Subject : Renewal of Family Planning Insurance Scheme w.e.f 1^st January, 2012-reg

The Family Planning Insurance Scheme (FPIS) was adopted as a National Policy complying with the directions of Hon’ble Supreme court to extend benefits to the acceptors of sterilization and was implemented form 29^th November, 2005. This insurance policy was being serviced by ICICI Lombard General Insurance Company from 1.1.2011 to 31.12.2011 and has again been renewed with the ICICI Lombard General Insurance Company for a period from 01^stJanuary, 2012 to 31^st December 2012. The coverage under the renewed Policy is as under:

I	IA	Death following Sterilization (inclusive of death during process of sterilization operation) in hospital or within 7 days from the date of discharge from the hospital	Rs. 2 lakhs
	IB	Death following Sterilization within 8 – 30 days from the date of discharge from the hospital.	Rs. 50,000/-
	IC	Failure of Sterilisation	Rs. 30,000/-
	ID	Cost of treatment in hospital and upto 60 days arising out of Complication following sterilization operation (inclusive of complication during process of sterilization operation) from the date of discharge.	Actual not exceeding Rs. 25,000/-.
II		Indemnity Insurance per Doctor/facility but not more than 4 cases in a year.	Upto Rs. 2 Lakh per claim

Total liability of the Insurance Company shall not exceed Rs. 25 crore in a year under Section-I and Rs. 1.00 crore under Section-II.

2. The covered incidences detected in respect of sterilization done w.e.f. 1st January, 2012 shall be filed with State Coordinator of the ICICI Lombard General Insurance Company under renewed Policy- 2012.

3. All claims under the expired Policy – 2011 for covered incidences detected during the period 1st Jan, 2011 to 31st December, 2011 have to be filed with the State Coordinator of the ICICI Lombard General Insurance Company. If not already done, the concerned District Officers may be instructed to file the claims within 90 days of the detection of the incidence under expired Policy-2011. For claims filed under the expired Policy-2011 after 31st March, 2012 and refused by the ICICI Lombard General Insurance Company on this count, the respective CMO /CDMO / CDHMO / DMO / DHO / Joint Director designated for this purpose at the district level shall be held responsible, as there is no provision under Government budget or under the new policy for settlement of such claims. Any court case due to non-filing of claims after 31st March, 2012 would also be the responsibility of the designated district officials.

4. Further, to create awareness for the Scheme, it has also been decided to create awareness through wall painting across the country in all districts and Sub-Division Hospitals. Design as approved by the Ministry, would be got painted by the State in the local language of the state. The funds under IEC in NRHM may be used for this as was done in the preceding year 2011

5. As per directions of Hon’ble Supreme Court, the information regarding number of sterilization done and claims respect of failure, complication and deaths needs to complied on quarterly basis at District and State level. Accordingly, I would request you to kindly instruct the State Nodal Officer for this Scheme to provide above information in the prescribed proforma by 15th of the month for each quarter to this Ministry.

6. Family Planning Insurance Manual-2012 is updated and shall be hosted shortly on the website of this Ministry at mohfw.nic.in under Family Welfare Activities.

7. For proper co-ordination & monitoring of this scheme in your State, a Senior Officer from the Directorate of Family Welfare may be appointed to liaison with Insurer and District officials. The contact details of the State Nodal Officer may be furnished to us at the earliest.

Passport office to work on Saturday, Sunday

 to clear backlog

To ensure prompt delivery of passports, 

the postal department has been roped in. 

NEW DELHI: The TOI campaign on the passport logjam has made the government

 put reforms on the fast track. In an unprecedented move, the ministry of external affairs on 

Thursday announced a 'Passport Mela' this weekend at many PSKs countrywide - the kendras 

will remain open on Saturday and Sunday and people can just walk in, without an appointment. 

This practice will continue till the entire backlog has been cleared.

In a special briefing to TOI, Raghavendra Shastry, adviser to external affairs minister S M Krishna,

 gave details of fresh measures that are expected to address the concerns raised by the people 

- and reported by this newspaper to help make the new passport application process smoother and

 transparent.The ministry has also reviewed the online appointment process, and from Friday, 

an additional 30% slots are being released. This will take the number of daily slots in the capital 

from 1,650 to 2,050. Moreover, appointments will now be given for up to 30 days instead of 15.

 "This way, we believe we will be able to process 6 lakh applications in the country this year,

" said chief passport officer and joint secretary in MEA Muktesh Kumar Pardeshi.

"We have taken the suggestions given by TOI seriously and want people to know that we are 

working hard on them. There has been a huge backlog of applications due to the holiday rush, 

which is why we are having this passport mela. MEA is doing it for the first time in the country.

 This will help us smoothen the service in about six weeks from now," said Shastry.

"We will entertain walk-ins only on weekends. And people need not form queues early in the morning. 
They can come anytime after 10am," said Basant K Gupta, additional secretary, consular passport & visa
 division, MEA.

The ministry has reiterated its promise of revisiting its website. "There has been a lot of confusion over 
the passport application website. The older site, www.passport.gov.in is no longer functional but people
 have been visiting it. Therefore, we are going to redirect traffic from there to our functional portal,
 www.passportindia.gov.in. We are also going to prepare a fresh list of documents required for applying
 under various categories. There will be no ambiguity in %the process anymore," Gupta said.

Does this mean that there will be no more surprise demands for additional documents by PSKs? 
"Yes. TCS staff will no longer decide what documents are needed. Now, only government officials will 
check if all documents are in place and if anything else is required," said Gupta.

So far, the applicants who were turned back by PSKs for lack of documents had to try their luck again with
 %the online appointment system to book a slot. "This will not happen anymore. If there is any requirement
 of a document, an applicant will be given three days to return with the papers," Pardeshi said. 

To ensure prompt delivery of passports, the postal department has been 

roped in. "The postman will be given an incentive of Rs 50 per delivery. 

 He will call up or send an SMS before coming to ensure that the passport is

 delivered to the person to whom it is issued," said Raghavendra Shastry,

 advisor to minister of external affairs.

He said that the system will be implemented across the country and S M Krishna will personally 
write to all state chief ministers to ensure implementation of the revised rules.

  

Apart from Delhi, passport melas will be held at the following places: RPO, Koramangla, and PSKs at
 Sai Arcade, Lalbagh, Mangalore and Hubli in Bangalore; RPO and PSKs at Nelson Manickam Road, 
Saligramam, and Tambaram in Chennai; RPO and PSKs at Begumpet, Ameerpet, Toli Chowki, Vijayawada, 
Tirupati and Nizamabad in Hyderabad; RPO and PSKs in Lucknow, Kanpur, Varanasi, and Gorakhpur; and
 passport office at 14 Mall Road in Amristar.

Performance in top 1% in Class XII Board Examination and enrolment into education in Basic and Natural Science courses at B.Sc./Integrated M.Sc. or M.S. levels qualify automatically for scholarship for Higher Education of GOI valued at Rs. 80,000 per year for five years.

MAKING THE CUTY Banks decide to play it safe in the face of rising number of non-performing assets, says N. Ravi Kumar

As yet another admission season gathers momentum, the buzz is back in banks with scores of students applying for education loans. Students walking in clutching a bag with their credentials, parents in tow, the air filled with expectation, suspense and anxiety — quite stereotypical, except that this year, banks have decided to make the selection more stringent.

The decision to play it safe is a marked change and comes amid concerns of rising non-performing assets (NPAs) in the education loan portfolio.

An indication of things ahead is evident from the revised model of the education loan scheme unveiled by the Indian Banks’ Association (IBA). Keeping admissions under management quota out of scope of the scheme is among the changes. This would cover all courses, including nursing courses. While computing the loan amount, scholarship/fee waiver available to the student would be taken into account.

Merit pays and it would also count while seeking education loans. According to the revised model scheme, “banks could consider rating educational institutions and students, as a tool for improving asset quality.” The revised guidance note, released simultaneously, hints at the need for banks to use the external data on educational institutions to create rating matrix.

“Similarly, along with the rating of institutions,” banks could also attempt rating of students. Academic record and ranking in the selection test would be core for the initial rating. To this, the academic record during the study period could be added to revise the students rating from year to year.” It would be open for the banks to offer differential interest rates based on rating of courses/institutions/students.

A senior official of State Bank of India said that many of these changes would take effect this year. On the issue of excluding students who are admitted under management quota, he said the bank was studying a judgment of the Madurai bench of the Madras High Court against such a move.

At the heart of these changes are NPAs, which, according to IBA Chief Executive K. Ramakrishnan, are around 5.5 per cent. The educational loan portfolio of banks is around Rs. 50,000 crore, and in terms of accounts, it is 25 lakh.

Admitting that the NPAs were certainly going up, Dr. Ramakrishnan, however, said: “Let’s not read too much into the issue. The banks are having problems. They are tackling it, and are on a recovery spree. It is like any other loan. These [issues] are not expected to have a bearing on disbursements.”

With regard to the trends, the South dominates in the offtake. “It is possibly because there are more engineering colleges here, and secondly, more importance is given to education,” he said.

Education loan, according to M. Narendra, chairman and managing director, Indian Overseas Bank, “is concentrated in the four southern States and Puducherry, too. We have also advised all other regional offices to sanction education loan liberally.”

What is an advantage for the region also seems to be posing a problem for the banks. According to an SBI official, though a committee had prescribed fees for Anna University and other private colleges, many of the colleges demand more under various heads, including transport and food.

Stating that the NPAs exceeded 40 per cent for some branches, he said the bank had made PAN card mandatory for students as a measure to curb wilful defaults.

On the reasons for the increase in NPAs, he said, while some students did not get employment, others got jobs where the salaries were not sufficient to repay.

This year, a senior executive of Karur Vysya Bank said, would be a turning point for education loans since the salaried class was under stress on account of high inflation. “Households are unable to handle unforeseen expenditure without defaulting on EMI (equated monthly installment) repayment and this is the case with all retail loans.

For the banks, there is nothing much that they could do other than being cautious. “With no major credit offtake, we are turning to retail advances to salaried class and small traders,” he said.

Frequently Asked Questions on CBSE XII Examination

Central Board of Secondary Education(CBSE) has come up with these Frequently Asked Questions to clarify common doubts on Class XII examination. 

1. If a student fails in the Pre Board examination conducted by the school, can he/she be detained from appearing in Class XII Board's exam? 

The concept of Pre-Board is not in the purview of the CBSE. It is a school’s own prerogative. If the child is eligible he/she can appear for the Board Exam. 

2. Is it possible for a student who has failed in Science stream in Class XII to change subjects to pass at subsequent examinations? 

Yes, but with prior written permission of the Board. However, candidate will not be permitted to take subject (s) involving practical component. The female candidates of NCT Delhi can offer Home Science. 

3. I had failed in class 12 now I want to repeat class 12 privately, so I wanted to know the procedure of filling forms of 12 examination privately and last date of filling forms sir please help me I do not know anything. 

The application for private candidates is available in the Regional Offices in September-October. A private candidate must submit within the prescribed date to the Regional Office concerned, an application in the form prescribed together with the prescribed fee for the examination and three copies of the passport size photograph duly signed by the candidate. Kindly refer the CBSE website for last date of filling forms and other related details. 

4. If a candidate passes in the additional subject but fails in one of the main subjects, what will the result show? 

Class XII:- In respect of a candidate offering an additional subject, the following norms shall be applied: (a) A language offered as an additional subject may replace a language in the event of a candidate failing in the same provided after replacement the candidate has English/Hindi as one of the languages. (b) An elective subject offered as an additional subject may replace one of the elective subjects offered by the candidate. It may also replace a language provided after replacement the candidate has English/Hindi as one of the languages. (c) Additional language offered at elective level may replace an elective subject provided after replacement; the number of languages offered shall not exceed two. 

5. Is it possible to improve performance in Chemistry and Maths and how? 

A candidate who has upgraded of performance / passed Class XI examination of the Board may re-appear for improvement of performance in one or more subjects in the main examination in the succeeding year only. The candidate may appear privately; those re-appearing for the entire examination can also appear as regular candidate if

admitted by the school.

Scholorship for Meritorious CBSE Class XII passed Students

CBSE (Central Board of Secondary Education) has issued an important circular (CBSE/CU/INSPIRE-2012/ dated 20.06.2012) relating to Scholarship for Higher Education for the students who have passed Class XII examination in the year 2012 by securing 471 marks or more (out of 500).

As per this circular The Department of Science Technology (DST) would award this scholarship to the meritorious students who have secured the cut-off mark of 471 or more and enroll themselves for the basic science courses (B.Sc or Integrated M.Sc courses).

Obviously, award of this scholarship by DST is to encourage students to pursue basic science courses. As per the Education Experts, there is a vacuum in Education on Basic Sciences as Bright students are put by default for the race of admission to Professional Courses such as Engineering in IIT, NIT etc. Consequently, the Basic Science courses faces dearth of good talents
