Recognition of Federations

RECOGNITION OF NATIONAL FEDERATION OF POSTAL EMPLOYEES AND FEDERATION OF NATIONAL POSTAL ORGANIZATIONS IN THE DEPARTMENT OF POSTS.
D.G. Posts No. 6/2/2002-SR (Vol.-II) dated 1st March, 2012.
            The undersigned is directed to convey the approval of the Competent Authority to the recognition of federations namely, (i) National Federation of Postal Employees and (ii) Federation of National Postal Organizations, in the Department of Posts, in terms of instructions contained in O.M. No. 2/14/98-JCA dated 3rd July 2002 of the Ministry of Personnel, Public Grievances and Pension, Department of Personnel and Training.
2.         The recognition so granted to the Federations is on the basis of membership of their affiliated but recognized associations of regular employees, secured during the verification of membership carried out by the Department, in the wake of the judgment dated 06.01.2009 of Madras High Court given in WP No. 4704-4707/1999. The Department's Office Order No. 17/9/2007-SR dated 27.03.2008. vide which the federations were recognized on provisional basis,  stands withdrawn.
3.         The federations granted recognition vide this Office Order  will please note that it is subject  to fulfillment of all terms and conditions contained in O.M.  dated 3.7.2002 ibid and the observations of the Department of Personnel & Training conveyed vide Department's letter no 6-2/2002-SR (Vol-II) dated 24.04.2007 , and is liable to be withdrawn any time if the above guidelines are not satisfied . Further the recognition of NFPE will be subject to the final outcome of the W.P. No. 3299/2007 pending before High Court of Judicature at Jodhpur.

- ALL INDIA LEADERS OF CENTRAL JCA WILL SIT ON HUNGER FAST IN FRONT OF DAK BHAWAN ON 26.12.2011.

MAKE THE INDEFINITE STRIKE A GRAND SUCCESS

Dear Comrades,

The meeting of the Central JCA held on 03.12.2011 at New Delhi, have reviewed the post-5th July deferred strike settlement situation and have to come unanimous conclusion that Postal Board has failed to implement the assurances given by the Secretary [Posts] on agreed demands, even after a lapse of four months. Further it is going ahead with the unilateral implementation of the Mail Network Optimization Project [MNOP] in spite of vehement opposition of the Staff Side.

During the discussion with the Secretary [Posts] on 5th July deferred strike demands, it was assured that there will be no closure/merger of Post Offices, other than simultaneous relocation. But orders in this regard are yet to be communicated to the Heads of the Circle. Orders on Sorting Postman need further modification. On GDS issues no favourable orders are issued on any of the items till this date. Payment of Pro-rata wages and absorption of Casual labourers and Part Time contingent employees still remains unsettled, even though it was assured that orders on payment of pro-rata wages to pre-1993 appointees will be issued within a month.

JCM Departmental Council meeting is indefinitely delayed. Cadre-restructuring Committee has not yet finalized its final proposals. Issues relating to Postmen, Mail guard and MTs are still in the negotiating stage and no settlement in sight. Demands of the Circle / Regional Offices administrative staff, Postal Accounts, SBCO and Civil Wing employees are not given serious consideration. In short, abnormal delay is taking place in settlement of the genuine demands raised in the Charter of Demands.

On contrary, even when most of the burning issues of the employees are totally neglected or remains unsettled, the Postal Board is going ahead with implementation of the retrograde recommendations of the McKinsey on Mail Network Optimization Project [MNOP]. In the Committee constituted under the Chairmanship of Member [Operations] for reviewing the issues arising out of the implementation of speed post Hubs and proposed L1, L2 in first class mails, the Staff Side representatives have vehemently opposed the implementation of L1, L2 in first class mails as it will adversely the efficiency of the services resulting in abnormal delay thereby leading to erosion of public faith on the postal services. Further it will also result in large-scale dislocation / transfer of employees and will adversely affect their promotional prospects. In spite of our objection and disagreement, the Postal Board has made it clear that they are going ahead with the implementation of the MNOP Project.

In the above circumstances, the Staff Side is left with no alternative,, but to revive the postponed strike decision and resort to the agitational path once again. The Central JCA after in depth analysis of the entire situation, have decided to go on indefinite strike from 3rd January, 2012. It was also decided to serve the strike notice on 15.12.2011 and to conduct mass demonstrations / dharnas in front of all Chief PMG / PMG Offices and Divisional Offices on that day. As a second phase of the agitation, the Secretary Generals of NFPE and FNPO and the General Secretaries and CHQ Office Bearers of Federations /All India Unions / Associations of the JCA shall sit on hunger fast in front of Dak Bhawan on 26.12.2011.

The Central JCA calls upon the entirety of the Postal and RMS employees to make all the above agitational programmes in the true spirit and make the indefinite strike from 3rd January, 2012 a grand success.

If the Postal Board is not ready to come for a result-oriented and time-bound negotiated settlement, the entire Postal and RMS Service should be paralyzed from 03.01.2012.

It is again a struggle for our survival.

It is a struggle of life and death to lakhs of Postal Workers.

Let the Postal,, RMS, Administrative, Postal Accounts, GDS, SBCO and Civil Wing employees come together to stage another glorious indefinite strike.

ALL INDIA UNION FOR CASUAL WORKERS IN POSTAL DEPARTMENT

1ST ALL INDIA CONVENTION OF CASUAL , CONTINGENT, PART TIME & CONTRACT WORKERS AT TIRUPATHY FROM 13TH TO 14TH NOVEMBER A GRAND SUCCESS.


As notified by NFPE the 1st ALL INDIA CONVENTION OF CASUAL LABOURERS working in Department of Post was organized in befitting manner at TIRUPATHY the holy city from 13th to 14th November 2011 at com. K. Siddappa Nagar [rail kalyan auditorium.


On 13th morning registration of delegates was started and continued up to 13-00 hrs. The number of delegates registered is as follows.

At 16-00 hrs MASS RALLY started from rail kalian and reached the venue of open session Com. N.appaswamy hall [TIRUPATHY HEAD POST OFFICE PREMISES] at 17-00 hrs passing through main streets of Tirupathy town in which hundreds of postal employees from various surrounding postal divisions participated. Leaders of postal and confederation Coms. M.KRISHNAN, C.C. PILLAI, K. RAGHAVENDRAN, M.S. RAJA, APPAN RAJ, T. SATYANARAYANA and CIRCLE SECRETARIES OF NFPE UNIONS participated.


OPEN SESSION



Afterwards open session was commenced which was presided by Com. Y.NAGABHUSHANAM, working chairman of Reception Committee. Com. C.Kumaraswamy Reddy general secretary reception committee invited the leaders to the dias.on behalf of reception committee chairman Sri. P. Ramachandra Reddy, former minister and MLA Punganur constituency his son Sri. MITHUN REDDY gave welcome address. Com. A.V. NAGESWARA RAO, SECRETARY, CITU AP STATE COMMITTEE ADDRESSED THE GATHERING AS CHIEF GUEST. MLC Sri. V. BALASUBRAMANYAM attended as chief guest and addressed the gathering. Com. V A N NAMBOODRI, the president BSNL CASUAL & CONTRACT WORKERS FEDERATION addressed the gathering as one of the chief guests.

Sridhar branch secretary RIII TIRUPATHY BRANCH and secretary reception committee.

The historic convention commenced at 10-00 am sharp which was presided by com. Y.Nagabhushanam. Few minutes silence was observed by the house in memory of com. M.K.PANDHEY the veteran trade union leader who worked in various capacities in CITU and others who passed away recently.



The convention was inaugurated by Com. M. Krishnan Secretary General NFPE and addressed by Coms. APPANRAJ, GS,AIPSBCOEU, GOPALA KRISHNA,WORKING PRESIDENT PIII, SK. HUMAYUN, PRESIDENT P4,P.PANDU RANGARAO, AGS,AIPEDEU,R.SIVANNARAYANA,Dy.GS, PIII, DASV PRASAD ,CS PIII & CONVENER NFPE CIRCLE COORDINATION COMMITTEE& MNV RAO, LEADER, RJCM, AP CIRCLE addressed the convention.


Coms. CC PILLAI, K. RAGHAVENDRAN, T.SATYANARAYANA, RAGHUPATHI and CIRCLE SECRETARIES Coms. R.J. MADHUSUDAN RAO CS RIII & Y.BHOOMESWAR CS R4 WERE ALSO ADDRESSED THE SESSION.


Nearly 35 delegates participated in the discussions from all the states.


Afterwards the name of the union which was proposed as
