Department of Posts is all set to bring out an RTI Stamp for sale

RTI applicants will no longer have to wait to get their applications processed as the Department of Posts is all set to bring out an RTI stamp for sale soon and also set up special counters, according to a senior officer.



“Under orders of the Central Information Commission, the Department will issue RTI stamps in the denomination of Rs 10. We will also introduce special counters to accept applications in all 1.5 lakh post offices across the country,” the officer speaking on condition of anonymity, told PTI.


Visitors will no longer have to wait at post offices or face problems in depositing RTI fees, photocopying charges as the CIC directions will be enforced, he said.
He said CIC had also asked Central Government departments to instruct all information officers to accept postal orders, demand drafts and banker’s cheques payable to accounts officers and not reject applications on ‘flimsy grounds’ such as every department incurs Rs 22 towards bank charges and commission to en cash postal orders worth Rs 10.
He said post offices are gearing up to impart adequate training to staff for processing the applications.
Chief Information Commissioner Satyanandan Mishra had issued a series of directions on receipt of a complaint by an information seeker. After deliberating on the pros and cons, suitable orders have been issued to the postal services, he said.

Steps involved in applying for Permanent Account Number online!


Indians use the Permanent Account Number (PAN) Card as an identification document for different purposes. There are many holders of the PAN card who are neither working nor file tax returns; but have this solely for the purpose of identification. As the importance of this document has increased over the years, more and more people are applying for it.
As a result of this, the Income Tax department has sought to simplify the process of applying for a PAN card. While the PAN card could earlier be obtained only through middlemen, who were usually Chartered accountants, today the PAN card can be easily applied for online. This is an easy and user friendly process, with clear instructions and guidelines given at every stage. Here are the steps involved in applying for a PAN card when you wish to do it online -
1 Visit the website of the Income Tax Pan Services Unit. This can be visited at https://tin.tin.nsdl.com/pan/
2 This is the home page of the Income Tax PAN Services unit and has different choices such as application for a new PAN, Enquiry and Tracking status, Reprint of PAN card and changes or correction in the PAN details. The applicant must choose the option which is applicable to him.
3 To apply for a new PAN, Form 49A will need to be used. Form 49A can be filled online by visiting https://tin.tin.nsdl.com/pan2/servlet/NewPanApp. Fill in the details and submit the form online. After the form is submitted online successfully, an acknowledgement is displayed. This shows a unique 15 digit acknowledgement number. This acknowledgement must be saved and printed for further process.
4 The acknowledgement form must be sent to the Income Tax department. Before sending this, you will need to attach a few documents along with the acknowledgment form. This includes a proof of address and a proof of identity. Your name which is mentioned in these documents should be in the same format as that in the PAN application form. Take care of this at the time of filling in Form 49A.
5 You must also affix two recent colour photographs on the acknowledgment form in the applicable space. Signatures have to be made where indicated. The photograph you affix should be clear and recent, as this is the same photograph which will be used on your PAN card.
6 Application for PAN necessitates payment of Rs.96 if the communication address is within India. In this case, you can make the payment by one of the following methods - cheque, Demand Draft, internet banking, credit card or debit card. If the communication address is outside the country, then the amount to be paid is Rs. 962, and this is only in the form of a demand draft. In the case of payment by internet banking, by credit card or by debit card, the payment has to be made at the time of filling in the form, after which a payment acknowledgement will be given. Take a print of this and attach with the acknowledgement form.
7 The acknowledgement form must thus be accompanied by photographs, proof of address, proof of identification and the payment/payment proof as the case may be. This must be sent to NSDL in Pune within 15 days of the online application date. The envelope must be subscribed with the words 'APPLICATION FOR PAN - Acknowledgement Number'. The applications are processed at NSDL after receipt of payment - meaning if the payment has been made by means of a demand draft or cheque, you must wait for realization of the payment.
The steps above are simple and self explanatory. There are adequate instructions, guidelines and a list of Do's and Don'ts in the website which will guide you in every step of the PAN application process. The application status can be tracked online after the acknowledgement has been sent. Online payments made can also be tracked online. NSDL also offers the facility of tracking by writing to them at their address or by sending an SMS to 57575 by typing SMS NSDLPAN -space-Acknowledgement No.
The process of changing or correcting the details of your existing PAN card is similar to the process of applying for a new PAN card. At the home page of the Income Tax PAN Services Unit, you will need to select "Changes or Correction in PAN details". Fill in the PAN Change Request Form online and follow the steps above. This PAN change request section also has separate guidelines, instructions and Do's and Don'ts to help you.
Therefore you no longer have to depend on someone else to get a PAN card for yourself or anyone you know. Simply follow the above steps and get it.

   There is available only one order about the procedures for resigning from Central Government Services, which was issued on 6th May 1958 by the Ministry of Home Affairs. After that no orders will be issued by the Ministry. We have reproduced the content of the Office Memorandum and given below for your ready reference...
   Copy of O.M. No.39/6/57-Ests.(A) dated the 6th May, 1958 from Shri.P.Sitaraman, Deputy Secretary to the Government of India, Ministry of Home Affairs, New Delhi to all Ministries of the Government of India etc. etc.
Subject:-  Resignation from service-Procedure in respect of -
   Question have been raised from time to time regarding the authority competent to accept a resignation, the circumstances under which resignation should be accepted, the date when a resignation becomes effective, and the authority competent to permit a Government servant to withdraw a resignation which he has already tendered. The following instructions are, therefore, issued for information and guidance of all Ministries:-

(a) Authority competent to accept resignation :-
   The appointing authority in respect of the service or post in question is the authority competent to accept the resignation of the Government servant.
   (b) Circumstances under which resignation should be accepted:-  It is not in the interest of Government to retain an unwilling officers in service. The general rule, therefore, is that a resignation from service should be accepted except in the circumstance indicated below:-
   (i) Where the officer concerned is engaged on work of importance and it would take time to make alternative arrangements for filling the post, the resignation should not be accepted straightaway, but only when alternative arrangement for filling the post have been made.
   (ii) Where a Government servant who is under suspension submits a resignation, the competent authority should examine, with reference to the merit of the disciplinary case pending against the Government servant, whether it would be in the public interest to accept the resignation. Normally, as officers are placed under suspension only in cases of grave delinquency, it would not be correct to accept a resignation from an officer under suspension. Exceptions to this rule would be where the alleged offences do not involve moral turpitude or where the quantum of evidence against the accused officer is not strong enough to justify the assumption that the departmental proceedings were continued, the office would be removed or dismissed from service, or here the departmental proceedings are likely to be so protract ant that it would be cheaper to the public exchequer to accept the resignation.
(c) Date when a resignation becomes effective :-
   The competent authority should decide the date with effect from which the resignation should become effective. In cases covered by (b) (i) above the date should be that with effect from which alternative arrangements can be made for filing the post. Where an officer is on leave, the competent authority should decide whether he will accept the resignation with immediate effect or with effect from the date following the termination of the leave. Where a period of notice is prescribed which a Government servant should give when he wishes to resign from service, the competent authority may decide to count the period of leave towards the notice period. In other cases also, it is open to the competent authority to decide whether the resignation should become effective immediately or with effect from some prospective date. In the latter cases, the date should be specified.
(d) Authority competent to permit withdrawal of resignation :-
   A resignation becomes effective when it is accepted and the officer is relieved of his duties. Where a resignation has not become effective and the officer wishes to withdraw it, it is open to the authority which accepted the resignation to refuse the request for such effective the officer is no longer in Government service and acceptance of the request for withdrawal of resignation would amount to reemploying him in service after condoning the period of break. As this would involve financial commitments, concurrence of the Ministry of Finance should be obtained before a request for withdrawal of resignation which has already become effective is accepted.

7 Things never to discuss with colleagues

In all probability, you count many of your colleagues as your friends and spend more time with them than you do with you loved ones.

But where should a person draw the line and at what point should they stop being pals with their co-workers and start a professional relation with them.

Indian-origin workplace law expert Joydeep Hor said that boundaries between work and private life are becoming blurred, which in turn is creating problems for workers both professionally and legally.

He has listed seven things that we should avoid talking or discussing about with our co-workers.

Firstly, Hor said that sex life is a topic that people should avoid talking with their colleagues, as it can get them in legal trouble; he asserted that the definition of sexual harassment can be quite broad, News.com.au reported.

Secondly, people need to be aware of their obligation not to malign certain groups in the workplace, as the expression of personally held opinions could be dangerous.

Thirdly, gossiping about others in a work place is a no-no, as it suggests that the person may not be productive in the workplace. And gossiping about people in their private life is also risky.

Fourthly, a worker should never tell their superior that that they wrote themselves off on the weekend, as it represents a lapse in judgement and could makes them query if the person could have the same lapse in judgement in their work.

Fifthly, if a colleague or a customer is discourteous to the person, they should be careful about how they respond, especially if they are angry or frustrated, as co-workers might be turned off if they are constantly venting about others.

Sixthly, a person should never reveal to a co-worker about the big mistakes that they have committed in their life, as they can disclose it to others.

Seventhly, major life events that have happened in a person's life can pose problems if they share them in the wrong way.

7th Pay Commission - Central Government approved to constitute 7th CPC to Central Government Employees...

Government announces Seventh Pay Commission for central employees
NEW DELHI: Ahead of elections, the government on Wednesday announced constitution of the Seventh Pay Commission, which will go into the salaries, allowances and pensions of about 80 lakh of its employees and pensioners.
"Prime Minister Manmohan Singh approved the constitution of the 7th Pay Commission. Its recommendations are likely to be implemented with effect from January 1, 2016", finance minister P Chidambaram said in a statement.

The setting up of the Commission, whose recommendations will benefit about 50 lakh central government employees, including those in defence and railways, and about 30 lakh pensioners, comes ahead of the assembly elections in 5 states in November and the general elections next year.
The government constitutes Pay Commission almost every ten years to revise the pay scales of its employees and often these are adopted by states after some modification.
As the Commission takes about two years to prepare its recommendations, the award of the seventh pay panel is likely to be implemented from January 1, 2016, Chidambaram said.
The Sixth Pay Commission was implemented from January 1, 2006, fifth from January 1, 1996 and fourth from January 1, 1986.
The names of the chairperson and members of the 7th Pay Commission and its terms of reference will be finalized shortly after consultation with major stakeholders, Chidambaram said.

PRESS STATEMENT
Central Government has announced the constitution of 7th Central Pay Commission. Confederation of Central Government Employees & Workers has been raising this demand before the Government right from 2011 onwards and has conducted series of agitational programmes including Parliament March and one day nationwide strike on 12th December 2012.

While welcoming the decision of the Government, we are disappointed to note that our demand for five years wage revision w.e.f. 01.01.2011 and merger of DA has not been considered favourably by the Government. When the public sector employees are given five years wage revision and the erosion in real wages has reached an all time high due to steep price rise, grant of five year wage revision to Central Government employees is fully justified. Similarly every time the Government appointed pay commission merger of DA was also granted. This time Government has not acceded the demand for merger of DA with pay now. Thus by appointing pay commission employees will not be getting any financial benefit now. The demand for inclusion of Gramin Dak Sevaks under the purview of the 7th CPC and grant of merger of DA to GDS is also pending.
In view of the above, the National Secretariat of the Confederation of Central Government Employees and workers urge upon the Government to consider the above demands also favourably failing which the confederation shall be constrained go for further agitational programmes.
