status of
their ticket and plan their journey well in time.
A second and final chart of reservations will be made available before
departure of train and handed over to onboard ticket checking staff.

to go through the issues relating to Gramina Dak Sewaks and submit a
report to Department. Now the Postal Directorate has appointed Sri
T.Q.Mohammad (IPoS 1994), PMG, Agra region UP Circle as Secretary of the
said Gramina Dak Sewak Committee vide Order dated 09.11.2015.

In view of the need of the Defence Forces to maintain physical fitness,
efficiency and effectiveness, as per the extant Rules, Defence Service
personnel retire at an early age compared to other wings in the
Government. Sepoy in Army and equivalent rank in Navy & Air Force
retire after 17/19 years of engagement/service and officers retire
before attaining the age of 60 years i.e. the normal age of retirement
in the Government. Considering these exceptional service conditions and
in the interest of ever vigilant Defence Forces, the pensionary benefits
of Ex-Servicemen have accordingly, over time, been fixed.
2. It has now been decided to implement “One Rank One Pension” (OROP)
for the Ex-Servicemen with effect from 1.07.2014. OROP implies that
uniform pension be paid to the Defence Forces Personnel retiring in the
same rank with the same length of service, regardless of their date of
retirement, which, implies bridging the gap between the rates of pension
of current and past pensioners at periodic intervals.
3. Salient features of the OROP are as follows:
i. To begin with, pension of the past pensioners would be re-fixed on
the basis of pension of retirees of calendar year 2013 and the benefit
will be effective with effect from 1.7.2014.
ii. Pension will be re-fixed for all pensioners on the basis of the
average of minimum and maximum pension of personnel retired in 2013 in
the same rank and with the same length of service.
iii. Pension for those drawing above the average shall be protected.
iv. Arrears will be paid in four equal half yearly instalments. However,
all the family pensioners including those in receipt of
Special/Liberalized family pension and Gallantry award winners shall be
paid arrears in one instalment.
v. In future, the pension would be re-fixed every 5 years.
4. Personnel who opt to get discharged henceforth on their own request
under Rule 13(3)1(i)(b),13(3)1(iv) or Rule 168 of the Army Rule 1954 or
equivalent Navy or Air Force Rules will not be entitled to the benefits
of OROP. It will be effective prospectively.
5. The Govt. has decided to appoint a Judicial Committee to look into
anomalies, if any, arising out of implementation of OROP. The Judicial
Committee will submit its report in six months.
6. Detailed instructions relating to implementation of OROP along with
tables indicating revised pension for each rank and each category, shall
be issued separately for updation of pension and payment of arrears
directly by Pension Disbursing Agencies.
7. This issues with concurrence of Finance Division of this Ministry
vide their ID No. MoD (Fin/Pension) lD No.PC to10(11)/2012/Fin/Pen dated
07 November 2015.

1) What is Microsoft Excel?
Microsoft excel is an electronic worksheet developed by Microsoft, to be used for organizing, storing and manipulating.
2) What is ribbon?
The ribbon runs on the top of the application and is the replacement for
the toolbars and menus. The ribbons have various tabs on the top, and
each tab has its own group of commands.
3) How can I hide or show the ribbon?
Use the CTRL and F1 key to toggle & show or hide the ribbon.
4) How can you wrap the text within a cell?
You have to select the text you want to wrap, and then click wrap text
from the home tab and you can wrap the text within a cell.
5) Is it possible to prevent someone from copying the cell from your worksheet?
Yes, it is possible. In order to protect your worksheet from getting
copied, you need to go into Menu bar >Review > Protect sheet >
Password. By
entering password, you can secure your worksheet from getting copied by others.
6) How you can sum up the Rows and Column number quickly in the excel sheet?
By using SUM function you can get the total sum of the rows and columns, in an excel worksheet.
7) How you can add a new excel worksheet?
To add a new Excel worksheet you have to insert worksheet tab at the bottom of the screen.

To resize the column you have to change the width of one column and then
drag the boundary on the right side of the column heading till the

then it is possible to make Pivot table using multiple sources of data.
12) Which event do you use to check whether the Pivot Table is modified or not?
To check whether the pivot table is modified or not we use “PivotTableUpdate” in worksheet containing the pivot table.
13) What you could do to stop the pivot table from loosing the column width upon refreshing?
Format loss in pivot table can be stopped simply by changing the pivot
table options. Under the “Pivot Table Options” turn on the “Enable
Preserve Formatting” and disable “ Auto Format” option.
14) What is IF function in excel?
To perform the logic test IF function is performed. It checks whether
certain conditions is true or false. If the condition is true then it
will give result accordingly if the condition is false then the result
or out-put will be different.
Example: For example, you select the cell and you want to display that
cell as “Greater than five”, when value is true (=5 or 5) and “less than
five” when value is false( <5 ). For that by using IF condition you
can display result.
=IF (Logical test, value if true, value if false)
=IF (A1>5, “Greater than five, “Less than five”)
15) What does a red triangle at the top right of a cell indicates?
A red triangle in the cell indicates the comment associated with the cell. If you place mouse on it, it will show the comment.
16) To move to the previous worksheet and to next sheet, what keys will you press?
To move to the previous worksheet you will use the keys Ctrl+PgUp, and to move to the next sheet you will use keys Ctrl+PgDown.

You will use Advanced Criteria Filter, to analyse the list or if more than two conditions should be tested.

19) What is the benefit of using formula in excel sheet?
Calculating the numbers in excel sheet, not only help you to give the
final ‘sum up’ of the number but, it also calculate automatically the
number replaced by another number or digit. Through excel sheet, the
complex calculations becomes easy like payroll deduction or averaging
the student’s result.
20) What is the “What If” condition in excel formulas?
The “What If” condition is used to change the data in Microsoft excel formulas to give different answers.
Example: You are buying a new car and want to calculate the exact amount
of tax that will be levied on it then you can use the “What If”
function. For instance there is three cells A4,B4 and C4. First cell
says about the amount, second cell will tell about the percentage
(7.5%) of tax and final cell will calculate the exact amount of tax.
21) How you can disable the automating sorting in pivot tables?
To disable the automating sorting in pivot tables,
Go to > “More Sort Options”> Right Click “Pivot table” >
Select “Sort” menu > Select “ More Options” > Deselect the “
Sort automatically when the report is created”.
22) What is the AND function does in excel?
Like IF function, AND function also does the logical function. To check
whether the output will be true or false the AND function will evaluate
at least one mathematical expression located in another cell in the
spreadsheet. If you want to see the final result or output of more than
one cells in single cell it is possible by using AND function.
Example: If you have two cells, A1 and A2, and the value you put in
those two cells are >5 and you want result should display as ‘TRUE’
in cell B1 if value>5, and ‘False’ if any of those values<5. You
can use AND function to do that.
23) How cell reference is useful in the calculation?
In order to avoid writing the data again and again forcalculating
purpose, cell reference is used. When you write any formula, for
specific function, you need to direct excel the specific location of
that data. This location is referred as, cell reference. So, every time a
new value added to the cell, the cell will calculate according to the
reference cell formula.
