Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2010-11

Finance Ministry has published an Office Memorandum(No.7/24/2007/E.III(A) dated 13th September, 2011) in its website regarding that grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2010-11. Non-PLB for the year 2010-11 granted equivalent to 30 days emoluments to the Group ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’.
The calculation ceiling of Rs.3500 will remain unchanged.
The benefit will be admissible subject to the following terms and conditions as follows…
Only those employees who were in service on 31.3.2011 and have rendered at least six months of continous service during the year 2010-11.
To calculate bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. For example, Non-PLB for thirty days would work out to Rs.3500 x 30 / 30.4 = Rs.3453.95 (rounded off to Rs.3454).
The casual labour who have worked in offices following a 6 days week for at lest 240 days for each year for 3 years or more (incase of 5 days in a week, 206 days in each year for 3 years or more).
To calculate the bonus for casual labur will be Rs.1200 x 30 / 30.4 = Rs.1184.21 (rounded off to Rs.1184).
All payments will be rounded off to the nearest rupee.

Subject:- Procedure to be followed during voucher checking by SBCO staff-a clarification regarding.

Sir / Madam,
The undersigned is directed to say that procedure of checking of vouchers of deposits / new accounts opened / withdrawals /closures of accounts etc. under various schemes have been laid down in the Postal Manual of Savings Bank Control, Pairing and Internal Check Organization. The work of SBCO is to ensure that all relevant Rules / procedure and orders issued from time to time are followed by the operative staff in the post offices.


2. It has been brought to the notice of this office that some of the officials working in the SBCO are of the view that Rule and Procedures laid down in various POSB Manuals are not meant for SBCO. It is clarified that though it is duty of the operative staff in post offices to follow the laid down rules and procedures in various POSB Manuals and SB Orders issued from time to time, SBCO staff is also equally responsible to ensure that operative staff is following the rules/procedure and orders issued from time to time scrupulously and in case of any violation found during voucher checking, an objection has to be raised as per laid down procedure in the Manual of SB Control, Pairing and Internal Check Organization.

3. It is requested that necessary action may be taken immediately to circulate this clarification to the field units particularly SBCO staff.

KNOW ABOUT CENTRAL ADMINISTRATIVE TRIBUNAL (CAT)

The Central Administrative Tribunal has been established for adjudication of disputes with respect to recruitment and conditions of service of persons appointed to public services and posts in connection with the affairs of the Union or other local authorities within the territory of India or under the control of Government of India and for matters connected therewith or incidental thereto. This was done in pursuance of the amendment of Constitution of India by Articles 323A. In the statement of objects and reasons on the introduction of the Administrative Tribunals Act, 1985, it was mentioned that the setting up of such Administrative Tribunals exclusively would go a long way in reducing the burden on the various courts and reduce pendency and would also provide to the persons covered by the Administrative Tribunals a speedy and relatively cheap and effective remedy. In addition to Central Government employees, the Government of India has notified 45 other organizations to bring them within the jurisdiction of the Central Administrative Tribunal. The provisions of the Administrative Tribunals Act, 1985 do not, however, apply to members of paramilitary forces, armed forces of the Union, officers or employees of the Supreme Court, or to persons appointed to the Secretariat Staff of either House of Parliament or the Secretariat staff of State/Union Territory Legislatures.

A Chairman who has been a sitting or retired Judge of a High Court heads the Central Administrative Tribunal. Besides the Chairman, the authorized strength consists of 16 Vice-Chairmen and 49 Members. The conditions of service of Chairman, Vice-Chairmen and Members are governed by the provisions of the Central Administrative Tribunal (Salaries and Allowances and Conditions of Service of Chairman, Vice-Chairmen and Members), Rule, 1985, as amended from time to time. As per Rule 15-A, notwithstanding anything contained in Rule 4 to 15 of the said Rules, the conditions of service and other perquisites available to the Chairman and Vice-Chairmen of the Central Administrative Tribunal shall be same as admissible to a serving Judge of a High Court as contained in the High Court Judges (Conditions of Service) Act, 1954 and High Court Judges (Traveling Allowances) Rules, 1956, as amended from time to time

TRAI to Finalize way to Block lost or stolen mobile through IMEI number

Everyday, we hear about the lost mobiles but we cannot afford to have our mobile lost or stolen. New smartphones can cost Rs. 20,000 or more and contain important personal and business information, which you don’t want falling into the wrong hand.To keep these view in mind the Telecom Regulatory Authority of India (TRAI) is likely to finalize recommendations on blocking lost and stolen mobiles by next month as there is a way to block the lost or stolen mobile phone through their IMEI numbers and it will.

If you are not aware, IMEI numbers are unique serial number that identifies the handset which is stored in the equipment identity register (EIR) database of the service provider. Every mobile phones have a IMEI number associated with them which you must note down at some secret location. The point that makes these IMEI numbers very important is that with the help of IMEI number you can impose a ban on your stolen or lost mobile phone.

TRAI did ask for recommendations last year from all telecom operators and with now most of the operators have capability to keep a track of IMEI numbers in Database, Soon you will have just produce a Bill to prove you hold the IMEI numbered phone and it will be blocked forever. At least you will be happy that nobody else will be able to use.

Subject :- Sixth review meeting with cadre authorities on issues pertaining to CSS/CSSS/CSCS.
The undersigned is directed to say that the next review meeting (6th) with the cadre authorities on issues pertaining to CSS/CSSS/CSCS will be held under the chairmanship of JS(AT&A) on 15.09.2011 between 3.00 PM to 5.00 PM In Room No.119, North Block, New Delhi.

2. The following Agenda items will be discussed in the meeting.
(i) APAR completion of all CSS Officers for 2009-2010 and 2010-11;
(il) Updating of APAR monitoring software by nodal officers;
(iii) Status of submission of Immovable Property Returns for the years 2009 and 2010;
(iv) Non-relieving of Section Officers on ad-hoc promotion to the grade of Under Secretary,
(v) Non-receipt of information from Ministries/Departments for Rotational Transfer of Under
Secretaries;
(vi) Orientation/Induction training and Department Darshan of DR Assistants:
(vIi) Non-relieving of PSs on their promotion as PPS on ad-hoc basis;
(viii) Non-relieving of PAs on their promotion as PS on ad-hoc basis;

The undersigned in directed to say that the period of probation to be prescribed for different posts/services in Central Government have been laid down in this Department’s 0M. No. F 44/1/59-Ests(A) dated 15.4 1959 as amended from time to time. With a view to prevent Government servants from becoming possible victims of arbitrary actions or inordinate delay in considering completion of probation/confirmation, the existing instructions on provisions regarding probation in the service recruitment rules relating to Central Civil Services and Posts have been reviewed. It is proposed that in the service / recruitment rules for all Central Civil Services and Posts, in addition to the period of probation, wherever prescribed, corresponding provisions as envisaged in the draft guidelines enclosed herewith, may be incorporated in consultation with this Department.

2.Before the guidelines in the draft O.M. is finalized, all Cadre Controlling Authorities are requested to offer their comments/views in this regard, if any. by 8.10.2011 to the undersigned or by e-mail at dse@nic.in

Probation in various Central Civil Services.

The undersigned in directed to say that the period of probation to be prescribed for different posts/services in Central Government have been laid down in this Department’s O M No.F 44/1/59-Ests(A) dated 15.4 1959 as amended from time to time. Although instructions exist to the effect that save for exceptional reasons probation should not be extended for more than a year and no employee should be kept on probation for more than double the normal period apart from instructions for timely action on completion of probation/confirmation, these are not invariably followed.

2. With a view to prevent Government servants from becoming possible victims of arbitrary actions or inordinate delay in considering completion of probation/confirmation, the existing instructions on provisions regarding probation in the service/recruitment rules relating to Central Civil Services and Posts have been reviewed, lt has now been decided that:

(i) 1f during the period of probation, a probationer has not undergone the requisite training course or passed the requisite departmental examinations.if any prescribed, or has not been on duty/training for at least 75% of the probation period the period of probation may be extended by such period or periods as may be necessary subject to the condition that the total period of probation does not exceed double the prescribed period of probation except in the cases mentioned in (ii) below:

(ii) the period of probation may be extended for such period as the Central Government may think fit in the circumstances of the case in respect of a probationer who is:

(a) under suspension
(b) against whom disciplinary proceedings are pending: or
(c) against whom prosecution for criminal charge is pending

(iii) Where a probationer who has completed the period of probation to the satisfaction of the Central Government is required to be confirmed, he shall be confirmed in the Services/Post at the end of his period of probation, having been completed satisfactorily. In such cases, where no order extending the probation period has been issued and no order of confirmation is issued within one year of completion of the prescribed period of probation, the probationer would be deemed to be confirmed in the service/post.

3. In the Service/Recruitment Rules for all Central Civil Services and Posts, in addition to the period of probation. wherever prescribed, corresponding provisions, as in para 2 above, may be incorporated in consultation with this Department in the light of the above instructions.
