Clarification :	It is reiterated that all Ministries/Departments should strictly adhere to the guidelines laid down in OM No.28034/7/86-Estt.(A) dated 3.4.86 while deciding on the requests for posting of husband and wife at the same station and should ensure that such posting is invariably done, especially till their children are 10 years of age, if posts at the appropriate level exist in the organisation at the same station and if no administrative problems are expected to result as a consequence. These instructions would be applicable only to posts within the same department and would not appy on appointment under the Central Staffing Scheme.

Clarification :	The facilities for medical help and education of mentally retarded children may not be available at all stations, a choice in the place of posting is likely to be of some help to the parent in taking care of such a child. while administratively it may not be possible in all cases to ensure posting of such an employee at a place of his/her choice, Ministries/Departments are requested to take a sympathetic view on the merits of each and accommodate such requests for posting to the extend possible.

Clarification :	In Feb., 1976 the then Department of Social Welfare had issued a circular D.O.letter to all Ministries and Departments requesting them to give serious consideration to the question of posting husband and wife at the same station. However, representations continue to be received by the Department of Women’s Welfare in the Ministry of Human Resources Development from women seeking the intervention of that Department for a posting at the place where their husbands are posted. After that Government decided to lay down a broad statement of policy at least with regard to these employees who are under the purview of the Government/Public Sector Undertakings. The cadre controlling authority should consider such requests with utmost sympathy…

Clarification :	The guidelines, as framed by DOP&T in view of the 6th CPC, have been examined in this Ministry and it has been decided to adopt these with certain modifications. Accordingly provisions of guidelines issued under Board’s letter dated 5.11.97 ibid have been modified as under :- 1. A common national test for admission to engineering courses across the country that takes into account Class XII board marks will be introduced from 2013.

Under the new scheme, all aspirants will have to give two exams — JEE main and JEE advanced — to be held on the same day. The aspirant's set of scores will decide whether he or she will be eligible for admission to the premier Indian Institutes of Technology (IIT), centrally funded institutions like NITs (An earlier version of this story mistakenly described National Institutes of Technology, or NITs, as NIITs. We regret the error and thank our readers for pointing it out.) or IIITs or state-funded institutions.

For admission to IITs, students will be shortlisted on the basis of their cumulative score for Class XII and the main test (50% weightage each). The merit list for the elite institutes will be decided on the candidate's performance in the advanced test.

The weightage for admission to other institutions will vary. For centrally funded institutions which include NITs and IIITs, it will be 40% for Class XII board, 30% for the main test and another 30% for the advanced test: a format that IITs have also agreed to follow from 2015.

States will have to fix weightage for admission to institutions they govern. Class XII marks will be standardized on percentile basis by a formula worked out by the Indian Statistical Institute.

While the main test shall be multiple choice type paper, the nature and modalities of the JEE advanced test shall be determined by the Joint Admission Board (JAB) of the IITs.

For students who have appeared for Class XII board in 2012, the council has decided that they may be allowed to sit for the board exam again if they would like to improve their performance in order to benefit from the new format which factors in their performance at the school level. CBSE and state boards will be asked to make appropriate arrangements.

The decision, after two years of consultations and deliberations, was taken in a meeting with the joint councils of IITs, NITs and IIITs.

The All India IIT Federation submitted a dissent note at the meeting, continuing with their insistence that the exam be postponed till 2014 and Class XII be given a maximum of 40% weightage.

Elaborating on the decision, HRD minister Kapil Sibal admitted to "resistance'' from the IIT system, but said the council had secured an agreement by conceding their two main demands. As insisted by the IIT Senate and Federation, they will continue to have academic control over the exam including paper-setting, evaluation and preparation of merit list. Their demand that the main exam scores be used in addition to the board exam to shortlist eligible students was also accepted.

In turn, Sibal managed to get the IIT Council to agree to introduction of the common entrance test next year instead of 2014 as demanded by the IIT Senate and Federation. The minister told reporters that states like Haryana, Maharashtra and Gujarat had already agreed to adopt the new format. An education ministers' meeting on June 5 will be crucial to gauge interest among states who will have the freedom to decide their own weightages within the format.

Stressing that this will reduce mental and financial burden among aspirants, Sibal said the new system would ensure better results in schools and cut down dependence on coaching institutes.

Even as the process of selection to the IITs would be different then other institutes, Professor Sanjay Dhande, Director of IIT Kanpur said the counselling to IITs and other institutes will be done jointly and allotment of seats will be done together.

Sibal made it clear that JAB of the IIT system would have complete control on matters such as paper setting, evaluation and preparation of merit list over the advanced test while CBSE will provide administrative support for conduct of the examination.

For conduct of the main examination, an expanded joint admission board will be constituted including the NIT, other centrally funded institutes and state government representatives.

Common Entrance Exam for IITs, NITs, IIITs from 2013

From 2013, aspiring candidates for IITs and other central institutes like NITs and IIITs will have to sit under new a format of common entrance test which will also take plus two board results into consideration.
The announcement was made today by HRD minister Kapil Sibal after chairing a meeting of the joint councils of IITs, NITs and IIITs. Emphasising that there was no "dissent" among the councils about the move, he acknowledged there "was a lot of resistance during the consultation process from the IIT system". IIT senates especially the faculty federation had been opposing the new format.
But Sibal said the selection of the candidates for the IITs and other central institutes would be different even as all the aspirants will have to go through all the steps under new format. This system will replace the IIT-JEE and AIEEE.
Students will sit for a main test and an advance test conducted on the same day.
For admission to all the centrally funded institutes, there would be 40 % weightage for performance in Class XII (after normalisation of marks), 30% weightage to performance in main and 30% in the advanced test.
In case of IITs, there would be a filtering process involved. The board results and the main test will be given 50% weightage each. Only the top 50,000 students will be selected for the advance test after taking into account their performance in the board results and the main result.
"The merit only in advanced examination will be considered for admission" to the IITs, Sibal said.
At the same time, he added, the IIT council has agreed to move to the other system by 2015. Explaining the selection of candidates under the new format for the IITs, one of the IIT directors said results of advance test of only those students who have crossed the "barrier" of the 50% weightage to board marks and mains will be counted while preparing the merit list.
Even as the process of selection to the IITs would be different then other institutes, he said the counselling to IITs and other institutes will be done jointly and allotment of seats will be done together.
"I as a student will get a rank in IIT and also get a rank for NIT and IIIT. I will give my choice in both and depending on which is my first choice in either, I will get a seat," he explained.
While the main test shall be multiple type paper, he nature and modalities of the advanced shall be determined by the Joint Admission Board (JAB) of the IITs.

As per Article 123 of Education Code various concession in the fee have been provided to the students. However, it has come to our notice that such provisions are not known to a large number of parents. As a result, they directly approach KVS HQs with queries. Hence, it is requested that principal of KVs under your jurisdiction be given instruction to publicize the provision of Article 123 and display it on the school website so that deserving students get the benefit of such provision.

Article 123 Concessions:

a)      If more than one child of the same parent is studying in class IX to XII of Kendriya Vidyalaya, the child in the higher class shall pay full tuition fee and second child only half of the tuition fee, whether the latter is studying in the same or in any other Kendriya Vidyalaya.

b)      Deserving students whose parents/guardians are not in a position to pay the prescribed tuition fee may be exempted from payment of such fee to the extent indicated below

I.            Full and half-fee concession may be granted at this discretion of the principal to not more than 20 % of the total number of students on roll in each of the Secondary and Senior Secondary classes as on 31^st July of the year, provided the cost of this concession does not at any time exceed 10% of full concession. For this purpose, the total number of students on roll shall be exclusive of total number of students of the exempted categories availing fee concession.

II.            The number of fee concessions shall not be altered during the year but any freeship or half-freeship, within the prescribed limit not granted at the beginning of the year or which has become available in the course of the year or which has become available in the course of the year by reason of a free of half-free scholar ceasing to be a student , may be awarded to other deserving students.

III.            If the number of eligible students entitled to the mentioned in (i) above exceeds the number permissible within the financial limits laid down therein, the concession shall be restricted to more deserving students on the basis of merit , such merit being determined on the basis of their relative performance at the preceding annual examination or by holding where necessary , a special examination for the purpose of determining their inter se merit.

Kidney, the amazing organ

Kidney Day is observed all over the world on the second Thursday of March every year. Incidence of kidney failure cases is increasing day by day due to a steep increase in the number of diabetes and hypertensive patients in the recent past. Globally, nearly 50 million people suffer from renal failure but only 1 million among them undergo treatment. It has been estimated that 360 million people will die of renal failure in 2015.

Though there are no accurate statistics on the subject, the available data shows that 7.58 million people in India are suffering from kidney failure. Surveys conducted point out that less than 5%of the general public is aware of the location and functions of the kidney.

It was to create awareness among the people that Joel Kopple, the founder of International Federation of Kidney Foundations (IFKF), conceived the idea of World Kidney Day (WKD) in the year 2003. The day offers a crucial and visible opportunity to educate policymakers as well as the general public including all those who are at the risk of kidney disease/failure.

The kidney does a magnificent job in our urological system, thus becoming a unique organ in the body. Every day, it filters 200 litres of blood. It is an amazing organ not only excreting urine from the blood, but also maintaining the body electrolyte, maintaining blood pH, synthesises active form of vitD3. It produces Erythroprotien, which is essential for maturation of the red blood corpuscles and to maintain the blood pressure.

Then why does the kidney fail? It can fail due to uncontrolled hypertension, diabetes, failure to take proper treatment for the nephritic syndrome (excess protein in the urine), prolonged obstruction in the urinary tract, frequent use of analgesic (pain-killers) tablets, use of native medicine made of the metals, and a family history of renal disease. Some do suffer from kidney failure, without any specific or identifiable cause. Various reports from Sri Lankan studies reveal that environmental factors like the use of pesticides, use of medicines containing metals, hydrocarbon, etc., too can cause kidney failure.

Chronic kidney failure causes severe economic burden to the individual and his family, and to the nation as a whole on dialysis and renal transplantation. Such patients undergo a lot of stress and strain for want of a potential donor for transplant, most often resulting in depression. With frequent rackets and malpractices involving kidney donation which have become common, in spite of the strict enforcement of rules, the motivation of brain-death patients for organ donation is the only alternative for transplantation.

Prevention is always better than cure. In order to prevent kidney failures, it is essential that everyone knows about the kidney and its importance. There are eight golden rules which help to avoid kidney failures.

1. Keep fit and active. Maintain ideal body weight.

2. Keep regular control of blood sugar.

3. Monitor your blood pressure.

4. Eat healthy and keep your weight in check.

5. Maintain a healthy fluid intake.

6. Do not smoke.

7. Do not take over-the-counter pills regularly.

8. Check your kidneys function if you have any one or more of the high risk factors. The theme for the this year's World Kidney Day (March 8) was: “DONATE — RECEIVE — KIDNEYS FOR LIFE”
