Ref: - (i) This office letter number 9-6/2007-PO dated 1.7.2010.

         (ii) This office letter number 9-6/2007-PO dated 12.8.2011

         (iii) This office letter number 9-6/2007-PO (Pt) dated 6.2.2012

        Kindly refer to this office letters cited above regarding introduction and procurement of Departmental Remotely Managed Franking Machines in place of Electronic Franking Machines in Departmental Offices i.e. Post offices/Speed Posts Centers/Mail Business Centers etc.

        2.  The matter for replacement of Electronic Franking Machines in Departmental Offices with Remotely Managed Franking Machines has been re-examined in this office keeping in view availability of funds under plan Head during 12^th plan period (2012-17). The instructions contained herein will have no bearing on the migration plan of private RMFMs and the deadline for their replacement (Private RMFMs) continues to be 30.06.13. The competent authority has ordered that the phasing out of Departmental Electronic Franking Machines and its replacement with Remotely Managed Franking Machines in Departmental offices will be effected in the following manner: -

(i)     Departmental Electronic Franking Machines will be allowed to operate by the Circles till 31.3.2016 provided the said machines are giving satisfactory service. However, major expenditure on uneconomic repair should be avoided.

(ii)   No Electronic Departmental Franking Machines will be allowed to operate beyond 31.3.2016.

(iii)   The Chief PMG can consider purchasing Remotely Managed Franking Machines available at DGS&D rate contract subject to availability of Plan funds under Plan activity from time to time. This purchase under Plan funds will be based on the allocation of physical targets and funds provided by the Directorate in 12^th Five Year Plan, annually. Earlier instructions allowing consultation with CIFA are superseded.

(iv)   Both low and high speed Remotely Managed Franking Machine may be hired on click charge basis, if hiring is found economical and cost effective at Circle level observing usual formalities.

(v)   Contracts on click charge basis of Electronic Franking Machines already hired by Circle should not, in any case, exceed 30.6.2013.

        3.  It is requested that necessary action may kindly be taken in pursuance of instructions stated above. This may also be brought to the notice of all concerned for strict compliance.

New Norms for Credit Cards

Reserve Bank of India (RBI) vide Circular dated 28.02.2013on “Security and Risk Mitigation Measures for Electronic Payment Transactions” has directed banks to put in place the following safety measures for Credit and Debit Card Transactions : 

• All new debit and credit cards to be issued only for domestic usage unless international use is specifically sought by the customer. Such cards enabling international usage will have to be essentially EMV Chip and Pin enabled. (By June 30, 2013). 

• Issuing banks should convert all existing Magstripe cards to EMV Chip card for all customers who have used their cards internationally at least once (for/through e-commerce/ATM/POS) (By June 30, 2013). 


• All the active Magstripe international cards issued by banks should have threshold limit for international usage. The threshold should be determined by the banks based on the risk profile of the customer and accepted by the customer (By June 30,2013). 

• Banks should ensure that the terminals installed at the merchants for capturing card payments (including the double swipe terminals used) should be certified for PCI-DSS (Payment Card Industry – Data Security Standards) and PA-DSS (Payment Applications – Data Security Standards) (By June 30,2013). 

• Bank should frame rules based on the transaction pattern of the usage of cards by the customers in coordination with the authorized card payment networks for arresting fraud (By June 30, 2013). 

• Banks should ensure that all acquiring infrastructure that is currently operational on IP (internet protocol) based solutions are mandatorily made to go through PCI-DSS and PA-DSS certification. This should include acquirers, processors/aggregators and large merchants (By June 30, 2013). 

• Banks should move towards real time fraud monitoring system at the earliest. 

• Banks should provide easier methods (like SMS) for the customer to block his card and get a confirmation to that effect after blocking the card. 

• Banks should move towards a system that facilitates implementation of additional facilitates implementation of additional factor of authentication for cards issued in India and used internationally (transactions acquired by banks located abroad). 

After discussions with Banks, the RBI had issued the guidelines vide Circular dated 28.02.2013 on “Security and Risk Mitigation Measures for Electronic Payment Transactions”. 

This was stated by Minister of State for Finance, Shri Namo Narain Meena, in Lok Sabha today.

Sub: - Introduction of Barcode for Parcels: Specifications regarding.

           

The matter regarding restricting of the existing network for parcel operation is currently under examination at this Directorate. It has been decided to provide track and trace feature for the three proposed parcel products, i.e., “Express Parcel”, “Business Express Parcel” and “Business Parcel” as well as for Registered Parcel. It has further been decided to introduce barcode on all categories of parcel articles and bags including ordinary parcels. However, track and trace feature would not be available for ordinary parcels.

2.         A new application software for processing of parcels at Parcel Processing Centres (nomenclature yet to be decided for these mail offices) is being developed by CEPT Mysore. Provisions are also being made for computerized booking and printed barcode stickers shall also be used for posting/ acceptance of parcel in bulk at Centres to be created for this purpose.

3.         The structure of the bar code for parcel articles will be the same as prescribed for Speed Post articles, i.e., Code 39 symbology with 13-character alpha numeric combination as per the UPU standards. The first two alpha characters would be in the range of “CA to CZ” for parcels. For example, a parcel booked in Maharashtra Circle will have a barcode as “CMxxxxxxxxxIN”, where “CM” reflects the bar code series allotted to Maharashtra Circle for parcels, the next 8 digits being in serial order and the 9^th digit being the check digit and “IN” denoting “India”. The bar code series allocated to the Circles for the purpose of prcels is given in the Annexure 1. Same series of barcodes would be used for all categories of parcels. Further, the same series of bar code, as allotted to the Circles, will be used for both domestic and international parcels. Accordingly, this memo supersedes Directorate memo No.28-2/2003-CF dated 9.11.2004 and 13.12.2004 containing barcode series for international parcels. Specifications for barcodes to be used on parcel articles are given in Annexure 2.

4.         All parcel bags would carry a bag label containing a barcode. The barcode series allocated to the Circles for parcel bags is given at Annexure 3. There would be two separate bags label for parcels bags- One for “Express Parcel” bag and the other for rest of the parcel bags. The design and specification for Express Parcel bags and other categories of parcel bags are given Annexure 4 and Annexure 5 respectively.

5.         The new network for parcel operations, use of the new software and track and trace features are likely to be operationalzed in April 2013. Therefore, Circles may complete action on assessment of the quantity of barcode stickers (articles level) and bag labels required for booking and processing of parcels and place the orders for procurement of these items by 31^st March 2013.

Negative List Updation Patch - Updated upto 31/01/2013

The file 'NL_20130131.exe' should be copied to DBAnalyzer folder and executed after completion of day's transactions. This will update the negative list upto 31/01/2013  in Sanchay Post.

In addition to Negative List, updations relating to PINCODE details are also done in the database. Hence, execution of this patch will take longer than the usual updation time. System Administrators should ensure that the server is not switched off till successful execution of the patch.

This patch file updates the negative list available in Sanchay Post software. To confirm updation, use the "Database Discrepancies >> NSC >> Details of Negative List Updation" option available in DBAnalyzer software.
