What is Post Forum?

A system to foster better relationship with clients and to create a ready responsiveness to public needs. The Post Forum was introduced on 10.09.90. Post Forum is a representative body of users of a post office to advise the post office on matters of its service in public interest conceived in the widest sense. It shall consist of not more than 7 (seven) Members. They shall be users of the Post Offices. It will meet once every three months. However, in the initial phase, it would be appropriate to conduct meeting once in two months and after initial three to four meetings, the periodicity of meeting may be once in three months. To keep the focus on the relevant issues, it is most important that the Post Forum shall discuss the issues relating to the Post Office for which it was formed.
• It is a body set up by the Divisional Head in a Post Office consisting of Postmaster, Customer groups and post office supervisors.
• The Postmaster is the head of the Post Forum.
• It is a platform for both Post Office and customers to know each other closely.
• It is a forum to know customer needs.
• It is a Forum to tell our .expectation from the customers.
• It is a platform to tell about ourselves to customers.
• It is a collective effort to identify the problems.
• It is a collective platform to recommend changes.
• It is a forum to bring people closer to the post offices.
• It is a change agent to bring improvement in the Services and work culture.
• It builds bond of cooperation and mutual respect.


How Post Forum Functions?

Who is a Facilitator?

An employee working in Post Office and identified by Postmaster to implement the Charter is named as Facilitator.

Roles of Facilitator:

• To understand the theme of Citizen Charter.
• To assist Postmaster in organizing and running of Post Forum
• To train and educate other staff in the Post Office.
• To analyze performance with standards.
• To publish results of performance compare to set standards.
• To oversee implementation of Citizen Charter.
• To maintain proper records of proceedings of the Post Forum and action taken to act upon the recommendation.

Process Teams:

• To assist Postmaster and Process Team Leader in evoking proforma for monitoring performance against the fixed standards.
• Teams constituted for branches of Post Offices
• Deputy Postmaster/Assistant Postmaster/Supervisor is head and all employees in branch are Members.
• Discuss the problems and suggest corrective actions, record the proceedings.
• Evolve monitory performance to measure the performance against the set standards.
• Implement those suggestions where no outside assistance is required.
• Meet once in 15 days and review progress.
• Records to be kept of issues deliberated upon.

Decision Taking Team:

• Postmaster as head and all Deputy Postmaster /Asst. Postmaster/Supervisors of Post Office as member of this team.
• The supervisors will bring only those points where Postmaster’s assistance required.
• Postmaster to discuss and take decision. Minutes to be prepared.
• Prescribing measurement tools and formats.
• Measuring the performance with set standards.
• Meet once in a month for discussing new issues and Monitoring progress of earlier decisions.
• Disseminate information on new schemes and initiatives of Department to all Members.
• Attend Post Forum meetings.

Subject : Grant of Dearness Relief to Central Government pensioners who are in receipt of provisional pension or pension in the pre-revised scale of 5th CPC w.e.f. 1.7.2011.
In continuation of this Departments OM No. 42/15/2011-P&PW(G) dated 11th April, 2011 sanctioning the Dearness Relief to those Central Government pensioners who are in receipt of provisional pension or pension in the pre-revised scales of 5th CPC, the President is pleased to grant the Dearness Relief to these Central Government pensioners as under:

(i) Those who are in receipt of provisional pension or pension In the pre revised scales of 5th CPC are entitled to Dearness Relief @ 127% w.e.f 1.7.2011.
(ii) The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 to 31.12.1985 and are in receipt of ex-gratia @ Rs. 600/p.m. w.e.f. 1.11.1997 under this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to Dearness Relief @ 127% w.e.f. 1.7.2011.
2. The following categories of CPF beneficiaries who are in receipt of ex-gratia payment in terms of this Departments OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to DR @ 119% w.e.f. 1.7.2011.
(I) The widows and dependent children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and are in receipt of Ex gratia payment of Rs. 605/- p.m.
(ii) Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt of Ex-gratia payment of Rs, 654/-, Rs. 659/-, Rs. 703/- and Rs. 965/-.
3. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue in consultation with the C&AG.
4. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No. 1(4)/EV/2011 dated 21st October, 2011.

The undersigned is directed to state that the matter regarding extension of the benefit of Child Care Leave to civilian industrial employees working in Defence Establishments at par with the Non industrial Central Government employees covered by the CCS (Leave) Rules, 1972 has been under consideration of this Department.
It has been decided in consultation with the Ministry of Finance (Department of Expenditure) to extend the benefit of Child Care Leave to civilian female industrial employees working in Defence Establishments at par with the non industrial Central Government employees covered by the CCS (Leave) Rules, 1972 subject to the conditions provided in rule 43-C of the CCS (Leave) Rules, 1972, as amended from time to time.
These orders shall take effect from the date of issue.

Courier companies give India Post a tough run


MANGALORE: With courier companies offering service at very competitive rates, India Post finds it very difficult to maintain its business-levels in the city. Statistics available with India Post indicate that number of postal articles handled in the city is coming down significantly as compared to previous year.

The Mangalore division of India Post, which handled 9,29,537 unregistered postal articles in a fortnight from August 8 last year, could handle only 3,70,168 articles during the same period this year. Officials attribute lowest price being offered by courier companies to deliver articles and the increased usage of e-mails as the reason for decline in business.

Mangalore division of India Post has two head post offices, 55 sub post offices and 96 branch post offices. In the above-mentioned fortnight in 2010, the division handled 3,03,188 envelopes, but the number has come down considerably to 1,35,229 for the same period in 2011. Similar is the case of post cards, printed post cards, meghdoot post cards and inland letters.


However, there has been a narrow increase in the number of inland letters handled in rural areas in Mangalore in 2011. While 12,426 inland letters were handled in the fortnight in 2010, it has increased slightly to 12,611 in 2011.

"As banks, public and private sector institutions prefer courier service instead of postal service, the business has been reduced," says T G Naik, senior superintendent of post offices, Mangalore division. It's not possible for postal department to reduce the price to beat the competition from courier sector. "Meanwhile, courier service companies collect articles from banks, public and private sector institutions offering a very low price," he added.

Chandrashekhar (name changed), branch manager of a courier service company, said courier companies reduce the rate based on the quantity of articles. "If the number of articles are more, then the rate is reduced accordingly. If an organization makes an agreement with courier companies directly, then the rates will be reduced further," he adds.

Sub: Commuted Leave to a Government Servant who has opted out of CGHS facilities and is availing the medical facility provided by the employer of his / her spouse - clarification.


This Department has been receiving references from various Ministries Departments seeking clarification regarding admissibility of Commuted Leave on the basis of medical certificates issued by Hospitals/Medical Practitioners approved by the employer of the spouse in cases where the concerned employee has been allowed to avail such facilities from the employer of the spouse. The matter has been considered in the light of clarification given by the Ministries of Health and Family Welfare.

It is clarified that leave on medical grounds may be allowed on the basis of certificates issued by Hospitals / Medical Practitioners approved by the employer of the spouse in such cases.

Metro Rail to delight the B'lore people from Today

Bangalore's much-awaited"Namma"Metro is all set to begin commercial operations today (21/10/2011)

Union Urban Development Minister Kamal Nath and Railway Minister Dinesh Trivedi will flag offthe train in the presence of Karnataka Chief Minister D V Sadananda Gowda at the inaugural function in the city.

In the first phase, Bangalore Metro Rail Corporation Ltd (BMRCL) will run the services on seven-km stretch metro rail from Mahatma Gandhi road to Byyappanahalli from morning to late evening. The service will connect the city centre to the eastern suburbs and will run on elevated tracks.



Residents hope the metro will ease traffic congestion in the city which has become India's IT hub. Built at a cost of Rs. 6000 crore, at least 20,000 people are expected to use the services each day.

The Bangalore Metropolitan Transport Corporation (BMTC) and Bangalore Metro Rail Corporation Ltd. (BMRCL) are also jointly introducing common day-pass that can be used both in metro and BMTC buses. According to a BMTC release, the Metro Bus Transit Day Pass for commuting in metro and BMTC non-air-conditioned buses is priced at Rs. 70. The Metro Bus Transit Day Pass for commuting in metro and all BMTC services except Vayu Vajra costs Rs. 110, the release said.

Don’ts

· Please do not click photographs with your mobile phones without permission from the people or authorities concerned. You may be invading the privacy and possibly indulging in an illegal act.
· Do not send obscene / pornographic text / images using SMS.
· Do not send obscene / pornographic text / images using MMS (Multimedia Messaging Service)
· Do not receive from or reply to SMS / MMS of strangers.
· Do not transmit obscene/ pornographic material, as it is an offence under Information Technology Act –2000 which carries a punishment of 5 years of imprisonment and 1 lakh rupees fine.
· Do not make calls to the unknown phone / mobile numbers you get while chatting or which are exhibited on various profiles on the Internet. If you do, you may be causing harassment to the other person.
· Do not keep your Blue Tooth open at all times-you may receive obscene / pornographic text, images and viruses.
· Do not give your mobile numbers while chatting on INTERNET to avoid “STALKING”.
· DO not handover your mobile phone to unauthorised service centres, to avoid CLONING.
· It has been reported in the press that some unscrupulous elements may contact your mobile saying that they are from government agencies or Service Providers and request you to press #90 or #09. It is reported that doing so would transfer control of your SIM to the caller. SO DO NOT PRESS #90 or #09 when asked by unidentified persons.

  • Note down your IMEI number.
  • Security pin code should be used to avoid misuse of your mobile phones.
  • MMSs / SMSs received should be checked for their source before opening.
  • Delete all obscene / pornographic text, images, SMS /MMS from your mobile phones which you might have received or stored. Otherwise this may land you in trouble and unwanted embarrassment.
  • Anti-virus software should be loaded in the mobile phone.
  • Mobile phone keypad should be locked after every use.
  • Use your mobile phone only when necessary .

The Importance of Open Communication
