10 reasons why PCs crash U must Know
Fatal error: the system has become unstable or is busy," it says. "Enter to return to Windows or press Control-Alt-Delete to restart your computer. If you do this you will lose any unsaved information in all open applications."

You have just been struck by the Blue Screen of Death. Anyone who uses Mcft Windows will be familiar with this. What can you do? More importantly, how can you prevent it happening?

1 Hardware conflict
The number one reason why Windows crashes is hardware conflict. Each hardware device communicates to other devices through an interrupt request channel (IRQ). These are supposed to be unique for each device.

For example, a printer usually connects internally on IRQ 7. The keyboard usually uses IRQ 1 and the floppy disk drive IRQ 6. Each device will try to hog a single IRQ for itself.

If there are a lot of devices, or if they are not installed properly, two of them may end up sharing the same IRQ number. When the user tries to use both devices at the same time, a crash can happen. The way to check if your computer has a hardware conflict is through the following route:

* Start-Settings-Control Panel-System-Device Manager.

Often if a device has a problem a yellow '!' appears next to its description in the Device Manager. Highlight Computer (in the Device Manager) and press Properties to see the IRQ numbers used by your computer. If the IRQ number appears twice, two devices may be using it.

Sometimes a device might share an IRQ with something described as 'IRQ holder for PCI steering'. This can be ignored. The best way to fix this problem is to remove the problem device and reinstall it.

Sometimes you may have to find more recent drivers on the internet to make the device function properly. A good resource is www.driverguide.com. If the device is a soundcard, or a modem, it can often be fixed by moving it to a different slot on the motherboard (be careful about opening your computer, as you may void the warranty).

When working inside a computer you should switch it off, unplug the mains lead and touch an unpainted metal surface to discharge any static electricity.

To be fair to Mcft, the problem with IRQ numbers is not of its making. It is a legacy problem going back to the first PC designs using the IBM 8086 chip. Initially there were only eight IRQs. Today there are 16 IRQs in a PC. It is easy to run out of them. There are plans to increase the number of IRQs in future designs.
2 Bad Ram
Ram (random-access memory) problems might bring on the blue screen of death with a message saying Fatal Exception Error. A fatal error indicates a serious hardware problem. Sometimes it may mean a part is damaged and will need replacing.

But a fatal error caused by Ram might be caused by a mismatch of chips. For example, mixing 70-nanosecond (70ns) Ram with 60ns Ram will usually force the computer to run all the Ram at the slower speed. This will often crash the machine if the Ram is overworked.

One way around this problem is to enter the BIOS settings and increase the wait state of the Ram. This can make it more stable. Another way to troubleshoot a suspected Ram problem is to rearrange the Ram chips on the motherboard, or take some of them out. Then try to repeat the circumstances that caused the crash. When handling Ram try not to touch the gold connections, as they can be easily damaged.

Parity error messages also refer to Ram. Modern Ram chips are either parity (ECC) or non parity (non-ECC). It is best not to mix the two types, as this can be a cause of trouble.

EMM386 error messages refer to memory problems but may not be connected to bad Ram. This may be due to free memory problems often linked to old Dos-based programmes.
3 BIOS settings
Every motherboard is supplied with a range of chipset settings that are decided in the factory. A common way to access these settings is to press the F2 or delete button during the first few seconds of a boot-up.

Once inside the BIOS, great care should be taken. It is a good idea to write down on a piece of paper all the settings that appear on the screen. That way, if you change something and the computer becomes more unstable, you will know what settings to revert to.

A common BIOS error concerns the CAS latency. This refers to the Ram. Older EDO (extended data out) Ram has a CAS latency of 3. Newer SDRam has a CAS latency of 2. Setting the wrong figure can cause the Ram to lock up and freeze the computer's display.

Mcft Windows is better at allocating IRQ numbers than any BIOS. If possible set the IRQ numbers to Auto in the BIOS. This will allow Windows to allocate the IRQ numbers (make sure the BIOS setting for Plug and Play OS is switched to 'yes' to allow Windows to do this.).
4 Hard disk drives
After a few weeks, the information on a hard disk drive starts to become piecemeal or fragmented. It is a good idea to defragment the hard disk every week or so, to prevent the disk from causing a screen freeze. Go to

* Start-Programs-Accessories-System Tools-Disk Defragmenter

This will start the procedure. You will be unable to write data to the hard drive (to save it) while the disk is defragmenting, so it is a good idea to schedule the procedure for a period of inactivity using the Task Scheduler.

The Task Scheduler should be one of the small icons on the bottom right of the Windows opening page (the desktop).

Some lockups and screen freezes caused by hard disk problems can be solved by reducing the read-ahead optimisation. This can be adjusted by going to

* Start-Settings-Control Panel-System Icon-Performance-File System-Hard Disk.

Hard disks will slow down and crash if they are too full. Do some housekeeping on your hard drive every few months and free some space on it. Open the Windows folder on the C drive and find the Temporary Internet Files folder. Deleting the contents (not the folder) can free a lot of space.

Empty the Recycle Bin every week to free more space. Hard disk drives should be scanned every week for errors or bad sectors. Go to

* Start-Programs-Accessories-System Tools-ScanDisk

Otherwise assign the Task Scheduler to perform this operation at night when the computer is not in use.
5 Fatal OE exceptions and VXD errors
Fatal OE exception errors and VXD errors are often caused by video card problems.

These can often be resolved easily by reducing the resolution of the video display. Go to

* Start-Settings-Control Panel-Display-Settings

Here you should slide the screen area bar to the left. Take a look at the colour settings on the left of that window. For most desktops, high colour 16-bit depth is adequate.

If the screen freezes or you experience system lockups it might be due to the video card. Make sure it does not have a hardware conflict. Go to

* Start-Settings-Control Panel-System-Device Manager

Here, select the + beside Display Adapter. A line of text describing your video card should appear. Select it (make it blue) and press properties. Then select Resources and select each line in the window. Look for a message that says No Conflicts.

If you have video card hardware conflict, you will see it here. Be careful at this point and make a note of everything you do in case you make things worse.

The way to resolve a hardware conflict is to uncheck the Use Automatic Settings box and hit the Change Settings button. You are searching for a setting that will display a No Conflicts message.

Another useful way to resolve video problems is to go to

* Start-Settings-Control Panel-System-Performance-Graphics

Here you should move the Hardware Acceleration slider to the left. As ever, the most common cause of problems relating to graphics cards is old or faulty drivers (a driver is a small piece of software used by a computer to communicate with a device).

Look up your video card's manufacturer on the internet and search for the most recent drivers for it.
6 Viruses
Often the first sign of a virus infection is instability. Some viruses erase the boot sector of a hard drive, making it impossible to start. This is why it is a good idea to create a Windows start-up disk. Go to

* Start-Settings-Control Panel-Add/Remove Programs

Here, look for the Start Up Disk tab. Virus protection requires constant vigilance.

A virus scanner requires a list of virus signatures in order to be able to identify viruses. These signatures are stored in a DAT file. DAT files should be updated weekly from the website of your antivirus software manufacturer.

An excellent antivirus programme is McAfee VirusScan by Network Associates ( www.nai.com). Another is Norton AntiVirus 2000, made by Symantec ( www.symantec.com).
7 Printers
The action of sending a document to print creates a bigger file, often called a postscript file.

Printers have only a small amount of memory, called a buffer. This can be easily overloaded. Printing a document also uses a considerable amount of CPU power. This will also slow down the computer's performance.

If the printer is trying to print unusual characters, these might not be recognised, and can crash the computer. Sometimes printers will not recover from a crash because of confusion in the buffer. A good way to clear the buffer is to unplug the printer for ten seconds. Booting up from a powerless state, also called a cold boot, will restore the printer's default settings and you may be able to carry on.
8 Software
A common cause of computer crash is faulty or badly-installed software. Often the problem can be cured by uninstalling the software and then reinstalling it. Use Norton Uninstall or Uninstall Shield to remove an application from your system properly. This will also remove references to the programme in the System Registry and leaves the way clear for a completely fresh copy.

The System Registry can be corrupted by old references to obsolete software that you thought was uninstalled. Use Reg Cleaner by Jouni Vuorio to clean up the System Registry and remove obsolete entries. It works on Windows 95, Windows 98, Windows 98 SE (Second Edition), Windows Millennium Edition (ME), NT4 and Windows 2000.

Read the instructions and use it carefully so you don't do permanent damage to the Registry. If the Registry is damaged you will have to reinstall your operating system. Reg Cleaner can be obtained from www.jv16.org

Often a Windows problem can be resolved by entering Safe Mode. This can be done during start-up. When you see the message "Starting Windows" press F4. This should take you into Safe Mode.

Safe Mode loads a minimum of drivers. It allows you to find and fix problems that prevent Windows from loading properly.

Sometimes installing Windows is difficult because of unsuitable BIOS settings. If you keep getting SUWIN error messages (Windows setup) during the Windows installation, then try entering the BIOS and disabling the CPU internal cache. Try to disable the Level 2 (L2) cache if that doesn't work.

Remember to restore all the BIOS settings back to their former settings following installation.

9  Overheating
Central processing units (CPUs) are usually equipped with fans to keep them cool. If the fan fails or if the CPU gets old it may start to overheat and generate a particular kind of error called a kernel error. This is a common problem in chips that have been overclocked to operate at higher speeds than they are supposed to.

One remedy is to get a bigger better fan and install it on top of the CPU. Specialist cooling fans/heatsinks are available from www.computernerd.com or www.coolit.com

CPU problems can often be fixed by disabling the CPU internal cache in the BIOS. This will make the machine run more slowly, but it should also be more stable.
10  Power supply problems
With all the new construction going on around the country the steady supply of electricity has become disrupted. A power surge or spike can crash a computer as easily as a power cut.

If this has become a nuisance for you then consider buying a uninterrupted power supply (UPS). This will give you a clean power supply when there is electricity, and it will give you a few minutes to perform a controlled shutdown in case of a power cut.

It is a good investment if your data are critical, because a power cut will cause any unsaved data to be lost.

How to Boot Windows XP Faster



First of all, this tweak only apply to those who only have one HDD on their primary IDE channel (nothing else on device 0 or 1) and a CD-ROM and/or DVD-ROM on the secondary IDE channel. Each time you boot Windows XP, there's an updated file called NTOSBOOT-*.pf who appears in your prefetch directory (%SystemRoot%Prefetch) and there's no need to erease any other files as the new prefetch option in XP really improves loading time of installed programs. We only want WindowsXP to boot faster and not decrease its performance. Thanks to Rod Cahoon (for the prefetch automation process...with a minor change of mine) and Zeb for the IDE Channel tweak as those two tricks, coupled together with a little modification, result in an EXTREMELY fast bootup:

1. Open notepad.exe, type "del c:windowsprefetch tosboot-*.* /q" (without the quotes) & save as "ntosboot.bat" in c:
2. From the Start menu, select "Run..." & type "gpedit.msc".
3. Double click "Windows Settings" under "Computer Configuration" and double click again on "Shutdown" in the right window.
4. In the new window, click "add", "Browse", locate your "ntosboot.bat" file & click "Open".
5. Click "OK", "Apply" & "OK" once again to exit.
6. From the Start menu, select "Run..." & type "devmgmt.msc".
7. Double click on "IDE ATA/ATAPI controllers"
8. Right click on "Primary IDE Channel" and select "Properties".
9. Select the "Advanced Settings" tab then on the device 0 or 1 that doesn't have 'device type' greyed out select 'none' instead of 'autodetect' & click "OK".
10. Right click on "Secondary IDE channel", select "Properties" and repeat step 9.
11. Reboot your computer.

WindowsXP should now boot REALLY faster.

Army Postal Service - A brief History



Origin of APS dates back to 1856 when the first FPO accompanied the British Expeditionary forces to Persia. FPOs continued to be requisitioned by the Army from the Dept of Posts to accompany Expeditionary Forces till World War I. During World War II volunteers from the Dept of P & T were drawn as combatants to run the FPOs. In 1947 when Indian troops were rushed to J & K, the handful of personnel, who remained with the occupation forces in Japan, were sent to provide postal services to the troops. This group germinated into the present Army Postal Service. 

Initially the organisation was affiliated to the ASC. In Mar 1972, APS was formed into a separate Corps.

.ദീപാവലി ആശംസകള്‍




 



















ഭാരതമൊട്ടാകെ ആചാരമാക്കിയിട്ടുള്ളോരു ദീപോത്സവമാണ് തുലാമാസത്തില്‍ അരങ്ങേറാറുള്ള ദീപാവലി. ഈ ആഘോഷത്തിനു പിന്നില്‍ ഐതിഹാസ്യപരമായും ആത്മീയപരമായും പല പല കഥകള്‍ പ്രചാരത്തിലുണ്ട് . അവയില്‍ ആത്മീയപരമായി പ്രചാരത്തിലുള്ള കഥ നരകാസുരനെ ഭഗവാ൯ ശ്രീ മഹാവിഷ്‌ണു നിഗ്രഹിച്ചു എന്നുള്ളതാണ്. പത്നിസമേതനായിട്ടാണ് ഭഗവാ൯ ആ കൃത്യം നിര്‍വഹിച്ചത്. അന്ന് തുലാമാസത്തിലെ കൃഷ്ണപക്ഷ ചതുര്‍ദശിയായിരുന്നു. നരകാസുരവധത്തോടെ ആ ദിനത്തിനു നരകചതുര്‍ദ്ധശി എന്നും പേരായി.
 
ഭൂമി പുത്രനായിരുന്നെങ്കിലും അതിക്രൂരനും അതിനിഷ്ടൂരനുമായിരുന്ന ഒരസുരനായിരുന്നു നരകാസുര൯. പണ്ട് ഹിരണ്യാക്ഷ൯ എന്ന അസുര൯ സ്വന്തം കായബലത്താല്‍ അഹങ്കരിച്ചു ഭൂലോകവാസികളേയും ദേവലോകവാസികളേയും കണ്ടമാനം ഉപദ്രവിച്ചിരുന്നു. ഭീകരനായ ഒരു കാട്ടു പന്നിയുടെ രൂപം ധരിച്ചു കൊണ്ടു സ്വന്തം ഗദാ പ്രയോഗത്താല്‍ അവ൯ സമുദ്രമാകെ ഇളക്കി മറിച്ചു . ദേഹമാകെ മുറിവേറ്റ വേദനയാല്‍ വരുണദേവ൯ ശ്രീ മഹാവിഷ്ണുവിന്റെ മു൯പില്‍ ചെന്ന് തന്റെ സങ്കടമുണര്‍ത്തിച്ചു. അധര്‍മ്മം മനസ്സിലാക്കിയ ഭഗവാ൯ രോഷത്തോടെ ഹിരണ്യാക്ഷ നിഗ്രഹത്തിനായി യോഗനിദ്രയില്‍ നിന്നുണര്‍ന്നു. കാര്യം മനസ്സിലാക്കിയ ഹിരണ്യാക്ഷ൯ ശീഘ്രം തന്റെ നീണ്ട തേററയാല്‍ ഭൂമി ദേവിയെ കോരിയെടുത്ത് കൊണ്ട് അപ്രത്യക്ഷനായി. പാതാളത്തിലേയ്ക്കായിരുന്നു അവ൯ കടന്നത് . ആ സമത്ത് ഭൂമി ദേവിയുടെ മേനിയും ഹിരണ്യാക്ഷന്റെ കൊമ്പുമായി സമ്പര്‍ക്കമുണ്ടായി. അതോടെ ഗര്‍ഭിണിയായ ഭൂമിദേവി ഉടനെ പ്രസവിക്കുകയും ചെയ്തു. പിറവിയെടുത്തത് അതി ശക്തനായ ഒരസുര ശിശുവായിരുന്നു. ഭൂമിദേവിയുടെ ദയനീയത കണ്ടു മനമലിഞ്ഞ ശ്രീ മഹാവിഷ്ണു അസുരനില്‍ നിന്നും ദേവിയെ മോചിതനാക്കി. അശുദ്ധിയില്‍ നിന്നാണ് ജനനമെങ്കിലും തന്റെ കുഞ്ഞിനെ രക്ഷിക്കണെ എന്ന് ഭൂമിദേവി ഭഗവാനോട് അഭ്യര്‍ത്ഥിച്ചു. ഭഗവാ൯ അവന് നരക൯ എന്നു പേരിട്ടു. എന്നിട്ടു ആ ബാലന് നാരായണാസ്ത്രം നല്‍കി അനുഗ്രഹിച്ചു. ആ ആയുധം കയ്യിലുള്ളിടത്തോളം പത്നി സമേതനായ ശ്രീഹരിക്കല്ലാതെ മറ്റാര്‍ക്കും അവനെ വധിക്കാനാവില്ലെന്നു വരസിദ്ധിയും കൊടുത്തു.

എന്നാല്‍ ഭഗവാനില്‍ നിന്നുള്ള വരലബ്ധിയില്‍ നരക൯ മഹാഅഹങ്കാരിയായി മാറി. ദേവന്മാരോട് അവന് കൊടുംപകയായിരുന്നു. ദേവസ്ത്രീകളെ ബലാല്‍ക്കാരം ചെയ്യാനും കാണുന്ന മാത്രയില്‍ ദേവന്മാരെ ഉപദ്രവിക്കാനും അവന് യാതൊരു മടിയുമുണ്ടായിരുന്നില്ല. പ്രാഗ് ജ്യോതിഷം എന്ന നഗരമായിരുന്നു അവന്റെ രാജ്യതലസ്ഥാനം. അസുരന്മാര്‍ക്കല്ലാതെ മറ്റാര്‍ക്കും അവിടെ പ്രവേശിക്കുവാനുള്ള അനുവാദവും നരക൯ കൊടുത്തിരുന്നില്ല.


ഒരു ദിവസം സ്വശക്തിയില്‍ മദോന്മത്തനായ് അവ൯ ദേവേന്ദ്രന്റെ വാസസ്ഥലത്ത് ചെന്ന് അദ്ദേഹത്തിന്റെ സ്ഥാനചിഹ്നങ്ങളായ വെണ്‍കൊറ്റക്കുടയും കിരീടവും കൈയ്ക്കലാക്കുകയും ഇന്ദ്രമാതാവായ അദിതിയുടെ വൈരക്കമ്മലുകള്‍ സ്വന്തമാക്കുകയും ചെയ്തു. പ്രാണഭീതിയോടെ ഇന്ദ്ര൯ മഹാവിഷ്ണുവിനെ അഭയം പ്രാപിച്ചു. ഭഗവാ൯ മഹാലക്ഷ്മിയോടൊപ്പം ഗരുഢാരുഢനായിപ്രാഗ് ജ്യോതിഷത്തിലെത്തി നരകാസുരനുമായി യുദ്ധം തുടങ്ങി. അന്ന്‍ തുലാമാസത്തിലെ കറുത്ത പക്ഷ ചതുര്‍ദ്ദശിയായിരുന്നു. അര്‍ദ്ധരാത്രി കഴിഞ്ഞ പാടെയാണ് ഭഗവാ൯ നരകാസുരനെ വധിച്ചത് പിന്നെ ബ്രാഹ്മമുഹൂര്‍ത്തം കഴിയവെ ഗംഗാ തീര്‍ത്ഥത്തിലെത്തി ദേഹശുദ്ധി വരുത്തി . വീണ്ടെടുത്ത സ്ഥാന ചിഹ്നങ്ങളും വൈരക്കമ്മലുകളും തന്റെ ആശ്രിതനായ ദേവേന്ദ്രനെ തിരിച്ചേല്പിക്കുകയും ചെയ്തു .


അസുര വധത്താല്‍ അത്യാഹ്ലാദം പൂണ്ട ദേവന്മാര്‍ ദീപ പ്രകാശത്തോടും കരഘോഷത്തോടും മധുര ഭക്ഷണത്തോടും ദേവലോകം പ്രകാശപൂരിതമാക്കി. ആ സ്മരണയുടെ ചുവടുപിടിച്ചാണ് ദീപാവലി ഭൂമിയിലും പ്രകാശപൂര്‍ണമായ ഒരാചാരമായി മാറിയത്‌.

മറ്റൊരൈതിഹ്യം 

ഭഗവാ൯ ശ്രീരാമചന്ദ്രന്റെ ദുഷ്ടനിഗ്രഹത്തിനെ ആധാരപ്പെടുത്തിയുള്ളതാണ്. രാവണ നിഗ്രഹത്തിനു ശേഷം അഗ്നിശുദ്ധി വരുത്തിയ സീതാദേവിയോടൊപ്പം ഭഗവാ൯ അയോദ്ധ്യയിലേയ്ക്ക്‌ മടങ്ങിയത് തുലാമാസത്തിലെ കറുത്തപക്ഷ ചതുര്‍ദ്ദശിയിലായിരുന്നു. പത്നി സമേതനായി തിരിച്ചെത്തിയ മഹാരാജാവിനെ അത്യാഘോഷ പൂര്‍വ്വമായാണ് അയോദ്ധ്യാവാസികള്‍ സ്വീകരിച്ചത്. ആ ഓര്‍മ്മ പുതുക്കലിലുടെ അത് ഭാരതത്തിലാകമാനമുള്ള ദേശീയോത്സവമായിത്തീര്‍ന്നു. രണ്ട് ഐതിഹ്യങ്ങളിലേയും പൊരുള്‍ ഒന്നുതന്നെ. ദുഷ്ട നിഗ്രഹത്തിലുടെ ഭൂമി പ്രകാശമാനമാക്കി എന്ന തത്വം. ആ പ്രകാശം ദീപോത്സവമാക്കി നമ്മള്‍ ആഘോഷിക്കുന്നു.

ഇവ കുടാതെ മഹാബലിയുമായി ബന്ധപ്പെട്ടു കൊണ്ടും ഒരു ദീപാവലിയാഘോഷം ചിലയിടങ്ങളില്‍ നടത്താറുണ്ട്. അതുകുടുതലും ഉത്തരേന്ത്യയിലെ ബ്രാഹ്മണ കുടുംബങ്ങളിലെ ചടങ്ങ് ആണ്. "വലിയ ചന്ദ്രനെ വരുത്തല്‍" എന്ന കര്‍മ്മത്തിലൂടെ മഹാബലി പൂജ നടത്തി അവര്‍ അദ്ദേഹത്തെ കളത്തില്‍ വരുത്തും എന്നാണ് സങ്കല്പം. പൂജകള്‍ക്ക്‌ ശേഷം ബലി ചക്രവര്‍ത്തിയെ പാതാളത്തിലേയ്ക്ക്‌ തിരിച്ചയയ്ക്കല്‍ ചടങ്ങുമുണ്ടാകും . ഒന്നാം ദിവസം കിണറ്റില്‍ നിന്നെടുക്കുന്ന ജലം എല്ലാ പൂജകള്‍ക്കും ശേഷം മൂന്നാം ദിവസം അതേ കിണറ്റിലേയ്ക്കു തന്നെ തിരിച്ചോഴിക്കും. തിന്മയെ ശുദ്ധീകരിച്ചു നന്മയാക്കി മാറ്റുകയും അതു നമ്മള്‍ സ്വീകരിക്കുകയും ചെയ്യുന്നു എന്നുള്ള തത്വമായിരിക്കും ഒരു പക്ഷെ ഇതിലെല്ലാം അടങ്ങിയിരിക്കുന്ന മൂലാധാരം. പ്രകാശം നല്‍കുക എന്നുള്ളതാണല്ലോ ദീപങ്ങളുടെ ധര്‍മ്മം. അതിലുടെ നമ്മള്‍ പലതും കാണുന്നു, അറിയുന്നു, അനുഭവിക്കുന്നു. ദീപാവലിക്കു തൊട്ടു മു൯പുള്ള അമാവാസി ദിനം പിതൃബലിക്കും പുണ്യതീര്‍ത്ഥസ്നാനത്തിനും ഉത്തമമായിട്ടാണ് കണക്കാക്കുന്നത്.


വ്രതാനുഷ്ടാനങ്ങള്‍ക്കും ആഘോഷങ്ങള്‍ക്കും തൈല സേചനം അപൂര്‍വ്വമാണെന്നാണ് ആചാരം എന്നാല്‍ ദീപാവലിയില്‍ പരമപ്രധാനം അംഗപ്രത്യംഗ എണ്ണ തേച്ചു കൊണ്ടുള്ള പ്രഭാത സ്നാനമാണ് എന്തെന്നാല്‍ ആ പുണ്യ ദിനത്തില്‍ മഹാലക്ഷ്മി എണ്ണയിലും ഗംഗാ ദേവി ജലത്തിലും സാന്നിദ്ധ്യപ്പെടും. മാത്രമല്ല ചതുര്‍ദ്ദശിയിലെ പ്രഭാത സ്നാനം സര്‍വ്വൈശ്വര്യങ്ങളും പ്രദാനം ചെയ്യുമെന്നാണ് വിശ്വാസം. അതിലൂടെ അപമൃത്യുവും അകാലമൃത്യുവും കീഴടക്കാം. നരകലോകം അന്യമാക്കാം. ദീപാവലിയുടെ അനുഷ്ഠാനങ്ങളെക്കുറിച്ച് ശ്രീ പരമേശ്വര൯ പുത്ര൯ ഷണ്മുഖനെ ഉപദേശിക്കുന്നത് പത്മ പുരാണത്തില്‍ വിവരിക്കുന്നുണ്ട് .


തൈലേ ലക്ഷ്മിര്‍ ജലേ ഗംഗാ

പ്രാത സ്നാനാം ഹിയ കുത്യാത്
യമലോകം നപശുതി .

മേല്‍പ്പറഞ്ഞ അനുഷ്ഠാനങ്ങള്‍ മാത്രമല്ല ദീപാവലിയുടെ പ്രത്യേകതകള്‍. എണ്ണ തേച്ചുകുളി വിഭവ സമൃദ്ധമായ സദ്യ പ്രകാശമയമായ അന്തരീക്ഷം ഇവ ബാഹ്യമായ അന്ധകാരത്തെ അകറ്റുന്നതിലുപരി ആന്തരികമായ തമസ്സിനേയും ഇല്ലാതാക്കുന്നു. അധര്‍മ്മത്തിനെ ഇല്ലാതാക്കാനുള്ള നിയോഗം ധര്‍മ്മത്തിന്റെതാണല്ലോ. മനുഷ്യരാശികളില്‍ സ്വയമേവ അന്തര്‍ലീനമായിരിക്കുന്നു. ആസുരിക ശക്തികളെ അന്യമാക്കാനും സമഭാവനതകളും കാരുണ്യത്തിന്റെ ത്രിമാനങ്ങളും അവിടെ നിറയ്ക്കാനും ദീപാവലിയുടെ അനുഷ്ഠാനങ്ങള്‍ ഉപയുക്തമാകുന്നുണ്ട് . നരകാസുരനും രാവണനും തിന്മയുടെ പ്രതിബിംബങ്ങളാണല്ലോ. അവരെ ഇല്ലാതാക്കി നിത്യമായ സ്വച്ഛതയും സമാധാനവും ഭൂമിയില്‍ വിതറാ൯ ഭഗവാ൯ നിയുക്തനായതും ധര്‍മ്മ സംരക്ഷണം മു൯നിര്‍ത്തിക്കൊണ്ടാണ്.


ഇവയൊന്നും കുടാതെ ജൈനമതക്കാരുടെ ഇടയില്‍ മറ്റൊരു കഥ കുടി ദീപാവലിയെക്കുറിച്ച് പ്രചാരത്തിലുണ്ട്. ജൈനമത സ്ഥാപകനായ വര്‍ദ്ധമാനമഹാവീരനെ അറിവിന്റെ വെളിച്ചമായിട്ടാണ് കണക്കാക്കപ്പെടുന്നത്. അദ്ദേഹം നഷ്ട ശരീരനായിതീര്‍ന്നെങ്കിലും ജൈനമതക്കാര്‍ ഇപ്പോഴും ആ വെളിച്ചം ഉള്‍ക്കൊള്ളുന്നുണ്ട്. അതിന്റെ ഓര്‍മ്മ പുതുക്കലായിട്ടാണ് ജൈനമതക്കാര്‍ ദീപാവലി കൊണ്ടാടുന്നത്. പ്രകാശം തമോമയമായതെന്തും ഇല്ലാതാക്കും എന്നാ തത്വത്തില്‍ അവര്‍ അടിയുറച്ച് വിശ്വസിക്കുന്നുണ്ട്.


ദീപാവലി ദിനത്തില്‍ ദേഹശുദ്ധിയോടെ മീനാക്ഷി പഞ്ചരത്നവും ഭവാനി അഷ്ടകവും ജപിക്കുന്നത് ഐശ്വര്യദായകവും അഭിഷ്ട സിദ്ധി പ്രദവുമാണ്. ഒ൯പതു തിരിയുള്ള നെയ്യ് വിളക്ക് തെളിയിച്ചു അതിനു മുന്നിലിരുന്നു വേണം അത് ജപിക്കാ൯.


ഏതു നിഷ്ഠയിലൂടെയാണെങ്കിലും ദീപാവലി മനുഷ്യരാശിയിലെ തിന്മകളെ തൊട്ടു വെളുപ്പിക്കുന്നൊരു പ്രകാശ ബിന്ദുവാണ്. നമുക്കത് നിത്യ പ്രഭയുടെ ജാജ്ജ്വലുതയോടെ ആസ്വദിക്കാം - അനുഭവിക്കാം

CHARTER OF DEMANDS

1.       Appoint Seventh Pay Commission for revision of wages of Central Government Employees including Gramin Dak Sevaks from 01.01.2011.

2.       Grant merger of 50% DA to all including Gramin Dak Sevaks from 01.01.2011.

3.       Remove restrictions on Compassionate appointments.

4.       Departmentalization of GDS and grant them all benefits of regular employees. Revise cash handling norms; withdraw open market recruitment in Postmen/MTS, Grant full protection of TRCA. Grant Time bound promotions. Implement Medical reimbursement Scheme etc.

5.       End Bonus discrimination and enhance the bonus ceiling of GDS to 3500/-

6.       Regularize the Casual, Part-time, contingent employees and grant revise pro-rata wages from 1.1.2006.

7.       Revise Overtime allowance and Night Duty allowance.       

8.       Stop downsizing, outsourcing, Contractorisation and privatization.

9.       Grant Five promotions to all.

10.     Implement all Arbitration awards.

11.     Ensure prompt functioning of JCM at all levels.

12.     Withdraw PFRDA Bill.

13.     Stop price rise and strengthen public distribution system.

14.     Withdraw all trade union victimization.

15.     Enact laws to grant Right to Strike to Government employees.

Medical Disability during the course of employment



Central Administrative Tribunal (CAT) says the employee should be reinstated as the disability occurred  during the course of employment

The Central Administrative Tribunal on Monday came to the rescue of a BSNL junior technical officer (JTO) left partially paralysed by a stroke, directing the principal chief engineer of BSNL, Tamil Nadu zone, to allow him to report for duty in his post. The tribunal said the telecom company would have to accept the decision of the medical board and endorse the leave application of the JTO, M Manoharan.
The judicial member of the tribunal, G Shanthappa, said Manoharan had established that he should be granted relief and quashed a September 23, 2011 order that refused to allow the petitioner to rejoin as JTO . Manoharan suffered a massive stroke on June 1, 2002 that paralysed his arms and legs. He was not able to speak and was under continuous treatment for two years.
The respondents in the case included the Executive Engineer (civil), the Superintending Engineer and sub-pision engineer (civil) of BSNL in Ambattur. “A competent medical authority examined the applicant and stated that the applicant suffered medical disability during the course of employment. The stand taken by the respondents is rejected,” Justice Shanthappa said.
Manoharan told the tribunal that he applied for leave after the stroke and returned to duty on January 12, 2004. However, the chief engineer of Chennai Telephones, KK Nagar, the fourth respondent, directed the petitioner to appear before the medical board and obtain its opinion whether his fitness allowed him to perform his duty as JTO.
As advised by the board, he proceeded on ‘commuted leave’ for 90 days from September 13, 2010 and underwent various treatments including physiotherapy. But his seniors did not permit him to rejoin duty. They informed him that the regional medical board of Government General Hospital had on December 10, 2010 declared that he was medically unfit to perform his duties as JTO.
“The respondents did not accept the medical report of the applicant and did now allow him to rejoin duty,” said the tribunal’s administrative member, R Satapathy. “The stand of the respondents is not correct. It is illegal and violates of principles of natural justice.”
Citing the Supreme Court’s 2008 order in Bhagwan Dass vs Punjab Electricity Board, Justice Shanthappa said Manoharan had submitted documents to show that his medical disability had occurred while in service, and this was confirmed by Government General Hospital, so the respondents could not refuse to reinstate him.

OFFICE MEMORANDUM
Subject: Transfer to lower post under FR 15(a).
The undersigned is directed to refer to this Deparment’s OM No.16/6/2001-Estt (Pay-I) dated the 14th February, 2006, read with OM of even number dated the 4th Januanry, 2007, which clarified that on transfer to the lower post/scale under FR 15(a), the pay of a Government servant holding a post on regular basis will be fixed at a stage equal to the pay drawn by him in the higher grade. If no such stage is available, the pay will be fixed at the stage next below the pay drawn by him in the higher post and the difference may be granted as personal pay to be absorbed in future increments. If the maximum of the pay scale of the lower post is less than the pay drawn by him in the higher post, his pay may be restricted to the maximum under FR
22(1)(a)(3).

2. Further, it was clarified vide the OM No. No.13/9/2009-Estt (Pay-I) dated the 21st October, 2009 that consequent upon implementation of the revised pay structure comprising grade pays and running Pay Bands, w.e.f. 1.1.2006 in cases of appointment of Government servants to posts carrying lower Grade Pay under FR 15(a) on their own request, the pay in the pay band of the Government servant will be fixed at a stage equal to the pay in the pay band drawn by him prior to his appointment against the lower post. However, he will be granted grade pay of lower post. Further, in all cases, he will continue to draw his increments based on his pay in the pay band + grade pay (lower).
3. The above office Memorandum also provides that in case the transfer to a lower post was made subject to certain terms and conditions then the pay may be fixed according to such terms and conditions.
4. All Ministries/Departments are requested to revise the Terms/Conditions of
 such transfers in line with the para 2 above
