18. Now fill the details of transaction ID and Date of Transaction if paid through cash.

OFFICE MEMORANDAM

Subject : Notice for strike by the Confederation of Central Government Employees and Workers on 12th and 13th February, 2014
The undersigned is directed to intimate that the Confederation of Central Government Employees and Workers have given notice that the members of the affiliates of these Confederation will go on strike on 12th and 13th February, 2014 in pursuance of their Charter of Demands.

2. The instructions issued by the Department of Personnel & Training prohibit the Government servants from participating in any form of strike including mass casual leave, go-slow etc. or any action that abet any form of strike in violation of Rule 7 of the CCS (Conduct) Rules, 1.964. Besides, in accordance with the proviso to Rule 17 (1) of the Fundamental Rules, pay and allowances is not admissible to an employee for his absence from duty without any authority. As to the concomitant rights of an Association after it is formed, they cannot be different from the rights which can be claimed by the individual members of which the Association is composed. It follows that the right to form an Association does not include any guaranteed right to strike. There is no statutory provision empowering the employees to go on strike. The Supreme Court has also agreed in several judgments that going on a strike is a grave misconduct under the Conduct Rules and that misconduct by the Government employees is required to be dealt with in accordance with the law. Any employee going on strike in any form would face the consequences which, besides deduction of wages, may also include appropriate disciplinary action. In this connection, your kind attention is also drawn to this Department's OM No. 33012/1(s)/2008-Estt (B) (pt) dated 12th September, 2008 (copy enclosed).

3. A Joint Consultative Machinery for Central Government employees is already functioning. This scheme has been introduced with the object of promoting harmonious relations and of securing the greatest measure of cooperation between the Government, in its capacity as employer, and the general body of its employees in matters of common concern, and with the object, further of increasing the efficiency of the public service. The JCM at the different levels have been discussing issues brought before it for consideration and either reaching amicable settlement or referring the matter to the Board of Arbitration in relation to pay and allowances, weekly hours of work and leave, whenever no amicable settlement could be reached in relation to these items.
4. The Central Government Employees under your Ministry/Departments may, therefore, be suitably informed of the aforesaid instructions under the Conduct Rules issued by this Department and other regulations upheld by the Hon'ble Supreme Court and dissuaded from resorting to strike in any form. You may also issue instructions not to sanction Casual Leave or other kind of leave to employees if applied for, during the period of the proposed strike and ensure that the willing employees are allowed hindrance free entry into the office premises. For this purpose, Joint secretary (Admn) may be entrusted with the task of coordinating with security personnel. Suitable contingency plan may also be worked out to carry out the various functions of the Ministry/Department.

5. In case the employees go on strike, a report indicating the number of employees who took part in the proposed strike may be conveyed to this Department on the evening of the day.

Postal/Sorting Assistant (PA/SA) Recruitment (Amendment) Rules, 2014


Friends...  Happy News for all Postal/Sorting Assistant Aspirants. Department of Posts has amended the Postal Assistants and Sorting Assistants(PA/SA) (Group C non- Gazetted), Recruitment Rules, 2011.
Earlier to be eligible for applying to the post of PA/SA:
1) General Candidates had to secure at least 60% marks in their 10+2 exam
2) Other Backward Classes (OBC) candidates had to secure at least 55% marks in their 10+2 exam
3) Schedule Castes/ Scheduled Tribes (SC/ST) candidates had to secure at least 45% marks in their 10+2 exam
But as per the new amendment, a pass in 10+2 or 12th class will be sufficient to be eligible for applying for the post. The official extraordinary gazette in this regard has been published by Government of India on 27 January 2014.

The above amendment has also been made in respect of Postal Assistant in Savings Bank Control and Internal Check Organisations, (PA SBCO) Group C non-Gazetted posts Recruitment Rules, 2012 also.

Further new recruitment rules for Postal Assistants in Circle/Regional Offices - PA(CO/RO) have been published & will be known as Department of Posts, Circle and Regional Offices, Postal Assistant, Group ‘C’ Post Recruitment Rules, 2014. Click Here for details.

So with these amendments published we can expect PA/SA recruitment for filling the vacancies of the year 2013 & 2014 very soon. As per the Calendar of Exams published by DoP, recruitment for PA/SA is tentatively scheduled for March 2014. SMS to be accepted soon by Govt deptarments as official document


People may soon be able to use SMS communication with government departments as a documentary proof while utilising citizen-services for making payments, registrations and various other schemes. 
The Centre on Monday launched a platform with about 241 applications for the public after completing pilot project of mobile governance with about 100 departments and testing proof of concepts. 
The applications relate to services covering areas such as Right to Information (RTI), health, Aadhaar, education, directory services and so on.
Launching the 'Mobile Seva' service, department of electronics and IT secretary J Satyanarayana said: "Like Railways, we have to bring in a system wherein by showing (transaction) SMS or, whatever be the case (like e-mail), the proof on mobile is accepted as valid document. 
"To increase our reach we need to bring this kind of practice in mobile and e-governance." 
India has around 90 crore mobile phone subscribers. Satyanarayana said that at present digitally signed certificates are accepted as valid document but similar rule has to be made for mobile phone users where SMS or a communication available on mobile phone can be accepted as valid proof. 
Joint secretary at DEITY Rajendra Kumar said the department is ready with digital signature for mobile phones which the government can use in messages that are to be sent to the citizens applying for a service. 
"We will start allocating digital signature (Public Key Infrastructure) to all government department on board in first quarter of 2014. Government departments can send communication on mobile of citizen seeking service," Kumar said. 
He said any communication with PKI, say SMS, can be shown instead of a paper receipt or document. 
At present, most of the mobile applications work on Android mobile phones and Java enabled phones. 
Kumar said that in six months the government will bring all applications to HTML5 standard which will make them compatible with all mobile platforms. 
DEITY additional secretary Rajiv Gauba said about 830 departments from the Centre, state and local authorities have come on board, and the department is working on the third phase to further scale up the mobile governance platform and bring more services under its ambit. 
"We have to go through inter-ministerial consultations to scale this m-governance store for launch of third phase. The third phase will have many more departments and capacity to add more services application on this store. Final shape of third phase can be known only after consultation process is complete," he said.

What is a Resume?

Resume is a self-promotional document that presents you in the best possible light, for the purpose of getting invited to a job interview.

Why your resume is important?
It's the first meeting between you and a prospective employer. Your value and your importance can be easily decoded from your resume. Use your profile design that grabs attention.

What should the resume content be about?

Your resume should be focused on the company's needs. Your resume should convey that you are the perfect candidate for the job.

It's about YOU - how did you perform and what did you accomplish in the past jobs, especially those accomplishments that are most relevant to the work you want to do next. A good profile predicts how you will perform in that desired future job.

Resume Design

Follow a simple design, which gives maximum information in the minimum number of pages. Make the profile readable by using a minimum of a 10-point font for text and 11-point for headings. Use an easy to read and commonly used font like 'Times New Roman' or 'Verdana.' Do not underline heavily. The length of your resume must have at least 2 pages.
Word Usage

Simple language, lucid expression with good grammar is the thumb rule. Watch your tenses carefully. Use short and simple sentences. Never use long sentences, and never go with errors, unusual punctuation and incorrect capitalization's.

Make your resume concise. Never use \"I\" or other pronouns to identify yourself.

Highlight your strengths
Highlight your strengths and what is most relevant to the potential employer. Every resume is typically reviewed in 10-30 seconds, so put forth the effort and determine which points most strongly support your job search objective. Put the strongest and most relevant points first where they are more apt to be read.

You can have many more interviews by tweaking your resume and cover letter so that they address the specific skills that each employer needs.

Experience

Quantify your experience wherever possible. Only by analyzing your resume and your past contributions to the previous company, recruiters will offer you an employment in the company.

Always be honest and confident about describing your career profile. Many experienced and professional recruiters can easily understand whether you are describing the truth or not.


Use bullet statements when appropriate

Bulleted information is more readable and tends to stand out more than the same information contained within a paragraph. But bulleted information also takes up more room. It's better to combine the two.

Objective

Form a solid, clear objective that will help you carry a focused message throughout the resume. The objective summarizes your skills and emphasizes your strengths.

Education

Most of the fresher resumes do not suffer from space constraint . However, it is a good idea to include only those educational and professional qualifications which are relevant. Put your qualifications in a reverse chronological order. i.e. the recent ones first followed by the earlier ones. Entry level resume should also mention the names of their school and college, years in which they passed their board examinations. However, include only the marks in which you have shown a good academic performance.

Work Experience

If you have any work experience, list it in the reverse chronological order. It must include the company name, location, time frame of work there, responsibilities and projects.
