INDIA POST Inaugurates National Philalelic Meseum

New Delhi, July 11 (IANS) The Department of Posts (DoP) Monday inaugurated the National Philatelic Museum which will exhibit rare postage stamps from across the world and also provide a platform to philatelists to exhibit their collections.
‘The museum will provide enhanced and interactive platform for promoting philately and will stimulate interest for stamp collection among children,’ Radhika Doraiswamy, secretary Department of Posts, told reporters here.
The museum will be open Mondays to Fridays — it will also be open on Saturdays for school groups on request. It will have an entry fee but the amount has yet not been decided. ‘There will be a nominal entry fee,’ said Doraiswamy.
The museum has bays dedicated to Mahatma Gandhi and the prime ministers of India, along with freedom fighters. It also has stamps on several themes such as science andtechnology, transport and wildlife.
There are stamps from abroad, and displays from the Army Postal Service and IndiaSecurity Press, Nashik.
The museum also has an amphitheatre for talk shows and presentations along with a reference library. In the artists corner, the department has showcased the actual designing of a stamp and also plans to invite artists from time to time to give live demonstrations.

1. Scrap Gramin Dak Sevaks (Conduct and Engagement) Rules 2011 and grant "Status/Regularisation as Government Servant" to GDS employees.


Implement Supreme Court Judgement for Payment of DCRG and Pension to all GDS employees.


2. Family pension scheme at par with regular employees is to be introduced for GDS also.


3. Grant all retirement benefits with effect from 01.01.2006.


4. Remove present age condition and enhance age limit up to 40 years, 43 years and 45 years for O.C., O.B.C and SC/ST for appearing P.A Examination. The present system of selection to PAS from GDS should be changed. GDS employees should be selected in order of merit of written examination irrespective of last selected candidate's percentage of marks.


5. Syllabus and new pattern for promotion examination of postman and multitask staff should be released at earliest convenience. Remove the condition offering 25% postmen and Multitask Staff vacancies to the out siders. New recruitment rules for Postman and Multitask Staff should be modified in consultation with GDS,CHQ.


6. Remove tightening of norms for GDS BPMs i.e. Rs. 20,000/- to earn one point and Rs. 900/- stamp sale for one point and allow status quo Ante.


7. Grant Transfers to GDS without affecting the yearly increases earned by them.


8. Grant Rs. 3500/- Ceiling as Bonus to GDS employees.


9. Grant all Trade Union Facilities to GDS union at all leads and its office leaves including Foreign Service to Chief executives form Circle to All India.


10. Formation of JCM at all levels with GDS representatives to negotiate the Anomalies of GDS Committee to redress the grievances of GDS employees.

Sixth Central Pay Commissions Recommendations amendment of services Rules regarding

s the Recruitment Rules/Service Rules are required to be amended after incorporating the OM No.AB1401716112008-Estt(RR) dated 24.3.2009. The DOPT directed all the Ministries/Departments/Cadre Controlling Authorities of Organized Group 'A' Services to take immediate necessary action for notification of Service Rules positively by 31.3.2012 in consultation with DOPT,UPSC and Ministry of Law vide OM No.AB.14017/61/2008-Estt. (RR)/Pt. dated 8th July, 2011. The said OM is placed below.

Change in Designation of Sorting Postman -Clarification

D.G. Posts No. 25-20/2008-PE.I dated 12th July, 2011.

Please refer to this Directorate's letter of even number dated 04.05.2011 vide which the post of Sorting Postman has been re-designated as Postman and both Postman and Sorting Postman have been given a common generic designation Postman.

2. During the meetings of the Staff Federations with the Secretary (Posts), the Federations have raised following issues in connection with the implementation of the ibid order in the fields:
(i) Circles are either abolishing or redeploying the posts of Sorting Postman. Such posts may be restored.
(ii) All the Postman are being put on the job of Beat Sorting at a time.


3. This is wrong interpretation and implementation of the said order of the Directorate. Nowhere in the order is it mentioned that posts of Sorting Postman are either to be abolished or redeployed and all the Postmen are to be put on the Beat Sorting work at a time. In fact, the order is very lucid that post of Sorting Postman is re-designated as Postman. Therefore, such abolished or redeployed posts of Sorting Postman may be restored immediately. The designation of the existing Sorting Postman may not be changed.

4. Further, in the third para of the aforesaid order, it is indicated that concerned Divisional Head or Sr. Postmaster has to work out the exact requirement of Postmen required for Beat Sorting on the basis of the total number un-registered mail received for delivery as per the existing norms. Hence, concerned authorities in the Division to decide the number of Postmen to be put on the Beat Sorting job on the basis of existing norms. Thus, all the postmen are not to be put on the Beat Sorting work at a time. Rather, each one of them should be assigned the said job on turn-by-turn basis while observing the existing norms.

5. Further, the number of postmen deployed for Beat Sorting should be to ensure that Beat Sorting, is completed one hour before the postmen leave for delivery so that necessary documentations and procedural requirement could be completed, which are necessary for carrying out the delivery effectively.

6. It, is therefore, requested to please look into the issue personally and ensure correct and effective implementation of the Directorate's order dated 04.05.2011.
7. It may please be accorded Top Priority.

This issues with the approval of the Competent Authority.

UPSC aspirants can now choose Indian languages for interview
The Union Public Service Commission (UPSC) has informed the Bombay high court that candidates, who opt for an Indian language medium (other than Hindi) for the written Civil Services exam, can henceforth either choose the same Indian language, English or Hindi for the interview.

Similarly, even those candidates, who give the main exam in English, can now choose English, Hindi or any other Indian language for the interview, opted by them for the compulsory Indian language paper in the written part of the test, UPSC said, in an affidavit, recently.

The affidavit was submitted in response to a PIL filed by IAS aspirant Chittaranjan Kumar, challenging the existing rule that requires a candidate to give the interview in English, if he had appeared for the main examination in that language.


The candidates, who are, as per the present policy, exempted from the compulsory Indian language paper, will have to appear for the interview in English or Hindi only, the affidavit said, adding that these were the recommendations submitted by an expert committee, formed specially to look into the issue.

The recommendations had been accepted by the UPSC and forwarded to the Government with a request to send comments or observations. After hearing from the government, the UPSC would incorporate the necessary changes and implement them, the court was told.

Accordingly, Chief Justice Mohit Shah and Justice GS Godbole disposed of the petition.

Kumar, who appeared for the written part of the 2008 civil services examination in English, wanted to give the interview in Hindi.

Earlier, the High Court had approved the committee of experts appointed by the UPSC to review the impugned rule and file a report by June 23.

The PIL argued that if the existing rule is changed, the candidates appearing for Civil Services examination shall get an opportunity to speak in their own language in which they feel comfortable at the time of interview and thus score more marks in the oral test.

This way, students from the grassroots level will grab more seats by securing higher rank and break the tradition of elites getting into the civil service, the PIL argued.

The PIL contended that impugned rule was pro-rich and anti-poor. It said the interviewers should judge a candidate on the basis of his or her personality and not on the basis of speaking English.

The existing rule violates fundamental rights under the constitution and is also against public policy of the nation, the PIL argued.

Frequently Asked Question: Will the BOs or non-computerized offices appear in the drop-down menu? If a particular office does not appear, what do we do?


Normally, a linked BO or non-computerized office should be visible in the drop-down menu at the delivery PO (HO/SO) and the desired office can be selected. However, if a particular office does not appear in the drop-down menu, it means such an Office is not linked. There may be following reasons for the same:

  1. Latest Circle Data file for Offices has not been updated into local DB. Update the same and then check the status.

  2. Or else, such office might not be appearing due to the fact that:

  1. Such an Office exists in the Office Master but it is not having the Linked “To Office” information, or

  2. Such an Office exists in the Office Master but it is Linked to some Other Office, or

  3. Such an office does not exist


In this case, the System Administrator can send a list of such Offices which are not appearing even after updating the Circle Data of Offices under the “Other Office Invoice” option to ptcdesk@gmail.com.


The status of a particular office may be known through the following:

  • System Administrator can know the status of the Office at SPC Site under the option -Linked Office -> Modify OfficeName. He should type the pin code of the office which is not appearing and fetch to get the details of the Office.

  • If the Office Name exists there, then please copy the OfficeID, Office Name , Linked Office Name into an Excel Sheet. This excel sheet may be sent to ptcdesk@gmail through Division Head/RO/Circle Office .

  • Excel Sheet may have the following columns: OfficeID / Office Name / SPC to which linked / SPC to which it is to be Linked


Note: If the Office name does not exist in the SPC site, then give the Office name with status of the Article as “Does not Exist” in the Excel Sheet. On checking the data received through Excel File, PTC helpdesk will update the Office data and will advise the office to down load the circle data for update at local DB.



FAQ 2: Under the new network, all booking offices are required to send Speed Post articles to the concerned Sorting hub. However, an exemption was given in case of articles booked in an office and to be delivered from the same office (generally known as “Station Articles”). Does Speed Net have a provision for intercepting such articles?


Answer: Yes, the provision exists in Speed Net to intercept such articles. Please follow the steps given below:

1. Invoicing Station Articles to be delivered locally:
  • Articles would have been collected through BNPL Booking / POS Booking – which are station Articles meant for Local Delivery.
  • There is a provision to directly invoice those articles into Delivery Invoicing option.
  • Note: There is no change in the process of Invoice / Returns to Station Articles – is same as those other office articles received through Bag for delivery at the office.

FAQ 2 (a): Do prescribed number of scans for TD Full Scan Compliance KPI also apply for such articles which are booked and delivered from the same office and which do not travel to the Sorting Hub? Are these excluded from TD full scan compliance scores shown in the VC?


Answer: As these articles do not travel to the Sorting hub, 8 scans are not mandatory for these articles. However, they are not excluded from the TD scan compliance scores as of now. This is because the system has to check every article whether it is a station article in order to exclude such article from TD scan compliance which puts a lot of strain on the system and the process becomes too lengthy to be manageable. To overcome this, the maximum target for TD scan compliance for a city would be 90% assuming that not more than 10% article would fall under this category.

We feel features, expectations and calculations are on the forefront for most of the central government employees regarding the additional Dearness Allowance from July, 2011 to be announced soon.

Thee will be no change in the 7% DA unless a huge change takes place in the month of June AICPIN (i.e.if the AICPIN falls below 180 points or increase above 195, a change of DA can take place, but chances are very remote.) AICPIN now stands at 187.
Surprisingly, some employees are eager to know if the DA crosses 100%, it will merge with the basic pay or not.

The is no such recommendations said in the 6th CPC.The allowances only will be increased by another 25%, every time the DA crosses 50%.
As of now, the important increase in the allowance is Children Education Allowance and Hostel Subsidy. It was increased from Rs.12000 to Rs.15000 from 1.1.2011. This will be increase upto Rs.18750 after the Da crosses 100% and some other allowances also will be enhanced by 25% from the existing rates.
Assumption are that the DA will touch 100% in the next three years. Before the 7th CPC, which will be from 2016, the DA surely crosses 100%.
The DA was merged with the basic pay as happened in the year 2004, the 5th CPC had recommended that DA should be converted into Dearness pay each time the CPI increase by 50% over the base index used by the Pay Commission.

OFFICE MEMORANDUM
Subject: Merger of 50% of Dearness Allowance/Dearness Relief with basic pay/pension to Central Government employees/pensioners w.e.f. 01/04/2004.
The Fifth CPC in para 105.11 of their report had recommended that DA should be converted into Dearness Pay each time the CPI increase by 50% over the base index used by the Pay Commission.
2. This recommendation of Fifth CPC has been considered and the President is pleased to decide that, with effect from 01/04/2004, DA equal to 50% of the existing basic pay shall be merged with the basic pay and shown distinctly as Dearness Pay (DP) which would be counted for purposes like payment of allowances, transfer grant, retirement benefits, contribution to GPF, Licence fee, monthly contribution to CGHS, various advances, etc. The entitlements of LTC, TA/DA while on tour and transfer and government accommodation shall, however , continue to be governed on the basis of the basic pay alone without taking into account Dearness Pay. In case of existing pensioners, Dearness Relief equal to 50% of the present pension will, w.e.f. 01/04/2004, be merged with pension and shown distinctly as Dearness Pension. Dearness Allowance/Dearness Relief converted into Dearness Pay/Dearness Pension respectively would be deducted from the existing rate of Dearness Allowance/Dearness Relief.
3. To ensure that pensioners retiring between 01.04.2004 to 31.01.2005 do not face any loss in fixation of pension, as a special dispensation in their case, DA equal to 50% of the basic pay would be treated as basic pay for purposes of computation of pension in respect of basic pay received by them prior to 01.04.2004. Consequently, element of dearness pension will exist only for pensioners retired/retiring from Government of India up to 31.03.2004.
4. Insofar as the persons serving in the Indian Audit & Accounts Department are concerned, these orders issue after consultation with the Comptroller & Auditor General of India.
