Interest Rate on Education Loans
As per directions of Reserve Bank of India, with effect from 1st July,
2010, banks are required to price their loan products including
education loans linked with the base rates approved by their respective
Boards. Banks are not permitted to resort to any lending below the Base
Rates. Accordingly, interest rates on education loans are decided by the
bank concerned as per their approved policy.
In order to provide relief to the students, the Model Education Loan
Scheme of Indian Banks’ Association (IBA) provides for certain
concessions on educational loans which inter-alia includes:
• Simple interest is charged during the study period and upto commencement of repayment;
• 1% interest concession provided by the banks, if interest is serviced
during the study period and subsequent moratorium period prior to
commencement of repayment;
• 0.5% concession in interest rates is provided for the girl students;
• Full interest subsidy has been made available for educational loans
disbursed on or after 1st April, 2009 during the period of moratorium
for the students belonging to economically weaker sections from
scheduled banks under ‘Interest Subsidy’ scheme of Ministry of Human
Resource Development
This was stated by the Minister of State for Finance, Shri Namo Narian
Meena in a written reply to a question in the Lok Sabha today.

OFFICE MEMORANDUM
Subject : Advance Increments granted to Stenographers of Subordinate
Offices on qualifying speed test in shorthand at 100/120 w.p.m.
regarding.
The undersigned is directed to refer to this Department’s 0M
No.18/44/88-Pay-I dated 07.12.2009 on the above subject which provides
that the Advance Increments granted to Stenographers of Subordinate
Offices on qualifying speed test in shorthand at 100/120 w.p.m. are
treated as pay for all purposes.
2. Consequent upon implementation of CCS (RP) Rules 2008, the concept of
Pay Band& Grade Pay has been introduced. Since there are no fixed
rates of increments now, the manner in which advance increment(s) are to
be computed has been considered in consultation with the Department of
Expenditure. The grant of advance increments to Stenographers of
Subordinate Offices on qualifying the speed test in shorthand at 100/120
w.p.m. after 1.1.2006 may be regulated as under:-
a) In terms of the instructions contained in this Department’s 0M
No.18/44/89-Estt (Pay I) dated 07.12.2009, the advance increments
granted to Stenographers of Subordinate Offices on qualifying Speed Test
in Shorthand at 100/120 w.p.m. in terms of Department of Expenditure OM
dated 04.10.1975 are to be treated as pay for all purposes and the past
cases are also to be regulated accordingly. These advance increments
were therefore to be taken into account for fixation ¡n the Revised Pay
for those officials who were in receipt of such increments in the pre
revised pay. In such cases, the advance increments will no longer
continue as a separate element.
b) In respect of persons who become eligible for grant of advance
increments consequent upon implementation of CCS (RP) Rules, 2008, the
advance increment may be calculated by granting increment @ 3% of the
Basic Pay on the date of passing of the test. Two advance increments may
be calculated by granting two increments @ 3% of the Basic Pay on the
date of passing the test. The amount of this increment may be treated as
a separate element in addition to the Basic Pay (Pay in the Pay Band +
Grade Pay), till such advance increments are taken into account as per
(c).
c) Once the advance increments are taken into account for the purpose of
pay fixation on promotion or being placed in a higher scale on grant of
ACP/MACP or fixation of pay due to revision of pay scale etc., the
advance increments will no longer be continued as a separate element as
it will be merged with the basic pay.
3. In so far as the persons serving in the Indian Audit and Accounts
Department are concerned, these orders will be issued after consultation
with the Comptroller and Auditor General of India.

Aadhaar Card – Personal details can be updated online now
Aadhaar Card holder can request for change of Demographic Profile online
While issue of Aaadhaar card with unique identification number of is in
full pace, UIDAI which is executing Aadhaar Scheme throughout India has
recently launched another online feature in its website
(www.uidai.gov.in)
Those who have been issued with Aadhaar Card can now use the new online
feature in UIDAI website to update their personal profile such as name,
gender, date of birth, address and mobile number. Once any of these
personal details of a Aadhaar Card holder is edited online, changes will
be effected in the central Aadhaar database after due verification of
hard-copies of documents concerned by UIDAI authorities
This feature is the most wanted one as demographic profie an individual
who has been issued with Aadhaar Card such as mobile phone number,
residential address etc may change after issue of Aadhaar card.
The instructions issued by UIDAI for updating personal detils online are as follows.

Who can use this portal?
Any resident with a mobile number can update their profile using this
portal. Mobile number is mandatory to receive password for login.

Aadhar without Date of Birth – Could not be used as sole document for ID proof
The
Government’s initiative to issue identification cards (Aadhar) with
unique identification number (UID) to all citizens of India is really
a mammoth work considering the population in India.
As
per the statistics issued about Aadhar, Unique Identification Authority of
India (UIAI) has spent more than Rs.2000 crores for issuing Aadhar to nearly 23
crore people.
As
such the Aadhar system is stated to be one of the full-proof technology to prevent
duplication. Three biometric attributes i.e face, fingerprints and iris
images of the card holder are collected to maintain uniqueness.
Government
has also taken all steps to officialize Aadhar Card for its
acceptance an identification card by all government as well as private
authorities.
Railways
has already notified Aadhar as an acceptable identification card. But Banks say
Aadhar alone is not enough for opening new account as it does not contain date
of birth.
However,
for opening a new account Banks are not accepting Aadhar alone as a
documentary proof for the reason that date of birth of the card
holder is not mentioned in Aadhar. Hence,Banks insist additional documents such as PAN to verify the
date of birth.
Aadhar
is supposed to eliminate an individual’s difficulty of carrying multiple
identification documents. But in this case Aadhar is not alone enough as
it could not produced as a document for certifying one’s age.
Better
late than never: Many feel, mentioning date of
birth in Aadhar would
not
be a problem as UIAI collects date of birth of an individual in the
initial application itself. In fact the year of birth is
mentioned in Aadhar.

DOP proposes to open 80 Branch Post Offices and 50 Sub-Post Offices in the country during 2012-13
India has the largest number of Post Offices in the world. However,
5,00,327 villages are without Post Offices in the country. Opening of
Post Offices is an on-going process. New Post Offices are opened as per
the prescribed norms and subject to availability of Plan funds and
manpower. It has been proposed to open 80 Branch Post Offices and 50
Sub-Post Offices in the country during the current financial year
(2012-13).
24,969 departmental Post Offices have been computerized, out of which
21,606 Post Offices have been provided electronic money order
facilities. The Department has a plan to provide these services through
all Post Offices in phased manner and it is expected to be completed
during the current Plan.
This information was given by Dr. (Smt.) Killi Kruparani, Minister of
State for C&IT in written reply to a question in Lok Sabha today.

Reservation in Promotion
The Supreme Court in the matter of M. Nagaraj case, while upholding
validity of the Constitution amendments regarding reservation in
promotion to the Scheduled Castes and Scheduled Tribes, has laid down
certain pre-requisite conditions for providing reservation in promotion
to SCs and STs, namely the State has to see about inadequacy of
representation, backwardness of the class and efficiency of
administration. To overcome these pre-requisite conditions, the
Government proposed to introduce a bill to amend the Constitution.
Opinion of the Attorney General of India was sought on the proposed bill
and he had not opined that the Bill on the Constitutional amendment for
reservation of Scheduled Castes/Scheduled Tribes in promotion in the
Government jobs was erroneous.
The Bill aims to amend Article 16(4A) so as to continue with existing
provisions of reservation in promotion to the Scheduled Castes and
Scheduled Tribes, without any impediment.
This was stated by Shri V. Narayanasamy, Minister of State in the
Ministry of Personnel, Public Grievances and Pension and Minister of
State in the Prime Minister’s Office in written reply to a question by
Shri Yashvir Singh and Shri Neeraj Shekhar in the Lok Sabha today.
