LTC Rules - Leave Travel Concession Rules
as per 6th CPC - (w.e.f. 01.09.2008)
1. LTC Rules is allowed all Government servants irrespective of the distance between headquarters and their home town.
2. LTC Rules is allowed Hometown" means the town, village or any other
place declared as such by the servant and accepted by the controlling
officer.
3. LTC Rules is allowed only to those who have completed one year of service on the date of journey.
4. LTC Rules is allowed for self and family.
5. LTC Rules is allowed only to the family (in the case of an employee under suspension).
6. LTC Rules is allowed to journey to “Home Town” once in a block of two years.
8. LTC Rules is allowed to expression "any place in India" will cover
any place within the territory of India whether it is on the mainland,
or overseas.
9. LTC Rules is allowed journey to “Any place in India” in lieu of one journey to Home Town.
10. LTC Rules is allowed availing during all leave periods
(Earn/Casual/S.Casual/Study/Maternity/Paternity).
11. LTC Rules is allowed all journeys to travel by Rail/Road/Air/Ship.
12. LTC Rules is allowed privilege not availed during a block may be availed before end of the next year.
13. LTC Rules is allowed allow family members independently in any number of batches.
14. LTC Rules is allowed traveling to “Any place in India” the employee
and or members of the family may travel either to the same place or
different places of their choice.
15. LTC Rules is allowed traveling to visit “Any place in India” or can visit his same Home Town also.
16. LTC Rules is allowed in the same two-year block, some members of
family can avail Home Town concession while other “Any place in India”.
17. LTC Rules is allowed reimbursement by the entitled class or actually traveled class, whichever is less.
18. LTC Rules is allowed 90 per cent of the anticipated reimbursement amount may be granted as advance.
19. LTC Rules is allowed Grade Pay holders of Rs.2400,2600 and 2800 can go AC-II Tier class by train.
20. LTC Rules is allowed Grade Pay holders of below Rs.2400 can go AC-III Tier / First Class / AC-Chair Car class by train.
Earned Leave Encashment Facility :-
1. Earned Leave up to a maximum of ten days at a time may be enchased,
subject to the condition that at least an equivalent duration of Earned
Leave.
2. This is limited to a maximum of 60 days during the entire career and
the total number of days so enchased will not be included for computing
maximum quantum of leave encashable at the time of quitting service.
3. The balance at credit should be but less than 30 days after deducting
the total of leave availed plus leave for which encashment was
availed.
4. Where both husband and wife are government servants, encashment of
leave will continue to be available to both, subject to maximum limit of
60 days.
Block Year :-
1. The LTC to home town is allowed once in a block of two calendar years, such as 2006-2007, 2008-2009 and so on.
2. The LTC to “Any Place in India” is allowed once in a block of four calendar years, such as 2006 - 2009 and so on.
Husband and Wife…
When both the husband and wife are Central Government servants:
1. They can declare separate Home Town independently.
2. They can claim LTC for their respective families, viz,. While the
husband can claim for his parents / minor brothers / sisters, the wife
can avail for her parents / minor brother / sisters.
3. Either of the parents can claim the concession for the children in a particular block;
4. The husband / wife who avails LTC as a member of the family of the spouse, cannot claim independently for SELF.
Family – definition…
1. The Government servant’s wife or husband and two surviving unmarried
children or stepchildren wholly dependent on the Government servant,
irrespective of whether they are residing with the Government servant or
not.
2. Married daughters divorced, abandoned or separated from their
husbands and widowed daughters and are residing with the Government
servant and wholly dependent on the Government servant.
3. Parents and / or step-parents (stepfather and stepmother) whole
dependent on the Government servant, whether residing with the
Government servant or not:
4. Unmarried minor brothers as well as unmarried divorced abandoned,
separated from their husbands or widowed sisters residing with and
wholly dependent on the Government servant provided their parents are
either not alive or are themselves wholly dependent on the Government
servant.
Change of Home Town…
“The hometown once declared and accepted by the controlling officer
shall be treated as final. In exceptional circumstances, the Head of the
Department or if the Government servant himself is the Head of the
Department, the Administrative Ministry, may authorise a change in such
declaration provided that such a change shall not be made more than once
during the service of a Government servant.”
The CCS Rule allow an employee to change the Permanent Address given in their Service Records for once in their service.
The employee can apply for this through their respective Head of Section
enclosing the relationship and residential proof of the new address.
Care to be taken before applying for the change of address as this
facility will be available only once in their service. After changing
the Permanent Address the employee is eligible to apply for Home Town
LTC.
Those
employees who are residing on the outskirts of their work place,
automatically they are ineligible for LTC HomeTown. For the benefit of
these employees, a male employee can give the address of his wife’s
native place or opposite, after the marriage of son or daughter, their
residing place like that… But the respective Head of Section has the right to turndown the application.

Reference is invited to instructions issued by the Department of
Expenditure, Ministry of Finance from time-to-time regarding the
procedure for booking of air tickets on Government account. As per
existing procedure Government officials/offices can book the air tickets
directly from Airlines (at Booking counters / Website of Airlines) and
if needed, by utilizing the services of authorized agents. viz. M/s
Balmer Lawrie & Company Limited (BLCL) and M/s Ashok Travels &
Tours (ATT) [Department of Expenditure OM No.19024/1/2009-E.IV dated
16/09/2010 refers]. Air tickets for travel on LTC, to a limited extent,
can also be get booked through Indian Railway Catering & Tourism
Corporation(IRCTC) [Department of Personnel & Training 0M No.
31011/6/2002-Estt.(A) dated 02/12/2009 refers].
2. It has now been decided to include IRCTC as an authorized for the purpose of booking air tickets on Government account.Accordingly,
if the services of a travel agent for booking air tickets on Government
account is to be availed of, in addition to BLCL and ATT, the services
of IRCTC can also be availed of.
3. All Ministries/Departments of the Government of India. etc. may
accordingly bring these instructions to the notice of all concerned for
strict compliance.

Availing of LTC (Leave Travel Concession) in current block year
Everyone
knows that all central government employees can avail LTC through their
respective department and can use this opportunity for travelling to any
part India. This concession can be availed in block years. A block
year consists of four calendar years. As far this block year is
concerned, this year 2013 is the last year in this particular block year
– i.e. 2010-2013.
Employees can use this opportunity this year itself without waiting for
an extension in the next year. In the last couple of years the block
years were extended for another one year for the benefit of many of our
employees who are not utilizing it properly. In JCM Meetings, Trade
unions and Federations are demanding more facilities in LTC like Air
Travel from anywhere in India. Now employees can travel to Jammu &
Kashmir and North Eastern States by air. The government has informed
that only about 20% of the employees are utilizing this concession.
Going for vacation to different places with family and friends gives
the entire family, a fresh atmosphere. Mingling with friends and other
people in different places nourishes our thoughts and minds. In foreign
countries, going for a vacation is encouraged very much. To conclude,
all central government employees should grab this golden opportunity to
travel to any part our country and can enjoy their vacation.

Subject : Regularisation of TA / DA / LTC Claims on account of
journey performed by booking of tickets from an agency other than the
authorized travel agents.
Of late, cases for seeking relaxation to the guidelines laid down under
GoI, MoF, OM No. 19024/1/2009-E.IV dated 16.9.2010 for regularization of
air journey performed by staff / officers on account of TD / LTC / SPC
are being received in this HQrs.
2. After issue of Circular dated 24/8/2011, a number of officers / staff
who performed journey on official duty / LTC / Transfer / Permanent
transfer after retirement by air by purchasing air tickets through
unauthorized travel agent have been requested for seeking relaxation to
the guidelines on booking air tickets which have been referred to the
Ministry.
3, To enable this HQr’s office to seek relaxation from MoD, CDAs/PCDAs
are requested to forward all the cases of staff/officers serving under
your office seeking relaxation to the guidelines laid down under MoF OM
dated 16.9.2010 in one lot duly specifying the full
details (viz Individual’s application, purpose of travel, sectors and
date of journey, Airlines, details of travel agent etc.) of air journeys
undertaken by them alongwith delay statement for seeking regularization
duly supported by relevant documents before 31.01.2013. Applications received after the spccified date will not be entertained.
4. Further, it may also be ensured that cases pertaining to the period
before 24.08.2011 only may be forwarded for examination at this HQrs
office and onward transmission to Ministry for seeking relaxation
sanction.
Nil Report is also required.

LTC for Kerala State Government Employees
The Kerala state government has decided to provide Leave Travel
Concession Allowance for Government employees in the state. The pay
commission has recommended giving LTA to government employees. If the
pay commission's recommendation is approved, those who are having 15
years service will get LTA. As per pay commission, the money for
traveling up to 2400 km to and fro would be given.

Leave Travel Concession
is one of the topics in which Central Government Employees are mainly
interested. Though this topic is not complex as such, many questions and
doubts would arise regarding the admissibility of LTC in many practical
situations. Of Course a written law cannot cover all the
situations. So, Government is issuing clarifications on LTC from time to
time. Covering the original orders and those subsequently issued
clarifications by DOPT, some time back we had published a compilation of frequently
asked questions relating to Leave Travel Concession (LTC) applicable to
Central Government Employees.
Now DOPT has come up with a compilation of Frequently
Asked Questions on LTC (Leave Travel Concession) same mentioned below.
Leave Travel Concession – FAQ – Part-2
Question: 1 How are the claims of LTC be
adjusted in case of delayed submission?
Answer:
Where advance has been drawn, the claim for reimbursement shall be submitted
within one month of the completion of the return journey.
Where no advance has been drawn, the expenditure
incurred shall be submitted within three months of the completion of the return
journey.
Administrative Ministry
/ Department concerned can admit the claims in relaxation of the
provisions subject to the following time limits without reference to DOPT:
(a) Where no advance is taken, LTC
bill submitted within a period not exceeding six months; and
(b) Where advance has been drawn,
claim for reimbursement submitted within a period of three months after the
completion of return journey (provided the Govt. servant refunds the entire
advance within 45 days after completion of the return journey. Rule 14 of
CCS(LTC) Rules, 1988 read with O.M.No.31011/5/2007-Estt.A dated 27.09.2012.
Question : 2 Can a Government. Servant visit
NER or J&K on more than one occasion on conversion of Home town under the
relaxation allowed for LTC visits to NER / J&K
Answer:
Government Servant who has availed the benefit of Home Town conversion to NER /
J&K i one block (say 2006-09) can again visit NER / J&K in the new /
next block (say 2010-2013) subject to availability of LTC in a
particular block so long as the relaxation is in force.

Question: 3 Can a Government Employee avail
of air travel to NER / J&Kin case of All India LTC if his
hometown and the Head Quarters are at the same place?
Answer:
Both NER and J&K scheme of LTC allow relaxation for air travel on All
India LTC to all categories of employees to the extent specified in the
DOP&T’s O.M.No 310311/4/2007-Estt.(A) dated 02.05.2008 and DOP&T’s O.M
31011/2/2003-Estt.(A) dated 18.06.2010 even if the Hometown and the
Headquarters are same.
Question 4: Whether Government Servant who
has already availed one Home Town LTC in the current block can avail LTC to
visit NER?
Answer:
Yes, he can avail it against All India LTC.
Question 5: Can a Government Servant avail
the benefit of visiting NER /J&K twice in a particular block of 4 years?
Answer:
Yes, a Government Servant can visit NER / J&K by conversion of his home
town and also by availing LTC subject to validity period of the Scheme and
fulfilling of other conditions
Question 6. Can a fresh recruit avail
the benefit of Home Town conversion to NER / J&K against one of the three
occasions of Home Town available to him in each block.
Answer:
Any fresh Government Servant can also avail the benefit of Home Town conversion
NER ? J&K against one of the three occasions of Home Town available to him
in each block.
Question 7. Can fresh recruit avail of
conversion of home town to visit NER / J&K under the relaxation allowed for
visiting NER / J&K?
Answer:
Any Government employee can avail of the relaxation for visiting NER / J&K
and convert one home town LTC for such visit in a block of 4 years as long as
the relaxations continue.

Question 8. Can a fresh recruit
Government servant avail of All India LTC anytime during the 4 year block?
Answer:
It can be availed only in the 4th occasion of the block and not at random.
Question 9. Whether carry over of LTC
is allowed to fresh recruits?
Answer:
Carryover of LTC is not allowed to fresh recruits as they are eligible for
every year LTC for the first 8 years of service.
Question 10. Who is a fresh recruit entitled
for LTC every year?
Answer:
A person who has joined service for the first time is treated as a fresh

Question 11.How the LTC entitlements of fresh
recruits are regulated in the first eight years?
Answer:
On completion of one year, the fresh recruit can be allowed 3 Hme Town LTC and
1 All India LTC in each block of Four Years in the first 8 years.

Question 12. Whether Dependent parents of fresh recruits can
avail LTC for the journey form Hometown to Headquarters and back?
Answer:
No, the dependent parents of fresh recruits can not avail LTC for the journey
from Hometown to Headquarters and back.
Question 13.
Whether claims for reimbursement can be allowed for road journeys by bus / taxi
or other vehicle operated by private operators?
Answer:
LTC Rules do not permit reimbursement for journey by a private car(owned/borrowed/hired)
or a bus/van or other vehicle owned by private operators. LTC facility shall be
admissible only in respect of journeys performed in vehicles operated by Govt.
or any Corporation in the public sector run by the Central or State Govt. or a
local body. Rule 12(2) of CCS(LTC) Rules, 1988 read with
DOPT’s O.M.No. 31011/4/2008-Estt.A dated 23.09.2008
Question 14.
Whether air fare of children whose full fare is charged by airlines
is reimbursed?
Answer:
If full fare has been charged by the airlines and paid by the Government
servant, the same will be reimbursed.
Question 15.
Can a Government servant use the service of travel agents for LTC purpose?
Answer:
Yes. but it should be limited to M/s Balmer Lawrie and Company and M/s Ashok
Travels and tours.
Question 16.
What is the definition of family for LTC?
Answer:
For LTC purpose family consists of
(i) Spouse of the Government Servant and two surviving unmarried
children or Step children.
(ii) Married daughters, who have been divorced, abandoned or
separated from their husbands and widowed daughters residing with wholly
dependent on the Govt. Servant.
(iii) Parents and / or step parents residing with and wholly
dependent on the Govt. Servant.
(iv) Unmarried minor brothers as well as unmarried, divorced,
abandoned separated from their husbands and widowed sisters residing with and
wholly dependent on the Government Servant provided their parents are either
not alive and are themselves wholly dependent on the Government Servant.

What are the dependency criteria?
Answer:
A member of family whose income from all sources, including pension, temporary
increase in pension does not exeed Rs.3500 from 01.09.2008 and Dearness relief
thereon is deemed to be wholly dependent on the Government Servant.
Question 18.
Can parents / children residing at other places avail LTC to visit the
Government Servant at Headquarters and go back?
Answer:
No, reimbursement of LTC claims being restricted to the entitlement for journey
between Headquarters and place of visit, the amount reimbursable in such cases
is Nil

ADDITIONAL LTC BENEFITS TO NEWLY RECRUITED CENTRAL GOVERNMENT EMPLOYEES
Leave Travel Concession for Central Government employees in
general provides for reimbursement of fare entitled to the employee and
his / her family concerned for the travel to home town twice in four
years or to a place any where in India in lieu of one home town travel
concession once in four years.
As far as newly recruited Central
Government Employees are concerned, LTC Scheme provides for some
additional benefits which are discussed in this article.
LTC Scheme after implementation of Sixth Pay Commission report – Benefits to Fresh Recruits in the form of additional LTC trips
LTC Rules amended after implementation of sixth pay commission provides certain more Benefits to Fresh Recruits in the form of
allowing additional home town trips under LTC (after completion of one
year of continuous service in central government service)
As per the amendment made
in Rule 8 of LTC Rules, Fresh recruits to Central Government may be are
allowed to travel to their home town along with their families on three
occasions in a block of four years and to any place in India on the
fourth occasion.
This facility shall be available
to the Government officers only for the first two blocks of four years
applicable after joining the Government for the first time. In other
words after completion of one year of continuous service in Central
Government service one can avail LTC for three Home town trips and one
All India trip in each of two LTC blocks that fall in in the first eight
years of Government service
The blocks of 4 years shall apply with
reference to the initial date of joining the Government even though the
employee changes the job within Government subsequently. The existing
blocks will remain the same but the entitlements of the new recruit will
be different in the first eight years of service.
After grant of this additional
LTC benefits to fresh recruits, doubts were raised whether this
additional benefits can be allowed Central Government Employees who have
joined in the Government Service prior to 23.09.2008 (i.e. before the date of issue of OM) but yet to complete 8 years of service.
Later, DOPT clarified in this
aspect to the effect that all Government servants who have not completed
8 years of service as on 01.09.2008 would be entitled for the LTC
benefits available to fresh recruits.
Married and unmarried Central Government Employees can travel to home availing LTC once a year in one block of 4 years:**
This benefit was available even
prior to implementation of sixth pay Commission. Under this clause,
Married and unmarried Central Government Employees can travel to home
availing LTC once a year in one LTC block of 4 years. There is no
restriction in the form of number of years of service to avail LTC in
this clause. However, this LTC for travel to home town once a year in
the block of 4 years restricted to employee only. The family of the
employee is not entitled LTC under this clause.
However, following conditions are to be satisfied in order to avail additional Home Town Trips in one LTC block:
1.The family of Central Government Employee should be living away from him/her at her/his home town.
2.No
other LTC claim including LTC to all India and home town can be made by
the employee for self and his/her family in the LTC block.
(** It is just an assumption that
family of fresh recruits would usually be away from him/her at his/her
home town. In fact this facility is available all central government
employees whose family is at home town. There is no restriction in the
form of number of years of service completed)

How are the claims of LTC be adjusted in case of delayed submission?
| Where advance has been drawn, the claim for reimbursement shall be submitted within one month of the completion of the return journey. Where no advance has been drawn, the expenditure incurred shall be submitted within three months of the completion of the return journey. Administrative Ministry/Department concerned can admit the claims in relaxation of the provisions subject to the following time limits without reference to DoPT: (a) Where no advance is taken, LTC Bill submitted within a period not exceeding six months; and (b) Where advance has been drawn, claim for reimbursement submitted within a period of three months after the completion of return journey (provided the Govt. servant refunds the entire advance within 45 days after the completion of the return journey. on more than one occasion on conversion of Hometown under the relaxation

| Both NER and J&K scheme of LTC allow relaxation for air travel on All India LTC to all categories of employees to the extent specified in the DOP&T’s O.M 31011/4/2007- Estt.(A) dated 02.05.2008 and DOP&T’s O.M 31011/2/2003-Estt.(A) dated 18.06.2010 even if the Hometown and the Headquarters are same. |

Yes, he can avail it against All India LTC.

LTC facility shall be admissible only in respect of journeys performed in vehicles operated by Govt. or any Corporation in the Public sector run by the Central or State Govt. or a local body. Yes, but it should be limited to M/s Balmer Lawrie and Company and M/s. Ashok Travels and Tours.

What is the definition of family for LTC?
| For LTC purpose, family consists of (i) Spouse of the Govt. servant and two surviving unmarried children or Step children. (ii) Married daughters, who have been divorced, abandoned or separated from their husbands and widowed daughters residing with and wholly dependent on the Govt. servant. (iii) Parents and/or step parents residing with and wholly dependent on the Govt. servant. (iv) Unmarried minor brothers as well as unmarried, divorced, abandoned, separated from their husbands and widowed sisters residing with and wholly dependent on the Govt. servant provided their parents are either not alive and are themselves wholly dependent on the Govt. servant. What are the dependency criteria?
| A member of family whose income from all sources, including pension, temporary increase in pension does not exceed Rs.3500 from 01.09.2008 and Dearness relief thereon is deemed to be wholly dependent on the Government servant. |
