Dte has requested the outsourced agency to print 10 lacs OMR kits for sale throughout India  thro selected POs. Due to huge sale of forms, it is difficult to print within short period. Hence Dte is decided to upload the forms in www.indiapost.gov.in so as to download by the applicants.

Online application kits will be available in www.indiapost.gov.in from 03.09.12 to 25.09.12 only.

Those applied thro OMR kits need not apply again.

Posting of husband and wife at the same station. 
  
Reference is invited to the clause 3.2 of Circular dated 05.01.2011 pertaining to transfer policy for Category I officers which provides that FCI would be guided by the exiting policy frame work of the Central Government on posting of husband and wife together as far as possible and administratively feasible. Similarly, Clause (11) of Section II of Circular dated 21.11.2002 and Clause 1(a) of Section-II of Circular dated 30.03.2012 pertaining to transfer policy for Category II, III and IV contains the provisions for posting both husband and wife at one station as far as possible to enable them to lead normal family life subject to administrative convenience and other terms and conditions. 


2.    The Government of India had been following similar policy in the matter of posting of husband and wife at the same station in view of the utmost importance attached to the enhancement of women’s status in all walks of life and to enable them to lead a normal family life and also to ensure the education and welfare of the children. 

3.    In the context of the need to make concerted efforts to increase representation of women in Central Government jobs, the Government of India has reviewed these guidelines to see whether the instructions could be made mandatory. DoP&T has accordingly issued O.M. No. F.No.28034/9/2009-Estt.(A) dated 30th September, 2009 to convey the decision that when both spouses are in same Central Service or working in same Department and if posts are available, they may mandatorily be posted at the same station. The said O.M. contains consolidated guidelines applicable in different situations.
4.    The Staff bodies have been pressing hard for adopting the aforesaid guidelines of Govt. of India and to issue appropriate guidelines for FCI employees accordingly.
5.    The matter has been examined in the light of existing policy of the Corporation and observed that as far as posting of husband and wife at same station is concerned, like Govt. of India FCI also attaches great importance to the welfare of women & children and normal family life of its employees. The Competent Authority has accordingly decided to adopt the guidelines as contained in DoP& ‘s O.M. dated 30th September, 2009 in the following situations applicable in case f FCI:

Sub : Children Education Allowance / Hostel Subsidy - Clarification.

Please refer to Railway Board’s letter of even number dated 01.10.2008 followed by subsequent letters regarding revised policy instructions / clarifications on Children Education Allowance / Hostel Subsidy admissible to Railway Servants, based on the recommendations of Sixth Central Pay Commission.

2. Further clarifications in the matter of reimbursement of Children Education Allowance / Hostel Subsidy, have been issued by Department of Personnel & Training, the nodal Department, vide their OMs No.12011/07/2011-Estt.(AL) dated 23-05-2012 and 31-05-2012. The O.M. dated 23-05-2012 provides for reimbursement of fee charged by the school for teaching through audio-visual tools being covered under provision 1(e) of DOP&T O.M. dated 02-09-2008, circulated under Railway Board’s letter of even number dated 01-10-2008.

3. Department of Personnel & Training’s O.M. dated 31-05-2012 introduces the concept of distance between the residence and the hostel for reimbursement of Hostel Subsidy subject to fulfilling other conditions as laid down in their OMs dated 02-09-2008 and subsequent instructions thereon. It also provides for reimbursement of Children Education Allowance/Hostel Subsidy for the initial two year Diploma/Certificate Course from Polytechnic / ITl / Engineering College after Class X.

4. Above mentioned two OMs dated 23-05-2012 and 31-05-2012 of DOP&T are circulated as Annexure I & Annexure II for guidance of all concerned.

Making to easier to book e-tickets in IRCTC website with the help of advance money deposit kept in their individual account, no need to go to bank portal for payment. Passengers can deposit money in advance with IRCTC in their individual account. Selection of payment option will be available one more as this individual account. So, the There is lot of time to take for the payment through gateway method of all banks. Certainly this is the fantastic opportunity to book e-tickets through internt for Indian passengers.

Prepaid mobile numbers to lose ISD facility soon



NEW DELHI: Telecom regulator Trai has asked telecom companies to de-activate the international calling facility in pre-paid numbers and restore it only after a subscriber gives his explicit consent to avail this facility. 

"Inform all pre-paid subscribers having ISD facility, through SMS, within 10 days of the date of issue of this direction, thatISD facility of the subscribers shall be discontinued after sixty days," Telecom Regulatory Authority of India (Trai) said in a directive to telcos. 

"If such subscribers want to continue with ISD facility, they should give their explicit consent for availing such facility within 60 days of the receipt of the SMS," it added. 

Trai has issued this directive following complaints from consumers about missed calls from international telephone numbers which are often premium numbers charging high tariff, prompting the consumers to make call to such numbers.

Trai said it has also been receiving complaints from consumers about receiving calls and SMSes from international numbers informing them about winning of prizes or lottery and prompting consumers to call a particular number to claim the prize or lottery money. 

"These numbers are international numbers, which are often premium numbers charging higher tariffs. By responding to such calls/SMS the consumers have to pay unintended charges," Trai said. 

The regulator has asked telecom operators to inform subscribers through SMS, within 10 days of the direction, that pre-paid cellular mobile telephone service consumers need not respond to all missed calls from unknown international numbers or calls about winning prizes or lottery.

Trai has asked telecom service providers to send such SMS to consumers every six months and provide easy and transparent opt-in and opt-out facility to the consumers of the cellular mobile telephone service for activation or deactivation of ISD facility.

NOTIFICATION

New Delhi, the 8th June, 2012

S.O. 1964 - In exercise of the powers conferred by the proviso to article 309 read with clause (5) of article 148 of the Constitution and after consultation with the comptroller and Auditor General in relation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Commutation of Pension) Rules, 1981, namely :-

1. (1) These Rules may be called the Central Civil Service (Commutation of Pension) Amendment Rules, 2012.

(2) They shall come into force on the day of their publication in the Official Gazette.

2. In the Central Civil Services (Commutation of Pension) Rules, 1981 in Form-1, Form 1-A, Form-2A, Form-3, for the word "fraction", wherever it occurs, the word "percentage" shall respectively be substituted.
Note: The Central Civil Services (Commutation of Pension) Rules, 1981 were published vide S.O.1134 dated 11th April, 1981 and amended by notification No.34/81 Pension Unit dated the 8th July, 1983 and were subsequently amended vide Department of Pension and Pensioners' Welfare Notification as given below :

RBI to conduct quiz contests in schools



MUMBAI: Reserve Bank of India (RBI) will launch an all-India RBI Inter-School Quiz - its new initiative at promoting financial literacy at school level from September 10. The quiz will be conducted among students in Classes 9th, 10th, 11 th and 12 thfrom schools located across the length and breadth of the country and across all Boards of education


A statement issued by the central bank said that the quiz is being conducted to increase awareness about the history and role of RBI, about banking and finance, economics, current affairs, personalities and events that have contributed to the growth and progress of India over the years. RBI also hopes to build a connect between itself and the young student community and improve financial literacy
The syllabus for the quiz will include Indian banking history, banking, accounting, finance, trade and commerce, India'seconomy, economics, common business terms, India's achievements over the last 77 years (since the inception of the Reserve Bank) as also, some general knowledge and current affairs.The quiz will be conducted by Barry O'Brien and his frequent team mate and co-host Shri Ryan Shaw who will also help the Reserve Bank research the quiz.
Following an elimination round in more than 30 cities, the zonal finals would be conducted in mid-November, 2012 and the national final would held at Mumbai in the third week of December 2012. The winners will be given attractive prizes at the hands of the Reserve Bank Governor. All participant students will be given participation certificates.
