TRAI Raises SMS Limit To 200 SMS Per Day Per SIM


Now, there seems to be good news for all the SMS fans or Heavy SMS Users! Indian Telecom regulator Telecom Regulatory Authority of India (TRAI) today increased the limit of One hundred SMS (100 SMS) per day per SIM to Two hundred SMS (200 SMS) per day per SIM for prepaid users.
TRAI also doubles the SMS limits/caps for Postpaid mobile service users from 3000 SMS per month to 6000 SMS per month per SIM.
TRAI said that it has received representations from some of the service providers and consumers to increase the limit of 100 SMS per day per SIM. The Authority has considered these representations and decided to increase the limit of one hundred SMS per day per SIM to two hundred SMS per day per SIM.The new SMS cap of 200 SMSes per SIM per day for Prepaid and 6000 SMSes per SIM per month on Postpaid will be effective from today i.e. 1st November 2011.
On 27th September, TRAI directs all Access Providers (GSM and CDMA Mobile service operators) to sets a cap of 100 SMSs per day per users as earlier we shared on TelecomTalk.
New SMS Limits / Cap for Prepaid and Postpaid Subscribers :
Prepaid : 200 SMS Per Day Per SIM (existing 100 SMS/Day)
Postpaid : 6000 SMS Per Month Per SIM (existing 3000 SMS/Month)

How to safeguard your Bank ATM card from fraudsters?


Like the news on street-side robbery, house-breaking, bank robbery etc we are used to read in the news papers few years ago, nowadays we come across lot of news on debit card (also popularly called as ATM card) frauds.
Innocent people, especially salaried class are victims in these frauds as they expose their debit cards more in the ATM to take out their salary credited in the bank.
We provide here a news published in Hindu recently on one kind of these ATM Card fraud in which fraudsters were held by police in Chennai.
A gang that robbed 64 persons in chennai of over Rs.30 lakh last month after making fake bank cards has been busted by police.
The gang members used a slim skimmer device that they placed inside the card slots of four ATMs, in different locations, to obtain details of the victim's card details, including the PIN.


Police launched investigations after Commissioner of Police receivedcomplaints from 64 persons last month stating that someone had drawn large sums of money from their bank accounts.
When the victims made enquiries with their banks, the officials told them that the money had been drawn using ATM cards.
It was found that the money was drawn from four ATMs – in West Mambalam, Kilpauk, Kotturpuram and Saidapet.
“The gang opted for the four ATMs because these facilities had neither a security guard nor a CCTV camera. We gathered information about the movement of people who visited the kiosks and details of calls made and received on mobile phones of those who came to the ATMs. During the cell phone trace, our team zeroed in on a mobile phone number, which was used at all the four ATMs,” the police said.
Fraudsters confessed to having inserted film-thin skimmer devices made in China, worth $ 2,000 each in the card slots of the four ATMs. The devices with a two-day battery life are capable of capturing card details, including the PIN, through an advanced sensor panel when a customer uses the card issued by the bank. They replaced the skimmer devices every two days and used the information to make fake cards.
Advanced skimmer devices with sensors can detect the movement of fingers on the numeric pad on the ATM.
Earlier, a pinhole camera on the skimmer placed inside the card slot was used by culprits to read the PIN number. Now the fraudsters have gone one step ahead.
The police have advised ATM users to inspect card slots for any suspicious objects and change PIN numbers of their bank cards at frequent intervals.

This slide-show shows the possible area where skimmer device is installed by fraudsters in the ATM.
· Though it may not be fully possible all the time by a layman to identify the illegal installation of a skimmer device in the ATM, a cautious look at the card insertion area of ATM may throw some light.
· Even if you just suspect that the ATM is tampered with, you can go to a nearby ATM where security people are available all the time.
· You can also avoid loss of your debit card information by frequently changing your ATM password.
· Safest of all of these precautionary measure is not to expose your debit card linked to your main account in which you receive your salary and other payments in the ATM unless it's an emergency. Then how can we withdraw amount for our day to day expenses? Here we have an easy solution.
· If you have internet banking facility for your main account, then you can easily safeguard your money. You have to open another account in another bank with ATM card facility and transfer small portion of amount to this alternative account from the main account usinginternet banking. Now the ATM card of the alternative bank account can be exposed in the ATM, while you never take outside the ATM card of the main account unless it's an emergency. Whenever, the alternative bank account balance is nil you can use internet banking within no time to transfer amount to the alternative account from the main account.

A proposal for change in the name of the Postal Staff College India (PSCI) was placed before the Postal Services Board. The Board, in its sixth meeting held on 21.09.2011, after detailed discussion, has agreed that in order to reflect the true character of the institution and its future aspiration, PSCI needs to be upgraded as a National Academy. The Board has, accordingly recommended that PSCI be renamed after Shri Rafi Ahmed Kidwal, the first Communication Minister of Independent India, a freedom fighter and one of the foremost nation builders of the post independence era as “Rafi Ahmed Kidwai National Postal Academy (RAKNPA)”. The recommended actions of the Board have been approved by the Competent Authority.

Highlights of draft Post Office Bill 2011

1. Opening of market by reducing the exclusive privilege of Central Government:

Gradual opening of the market by phase wise removal of the monopoly proposed. Exclusive privilege reduced up to 150 gm. In case of letters and up to 50 gm. in case of express mail. Couriers can carry letters even within 150 gm and 50 gm ( the reserve area) subject to them charging twice the postal rates for letters and twice the rates for express service.

2. Sunset clause:

A 15 years SUNSET clause for complete removal of exclusive privilege in express service and Parliamentary Review of exclusive privilege in case of letters is proposed.

3. Universal Service Obligation of the Central Government:

As proposed, USO is defined as the obligation of the Central Government to provide, through the Department of Posts, basic postal services at reasonable access, affordable price and with specified service parameters throughout the country. Commitment to provide postal service, delivery and access to post office 6 days of the week except holidays.


4. Definitions:

Definitions of certain ‘terms’ are proposed keeping in view the definition adopted by different countries, as also the requirement of customers i.e.
a) “postal services” means services provided by the Central Government or on its behalf and includes services related to
(i) handling of addressed letters,
(ii) handling of addressed parcels and packages,
(iii) handling of addressed press products,
(iv) handling of these articles as registered or insured mail,
(v) express services for these articles,
(vi) handling of unaddressed articles,
(vii) Value Payable Post,
(viii) money remittance
(ix) Post Office Counter Services
(x) services on behalf of any Ministry or Department of the Central or State Governments, or services on behalf of any other organization
(xi) other services not specified elsewhere;

b) “courier services” means services related to the handling of articles of mail i.e. collection, sorting, dispatch, conveyance and delivery including
(i) handling of addressed letters subject to provisions in Section 4,
(ii) handling of addressed parcels and packages,
(iii) handling of addressed press products,
(iv) express services for these articles subject to provision in Section 4
(v) handling of unaddressed articles,
c) “express services” means postal / courier services related to handling of articles of mail and expedited delivery within a clearly specified and declared time limit with confirmation of receipt and with or without endtoend integration to ensure track and trace and a record of delivery ;

d) “Registered Courier” means any person registered as such under Section ‐‐‐and includes his employee or agent or assignee;

e) “Licensee” means a Registered Courier who has been given license under Section ‐‐;

5. Registration and Licensing:

The Central Government may grant registration to any person undertaking the provision of any courier service in India, who shall be called a Registered Courier. The Central Government may also grant license to any Registered Courier, who shall be called alicensee, for providing certain specific services. There is no registration fee or license fee. Licensing conditions involve adherence to quality, guarantee relief to customers in case of any deficiency in service and commitment to ensure confidentiality and security of letter. All operators will require registration for providing any type of courier service in India. But license will be required only for reserve area,USO and letter mail.

6. Registering Authority:

It is proposed that Central Government shall appoint Registering Authority, in such manner and to perform such functions, as may be prescribed.

7. Appellate Authority:

An Appellate Authority is proposed for redressal of grievances of any person aggrieved by an order of Registration Authority.

8. Setting up Extra Territorial Offices of Exchange (ETOE) and International mail Processing Centers (IMPC) abroad:

Central Govt. may establish ETOEs/IMPCs in other countries for providing international Mail Services including express and parcel services subject to arrangements with such Postal Administrations regarding terms and conditions.
